ABSTRACT This article considers how local communities in South Queensland make use of the cultural meanings encoded in water to articulate social connections and notions of belonging. Drawing on recent ethnographic research, it compares the activities of a community catchment group in Brisbane, and participants in a water festival in Maroochydore, exploring how each group engages creatively with local water sources to materialise particular beliefs and values about identity and belonging. Their creative efforts range from conventional attempts to strengthen local community ties through inclusion in catchment management, to more subversive visions, which resist inclusion in the mainstream and promulgate ‘alternative’ social and environmental values.  相似文献

This paper poses the question: what is the role of cultural capital at the interface of environment, economy and society, and what other factors affect this role? A review of Pierre Bourdieu's concept of cultural capital and later developments of this concept by ecological economists serves to establish the values that comprise cultural capital, and its relationship to natural capital and economic capital. These relationships are investigated through a case study of a small coastal community, Coles Bay and the Freycinet Peninsula, in Tasmania. Three study groups are identified which comprise the communities associated with this place; long‐term residents, repeat visitors and tourists making a single visit. The complexity of the relationships of people with place are revealed through an examination of the different forms of capital (social, cultural and economic) relating to the different study groups. The dynamics of the social, economic and environmental realities of Coles Bay and the Freycinet Peninsula are seen to be complex and interlinked, with the potential to provide a model for action in communities of similar character and location.  相似文献

Indigenous community‐based monitoring has been a central feature in many international attempts to improve monitoring of and local adaptation to environmental change. Despite offering much promise, Indigenous community‐based monitoring has been underutilised in natural resource management in Australia, particularly within the remote, semi‐arid rangelands. This paper discusses contextual social and environmental factors that may help to explain this apparent deficiency, before critically analysing key stakeholder perceptions of the roles for, and challenges of monitoring in the Alinytjara Wilur ara Natural Resources Management region in the north‐west of South Australia. The analysis guides a discussion of responses to better integrate monitoring in general, and Indigenous community‐based monitoring in particular, into regional environmental management approaches. We argue that community‐based monitoring offers a range of benefits, including: better coordination between stakeholders; a heightened ability to detect and respond to climatic trends and impacts; the effective utilisation of Indigenous knowledge; employment opportunities for managing and monitoring natural resources; and improved learning and understanding of rangeland socio‐ecological systems. Identified opportunities for spatial and temporal community monitoring designed for the Alinytjara Wilur ara region could be of value to other remote rangeland and Indigenous institutions charged with the difficult task of monitoring, learning from, and responding to environmental change.  相似文献

Abstract: In response to the growth of private sector involvement in water supply management globally, anti‐privatization campaigns for a human right to water have emerged in recent years. Simultaneously, alter‐globalization activists have promoted alternative water governance models through North‐South red‐green alliances between organized labour, environmental groups, women's groups, and indigenous groups. In this paper, I explore these distinct (albeit overlapping) responses to water privatization. I first present a generic conceptual model of market environmentalist reforms, and explore the contribution of this framework to debates over ‘neoliberalizing nature’. This conceptual framework is applied to the case of anti‐privatization activism to elucidate the limitations of the human right to water as a conceptual counterpoint to privatization, and as an activist strategy. In contrast, I argue that alter‐globalization strategies—centred on concepts of the commons—are more conceptually coherent, and also more successful as activist strategies. The paper concludes with a reiteration of the need for greater conceptual precision in our analyses of neoliberalization, for both academics and activists.  相似文献

The relationships between traditional Aboriginal land owners and other Park users in Kakadu National Park in the Northern Territory are characterised by competing agendas and competing ideas about appropriate ways of relating to the environment. Similarly, the management of recreational fishing in the Park is permeated by the tensions and opposition of contested ideas and perspectives from non‐Aboriginal fishers and Aboriginal traditional owners. The local know‐ledge and rights of ‘Territorians’[non‐Aboriginal Northern Territory residents] are continually pitted against the local knowledge and rights of Aboriginal traditional owners. Under these circumstances, debates between non‐Aboriginal fishers and Aboriginal traditional owners are overwhelmingly dominated by the unequal power relationships created through an alliance between science and the State. The complex and multi‐dimensional nature of Aboriginal traditional owners’ concerns for country renders these concerns invisible or incomprehensible to government, science and non‐Aboriginal fishers who are each guided by very different epistemic commitments. It is a state of affairs that leaves the situated knowledge of Aboriginal traditional owners with a limited authority in the non‐Aboriginal domain and detracts from their ability to manage and care for their homelands.

