Indigenous social movements have become important development actors in recent years. As the targets of "socially inclusive" neoliberal policies and protagonists in global anti‐capitalist movements, the position of these social movements in mainstream development is often ambivalent. This ambivalence reflects contradictions between economic neoliberalism and goals of social development as well as different understandings and practices in development‐with‐identity. We explore the relationship between the institutionalisation of ethnodevelopment and the creation of indigenous experts through indigenous social movements' engagement in popular training that emphasises indigenous knowledge. Drawing on Michael Watt's notion of governable spaces of indigeneity, we examine how institutionalisation is occurring in a range of ways that establish new alliances and cut across scales. Analysing the politics occurring at the development policy interface, we focus on the processes of representation, negotiation and embodiment involved in indigenous professionalisation, as activism shapes "scaled up" policy making.  相似文献

In this paper I examine the rhetorics that circulate surrounding the lives of young indigenous women and children who beg on the streets of Quito, Ecuador. I focus particularly on rhetorics being produced and reproduced by urban planners, social workers, religious leaders and the media. Drawing on in-depth interviews, I reveal how these groups regularly imagine indigenous women and children in terms of child exploitation/child delinquency, false manipulation of public sympathies, ignorance, laziness and filth. Indigenous women and children are further understood as being fundamentally ‘out of place’ in the city. I unravel these rhetorics in order to draw attention to how begging is differentiated according to gender, race and age and to reveal how these rhetorics become inserted into exclusionary policies and practices. Moreover, and as a counterpoint to such rhetorics, I provide an alternative understanding of women's and children's involvement in begging by drawing upon the perspectives of indigenous women and children themselves. I argue that far from being passive victims, indigenous women and children work with and around oppressive conditions and mobilise them to their own advantage.  相似文献

In this paper I examine two case studies of workers fighting against transnationally organized corporations. In the first case, a 1990–1992 dispute between the United Steelworkers of America and the Ravenswood Aluminum Corporation, union workers developed an international campaign to pressure the corporation to rehire them after they had been locked out in a dispute over health and safety issues. In the second case, a 1998 dispute between the United Auto Workers and General Motors, strikes by workers at just two plants in Flint, Michigan over the corporation's plans to introduce new work rules resulted in the virtual shutdown of GM for several weeks. Drawing on these two cases, I suggest that, in challenging transnationally organized employers, workers may on some occasions best achieve their goals through engaging in practices of transnational solidarity aimed at matching the global organization of their employer ("organizing globally"), whereas on other occasions they may be able to do so through highly focused local actions ("organizing locally") against strategic parts of a corporation. Of course, which of these two strategies is most likely to succeed in particular cases will depend on a coterie of contingencies, such as how interconnected the corporation's component parts are. However, the fact that different geographical strategies may be open to workers challenging globally organized capital means at least two things. First, some workers may not have to organize at the same geographical scale (ie globally) as corporations in order to challenge them. Second, through their choices of which strategy to pursue, workers are clearly shaping the very process of globalization itself and the new global geographies which globalization is auguring.  相似文献

This article uses a governmentality analytic to understand the efforts of indigenous leaders from the Ecuadorian Amazon to shape their organizations’ members over the past four decades, particularly efforts to promote collective engagement in market‐oriented activities. A close examination of one organization's history reveals that leaders’ subjectivity‐shaping efforts have been strongly influenced by collaborations with the state, NGOs and others. They have also been shaped by historical understandings of status and leadership. However, collaborative economic projects are also used by leaders as a tool for producing new kinds of indigenous citizens, ones that are actively engaged with larger communities of indigenous people beyond their kinship groups. Leaders see these new senses of citizenship as empowering, and as a critical precursor to planning land use and livelihoods. Thus, indigenous leaders are not simply conduits for the subjectivity‐shaping projects of the state and international development groups; nor are they simply acting in their own interest. Rather, they constitute and regulate new types of citizens to ensure the future viability of their organizations and political projects.  相似文献

