Issues of race and sovereignty are embedded in every cross‐cultural collaboration in natural resource management (NRM). This article aims to bring these issues to the forefront by incorporating the term whiteness. Whiteness enables a critique of the privileging of Western sovereignty and the so‐called objective and universal value of Western science. By reversing the gaze away from the colonised Other and onto systems descended from colonial authority and its inheritors, whiteness identifies how race privilege works. A critical whiteness lens provides an analytical and practical tool for decolonising NRM. We provide a case study of the South Australian Department of Environment and Water to consider how NRM professionals reproduce and deconstruct whiteness in nuanced ways, where (a) participants are defeated by Western sovereignty when whiteness is seen as normal or as the only way; (b) the privilege of Western sovereignty begins to be unsettled; and (c) the gaze is reversed. Thus,Western sovereignty is problematized, and solutions to persistent problems are found in collaboration. We argue that reversing the gaze is a process that opens spaces to co‐develop context specific solutions with Indigenous nations that decolonise cross‐cultural engagement in NRM and respect Indigenous sovereignty. 相似文献

The normalised difference vegetation index (NDVI) has evolved as a primary tool for monitoring continental‐scale vegetation changes and interpreting the impact of short to long‐term climatic events on the biosphere. The objective of this research was to assess the nature of relationships between precipitation and vegetation condition, as measured by the satellite‐derived NDVI within South Australia. The correlation, timing and magnitude of the NDVI response to precipitation were examined for different vegetation formations within the State (forest, scrubland, shrubland, woodland and grassland). Results from this study indicate that there are strong relationships between precipitation and NDVI both spatially and temporally within South Australia. Differences in the timing of the NDVI response to precipitation were evident among the five vegetation formations. The most significant relationship between rainfall and NDVI was within the forest formation. Negative correlations between NDVI and precipitation events indicated that vegetation green‐up is a result of seasonal patterns in precipitation. Spatial patterns in the average NDVI over the study period closely resembled the boundaries of the five classified vegetation formations within South Australia. Spatial variability within the NDVI data set over the study period differed greatly between and within the vegetation formations examined depending on the location within the state. Caring for Country: History and Alchemy in the Making and Management of Indigenous Australian Land

This paper traces the history of ‘caring for country’ tropes in writing about indigenous Australian land and land management. While ‘caring for country’ initially referred to dynamic land use and ownership practices, it progressively became a less historical, more primordial, conception of indigenous land ownership, use, and management. In reviewing constructions of ‘land’ in scholarly literatures and policy debates, I seek to explain how they interact with local indigenous practices and idioms. Drawing on examples from the cultural and linguistic fields of A?angu, speakers of Pitjantjatjara and Yankunytjatjara, I examine a variety of concurrent uses of ‘country’, ‘caring’, or ‘nurturance’ and ‘caring for country’. A cross‐linguistic perspective on these objectifications – in English, Aboriginal English, and central Australian indigenous languages – shows how they may attend selectively to the historical specificity of indigenous experience. But this, I argue, may be the key to their efficacy in intercultural projects. Coded messages in bilingual documents reflect a kind of agency whereby A?angu choose to leave equivocal histories unstated and thereby reconstitute government projects in terms that work for them. The referential flexibility around idioms of land and nurturance is a kind of alchemy in language and social life that is the condition of the success of actual land management activities. Terms including ‘country’ and ‘caring for country’ elide the socio‐political dynamics that otherwise complicate actual rights and uses of land. That is why they can form the social basis of common activities, the production of ‘congeniality’ both within A?angu social life and at the interface with outsiders, in land management and other fields. 相似文献

Australia's governance arrangements for natural resource management (NRM) have evolved considerably over the last 30 years. The impact of changes in governance on NRM planning and delivery requires assessment. We undertake a multi‐method programme evaluation using adaptive governance principles as an analytical frame and apply this to Queensland to assess the impacts of governance change on NRM planning and governance outcomes. Data to inform our analysis includes: (1) a systematic review of 16 audits/evaluations of Australian NRM over a 15‐year period; (2) a review of Queensland's first‐generation NRM plans; and (3) outputs from a Queensland workshop on NRM planning. NRM has progressed from a bottom‐up grassroots movement into a collaborative regional NRM model that has been centralised by the Australian government. We found that while some adaptive governance challenges have been addressed, others remained unresolved. Results show that collaboration and elements of multi‐level governance under the regional model were positive moves, but also that NRM arrangements contained structural deficiencies across multiple governance levels in relation to public involvement in decision‐making and knowledge production for problem responsiveness. These problems for adaptive governance have been exacerbated since 2008. We conclude that the adaptive governance framework for NRM needs urgent attention so that important environmental management problems can be addressed. 相似文献

