This paper contributes to a rethinking of the ethical sensibilities of geographical research in the context of an emerging interest amongst geographers in non-representational registers of thinking and moving. Rather than undermining geographical engagements with questions of the ethical, the paper argues that this emerging interest in questions of the non-representational actually extends the range and repertoire of empirical contexts and conceptual vehicles within and with which such an engagement can take place. The paper argues that attending to and through the relation between affect and ethics is particularly important to this effort. The importance of affect in this regard is illustrated through a series of examples drawn from an 18-month participatory encounter with a specific therapeutic practice, Dance Movement Therapy. Drawing upon such examples, the paper offers some lines of ethical potential that might provide orientation to further geographical research. In doing this, the paper concentrates in particular on the necessity of cultivating a fidelity to the affective event of geographical ethics as much as remaining faithful to the subject or object of an ethical code.  相似文献

Political geographers have recently focused their attention on the performative nature and imaginative geographies of US security strategies. This work has illuminated a number of mechanisms through which geographical knowledge has been interpreted and reformulated to support specific political agendas. This paper builds upon and develops the insights of these recent studies, arguing that current US security strategies are constructed around a policy of integration, whereby states are encouraged, through a range of measures, to mesh with attitudes and perspectives on the world. It assesses the ways in which these integration strategies are being performed, through an analysis of US National Security Strategy documents, the works of writers such as Kagan and Barnett, and the imaginative geographies and popular geopolitical representations of the US and its enemies. This paper contends that these practices combine to produce the effects that they name, bringing to life an imaginary geography that mirrors and supports the particular logics of the US-led ‘war on terror’.  相似文献

Focusing on the debates on energy security in Germany, this paper analyzes the structure, logic, and circulation of the “new Cold War” as a geopolitical narrative. We use the literature in critical geopolitics to analyze the conceptual implications of an apparent dissociation between the media and governmental stance toward the new Cold War and its embedded geopolitical logic. The relationship between the “kind” of geopolitics inherent in the new Cold War and the different “forms” in which it circulates suggests a blurring of boundaries between all such geopolitical forms, through multiple crossings-over between institutions, textual genres, and circulating actors. The media presence of the New Cold War also highlights the ambiguity of the “popular” in popular geopolitics, which is further refracted on other geopolitical forms which share its characteristics. This not only makes imperative the more precise formulation of key conceptual categories such as popular or banal geopolitics, but also calls into question the link between the state and particular geopolitical logics, as well as the relationship between the mass media and geopolitics.  相似文献

Cultural policy studies have previously highlighted the importance of multiple logics, friction and contradiction in cultural policy. Recent developments in institutional theory provide a framework for analysing change in cultural policy which explores movement between these multiple and sometimes contradictory logics. This paper analyses the role of friction in the evolution of Australian film industry policy and in particular the tension between competing logics regarding nationalism, commercialism and the state. The paper is suggestive of the relevance of institutional theory as a framework for understanding cultural policy evolution.  相似文献

This paper explores the spatial practices of public engagement through the consideration of an audio walk project that took place in Ebbw Vale in the summer of 2010. In the current political climate public engagement is often seen as a universal good, a way of demonstrating the productive dialogues that exist between ‘experts’ and their manifold publics. As studies in science communication have shown, however, this is a little misleading, for the term ‘public engagement’ masks a great diversity of projects and initiatives, which vary in the degree, methods and effectiveness of their engagement. In this paper, we argue that what is missing from many of these critiques is an attentiveness to the ‘placing’ and ‘spacing’ of our public engagement practices: where we work, who we work with and how we work all affect the nature, meaning and effectiveness of public engagement. Drawing on the idea of spatial practices, this paper explores the situated doing of the Ebbw Vale audio walk project.  相似文献

For more than twenty years popular geopolitics has proven an intriguing and fruitful field of research. It has spurred a lasting interest in everything from movies to stamps as important cultural artefacts that reveal to their audiences the geopolitical visions of their producers. This paper, however, brings into question the ‘popularity’ of popular geopolitics. Using recent examples from the ongoing dispute over the Falkland Islands, we examine the influence of social media and the associated flourishing of ‘citizen statecraft’ which, through its production of geopolitical knowledges, hints at the possibilities of a genuinely popular geopolitics 2.0. We also examine how creative practices, understood in myriad ways in relation to ‘statecraft’, work to unsettle and complicate previously tidy geopolitical categories of the ‘popular’, the ‘formal’, and the ‘practical’. We suggest, by way of conclusion, that ‘citizen statecraft’ may be productive in the flourishing of new modes of international dialogue between communities in dispute.  相似文献