In this paper, I explore the politics of memory during the Toledan reforms—a series of ambitious administrative changes legislated in colonial Peru between 1569 and 1581, by viceroy Francisco de Toledo. At the center of Toledo’s project was an initiative to resettle the entire native population of the audiencias of Lima and Charcas into a series of planned towns called reducciones. This movement—reducción—sought to transform Andean indigenous peoples into subjects of the Catholic Church and the Spanish crown through a series of explicitly spatial operations, including regional population nucleation and settlement planning. But the terms of these changes were also temporal: as reducción shaped landscapes and built environments, it also sought to transform indigenous historicity, bringing native peoples into the Era of Christ and carefully regulating the social institutions and practices by which they accounted for their pasts. The Toledan reforms therefore present a clear example of one empire’s attempts to subjugate conquered peoples through mnemonic practices. Yet archaeological research in one corner of the viceroyalty—Peru’s Zaña valley—suggests that the story of how indigenous memories were actually shaped during the course of resettlement and its aftermath was far from straightforward. To understand these transformations, I argue that we must explore not only the short-term dialectic of Spanish designs and their indigenous responses, but also the “afterlives” of reduccion in the 17th and 18th centuries. Over the longer term, reducción achieved staying power through a series of unanticipated pathways, in which landscape change, demography, and indigenous agency all played essential roles. I argue that these developments ultimately resulted in much more complex forms of remembering than those implicit in reducción legislation and that they underscore the importance for archaeological studies of memory of attending both to the materiality of imperial landscapes and long-term processes of subject formation.  相似文献

This paper examines the processes and impact of modernization and development paradigms upon poor communities in non-Western societies. It traces the original classical meaning of modernization as being a process of transformation of the rural economy into modern industrial urban-based capitalist society. This transformed society at a later stage through colonization exports "modern development" to these non-Western societies but with very different consequences in terms of their impact on the lives of millions of people who are marginalized and exploited through these means.
Instead of transforming their agriculture into modern industrial development, these societies are subjected to a "reverse modernization" in which the prior European industrial relations and structure are superimposed on to the traditional structures of the Third World using neo-traditional ideologies and structures as part of the process of penetration. This "enforced development" is resisted in many parts of the world and rejected through diverse means including post-traditionalism. The paper ends by posing questions as to what are the appropriate responses to modernization and development as we move towards the twenty-first century.  相似文献

Contributing to debates around the relationships between precarity, mobilities and migration, this paper examines the nature of precarity among onward Latin American (OLA) migrants as they have moved transnationally to multiple destinations from their homelands to southern Europe and onwards to London across different time periods. Drawing on primary research with over 400 OLAs, the discussion highlights how precarity maps onto onward migration trajectories in fractal rather than linear ways. In moving beyond a continuum approach to labour exploitation, the paper develops the concept of “onward precarity” to capture how migrants negotiate intersecting vulnerabilities in holistic spatio‐temporal ways as they move through different structural contexts across the world from origin, through transition to their final destination country over time. These negotiations are underpinned by multiple agentic tactics that revolve around resilience and reworking strategies as onward migrants traverse wider structures of disadvantage in situ and through mobility in different places.  相似文献

ABSTRACT

The arrival into geography, and especially urban geography, of a frame of questioning coming from postcolonial studies has contributed to a fascinating debate about what a “postcolonial” city is and how the urban duality between ethnically, socially, and spatially segregated “European” towns and “native” settlements is being reformulated and transformed. Obviously, Arctic cities are not postcolonial in the political sense of being independent from the former colonial centre – although this process may be under way in Greenland – but they have seen a progressive move from a Eurocentric culture toward greater hybridization. This article looks into two new trends that contribute to making Arctic cities postcolonial: first, the arrival of indigenous peoples in cities and the concomitant diminution of the division between Europeans/urbanites and natives/rurals; and second, the arrival of labour migrants from abroad, which has given birth to a more plural and cosmopolitan citizenry. It advances the idea that Arctic cities are now in a position to play a “decolonizing” role, in the sense of progressively erasing the purely European aspect of the city and making it both more local and rooted (through indigenous communities) and more global and multicultural (through foreign labour migrants).  相似文献