Economic and social considerations in natural resource management include the need for community participation and a greater appreciation of social and economic processes in understanding environmental problems. It is anticipated that new frameworks will guide these inclusions and redirect planning and management activities to achieve environmental sustainability. This paper examines issues of participation and the nature of ‘community’ through an analysis of relevant natural resource management policy documents and a case study of a public drinking water supply catchment in Western Australia. The findings indicate that if NRM strategies are to be successful, then a much wider and more inclusive view of community is needed, one that fully captures the different stakeholder groups beyond farmers, such as town residents, indigenous people, and those involved in other land uses. Australia's dominant politics of place has largely failed to give meaningful recognition to Indigenous peoples. The Native Title Act 1993 required governments, industry and others to (re)consider the basis and extent of their authority, unsettling the non‐Indigenous systems’ assumed dominance. While Indigenous hopes about Native title have diminished as a result of subsequent judicial, legislative and administrative responses, Native title negotiations have been pivotal in redefining politics of place and Indigenous–settler relationships in Australia at several scales. Focusing on South Australia's Statewide Indigenous Land Use Agreement Negotiation Strategy, this paper considers such a redefinition. The paper identifies four strategies as critical to success in transformative spatial politics: getting process right; recognising and supporting Indigenous jurisdictions; engaging and transforming non‐Indigenous scales; and shifting Native title process away from legalities, towards people and relationships. Since 1999, these strategies have transformed the politics of place and built more equitable inter‐cultural relationships and networks based on mutual recognition and respect between Indigenous and non‐Indigenous rights and interests in land and waters. 相似文献

Over the past forty years the Tasmanian Aboriginal people, long marked as an iconic case of extinction, have revitalized many elements of their ‘lost’ culture. Palawa kani, the constructed Tasmanian Aboriginal language, is an example of such efforts. The construction and utilization of palawa kani is one element of a broader Tasmanian Aboriginal cultural politics working to strengthen the Indigenous status, authenticity, and presence in Tasmania specifically and Australia more generally. In this article I recount the historical documentation of Tasmanian Aboriginal languages and analyze the process through which multiple historical languages were utilized in the construction and consecration of a single ‘official’ Tasmanian Aboriginal language. Rather than existing strictly as a tool for communication, I argue palawa kani is a cultural artifact that, like an emblem, works to distinguish the Tasmanian Aboriginal community, one that lacks many of the stereotypical components of Australian Aboriginality, within Tasmanian society. As such, it is best understood in relation to Clifford's ‘indigenous articulations’ (2001) and Cowlishaw's mythopoeia of Aboriginality in Australia (2010, 2011). This paper poses the question: what is the role of cultural capital at the interface of environment, economy and society, and what other factors affect this role? A review of Pierre Bourdieu's concept of cultural capital and later developments of this concept by ecological economists serves to establish the values that comprise cultural capital, and its relationship to natural capital and economic capital. These relationships are investigated through a case study of a small coastal community, Coles Bay and the Freycinet Peninsula, in Tasmania. Three study groups are identified which comprise the communities associated with this place; long‐term residents, repeat visitors and tourists making a single visit. The complexity of the relationships of people with place are revealed through an examination of the different forms of capital (social, cultural and economic) relating to the different study groups. The dynamics of the social, economic and environmental realities of Coles Bay and the Freycinet Peninsula are seen to be complex and interlinked, with the potential to provide a model for action in communities of similar character and location. 相似文献

