Since the 1990s, many large hydropower dams have been built in the Mekong River Basin. There has been considerable concern about resettlement and compensation linked to reservoir flooding, as well as the impacts of dams on wild-capture fisheries, riparian livelihoods, and aquatic biodiversity and ecosystems. Anti-dam activists in the Mekong Basin have contested these impacts by claiming that dam impact assessments limit the spatial scale of recognized impact areas in order to reduce both the political backlash against projects and the costs of dam development. In this article, we consider the contentious politics of hydropower dam impact assessments in order to understand how the spatial strategies of anti-dam activists influence the recognized scale of dam impacts. We analyze three of the most contested hydropower projects in the Mekong River Basin: the operational Pak Mun dam in northeastern Thailand, the recently completed Lower Sesan 2 dam in northeastern Cambodia, and the planned Sambor dam on the mainstream Mekong River in Cambodia. We argue that the recognized scale of impacts is in part an outcome of anti-dam activists’ different spatial imaginaries and associated scale frames—along with those of state actors, business interests, and project consultants—that inform activist strategies for mobilizing geographically dispersed people to make claims about dam impacts. Although activists have sometimes challenged the spatial extent of project impact assessments, they have also sometimes inadvertently adopted strategies to contest dams that have reproduced project scale frames favorable to dam proponents.  相似文献

A number of programmes and policies in Laos are promoting the internal resettlement of mostly indigenous ethnic minorities from remote highlands to lowland areas and along roads. Various justifications are given for this internal resettlement: eradication of opium cultivation, security concerns, access and service delivery, cultural integration and nation building, and the reduction of swidden agriculture. There is compelling evidence that it is having a devastating impact on local livelihoods and cultures, and that international aid agencies are playing important but varied and sometimes conflicting roles with regard to internal resettlement in Laos. While some international aid agencies claim that they are willing to support internal resettlement if it is ‘voluntary’, it is not easy to separate voluntary from involuntary resettlement in the Lao context. Both state and non‐state players often find it convenient to discursively frame non‐villager initiated resettlement as ‘voluntary’.  相似文献

Through analysis of zooarchaeological remains from two occupations at the site of Carrizales, we examine how an indigenous Peruvian maritime community responded to imperial interventions in their daily lives in the late sixteenth century. Following their forced resettlement into a planned reducción village, and amidst demographic decline and tribute extraction, Carrizales’s residents significantly changed how they put food on the table, pursuing less time-intensive strategies of food collection and incorporating Eurasian animals into their diets. These results illustrate the dynamism of relations between imperial political economies and domestic life and the efficacy of indigenous survival strategies.  相似文献

This article uses a governmentality analytic to understand the efforts of indigenous leaders from the Ecuadorian Amazon to shape their organizations’ members over the past four decades, particularly efforts to promote collective engagement in market‐oriented activities. A close examination of one organization's history reveals that leaders’ subjectivity‐shaping efforts have been strongly influenced by collaborations with the state, NGOs and others. They have also been shaped by historical understandings of status and leadership. However, collaborative economic projects are also used by leaders as a tool for producing new kinds of indigenous citizens, ones that are actively engaged with larger communities of indigenous people beyond their kinship groups. Leaders see these new senses of citizenship as empowering, and as a critical precursor to planning land use and livelihoods. Thus, indigenous leaders are not simply conduits for the subjectivity‐shaping projects of the state and international development groups; nor are they simply acting in their own interest. Rather, they constitute and regulate new types of citizens to ensure the future viability of their organizations and political projects.  相似文献

Since the post‐positivist turn in the 20th century, many scholars and philosophers have argued for the importance of Other Ways Of Knowing – including local, embodied, situated, partial, and indigenous knowledges – in developing a better understanding of the world. This argument has been further stressed by a large subset of scholars working in the fields of geography, policy, planning, natural resource management, and community development, yet in practice, positivism retains its epistemological dominance. Drawing from a case study of a dam proposal at Traveston Crossing, Queensland, Australia, this paper will explore these epistemological tensions from the perspective of those whose first/primary ways of knowing about the issue were marginalised, namely the local activists who opposed the proposal. Using data gathered from document analysis and interviews, the paper will explore how these activists implicitly understood this epistemological marginalisation, how they adopted and employed positivist knowledge and language to further the exposure and credibility of their campaign, how this credibility was mediated by their identities, how they strategically deployed different forms of knowledge at local, national, and international scales, and how their successful navigation of these epistemological tensions was critical to the ultimate success of their campaign.  相似文献