Placing social reproduction at the heart of the experience of migration, this article attempts to move beyond regulatory discourses of emigration as tragedy, lifestyle choice or ‘the Skype generation’. Following a review of feminist literature on social reproduction, the article returns to research with Irish women migrants and non-migrants in the 1990s to demonstrate how technologically mediated ‘time-space compression’ and its promise of transnational proximity actually gave rise to the experience of gendered ‘time-space expansion’. The Irish Times' ‘Generation Emigration’ (GE) project is then introduced as a site in which similar gendered dynamics emerge as contemporary technologically mediated connections between emigrants and the homeland are celebrated through a compensatory (trans)nationalist discourse that competes with but also compensates for framings of emigration as national tragedy. The article suggests that discourses of emigration as tragedy, lifestyle choice, or new globalised practice serve to bring emigration into being in circumscribed ways and to produce emigrants as particular kinds of ‘recognisable’ subjects. It asks how the work of social reproduction in the context of emigration might be posed anew in ways that challenge dominant assumptions regarding the location and composition of the population to be reproduced. By moving beyond these regulatory discourses of emigration, and by emphasising the dynamics of technologically mediated transnational social reproduction, the article identifies the racialised heteronormative assumptions that intersect with national and global projects of economic production and social reproduction to produce uneven gendered effects.  相似文献

随着旅游业的兴起,我国风景名胜区的发展进入"黄金时代"。然而在风景名胜区迅猛发展的同时,景区与原居民和谐问题日趋突出,对风景名胜区的社会稳定、生态环境、资源保护及合理利用造成了威胁,严重影响了风景名胜区的可持续发展。本文采用理论与实践相结合的方法,分析了风景名胜区原居民现状,解析了风景名胜区与原居民之间存在的共生型、共存型和冲突型关系,目前以冲突型关系为主。在此基础上创造性地提出风景名胜区与原居民和谐发展的三种模式--外迁型、内聚型、控制型。结合我国的土地利用政策和快速城市化的趋势,指出外迁式和控制式相结合的和谐发展模式目前更为有效。  相似文献

Imaginative geographies engage with the understanding and experiencing of place and place‐based social and cultural specificities through a process of re‐creation and reproduction. In this article, we explore the imaginative geographies of Lugu Lake, a tourist destination in China's Yunnan Province, and of the Mosuo people, the local minority which practices a unique marriage system. We investigate how Mosuo society has been imagined in popular discourses and representations through two cultural labels: matriarchy and free sex. We also discuss how the imaginative geographies of Lugu Lake have restructured the encounters between the local people, especially the young men, and the incoming tourists in the context of tourism development. We interrogate the complex processes of identity formation in which both the tourists and the indigenous people renegotiate and reconstruct their cultural identities within various inside–outside connections and interactions. Our central argument is that the sex encounters between tourists and the local Mosuo are conditioned by popular imaginative geographies of the sexual practices of the Mosuo. But the encounter in tourism between the gazer and the gazed also accommodates complex identity formations and the renegotiation of social relations. The empirical observations are twofold: first, the locality of Lugu Lake has been reproduced with folk and tourist imaginative geographies into an erotic frontier of free sex; second, we also argue that the geographical imagination in this case is a reciprocal process which involves the local Mosuo's renegotiation of place‐based identity, in a pursuit of imagined progress and modernity.  相似文献