In this paper we investigate the pedagogy of archaeological field schools. Specifically, we explore the combination of tertiary level field schools and Indigenous community (or community-based) archaeology. Using a detailed case study of a rock art field school in Arnhem Land, Australia, we explore the processes and outcomes of combining archaeological field training with the ideas and methods of community archaeology. We discuss the relationship and unique challenges faced by such community archaeology field schools, particularly that of balancing the priorities of competing stakeholders. Our discussion illustrates the complexities of training students to work in an environment where cultural belief systems are still strongly linked to sites and landscapes. While the challenges are numerous, the outcomes, particularly for students, provide an unparalleled educational experience, one that cannot be obtained in any other learning format. 相似文献

Indigenous nations have always and continue to assert their sovereignties to resist colonialism. This paper makes explicit the ways in which environmental management has been and continues to act as a tool of colonialism, particularly by privileging Western science, institutions, and administrative procedures. We argue that to decolonise environmental management, it is crucial to understand and challenge the power relations that underlie it—asking who makes decisions and on what worldview those decisions are based. Indigenous ways of being deeply challenge the foundations of environmental management and the colonising power structures that underlie it, and invite further thought about posthuman and relational ontologies. We provide a range of case studies that showcase the role of Indigenous nations in redefining and reimagining environmental management based on Indigenous sovereignties, knowledges, and ways of being. The case studies emphasise the crucial connection between Indigenous decision‐making authority and self‐governance for the enhanced protection and health of the environment. We argue that Indigenous agency, grounded in Indigenous governance and sovereignties, is driving innovation and decolonising environmental management by making space for new ways of thinking and being “in place”. 相似文献

Indigenous voices in government‐led natural resource management planning processes are often marginalised, misinterpreted, or excluded. Third parties, including government‐employed geographers, can act as knowledge brokers in defining Indigenous values and interests so they might be included in government planning processes. This paper reviews and assesses a research partnership that evolved to document the complex and diverse ecological and hydrological values held by Ngan'gi speakers about the Daly River and connected water places in the Northern Territory, Australia. The development of trust through the slow building of a relationship based on place‐based dialogue, a key aspect of participatory action research (PAR), created the foundation from which a mutually beneficial and respectful research partnership was able to, and continues to, evolve. Both research partners' perspectives are revealed here to articulate why the research partnership was deemed a success. Key lessons learned from the research partnership include the importance of trust, respect for place‐based learning, researcher and institutional flexibility, and awareness of the intricacies of relationship building and the benefits that research engagement can bring to Indigenous people and communities. We aim to further dialogue among geographers and interested disciplines as to the potential for PAR methods to foster mutually beneficial Indigenous–non‐Indigenous research partnerships. 相似文献

This paper examines a group of Aboriginal bark-paintings featuring Macassan prau s that were collected in 1948 during the American-Australian Scientific Expedition to Arnhem Land. These paintings were studied in an effort to understand issues related to Aboriginal and Macassan cross-cultural interaction, stylistic adaptation and change, and maritime technologies. Furthermore it is one example in which the collaborative efforts of maritime and Indigenous archaeologies can achieve a more holistic technological and stylistic cross-analysis of watercraft imagery.

Delivery of the potential mutual benefits for biodiversity conservation and Indigenous peoples through protected area co‐management remains challenging, with partnership arrangements frequently delivering inequitable outcomes that marginalise Indigenous interests. In the Kimberley region of Western Australia, Miriuwung‐Gajerrong people initiated a Cultural Planning Framework to help achieve greater equity in planning for co‐management of the first Indigenous‐owned protected areas managed with the state. Analysis of the negotiation and delivery of this Indigenous‐controlled planning initiative concluded it made a key contribution in shaping an equitable intercultural space for ongoing negotiation of co‐management. A practitioners' model of related design concepts drawn from the analysis identified three factors of significance: a foundation platform of recognition of rights and interests; a set of effective organisations to support the roles of the key actors; and effective mechanisms for working together. The model proved robust when evaluated against international standards for best practice, suggesting it may be a useful tool for guiding better uptake of those standards. Interrogation of the two major theories underpinning these standards – common pool resource (CPR) and governance – demonstrated the theories are synergistic and inform different parts of the model. Both theories highlight the significance of Indigenous‐controlled planning. Attention to relational theory for interrogation of the intercultural space may help illuminate their relative importance. Further investigation of the potential of Indigenous‐controlled planning to build theory and practice in Indigenous co‐management of protected areas is recommended. 相似文献

