Political geographers have produced extensive and valuable bodies of knowledge on both international boundaries and geopolitics. However, an emphasis on discourse study means that these literatures are in danger of becoming both repetitious and lopsided, relegating or even erasing people's experiences and everyday understandings of the phenomena under question. This article suggests that ethnographic participant observation, a method largely neglected by political geographers, could be used to address these imbalances and open new research directions. This argument is demonstrated by a study of the impact of the partial closure in 1999–2000 of the Uzbekistan–Kyrgyzstan Ferghana Valley boundary. Post-Soviet time was hyper-accelerated by the belated imposition of the logic of nation–states onto the existing social geographies of kinship practice. The legal–constitutional division of the Valley in 1991 only ‘caught up’ with the lived experiences of borderland dwellers in 1999. The sudden collapse of this ‘political geographical time-lag’ forced upon them the traumatic realisation that Uzbekistan and Kyrgyzstan really were two separate countries. In this context, using ethnography to highlight discrepancies between elite and everyday political geographical imaginations informs a critique of state violence that is parallel to, but not a replacement of, textual analyses informed by critical social theory.  相似文献

Two U.S. political geographers examine a range of geopolitical issues associated with the shifting sovereignty of Russia's Kaliningrad Oblast (a part of the former German province of East Prussia) during the 20th century, as well as the region's evolving geopolitical status as a consequence of the European Union's enlargement to embrace Poland and Lithuania. They argue that Kaliningrad today can be considered a "double" borderland, situated simultaneously on the European Union's border with Russia as well as physically separated from Russia, its home country, by the surrounding land boundaries of EU states. Although technically neither an exclave nor an enclave, they posit that in many ways it resembles both, and as such presents a unique set of problems for economic development and interstate relations.  相似文献

Abstract

Canada and the United States are two democracies on the North American continent sharing a common border, common British heritage, and for the most part a common language. At the same time, the two political systems abound with structural differences. Canadians, unlike voters in the U.S., cannot split their votes among various parties and candidates, and the single house Parliamentary system with tight party discipline renders an individual back-bench MP relatively powerless. The questions addressed by this article concern similarities and differences of Canadian and U.S. urban voters as they make electoral selections in these similar cultures and dissimilar, yet democratic, political systems. First, do social factors such as class, ethnicity, and religion provide similar bases for cleavage in Canada and the U.S.? Canadian society supposedly has a more easily defined class structure than the U.S. Does this difference carry over into the area of electoral choice? Do ethnicity and religion, as reported, differentiate party support in both countries? Second, individual factors such as the voter's party identification and impression of the party leaders (or presidential candidates) have been shown in the U.S. to be of dominant importance in predicting an individual's vote. What is the relative importance of these factors in determining voting choice in the two countries? The three-party Canadian context renders difficult any clear-cut comparisons to the two-party U.S., but useful avenues of speculation emerge. The NDP has a working-class base, but cannot attract the poor. Class does not significantly distinguish PC's and Liberals, the dominant parties, and on ethnicity and religion PC and NDP supporters bear a strong resemblance to each other. In the U.S. the expected associations obtain between Democratic vote and working class, Catholic religion, and foreign-born parentage. Party identification and attractiveness of the party leader, long recognized as important influences on voters in the U.S., seem from these data to play a similar role in Canada. Consequently, the individual electoral decision is dominated by more similarities than might be suggested from observing the differences in electoral and decision-making structures. Perhaps culture rather than political structure is dominant (within certain limits) in a voter's electoral decisions.  相似文献

The confluence of the Supreme Court's Obergefell decision on gay marriage and the unusual nature of the 2016 U.S. presidential election presents American Christians with significant political questions. Obergefell's elevation of gay marriage to the status of a constitutional civil right put U.S. law and Christian orthdoxy at loggerheads, thereby raising serious issues with regard to the continued ability of religious organizations to participate in the not-for-profit sector and in higher education. At the same time, the nationalistic turn of the the Republican party under Donald Trump generated dissonance with Christian views of human solidarity. The new situation seems to shift the landscape of American politics and raises the possibility of new alternatives. Contributors to this symposium were asked to evaluate the prospects for an Americanized version of European Christian Democracy. While they generated a diversity of opinion about Christian Democracy, the group pragmatically recognized the many obstacles in place. Some argued against the idea because of reservations about associating the Christian faith with the coerciveness of law. Others noted the proven virtues of such parties in Europe. This article interacts with the different responses and makes a case for why Christian Democracy might have a brighter future in the U.S. than many believe. The primary reason is that Christian Democracy emerged in response to aggressive secularism in Europe's past that may only be reaching similar levels in the U.S. today. Therefore, a new political movement with similarities to Christian Democracy might make sense in the American context.  相似文献