The transitional agro‐ecological zone of Ghana, located between the richly endowed south and the impoverished north, has attracted seasonal and permanent farm migrants, mainly from northern Ghana, who now live side by side with the indigenous people. While migrants have higher numbers of Muslims, indigenous people are mainly Christians. Although the majority of the migrants live in migrant quarters with less favourable socio‐economic conditions, they are more successful farmers and therefore wealthier. The objectives are to examine the varying effect of fertility determinants among migrants and indigenous females. This paper uses data collected in 2002 among 194 females aged 15 to 49 years. Multiple regression models are used to assess fertility determinants. Results show that although migrant households were wealthier, migrant females were more traditional. They had more children living in foster care, and a lower proportion of them approved of men participating in household activities. In addition, they were less well educated, recorded higher infant mortality, gave birth earlier and used less contraception. Furthermore, while a female's migration status is statistically significant so far as non‐proximate determinants of fertility are concerned, the same variable is not significant with respect to proximate determinants. In addition, a married female migrant would on average have almost one more child compared to her indigenous counterpart, and migrant females who had experienced the loss of a child would on average have 2.5 more children compared to their indigenous counterparts. Finally, more affluent migrant females have 0.08 fewer children compared to their indigenous counterpart.  相似文献

When the National‐Socialists from the year 1933 forced jewish civil‐servants and professionals to leave their jobs with restrictive laws against different professional groups, among those who left the country in order do find new openings were many women. For many of them the exile meant the break up of their academic career. However, those who found a new occupation in the Turkish university reform the Turkish state started in 1933 made an important contribution to a successful project of science transfer the large group of emigrants from Germany and Austria carried out in Turkey between 1933 and 1945. The article shows how exiled German and Austrian women especially in the medical professions took part in the innovational shift of science and learning of the Turkish universities and the clinical practice in the institutions of public health.  相似文献

Situated within the context of geographical research on forced migration, this paper focuses on the experiences of prosecution witnesses who have had to flee their homes because of life-threatening intimidation. Drawing on in-depth interviews with witnesses, it examines the nature of the threat they were under, their decision to leave home, their life in temporary accommodation and their experiences of permanent resettlement away from the danger area. The paper highlights the impact of intimidation and forced migration on witnesses' personal geographies and, in particular, their sense of ontological security and self-identity.  相似文献

Villagers in northern Laos have been on the move for generations. Recent changes, however, in the location of their village and their daily mobility patterns differ from what they have experienced before; the government's resettlement programme has changed their livelihoods and made them more socially and economically vulnerable. The ethnic groups we studied have decided to use mobility to resist state control and seek livelihood security for themselves. By using the concept of motility, this article analyses how this household and community choices have a gender-differentiated impact. The mobility patterns of men and women have changed. While men attend to long-term investments, women are forced to make ends meet on a day-to-day basis. Men visit the market and public places more frequently, while women spend more time looking for non-timber forest products and working as hired labour. Although women now support the family and their mobility has increased, their say in the household seems to be on the decline, resulting in weakening women's motility.  相似文献

Nation‐building throughout Southeast Asia has been undertaken in contexts where minority groups, living on the margins of society, are being forced into recent state constructions, and have had their cultures eroded as a result. The Millennium Development Goals (MDGs) for education have provided international benchmarks for literacy. These have been adopted by the Cambodian state, and a number of donors and NGOs have funded and enacted policies with the explicit aim of improving the language skills of Cambodia's highland communities. However, these are being implemented in communities that do not speak Khmer (the Cambodian national language), and do not have indigenous systems of writing. Drawing on fieldwork in Cambodia, this paper argues that the impact of the MDGs has been to depoliticize an inherently contested terrain, and to ironically silence communities on fundamental issues by teaching them to read, write and speak the national language. This has limited their capacity to perform sovereignty by restricting the very voice they are entitled to speak.  相似文献

The paper offers a geographical interpretation of the evolving technical, political, and economic intricacy of large dams. It incorporates existing hydropolitical scholarship and the notion of the Chinese Water Machine to reframe dams as assemblages built by specific political, financial and technical processes in particular socioenvironmental regions. The paper examines the continuity of hydropolitical relationships through a genealogical inquiry into the formulation and materialisation of Ghana's three dams: the Akosombo and Kpong dams built during the Cold War, backed by Western lenders and engineering companies; and the Bui dam commissioned in the 2010s, with support from China. Based on fieldwork in Ghana and China, as well as documentary evidence, the paper argues that the thinking, planning and building of dams interconnect the host regime and external techno-financial actors with their floating political-economic interests, but in a durable way. Sometimes, even if little concrete is actually poured, the symbolic power of dams endures, transforms, and at certain times and places expands, through events and discourses of national and international interest groups pursuing their own purposes, albeit with the replacement of influential individuals and powerful institutions, and regardless of the involvement of Western, Chinese and/or other actors. Ruptures exist but do not necessarily break the continuity of dam assemblages. The emergence of an opposition assemblage that battles against dams is a more recent complexity.  相似文献