Social and cultural dominance is (re)produced in the landscape by the exclusion or marginalisation of subordinate and minority groups. This paper illustrates the long-standing and ongoing exclusion of representations of indigeneity in and around Prince Henry Gardens, part of one of the most significant cultural and memorial sites in South Australia. Prince Henry Gardens is home to a large number of monuments and memorials that commemorate almost solely non-indigenous people and events. This is a selective and deliberate landscape of the dominant culture. It confirms a legacy of indigenous dispossession and is symbolic of ongoing marginalisation. While there have been recent compensatory initiatives by state and city agencies to create landscapes of reconciliation through symbolic gestures such as renaming parkland areas, these are argued to be contentious. They associate indigeneity with the city's margins, with violent places and public drunkenness, and perpetuate problematic associations between ‘real’ indigeneity and nature. The paper concludes with some ideas for new memorial landscapes intended to help construct a postcolonial Australian city. 相似文献

In Australia's Northern Territory, the Larrakia have been involved in a decades‐long effort to gain recognition as traditional owners through Land Rights and Native Title legislation. From one perspective, their claims have failed to achieve the entitlement and recognition grounded in these governmental regimes (Scambary 2007; Povinelli 2002). However, over the past decade the Larrakia Nation Aboriginal Corporation (LNAC) and the Larrakia Development Corporation (LDC) have emerged as locally powerful corporate bodies that pursue programs and exercise forms of power on behalf of the Larrakia that can be understood in terms of state and governmental practice. Through suburban development, a night patrol, educational and vocational training, a radio station, and through forms of policy research and statistical enumeration, the Larrakia nation have emerged in the eyes of many as a de facto Aboriginal ‘state’ in the Darwin region. This paper explores the intra‐Indigenous relations through which these practices have emerged, and analyses the extent to which the LNAC might be understood as a kind of ‘state’ within a state, responsible for world‐shaping activities of knowledge production, housing and health outreach, vocational training and education, and policing. Focussing on the forms of ‘stateness’ that accrue to the Larrakia Nation in Darwin through its policing, knowledge production, and outreach programs for Aboriginal campers, the article explores the differential articulation of Aboriginal groups with the state. It concludes by asking how such differences matter in contexts of planned urbanisation in the Northern Territory. 相似文献

There is significant confluence in the literature that leads one to expect groups of haves and groups of have nots in socio‐economic systems within common spatial contexts. Several economic theories suggest economic activity to be concentrated in a few core areas with geographically large ‘peripheries’ relying on one or two industries for employment and income. In the context of the north of Australia, issues of disparities in socio‐economic status between the region and elsewhere in Australia, and also within the region have been highlighted in the literature for some time. This paper discusses the contemporary situation using customised data collected and analysed for 55 river‐basin catchments in the Tropical Rivers region of northern Australia to highlight the extent of the haves and have nots problem. A range of spatial economic theories are discussed as theoretical bases for the present day situation and as pointers to revisionist approaches which may address it. Transforming the have nots to improved states of well‐being will be a costly and difficult process. Consequently, we argue that factors other than raw incomes and economic production should be reconsidered and re‐prioritised by governments as redress to the ongoing ‘problem’ of the North. 相似文献

Since the post‐positivist turn in the 20th century, many scholars and philosophers have argued for the importance of Other Ways Of Knowing – including local, embodied, situated, partial, and indigenous knowledges – in developing a better understanding of the world. This argument has been further stressed by a large subset of scholars working in the fields of geography, policy, planning, natural resource management, and community development, yet in practice, positivism retains its epistemological dominance. Drawing from a case study of a dam proposal at Traveston Crossing, Queensland, Australia, this paper will explore these epistemological tensions from the perspective of those whose first/primary ways of knowing about the issue were marginalised, namely the local activists who opposed the proposal. Using data gathered from document analysis and interviews, the paper will explore how these activists implicitly understood this epistemological marginalisation, how they adopted and employed positivist knowledge and language to further the exposure and credibility of their campaign, how this credibility was mediated by their identities, how they strategically deployed different forms of knowledge at local, national, and international scales, and how their successful navigation of these epistemological tensions was critical to the ultimate success of their campaign. 相似文献