The aim of the article is to examine how the population size of voluntary associations affects the process through which the public's issue priorities are translated into policy priorities. We conduct a time series analysis of political attention in executive and legislative agendas at the U.S. federal level in the period 1971–2001, covering all issues addressed by the U.S. government. We show that the number of voluntary associations in a policy area has a positive conditioning effect on the link between public priorities and attention for the president's State of the Union Address. However, our results do not find a positive effect for voluntary associations at later stages of the policy cycle, which experience a higher degree of institutional friction. The findings underline the importance of distinguishing between different stages of policymaking when considering the impact of voluntary associations on dynamic agenda responsiveness.  相似文献

In a framing essay commenting on a symposium devoted to Turkey's role in a dynamic geopolitical world system, a prominent American political geographer presents the case for Turkey's evolution from regional power within that system to a key geopolitical balancing agent, reflecting its pivotal location within Eurasia. After first exploring the implications of the collapse of the USSR for U.S.-Turkey relations, he critically assesses the ruling Turkish political party's (AKP) recent foreign policy formulation of Turkey as a leader/role model of its own "civilizational basin" (Middle Eastern and Central Eurasian countries). Citing a range of linguistic, cultural, ethnic, and religious differences between Turkey and the Arab lands, he argues that Turkey's true civilizational basin is limited to Central Asia, where Russia holds geopolitical primacy, and advocates a broader framing of Turkey's geopolitical orientation as reflecting location, economics, oil, water, and natural interests. Such a conceptualization suggests that Turkey's pivotal role as balancing power may not be broadly defined as a bridge between Europe and Eurasia, but rather as a bridge between the EU and Russia. Also, the country's status as a role model may be more applicable for regional powers sandwiched between great powers than for emerging Islamic democracies per se.  相似文献

Abstract

Many thinkers, of whom Jean-Jacques Rousseau is a prominent example, have expressed ambivalence regarding John Calvin's contribution to our understanding of a healthy civic order: while Calvin's political genius is undeniable, he and his followers are also known for intolerant attitudes and practices. Thus the image of "two Calvins" by a recent biographer of the Reformer. In this essay I lay out some relevant tensions in Calvin's political thought, while also identifying underlying themes that were later developed by his followers. Special attention is given to the ways in which the "neo-Calvinist" movement, initiated in the nineteenth century by Abraham Kuyper, both corrected and expanded upon Calvin's theology of public life. It is noted that while Kuyper's thought also influenced the Afrikaners' apartheid ideology, Reformed opponents of apartheid also appealed to elements in Kuyper's theology of public life. Although the results have been mixed, Kuyper and others did demonstrate the ways in which some basic elements of Calvin's thought can be used to address issues that are being given sustained attention today in broad-ranging explorations of what makes for a flourishing civil society characterized by a variety of "mediating structures."  相似文献

Abstract

Scholarly histories of twentieth-century China, commonly identified as an East Asian power, tend to cover only the eastern half of the country. As John King Fairbank suggests, Chinese foreign affairs are considered principally as a matter of East Asian international relations.1 Yet China is also a Central Asian power: present-day China encompasses large parts of Central Asia — Xinjiang, Qinghai, Inner Mongolia, and Tibet — of which the population is chiefly composed of non-Han ethnic minorities. When the break-up of the Soviet Union in the early 1990s removed a major security threat to China, the creation of the Central Asian republics — Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, and Turkmenistan — gave it the opportunity to reassert its historical claims to influence throughout Central Asia.2 The launch of the Shanghai Co-operation Organization in 1996, and the annual Shanghai summits that followed, are clear evidence of China's attempts to dominate Central Asian affairs in the post-Soviet era.3  相似文献

In this article we analyse the dynamics of marriage and childbearing in Uzbekistan through the prism of the recent socioeconomic and political history of that country. After becoming an independent nation in 1991, Uzbekistan abandoned the Soviet modernization project and aspired to set out on a radically different course of economic, social, and political development. We argue, however, that not only independence but also the preceding period of perestroika reforms (1985–91) had a dramatic effect on social conditions and practices and, consequently, the demographic behaviour of the country's population. Using data from the 1996 Uzbekistan Demographic and Health Survey we apply event–history analysis to examine changes in the timing of entry into first marriage, first and second births over four periods: two periods of pre–perestroika socialism, the perestroika years, and the period since independence. We investigate the factors that influenced the timing of these events in each of the four periods among Uzbeks, the country's eponymous and largest ethnic group, and among Uzbekistan's urban population. In general, our results point to a dialectic combination of continuity and change in Uzbekistan's recent demographic trends, which reflect the complex and contradictory nature of broader societal transformations in that and other parts of the former Soviet Union.  相似文献