Historical investigation of arid landscapes and communities in the American West has long focused on the pivotal influence of federal reclamation policy, typically characterizing its implementation as the application of scientific and technological methods to a variety of water resource management issues. This paper departs from traditional views of reclamation by highlighting the highly variable and contingent ways in which new science-based forms of water management were proposed and negotiated in specific local places with particular cultural, legal, and historical geographies. Drawing theoretically from literature on the ‘geography of science,’ the paper probes the ways in which authority for a scientific approach to water management was created, negotiated, and expressed in local and regional contexts in the Territory of New Mexico, where authoritative systems of practical resource use and administration had been in long use before the U.S. government initiated its federal water reclamation program in 1902. Specifically, the paper examines two disputes entered and argued in front of northern New Mexico’s Rio Arriba District Dourt between 1903 and 1905. By departing from the geographical and scalar perspectives typically applied to environmental histories of the West and its reclamation landscapes, this ‘microgeographical’ approach promises a fresh perspective that emphasizes the highly contingent ways in which science-based water policy was implemented in multiple and complex environments.  相似文献

The semi‐arid zone of Southwest Asia, known as the Fertile Crescent, is under unprecedented stress because of agricultural development. Where rain‐fed agriculture and transhumant herding had prevailed over ten millennia, today intensive cultivation with irrigation threatens future sustainability. A number of interconnected, but uncoordinated drivers of change combine to shape the landscape and its future, and their changes make it hard to anticipate future requirements and opportunities, as well as to implement policies, whether by local stakeholders or at the national level. Among the factors that comprise the socio‐natural systems are (1) climate, (2) water and soil resources, (3) history of land use, (4) social, economic and political factors, (5) infrastructural developments (6) interstate impacts, and (7) legacies of the past. The example of the Khabur River drainage in northeastern Syria shows the dynamic interplay among these factors over the past 70 years, with implications for the way future policies and practices are developed.  相似文献

Master planned estates have been the subject of considerable academic interest since the publication of Blakely and Snyder's ( 1997 ) typology. The growing provision of private assets, facilities, and infrastructure in such estates has been documented and discussed. However, the extent of this form of residential estate in Australia has yet to be systematically documented. This paper seeks to contribute to knowledge in this field by reference to findings from an investigation in Sydney, Australia, using data from 300 private residential estates constructed under the New South Wales Community Land Development Act, 1989 (community title) over a 20‐year period. The aim is to understand the broad trends emerging in relation to the nature and extent of these types of developments and to consider some of their potential implications. This research suggests that there has been a quiet revolution in residential development and postulates that the extent of privatisation of essential neighbourhood infrastructure has been considerable. The study finds that master planned residential estate development has proliferated, particularly in the outer suburbs and in areas of relative disadvantage, and resulted in enclaves of comparative affluence disconnected from surrounding areas. In addition, the restrictive covenants usually applied in these estates are often designed to prevent change, including future densification or environmental adaptation. To this extent, the privatised nature of these estates puts them beyond the reach of broader urban planning goals.  相似文献

Colonial rule required the control of territory, nowhere more than in cities. In the early twentieth century, colonial policy in Kenya and the rest of East and Southern Africa had only grudgingly accommodated Africans in urban areas. After 1939 policy changed, not only in response to poor local conditions and social unrest but also because London's new colonial development policy made a place for African workers in towns. From 1940, new housing and colonial policies acknowledged the importance of the discourses of class and gender. Administrators stabilised an African working class by building better municipal housing, and then sought to fashion a middle class by promoting home ownership. They began to promote housing for families, having recognised that African women could help to make their men at home in the city, and to educate children to become good citizens. The evolution of Kenya's housing policy illuminates the characteristic pressures, calculations, and responses of colonial rule that were being played out internationally in the late colonial period.  相似文献

Issues of race and sovereignty are embedded in every cross‐cultural collaboration in natural resource management (NRM). This article aims to bring these issues to the forefront by incorporating the term whiteness. Whiteness enables a critique of the privileging of Western sovereignty and the so‐called objective and universal value of Western science. By reversing the gaze away from the colonised Other and onto systems descended from colonial authority and its inheritors, whiteness identifies how race privilege works. A critical whiteness lens provides an analytical and practical tool for decolonising NRM. We provide a case study of the South Australian Department of Environment and Water to consider how NRM professionals reproduce and deconstruct whiteness in nuanced ways, where (a) participants are defeated by Western sovereignty when whiteness is seen as normal or as the only way; (b) the privilege of Western sovereignty begins to be unsettled; and (c) the gaze is reversed. Thus,Western sovereignty is problematized, and solutions to persistent problems are found in collaboration. We argue that reversing the gaze is a process that opens spaces to co‐develop context specific solutions with Indigenous nations that decolonise cross‐cultural engagement in NRM and respect Indigenous sovereignty.  相似文献

The rewards and challenges related to a research program that involves interactions between basic and applied research are shared. Specific experience is examined regarding integrated water resource management, capacity enhancement in developing countries and writing textbooks. Key lessons include the manner in which applied research and practice inform and enhance basic research, the role of theoretical and conceptual frameworks in guiding applied research, the need to understand the distinction between multidisciplinary and interdisciplinary models and the importance of facilitating evolution from visions, strategies and plans to action.  相似文献