Here, we study the Algonquian and Iroquoian women who lived in settlements surrounding the Dutch colony of New Netherland, in today’s northeastern United States. We begin by examining their roles in the colony and find that their lives did not fall into the pattern of servitude, concubinage, culture-brokering, and intermarriage that many have seen as the fate of Native or African women in other colonial societies. Instead, these women were, by and large, independent agents and followed their own indigenous customs as they interacted with Europeans. We then go on to explore how this new revisionist view of their actions affects archaeological interpretations of their households and the households of the Europeans as well. We further point out how the role of Native women in New Netherland was influenced in part by the presence and absence of other groups of women—both European and African—there.  相似文献

This article looks at the problems of displacement and resettlement in the Sardar Sarovar, the reservoir of the Navagam dam on the river Narmada. In his analysis, the author considers three major variables—resettlement policies and their implementation, action-group mediation, and internal differentiation among people—to argue that people will have different perceptions and reactions to displacement: while some will risk resistance, others may risk resettlement. Given the importance of these variables, the article highlights the need to conceptualize displacement and resettlement as components in a dynamic environment, and argues that in the specific context of the Sardar Sarovar, a reworking of the displacement–resettlement problem is possible and perhaps desirable.  相似文献

A key challenge for contemporary democratic societies is how to respond to disasters in ways that foster just and sustainable outcomes that build resilience, respect human rights, and foster economic, social, and cultural well‐being in reasonable timeframes and at reasonable costs. In many places experiencing rapid environmental change, indigenous people continue to exercise some level of self‐governance and autonomy, but they also face the burden of rapid social change and hostile or ambiguous policy settings. Drawing largely on experience in northern Australia, this paper argues that state policies can compound and contribute to vulnerability of indigenous groups to both natural and policy‐driven disasters in many places. State‐sponsored programmes that fail to respect indigenous rights and fail to acknowledge the relevance of indigenous knowledge to both social and environmental recovery entrench patterns of racialised disadvantage and marginalisation and set in train future vulnerabilities and disasters. The paper advocates an approach to risk assessment, preparation, and recovery that prioritises partnerships based on recognition, respect, and explicit commitment to justice. The alternatives are to continue prioritising short‐term expediencies and opportunistic pursuit of integration, or subverting indigenous rights and the knowledge systems that underpin them. This paper argues such alternatives are not only unethical, but also ineffective.  相似文献

This paper presents the experimental investigation of the Fei-Tsui arch dam using the forced vibration test and its seismic response data. A forced vibration test was conducted on Fei-Tsui dam, this study presents the identified dynamic properties of the dam from these test data. For the identification of dam properties from seismic response data, in order to consider the nonuniform excitation of the seismic input and to describe the global behavior of the dam, the multiple input/multiple output discrete-time ARX model with least square estimation is applied to identify the dynamic characteristics of the dam. The system modal frequency, damping ratio and frequency response function are identified from both the forced vibration and seismic response data. To verify the accuracy of the identification result, comparison between discrete-time ARX model and a frequency domain conditioned spectral analysis was made. Finally, the spatial variation of ground motion across the free-field canyon surface is also studied.  相似文献

In post‐conflict contexts characterized by large‐scale migration and increasing levels of legal pluralism, customary land tenure risks being deployed as a tool of ethno‐territorialization in which displaced communities are denied return and secure land rights. This thesis will be illustrated through a case study of the Indonesian island of Ambon where a recognition of customary tenure — also called adat — was initiated in 2005 at the end of a high‐intensity conflict between Christians and Muslims. Although a system of land tenure providing multiple forms of social security for the indigenous in‐group, adat in Ambon also constitutes an arena of power in which populations considered as non‐indigenous to a fixed historical territory are pushed into an inferior legal position. The legal registration of customary tenure therefore tends to be deployed to settle long‐standing land contests with a growing migrant community, hereby legally enforcing some of the forced expulsions that were brought about by the recent communal violence.  相似文献