There is scant literature analysing how young islanders regard climate change, particularly in terms of resilience, agency and a geopolitical aesthetic. To address that gap, this paper offers a theoretical framework and empirical example responding to such issues. The work's theoretical foci are upon the role of the artist as interlocutor; the importance of arts practices in encouraging children to participate in climate change debates and actions; and the potential of what anthropologist Tim Ingold has called the meteorological imagination. These three matters inform a two-year praxis project – A Map of a Dream of the Future – involving methods from the geohumanities and engagement with young islanders, academics, artists and writers, community cultural development workers, and educators. Together, we worked on various activities to draw out our individual and collective ideas about islands, arts, climate change, and geopolitics. In the process were created an education kit, children's workshops and exhibitions, and a professional art installation at a major national arts festival. At the same time, new insights have been gained about how the meteorological imagination may be a significant resource by which to work with children as they come to terms with a future whose climate has changed.  相似文献

After Geopolitics? From the Geopolitical Social to Geoeconomics   总被引:1,自引:0,他引:1  
Abstract:  This paper makes two central arguments. First, the popular language of geopolitics needs to be understood as historically emerging from and helping create a "geopolitical social", which both crosses and crafts traditional borders of internal and external to the national state. Second, we suggest that geoeconomic social forms are gradually supplanting this geopolitical social. After establishing the geopolitical social associated with traditional geopolitics, from Ratzel to Bismarck, we examine the erosion of geopolitical calculation and the rise of the geoeconomic. We trace emerging geoeconomic social forms in three domains: the reframing of territorial security to accommodate supranational flows; the recasting of social forms of security through the market; and the reframing of the state as geoeconomic agent. Neither an exercise in "critical geopolitics" nor an endorsement of Luttwakian style geoeconomics, this paper assumes no straightforward historical succession from geopolitical to geoeconomic logics, but argues that geoeconomics is nonetheless crucial to the spatial reconfiguration of contemporary political geography.  相似文献

This article explores the role of comfort as an affective encounter across bodies, objects (namely clothing) and spaces. I focus on how bodies that are marked as strange and a source of society’s discomfort negotiate this positioning through the presentation of one’s body. What does it mean for these bodies to be comfortable or uncomfortable? This question is answered through work done with Black Muslim women in Britain. By exploring how comfort is felt in relation to racially marked bodies, this article develops work on emotional geographies. Comfort is understood as both an emotional product and process that changes as bodies move across different spaces. In noting this movement, I also explore how boundaries around the body (enacted through e.g. the multi-dimensional hijab) presents a particular form of territorialisation that facilitates comfort as we present our bodies across different spaces. These boundaries can be both a source of comfort and discomfort through their positioning as deviant from social norms. In understanding the different roles of boundaries, I explore the social processes that construct comfort (or discomfort) as we move through different spaces. This is intertwined with furthering work on Muslim geographies by challenging the overwhelming focus placed on ‘public’ facing garments like the headscarf and abaya. Such a focus limits an understanding of the fluidity of Black Muslim women’s identities, and how these changes in our clothing practices affect and are affected by the relationships built across spaces.  相似文献

While Michael Billig’s ‘banal nationalism’ points to the significance of the trivial reproduction of national representations in everyday routines, feminist political geographers have highlighted how the nation is brought into being through embodied and emotional practices. Building upon and extending these notions of the nation as represented and embodied, the paper argues that the nation also takes shape through bodily encounters and joyful as well as painful affections. In what we call ‘affective nationalism’, the nation emerges in moments of encounter between different bodies and objects through embodying, sharing, enjoying or disliking what feels national. We combine a Deleuzian reading of affect that discloses the mechanisms of material becomings with feminist scholarship sensitive to how bodies affect and are affected differently by materially produced nationalisms. Based on ethnographic field research in Azerbaijan, which we present in three vignettes, we untangle the affective becoming of national bodies, objects and places during a publicly staged ceremony of the collective remembrance of martyr and the celebration of a national holiday within the realm of a family. The paper makes two contributions to researching affective nationalism. First, it enquires into how people identify with Azerbaijan through their capacities to affect and to be affected by what feels national and, second, it explores how affective nationalism can be captured through vignettes of affective writing.  相似文献

