The Longitudinal Survey of Immigrants to Canada (LSIC) is used to investigate the participation of immigrants in Canada's housing market during the first four years of the settlement process, beginning in 2000–2001. The analysis focuses on the changing rate of homeownership, crowding and affordability. Special attention is given to differences between landing classes and population groups (especially visible minority groups). In general, the housing situation of LSIC survey respondents improved remarkably over the years covered by the survey. This is registered in a much higher rate of homeownership in the third wave of the survey (at four years after landing) compared with the first (six months after landing). Similarly, the ratio of survey respondents spending more than 30 percent of their total family income on housing dropped dramatically, as did the percentage living in crowded conditions. In other words, at least according to the measures explored here, LSIC suggests that the proportion of immigrants in precarious housing situations drops significantly in the early settlement period. This positive outcome is not universally shared, however, and certain groups—notably refugees, and immigrants of black and MiddleEastern background—see much less improvement in their circumstances than the average survey respondent.  相似文献

The successful integration of immigrants into a new society is based on their attainment of several basic needs, including access to adequate, suitable and affordable housing. While this has long been a concern in Canadian cities, such as Vancouver, Toronto, and Montréal, it is also increasingly an issue in growing mid-sized cities such as Kelowna, in the interior of British Columbia. While Kelowna's real estate market is one of the most expensive in the country, there is little published data or literature on the housing experiences of immigrants in the city. This study examines the housing experiences and stresses of a small group of immigrants in Kelowna's rental housing market. This study uses data from five focus groups with 34 new immigrants and 20 interviews with key informants, conducted in Kelowna in summer 2008. The evidence indicates that for this group of immigrant newcomers, the housing search process in Kelowna's rental housing market met with significant barriers in locating affordable rental housing. Of these barriers, the most commonly cited were: (a) high housing costs; (b) lack of reliable housing information, including lack of access to organizations that provide housing help (government or not); and (c) prejudice by landlords based on the immigrants' ethnic and racial background.
This study points to the need for more comparative studies on the housing experiences of immigrants in mid-sized cities in Canada to better understand which groups of immigrants are more successful than others in finding affordable housing in these mid-sized cities, and why.  相似文献

长期以来,我国租赁住房市场被严重边缘化,“十三五”规划明确提出建立租购并举的住房制度,彰显了让住房回归“居住属性”特征。住房租赁市场成为研究热点,而居民的租赁住房可支付能力是其关键。本文将保障性租赁住房与商品性租赁住房合为一体作为研究对象,从我国住房租赁市场的现状出发,客观评价不同人群的家庭可支配收入、最低非住房消费标准、住房补贴比例等指标,在此基础上定义人均租赁住房可支付能力指数,用于评估不同人群的可支付能力。结合目前的租赁住房市场的供给情况,运用GIS软件分析居民可支付能力的空间特征,分析北京市现有租赁住房与居民租房可支付能力匹配情况,对于合理制定多层次租赁住房市场政策具有参考意义。  相似文献

Franklin J. James spent much of his career working to understand and improve our metropolitan communities. His interests were varied, ranging from impacts of fiscal and economic distress on urban areas to understanding socioeconomic forces reviving our central cities. During the last several years, Professor James had turned his attention to examining the positive economic impacts immigrants and ethnic communities have for reinvigorating our central cities-and beginning to investigate how non-native American's will impact America's suburbs in metropolitan settings
This preliminary exploration examines destination choices of immigrants, the characteristics of immigrant labor markets, and the determinants of immigrant earnings. The article begins to explore indirect evidence on the economic efficiency with which immigrants and native workers distribute themselves within and among labor markets as well as the assimilation process facing new immigrants. Evidence is presented to explain how the earnings of recent immigrants are affected by their human capital characteristics, their race, and ethnicity, and other factors. We reject the hypothesis that immigrants participate in a tertiary sector of urban labor markets and conclude that the determinants of immigrant earnings are similar enough to those of U.S. natives that it makes sense to assume that they work in the same primary labor market in which most native White Americans work. We find that urban labor markets for immigrants are surprisingly efficient, thus enabling immigrants to take advantage of economic opportunities. A major exception concerns what appears to be a powerful effect of discrimination on the economic progress of Black immigrants.  相似文献