Abstract: In 2001, President Bush announced his intention to “end chronic homeless by the year 2012” as part of his broad “Compassion Agenda”. Since then, departmental consolidation, changes in funding allocation, and continued decentralization of services provision have dramatically reshaped the landscape of homeless service provision in the US. In this paper I examine how these roll‐out policies reify and re‐entrench liberal equations of property with rational self‐governance at the local scale. Particularly, I illustrate how tropes of homeless otherness work alongside and through federal neoliberal roll‐out policies to exclude homeless voices from the formation of local social policy. In doing so, I attempt to call attention to the mutually constitutive relationship between the spatial management of homeless bodies, tropes of homeless deviance and dependence, and limits to citizenship in the context of neoliberal urban governance.  相似文献

Indigenous voices in government‐led natural resource management planning processes are often marginalised, misinterpreted, or excluded. Third parties, including government‐employed geographers, can act as knowledge brokers in defining Indigenous values and interests so they might be included in government planning processes. This paper reviews and assesses a research partnership that evolved to document the complex and diverse ecological and hydrological values held by Ngan'gi speakers about the Daly River and connected water places in the Northern Territory, Australia. The development of trust through the slow building of a relationship based on place‐based dialogue, a key aspect of participatory action research (PAR), created the foundation from which a mutually beneficial and respectful research partnership was able to, and continues to, evolve. Both research partners' perspectives are revealed here to articulate why the research partnership was deemed a success. Key lessons learned from the research partnership include the importance of trust, respect for place‐based learning, researcher and institutional flexibility, and awareness of the intricacies of relationship building and the benefits that research engagement can bring to Indigenous people and communities. We aim to further dialogue among geographers and interested disciplines as to the potential for PAR methods to foster mutually beneficial Indigenous–non‐Indigenous research partnerships.  相似文献

Public policy toward the poor has shifted from an initial optimism during the War on Poverty to an ever‐increasing pessimism. Media discussion of poverty has shifted from arguments that focus on the structural causes of poverty or the social costs of having large numbers of poor to portrayals of the poor as cheaters and chiselers and of welfare programs doing more harm than good. As the frames have shifted, policies have followed. We demonstrate these trends with new indicators of the depth of poverty, the generosity of the government response, and media framing of the poor for the period of 1960–2008. We present a simple statistical model that explains poverty spending by the severity of the problem, gross domestic product, and media coverage. We then create a new measure of the relative generosity of U.S. government policy toward the poor and show that it is highly related to the content of newspaper stories. The portrayal of the poor as either deserving or lazy drives public policy.  相似文献

The existence of school art leagues in Toronto, which sought to use beauty and art in the public schools as a means of sensitizing children to aesthetics, can be explained through their ideational affiliation with the city beautification impulse. In Toronto, a chief proponent of city beautification and the link between city beauty and school art was the painter, city planner, and art educator, George Agnew Reid, who regarded city beauty as more than an exercise in urban cosmetics; city beautification relied on extant beliefs in the morality of beauty and its putative efficacy as a shaper of human behaviour in the city, especially the ennoblement of the working and immigrant classes. The resulting ‘moral environmentalism’ of beautification changes the way we should think about early city planning, ultimately revealing the geographical imaginations of those contributing to the moral environmentalist milieu.  相似文献

Punctuated equilibrium theory (PET) has reoriented the study of public policy and American politics in particular. In this study, we documented how a policy punctuation that appears to take hold at the macro level of the polity in the form of a policy regime has difficulty penetrating subsystem politics. We drew on subsystems theory, PET, and the latest work on policy regimes to document the resistance of the agriculture subsystem to efforts to add a civil rights dimension to agriculture policy between 1935 and 2006. We concluded that the issue evolution of agricultural support programs, and their insulation from civil rights policy, is a prime example of how subsystems use negative feedback to resist change.  相似文献

In the last three decades, China has taken actions to tackle its environmental issues while the tension between policymakers at the central level and decentralized implementation of such policies has been a major concern. This study investigates how policy clarity and high powered incentive system jointly affect organizational performance in the context of environmental governance in China. Utilizing city-level data compiled with text data extracted from Report on the Work of the Government from 2004 to 2015 and Difference in Differences (DID) design, we find that the compliance of local officials to protect the environment as well as the actual environmental protection outcome significantly increased. Our study also finds evidence that newly-appointed Party Secretaries at the city level are the main facilitators of enhancing environmental regulation policies. This research proposes a two by two typology based on the principal-agent theory explaining how successful environmental governance within this period in China is realized and offers practical implications for those who seek to enhance the effectiveness of environmental governance.  相似文献