The construction of a large dam is often a contested and controversial matter. Delicate aspects related to the dam construction business such as the resettlement of peoples, environmental impact and financial costs, can trigger popular discontent and hinder the realisation of a particular project. By advancing the notion of the hydropolis, a reinterpretation of Hannah Arendt (1958) definition of the polis, this paper will explore how ruling elites can manipulate the public opinion to politically construct a large dam as a foreign policy matter. This, it will be argued, serves to conceal the negative consequences of a dam so that issues related to its social and environmental impact are removed from the national political debate. Specifically, the case of the Grand Ethiopian Renaissance Dam (GERD) in Ethiopia will be used to illustrate how a large dam can become a geopolitical object grounded on the friend/enemy distinction, in the context of the longstanding geopolitical tensions in the Nile River Basin.  相似文献

Ancient Greek colonies were founded by Greek seafarers all along the Mediterranean coast as early as the eighth century bc . Despite extensive archaeological and historical research, the population structure of the inhabitants of Greek colonies and their relationship to indigenous populations are still debated. Here, we perform a biodistance analysis to reconstruct migration and gene flow between the ancient Greek colony of Metaponto (southern Italy) and indigenous groups in the surrounding hinterland (900–250 bc ). We collected dental nonmetric trait data of 355 human skeletons from the indigenous Italic sites of Santa Maria d'Anglona, Incoronata and Passo di Giacobbe. This data set is compared with an urban and rural sample of the Greek colony of Metaponto comprising 351 individual dentitions. The R‐matrix approach is used to estimate inter‐population relationships and F ST. The resulting kinship coefficients indicate that the three indigenous groups exhibit greater similarity to each other and possess lesser similarity to the two Metapontian samples. Interestingly, the two samples of Metaponto are least similar to each other, although they are geographically very close. The F ST estimates confirm this pattern and reveal greater biological variation between the two nearby Metaponto samples (F ST = 0.0603) than between the three geographically fairly distant indigenous groups (F ST = 0.0389). We conclude that the Greek colony of Metaponto included large numbers of people with diverse geographical origins, whereas the indigenous Italic communities of the surrounding hinterland exhibited high levels of homogeneity and cohesion. As part of emerging disciplinary interests in well‐being and emotions, geographers have recently begun to pay attention to common but often neglected psychological conditions that have the potential to impact considerably upon individuals and their daily lives. Specifically extending the scope of geographical inquiry on phobias, this paper considers acrophobia (known as being scared of heights). Through interviews with ten sufferers, the spatial character and intensity of the condition is articulated. The findings tell us that underpinning acrophobia is mathematical height: the vertical elevation from the lowest possible resting point of the body to the point at which the symptoms of acrophobia occur. This point is however ‐ even for each individual ‐ highly variable, context dependant and, in terms of explanatory potential, does not convey personal experiences. Instead, the idea of ‘encounter spaces’ provides far greater elaboration. Created by sufferers ‘dysfunctional’ spatial perceptions, these are the occupied spaces of mixed emotional and physical responses (such as fear and rapid breathing) and reactionary practices that are tactical yet somewhat involuntary in nature (such as gripping tighter or getting lower). Depending on the particular circumstances, sufferers might choose to, feel forced to, or might inadvertently enter encounter spaces. Their impacts also extend beyond immediate effects to sufferers’ longer term lives and well‐being. This might be negatively impacted, for example, through cumulative encounters, worrying about potential encounters or missing out on life events. At this level, reactionary practices ‐ again which are tactical yet somewhat involuntary ‐ are often employed in order to avoid height. Ultimately, the overall impact of acrophobia on an individual depends on a number of factors including the severity of their condition, the attitudes of the people they associate with, their job, lifestyle and the environments which they have to, or would like to, frequent. Consequently, while some sufferers cope with ease, others constantly navigate the altitude of their lives.  相似文献

Despite recent interest in indigenous knowledge, few studies have linked it with indigenous beliefs system and its role in environmental stewardship. This link is important to cultural geographers interested in the study of small-scale cultural groups and how they relate to the environment. It also helps us understand the cultural dimensions of environmental stewardship and resource conservation. Based on a study of a monkey sanctuary in Ghana, West Africa, this paper argues that indigenous belief systems form an essential part of indigenous knowledge and that they can serve as a very effective tool for the protection of sacred groves and isolated patches of rainforests that have fallen victim to development as a result of increasing globalization, population pressures, and the spread of Christianity. The paper concludes that indigenous beliefs are not just a relic of the past but something that is needed today and may be needed in future for the conservation of natural resources in indigenous societies.  相似文献