Over the last two decades there has been a steady decline in youth migration to Australian rural communities. Generally, inland agricultural communities are the most seriously impacted by this trend. Coupled with high rates of youth out‐migration, many rural communities face difficulties in attracting young people to fill skilled job vacancies and apprentice positions. Declining youth in‐migration also has social consequences, effectively reducing the capacity of rural communities to replenish their skill base and social networks. This research identifies how urban‐based youth perceive rural lifestyles and employment opportunities and how this is linked to their willingness to move to rural areas. The study reveals that young people attach undesirable aesthetic values to the physical environment of inland rural communities and perceive them as socially isolating and as having minimal opportunities for career advancement. However, the perceptions of those who live, or had lived, in rural areas are far more positive than those who have had little experience in rural communities. Accordingly, those who had previously lived in inland regions were far more likely to move to rural areas than those who had limited lived experience of rural communities. Overall, the research found that perceptions of lifestyle and employment opportunities were important influences on young people's willingness to move to rural communities.  相似文献

Suburbanization is one of the key phenomena of spatial population change in many countries in transition. Yet we know surprisingly little about the population carrying out the post‐socialist suburbanization process. The objective of this article is to improve on this situation by studying the Tallinn metropolis in Estonia. Our analysis, which covers the inter‐censal period 1989 to 2000, focuses on the differences between population subgroups with respect to their probabilities to move to the suburbs. As such, it also clarifies choices of destination by dwelling and municipality type. For the analysis, we use individual anonymous 2000 census data and logistic regression. The results indicate that suburbanization was a socially polarizing process during this period. People with low social status had the highest probability to sub‐urbanize, and mainly occupied the pre‐existing housing stock. Conversely, people with high social status were less likely to move into suburban areas, yet when they did they moved to the most attractive destinations in the suburbs (new single‐family houses, coastal municipalities and municipalities closer to the city).  相似文献

Today there is a pervasive policy consensus in favour of ‘community management’ approaches to common property resources such as forests and water. This is endorsed and legitimized by theories of collective action which, this article argues, produce distinctively ahistorical and apolitical constructions of ‘locality’, and impose a narrow definition of resources and economic interest. Through an historical and ethnographic exploration of indigenous tank irrigation systems in Tamil Nadu, the article challenges the economic-institutional modelling of common property systems in terms of sets of rules and co-operative equilibrium outcomes internally sustained by a structure of incentives. The article argues for a more historically and politically grounded understanding of resources, rights and entitlements and, using Bourdieu's notion of ‘symbolic capital’, argues for a reconception of common property which recognizes symbolic as well as material interests and resources. Tamil tank systems are viewed not only as sources of irrigation water, but as forming part of a village ‘public domain’ through which social relations are articulated, reproduced and challenged. But the symbolic ‘production of locality’ to which water systems contribute is also shaped by local ecology. The paper examines the historical and cultural production of two distinctive ‘cultural ecologies’. This serves to illustrate the fusion of ecology and social identity, place and person, in local conceptions, and to challenge a currently influential thesis on the ecological-economic determinants of collective action. In short, development discourse and local actors are seen to have very different methods and purposes in the ‘production of locality’. Finally, the article points to some practical implications of this for strategies of ‘local institutional development’ in irrigation.  相似文献