This article explores how framings of the 2014–16 outbreak of Ebola as a crisis, its causes, nature and consequences gave rise to two seemingly contradictory types of interventions within affected communities in Sierra Leone: a militarized state of emergency on the one hand, and efforts to foster local engagement and ownership on the other. Teasing out explicitly the underlying logic of these two modes of response, we are able to discern the convergence between containment and engagement approaches that are at the heart of contemporary humanitarianism. Rather than being opposed or contradictory, the article shows how they were mutually constitutive, through negotiations between different ways of knowing and responding to the Ebola crisis. The resulting divisive practices, juxtaposing ‘Ebola heroes’ and ‘dangerous bodies’, re‐ordered the landscapes that individuals had to navigate in order to manage uncertainty. Tracing these logics through to the ‘subjects’ of intervention, the article tells the story of one traditional healer's ‘epistemic navigations’ in his efforts to survive both the epidemic and its response. Bringing these dynamics and their consequences to the fore in the Sierra Leonean case invites broader reflections on a humanitarian assemblage increasingly reliant on the mutual constitution of containment and engagement, security and resilience, in its approach to managing ‘at risk’ populations.  相似文献

The past decade has seen the rapid expansion of economic ties between China and North Korea, leading to questions of whether this emerging relationship resembles neo‐colonialism or a more positive form of South–South cooperation. This article argues that China's engagement is driven in the first instance by strategic considerations, namely the maintenance of the geopolitical status quo on the Korean peninsula. However, North Korea has also become increasingly important in terms of Beijing's aims of revitalizing its north‐eastern region, and as such, economic relations are becoming increasingly market‐led. Although this mode of engagement bears similarities with China's engagement elsewhere in the developing world, North Korea's catastrophic economic decline in the 1990s largely preceded the more recent revival of relations with China. We argue therefore that bilateral relations between the two countries cannot usefully be regarded as ‘neo‐colonial’ since North Korea is receiving much needed trade and investment from China within the context of broader international isolation. As such, we suggest that more attention needs to be paid to how geopolitical specificities influence the manner in which South–South cooperation shapes the possibilities of development, and that the dichotomous terrain of the existing debate between optimistic and pessimistic viewpoints is unhelpful.  相似文献

In this paper we bring together Billig’s notion of banal nationalism and recent feminist geopolitical examinations of fear in order to analyze two cases studies of fear among U.S. college students and U.S. soldiers experiencing sexual violence. Putting banal nationalism and feminist geopolitics into conversation, we argue, reveals both their compatibilities and important pathways for political geography and critical geopolitics to build on Billig’s work. In this regard, the paper makes three key contributions. First, we demonstrate how the insights and imperatives of banal nationalism intertwine in critical ways with the work of feminist geographers, as the banal is often rendered feminine and apolitical and as gender itself is often treated as banal despite its role in the reproduction of the nation. Second, we argue that the multi-scalar analytic of feminist geopolitics offers a valuable intervention into banal nationalism, as relational feminist approaches to binaries like intimate/global provide a useful model to account for hot and banal nationalism as a single, intertwining complex. Finally, through an analysis of fear in relation to sexual violence, the paper illustrates both the inseparability of banal and hot nationalism and how they are deeply gendered, as certain forms of deeply hot violence and fear are depoliticized through their banalization (e.g. sexual assault on college campuses), and as violence that is recognized as hot (e.g. war) is maintained through processes that are deemed banal (e.g. gender).  相似文献

This article explores how racially marked young women and girls are sought to be discursively and materially incorporated into markets and imperial economic and geopolitical strategies in spatially differentiated ways, through an examination of a series of media productions which portray the engagement of young racialised British citizens with their countries of heritage. I propose the term “diaspora girls” to refer to the protagonists of these media productions, who are understood as embodying “British” post‐feminist gender values and heroically carrying them to “dangerous” spaces of gender oppression and violence. In the context of current constructions of diasporas as agents of development, alongside the framing of migration as a “security threat” to the global North, these British citizens are viewed as ideally positioned to further the contemporary imperialist project. Their perceived empowerment is understood to be fragile and contingent, however, because of their affective connection with these spaces. Further, for those who are Muslim in particular, their perceived Britishness is understood as requiring continual reaffirmation and proof, thus reinforcing racialised structures of citizenship, and legitimising a border regime which reinscribes permanent North–South inequality.  相似文献