The United States and the major northern European countries all have developed a variety of strategies for governmental intervention in housing and urban development. These include rent supplements, subsidized mortgages, incentives to homeownership, land clearance, and construction and management of housing by public authorities. Despite similarities in the types of programs offered, the countries vary markedly in levels of public expenditure, consistency of policy, and institutional structure of the housing market. Differences in housing policies and institutions produce different outcomes. Settlement patterns, housing costs, level of home-ownership, and availability of housing for different income groups can be traced to these varying contexts for housing investment. Explanation of national differences lies in the differing organization of economic interests through the respective political systems.  相似文献

We propose an urban search‐matching model with land development. Wages, unemployment, prices of housing and land are endogenously determined. We characterize the steady‐state equilibrium and then discuss the issue of efficiency. To explore interactions among markets, we implement comparative static analysis. We also consider three policies: an entry‐cost policy that reduces firms' entry, a transportation policy that reduces commuting costs, and a housing policy that decreases rental prices. We find that the transportation and housing policies are more efficient if the unemployment rate is low, while the entry‐cost policy is more efficient if the unemployment rate is high.  相似文献

改革开放40年以来,住房市场化转型使中国拥有了一个相对独特的住房制度环境,对城市空间结构、居民居住状况和民生福祉等各方面都产生了深远影响。中央政府明确强调需加快研究建立符合国情、适应市场规律的房地产基础性制度和长效机制,而这需要对城市居民微观居住行为进行深入研究。居住行为作为城市地理学的重要议题,近年来,相关研究虽不断涌现,但尚缺乏系统的理论梳理和实证研究总结。本文利用知识图谱可视化刻画了居住行为研究热点的演化,从居住迁移、住房产权获得、住房生涯三方面对西方相关研究进展和前沿进行评述,并进一步梳理了居住行为与城市空间的关系,以深化对城市居住空间分异机制的理解;在总结中西方差异的基础上,对中国现有实证研究进行了回顾;立足于中国国情和现有住房政策,分别从理论、内容、数据和方法三个方面对未来中国居住行为研究方向进行展望,旨在引起学术界对居住行为的关注,为推动中国居住行为研究理论构建、理解社会空间重构机制提供参考。  相似文献

近年来,居民时空间行为的社会分异已成为学者们广泛关注的话题。然而,已有关于居民时空间行为的社会分异研究中,缺少对于居民活动情境的社会分异的研究。因此,本研究基于时间地理学中对人类活动的情境嵌入性与情境的不同维度的相关理论,以北京清河街道为例,分析不同住房来源居民在日常情境、地理情境和社会情境下的时空间行为的社会分异,尝试从多个情境维度拓展对时空间行为社会分异的理解。研究发现,市场性住房居民“朝九晚五”的活动特征明显,活动同伴选择外向性突出;单位性住房居民职住相对接近,在社区空间内分配时间最长且活动目的多样;安置性住房居民活动较为分散,地理情境与社会情境都呈现出“家庭内向性”特征;保障性住房居民非工作活动的“滞后性”明显,对社区空间的时间分配总体较低。除住房来源因素与个人社会经济因素外,建成环境因素对于居民对社区空间的使用有显著影响。  相似文献

Against the background of an emerging rental affordability crisis, we examine how the standard rule that households should not spend more than 30% of their income on housing expenditures leads to inefficiencies in the context of federal low‐income housing policy. We quantify how the current practice of locally indexing individual rent subsidies in the Housing Choice Voucher (HCV) program regardless of quality‐of‐life conditions implicitly incentivizes recipients to live in high‐amenity areas. We also assess a novel scenario for housing policy reform that adjusts subsidies by the amenity expenditures of low‐income households, permitting national HCV program coverage to increase.  相似文献

Housing was a backbone of the Danish welfare state, but this has been profoundly challenged by the past decades of neoliberal housing politics. In this article we outline the rise of the Danish model of association‐based housing on the edge of the market economy (and the state). From this, we demonstrate how homes in private cooperatives through political interventions in the context of a booming real estate market have plunged into the market economy and been transformed into private commodities in all but name, and we investigate how non‐profit housing associations frontally and stealthily are attacked through neoliberal reforms. This carries the seeds for socio‐spatial polarization and may eventually open the gate for commodification – and thus the dismantling of the little that is left of a socially just housing sector. Yet, while the association‐based model was an accessary to the commodification of cooperative housing, it can possibly be an accomplice in sustaining non‐profit housing as a housing commons.  相似文献