Moroccan society has had a long tradition of multilingualism. It is socially and linguistically diverse, and its cultural makeup is one of the richest in North African countries. Its strategic location at the crossroads of Africa, Europe, and the Middle East has made Morocco open to a variety of linguistic influences. Morocco has been invaded by Phoenicians, Carthaginians, Greek, Romans, Vandals, Byzantines, Arabs, Spanish, and French. All these civilizations have deeply influenced Moroccan language policy and cultural diversity. The cultural and linguistic context of Morocco is characterized by the significant use of Arabic, as well as the presence of Berber, French, Spanish, and English. Berbers are the indigenous populations of Morocco and have existed in North Africa since time immemorial. Despite its complexity, the language policy of Morocco reveals an overarching monolingualism, with the hegemony of Classical Arabic as the only official language of the country. Recently, however, language education policy in Morocco has attempted to accommodate multilingualism. The linguistic situation of Berber has taken a new twist as it has been incorporated into the realm of Moroccan schools. The new Moroccan constitution also represents a historical turn in that it has acknowledged Berber as an official language, a move that has raised several questions with regard to the real motivation behind it. Berber implementation policy was based on an entirely top‐down bureaucratic model of language policy. Moroccan policymakers and the state seem to be aware of how other dramas are playing out in Morocco and around the world as theories of multiculturalism and effects of globalization are influencing their decisions. However, this language policy encounters many hurdles, from the improvisation to lack of qualified teachers. This article is an attempt to understand the intricate diversity and plurality of Moroccan language situation and the role of the state in Berber language policy. This article examines how indigenous ethnic minorities in Indonesia are being affected by the implementation of decentralization and regional autonomy policies. New legislation transferred responsibility and authority over various issues, including resource extraction and local governance, from the central government to regional authorities at the district level. Members of the growing indigenous rights movement hoped that this decentralization process would allow ethnic minority communities to retain or regain control over natural resources through local‐level politics. Furthermore, some ethnic minorities saw the implementation of decentralization as an opportunity to return to local forms of land tenure and resource management that had been disparaged by the national government for most of the twentieth century. However, these new laws also encourage district level governments to generate income through natural resource exploitation, as they will receive a certain percentage of these revenues. Minority communities could be adversely affected as local governments disregard their land rights in efforts to raise income to cover their new expenses, essentially continuing the practices of previous governments. This article examines the new opportunities, as well as the new threats, posed by decentralization to ethnic minorities throughout Indonesia.  相似文献

社会网络对于老年人的日常活动与生活质量起着至关重要的作用,关系到老年人的身心健康、主观幸福感以及生活满意度等多个维度。本文以单位老年人为研究对象,通过深入观察、追踪研究、结构访谈、案例剖析等质性研究方法,对比迁居前后单位老年人的日常生活与社会交往状态,分析迁居后单位老年人应对新居住空间与原有社会交往空间分离下的日常活动与交往模式的调整与变化,重点剖析迁居老年人与原单位社区之间的互动,进而归纳迁居对单位老年人社会网络的影响机制,并从老年人迁居与社会交往的互动关系的角度提出相关的老龄政策。  相似文献

While, in recent years, women-owned businesses have become increasingly common, entrepreneurship itself remains a deeply gendered institution, and one that is constructed through everyday practice rooted in space and place. The purpose of the present study is to explore the woman-owned diner as a distinct environment in and through which configurations of gender and entrepreneurship are mutually constituted, socially enacted, and spatially defined. Drawing upon a case study of a present-day diner in Worcester, Massachusetts, I trace the life narratives of two working-class women through their emergence as entrepreneurs in the diner industry. I reflect upon the distinctive space of the woman-owned diner as it is produced through the interaction between the gendered body-subjects of women owners, the social meaning of ‘feeding work’, and the spatial character of the diner institution. Through the gendered social practice of diner ownership, these two women have overcome substantial social, economic and geographic obstacles to their independence and worked to bridge the divide between the value of public and private work. Building on existing scholarship in the field, this study demonstrates the potential for women's agency through everyday practice as business owners, to create new spaces and alternative means of practicing both gender and entrepreneurship.  相似文献

Abstract

This work proposes the term ‘naval elites’ in order to provide a new interpretation of social change in the eighteenth century from a comparative perspective. Naval elites, a social group formed by a part of the naval officer corps and midshipmen, are here defined as a historical instrument, the particular and intriguing features of which may be useful in the revision of some perspectives on social change. In particular, the authors analyse shifting power relationships through the reconsideration of naval patronage and bureaucracy, revisit the process of naval professionalization and the transformation of the concept of merit, and suggest that naval elites embodied new notions of social distinction and exclusiveness.  相似文献