The United States military is treating climate change as a crucial factor in its preparation for future conflicts. This concern manifests not only in strategic planning and forward-looking documents, but also in building infrastructural capacity and material provision. Yet, the impetus to ‘green’ the military goes beyond the deployment of existing technologies. We examine several facets of the military's role as an environmental actor, particularly through its promotion of the US Navy's ‘Great Green Fleet’ (GGF), which actively supports the development of advanced biofuels by subsidizing their development and facilitating wider marketization. The GGF promises to reduce military reliance on conventional fossil fuels and reconfigure its energy sourcing, thus reducing dependence on imported hydrocarbons; this is with an eye towards ultimately severing the logistical relationship between existing energy infrastructures and the spaces of military intervention. Taking an integrated lens of political ecology and geopolitics - ‘geopolitical ecology’ - we seek to provide an understanding of the production of weaponized nature. We demonstrate that the US military's discursive use of climate change to justify the provision of new military hardware and advanced biofuels promotes a vision of resource conflicts to support the development of technologies to overcome the constraints to delivery of fuel to emergent front lines. We argue that while this may appear to be militarized greenwashing, it signals a shift in the logics and practices of fuel sourcing driven by a dystopian vision of climate change, which the US military played a significant role in creating.  相似文献

This paper addresses how babelic organisations seek to organise interpretation to facilitate geopolitical knowledge production and its circulation. Language and its interpretation have been neglected by political geographers and political scientists in their extensive work on international organisations. Babelic organisations are ephemeral accomplishments, a temporary product of constant battles with dysfunctionality. Drawing upon detailed ‘inside’ research methods in three major babelic organisations-the UN, the EU and NATO, and focused on interpreters-the ‘hidden messengers’ of geopolitics- I demonstrate how interpretation is unable to escape the dysfunctional behaviours that routinely and intractably blight these organisations. Despite the stringent competitive recruitment of interpreters, their training, mentorship, and performance evaluation, all of which are designed to ensure the quality and accuracy of interpreting geopolitical knowledge, interpretation struggles in the face of disordering situations. These situations make geopolitical knowledge harder to identify, and its messages less easily definable. Responding to them is challenging in organisational terms. I expose how interpreters within these babelic organisations operate in spaces where the messy co-functioning of languages, words and their meanings exists alongside the collection of equally indistinct political qualities, things, and relations. Critically, language permeates politics and vice versa and interpreters are inevitably caught up in this relation.  相似文献

This article builds on the current rethinking of nostalgia in heritage studies and an increasing amount of research that explores the formatting of customer – producer relationships in terms of ’market attachments’ to analyse how nostalgia is performative on the market for retro, vintage and second hand, what we call the re:heritage market. Based on a multi-sited study including offline and online ethnographic observations, photography and qualitative interviews with shop owners and staff at a selection of central streets in Gothenburg, Sweden, the article explores the way shop owners work with nostalgia in order to attract, or ‘captate’, the public, through engaging affective market devices. Our particular contribution is to show how the re:heritage market contribute to our understanding of an alternative of cultural heritage, through configuring exchange and value, and details how ‘affective captation’ adds conceptual strength for understanding the emotive and sensate pull of certain market-based heritage practices. Staging nostalgic encounters involves practices of selecting, collecting, displaying and preserving for the future: practices that are vital for all heritage-making. A variety of actors are involved in this unconventional of heritage at safe a distance from traditional heritage practices.  相似文献

Land is intertwined with politics: both as a sine qua non for the territorial state, as well as a spatially limited natural resource through which geopolitical power and advantage are articulated and enacted. This remains the case, notwithstanding the emergence of global and planetary frameworks for land management towards collective environmental and developmental goals. Indeed, such frameworks contend with narratives and practices that not only treat land as a strategic national resource, but entangle it with the very ontology of statehood itself. This study examines such state-natures through the case of Russian agricultural land use. Analyzing governmental discourse from 2000 to 2020, it examines how in the extensive cultivation of agricultural land has come to be a hallmark of twenty-first century vertical and horizontal symbolic state-making: both as an instrumental means of enhancing the state's geopolitical power, as well as a means by which state is reified as environmentally sovereign and self-subsistent. So doing, the study complements a growing body of work in critical environmental geopolitics that has tended to eschew state-based analysis, or else leave the state underproblematized. As I argue, considering how the state is made natural, in turn helps to understand how nature is politically if not ontologically entangled in geopolitical thought and practice—in ways that attempts to act upon and indeed bring about wider-scale environmental subjects must contend.  相似文献