Recent claims that Sydney's ethnic residential concentrations are a permanent feature and that the city is rapidly turning into a city bifurcated along an ethnic divide cannot be sustained by the evidence. An understanding of multicultural policies as they operate in Australia, and of segregation as essentially a transitory phenomenon there, suggests that social bifurcation is unlikely to occur. Immigrant concentrations in the poor suburbs are nothing new, and do not imply the entrapment of ethnic groups. While immigrant residential concentrations are increasing in size, commensurate with the influx of large numbers of migrants from non‐English speaking backgrounds over the past 30 years, the evidence suggests that claims of bifurcation are a product of the usage of birthplace data, the aggregation of ethnic groups into just two groups and a failure to take account of the degree of mixing. Evidence from both birthplace and ancestry data using different levels of ethnic aggregation and more appropriate analyses shows that Sydney is dominated by an intermixing of different ethnic groups with each other and with the host society, and not by high levels of ethnic segregation. Ancestry data from the 2001 Census show the spatial assimilation into the host society of the grandchildren, but less so the children, of immigrants in Sydney with similar rates for both the white non‐Anglo‐Celtic and the Asian populations.  相似文献

ABSTRACT This paper investigates the interplay between nativity and both homeownership and foreclosure in Miami‐Dade County, Florida at both the individual and community levels. We estimate the likelihood of individual‐level home ownership based on place of birth and year of entry to the U.S., and separately estimate community‐level foreclosures based on the demographic composition of neighborhoods. Results confirm previous work: all subgroups, except Cubans, are less likely to be homeowners than white, non‐Hispanics and only Cuban neighborhoods had foreclosure rates significantly lower than rates in white, non‐Hispanic neighborhoods. Nativity has a stronger effect on homeownership than on foreclosure levels.  相似文献

ABSTRACT The structured inequalities of capital investment and disinvestment are prominent themes in critical urban and regional research, but many accounts portray ‘capital’ as a global, faceless and placeless abstraction operating according to a hidden, unitary logic. Sweeping political‐economic shifts in the last generation demonstrate that capital may shape urban and regional processes in many different ways, and each of these manifestations creates distinct constraints and opportunities. In this paper, we analyze a new institutional configuration in the USA that is reshaping access to wealth among the poor – a policy ‘consensus’ to expand home‐ownership among long‐excluded populations. This shift has opened access to some low‐ and moderate‐income households, and racial and ethnic minorities, but the necessary corollary is a greater polarization between those who are able to own and those who are not. We provide a critical analysis of these changes, drawing on national housing finance statistics as well as a multivariate analysis of differences between owners and renters in the 1990s in New York City. As home‐ownership strengthens its role as a privatized form of stealth urban and housing policy in the USA, its continued expansion drives a corresponding reconstruction of its value for different groups, and inscribes a sharper axis of property‐rights inequalities among owners and renters in the working classes.  相似文献

Across states, there is substantial variation in the degree to which immigrants and their children are offered public assistance. We present a theoretical framework for analyzing the effects of policy decisions about immigrant inclusion. We apply the framework to investigate the effect of the state safety net on educational attainment. We focus on the years following welfare reform in 1996, when states gained considerable autonomy over welfare policy, including decisions about the eligibility of immigrant residents. Leveraging state‐level data from before and after reform, we estimate a difference‐in‐difference model to identify the effect of variation in immigrant inclusivity on educational attainment. We find that when states broaden the inclusivity of the social safety net to immigrants, young Latinos are more likely to graduate from high school. This effect is present beyond the group of Latino residents who receive additional benefits, suggesting that policy decisions about immigrants spill over to broader communities and communicate broader messages about social inclusion to racial and ethnic groups. We find similar patterns among Asian youth, but not among black and non‐Hispanic white youth. We conclude that immigrant inclusion has consequences for the life prospects of the growing population of youth in high‐immigrant ethnic groups.  相似文献

In an article published in this journal in 2005, Dorward et al. argued that non‐market institutions are particularly effective in addressing market failures in the high‐transaction cost institutional environment which is often characteristic of low‐income countries. This comment develops additional theoretical underpinnings of this argument by exploring differences in the capacity for addressing market failure of for‐profit firms, on the one hand, and third sector organizations representing a major type of non‐market institutions, on the other. It is argued that while for‐profit firms address market failures by facilitating market exchange, third sector organizations do so by replacing exchange with self‐sufficiency. This recourse to self‐sufficiency is reflected in the important role of third sector organizations in economic development in low‐income countries.  相似文献

Last decades' non-western immigration to Europe has resulted in culturally and religiously more diverse populations in many countries. One manifestation of this diversification is new features in the cityscape. Using a quasiexperimental approach, in which an unexpected political process that led way to the first public call to prayer from a mosque in Sweden is combined with rich, daily, information on housing sales and detailed monthly information on internal migration, this paper examines how one such new feature affects neighborhood dynamics. While our results indicate that the calls to prayer increased house prices closer to the mosque, we find no evidence of increased residential segregation between natives and immigrants.  相似文献

Homelessness is a risk for growing numbers of immigrants. Largely as a result of low incomes, newcomers are more likely than the Canadian-born to spend over 50 percent of total household income on housing costs. Many newcomers suffer 'hidden homelessness'. They do not use shelters and other services, but share accommodation, couch-surf and rely on their social contacts for temporary and precarious housing. The adverse impact of low incomes on the housing experiences of Canadian newcomers is exacerbated in the outer suburbs of metropolitan areas where the supply of affordable housing is limited. This study explores the social backgrounds and housing experiences of immigrant households that are vulnerable to homelessness in outer suburbs through analysis of special tabulations from the 2001 census for York Region and interviews with representatives from local community organisations serving immigrant and low-income populations. The initial findings confirm that a high proportion of newcomers in York Region are at-risk of homelessness during the first 10 years of residence in Canada. Although renters are more vulnerable than homeowners, a substantial percentage of newcomers who are homeowners pay more than 30 percent of their total income on housing costs. The shortage of affordable rental housing in the outer suburbs exacerbates the impacts of low incomes, immigration status, household size and ethnoracial identities on immigrants' housing.  相似文献

ABSTRACT This paper examines the extent to which populations experiencing low homeownership rates in the U.S. also experience high homeownership exit rates. We determine whether low‐income Hispanic and black households that achieve homeownership are as likely as white and high‐income households to sustain it. Using the Panel Study of Income Dynamics spanning the years 1970–2005, we find that low‐income homeowners consistently have higher homeownership exit rates, Hispanic households have higher raw exit rates prior to but not subsequent to 1997, and a black/white sustainability gap appears to arise post‐1997.  相似文献

Museums in New Zealand are not a homogeneous group in terms of their level of incomegenerating activity or the nature of those activities. The gap of knowledge consequent on this situation led to the National Services unit of the Museum of New Zealand Te Papa Tongarewa, commissioning primary research into the revenue‐generation activities of the sector. This paper presents the results of that research, specifically the data gathered through a questionnaire. The results provide a profile of respondents in relation to their operating contexts, the sources of financial and non‐financial support they received (from the local community, local authorities and central government), and the types of income‐generating activities they undertook. The results contribute to a better understanding of both how organisations within the sector generate income (from traditional sources and new, more innovative activities) and what factors influence their ability to do so.  相似文献

Do social protests affect government housing-related decisions? If so, in what way? To answer this question this study examines the influence of Israel's 2011 social protest on the government's housing policy, using an empirical cumulative-aggregative analysis of housing-related decisions over the past two decades. The empirical analysis is based on two generic classifications of government interventions commonly used in housing literature: first, decisions aimed at increasing the housing stock (supply-side), as opposed to policies aimed at augmenting consumers' financial capacity to obtain adequate housing (demand-side); and second, decisions that encourage homeownership as opposed to those that promote rental housing. The research findings show that the 2011 social protest definitely affected Israel's housing policy, because it prompted the government to engage in housing. However, the interventions introduced focused largely on increasing the inventory of housing units (supply-side) for homeownership and benefited mainly members of the middle class who qualify for mortgages and investors. Thus, despite the increase in government involvement in the post-protest period, Israel's housing policy has remained neoliberal, though in an advanced form of neoliberalism that combines market-oriented policies with centralized tendencies, which we call “centralized neoliberalism.” The study discusses the findings and their implications for various population groups. Given the current global affordable-housing crisis, the findings are relevant to many countries whose existing neoliberal housing policy is failing to address housing-market problems and challenges.  相似文献