Abstract

This essay is the initial sketch of a theological framework for political dialogue based on traditions of hospitality. This essay is intended to further a normative commitment to pluralism by creating a space for Christians and Muslims to engage in political dialogue on issues of governance. Using the story of Abraham and the three strangers, the essay analyzes hospitality as a possible model for interreligious political dialogue. The essay follows the narrative of the story recounted in Genesis 18 and Surah 51 of the Qur'an focusing on Abraham's greeting of the strangers as expressing a "duty of hospitality"; the "sharing of a meal" as an act of mutual vulnerability; and the gift of Isaac as exemplary of hospitality's possibility for grace and transformation. The goal is to show that a shared theological tradition could be the basis for political dialogue.  相似文献

Abstract

For both Lacan and Badiou, Plato's Parmenides is a primary locus for the question of the One. Moreover, for both Lacan and Badiou, the One ultimately takes on political valence, as key to the problematics of representation and the discursive conditions of collectivity. However, unlike Badiou, Lacan's exploration of the question of One also passes through theology— through what I am calling "something of One God"— and I want to argue that it is only by bringing the One into explicit relationship with those monotheistic issues that we can fully understand its implications for analytic discourse and political life. Lacan's thinking on the "something of One" takes a necessary swerve back through a theological problematic, and in the process articulates the terms of a political theology, an essential conjunction of political and religious understandings of sovereignty, subjectivity and collectivity.  相似文献

A repeated finding in political science is the influence of a representative's so-called ideology on roll call voting in the U.S. House and Senate. Many of these studies attempt explicitly to separate the impact on roll call voting of "personal" ideology from that of constituency ideological preferences. In these studies, personal ideology is viewed as a form of shirking in which members pursue their own policy preferences rather than those of their constituents. This paper shows, at least for the case of defense in the Senate in the 1980s, that the evidence is sufficient to reject the claim that shirking represents the consumption of personal ideological policy preferences. Instead, the apparent impact of shirking on defense voting was an instrumental, reelection-oriented response to President Reagan's ability to muster popular support for his defense build up, and thus cannot be regarded as shirking at all.  相似文献

Although most Quebec novelists are not preoccupied with the United States, the presence of the huge southern neighbour makes itself felt now and again. One is struck by the similarities in the images of the U.S. when it does appear in literature: Quebec novelists seem to see it as a powerful attraction and as a dangerous threat. Three novels, representing three different approaches, illustrate this point: Ringuet's Thirty Acres, Roger Lemelin's The Plouffe Family and Anne Hébert's Kamouraska (other novels are cited where relevant in the original paper).

The attraction of the U.S. is most oftén presented in French-Canadian literature by the theme of escape, frequently for economic reasons. Ringuet's novel explores the reasons for large immigrations southward, and in so doing exposes the myth of the “easy” life in the U.S. versus a “hard” life in the North (cf. Maria Chapdelaine). But the novel shows how misleading this myth can be: once Quebeckers taste the bitterness of economic depression in the U.S. in the 1930's, they begin to look back to the North with the same kind of illusions of economic independence which brought them South.  相似文献

Sadyr Japarov, the current President of Kyrgyzstan, came to power in what became known as the 2020 revolution, the third revolution in the country's history after the 2005 First Kyrgyz (or Tulip) Revolution and the 2010 Second Kyrgyz Revolution. He criticized earlier political leaders for their corruption, nepotism and links to criminality, instead promising justice and care for his people. However, many now accuse him of undermining democracy by bribery, reinforcing authoritarian rule and setting up connections to the criminal world. The author draws on research on politics and patronage in Kyrgyzstan over the last ten years. Although Japarov is a former convict engaged in nepotistic activities in contemporary Kyrgyzstani politics, many support him as their ‘native son’ – until, as with previous presidents, they no longer do so.  相似文献

Previous studies of gender and representation at the state legislative level and in the U.S. House of Representatives have shown that women tend to be more liberal than their male colleagues and are more likely to support women's issues. Because of the limited presence of women in the body over the years, there is scant empirical evidence to confirm whether this pattern is present in the U.S. Senate. Sound theoretical basis indicates that the institutional rules of the Senate, the Senate's individualistic culture, the Senate's six-year election timetable, and the national profile of U.S. senators may create conditions that allow gender differences in roll call voting to be more easily detected than is possible in more rigidly structured institutions such as the U.S. House. This study employs a longitudinal design that pools roll call voting data from the 103rd Congress through the 110th Congress to determine whether female senators compile substantively different policy records than their male colleagues. The results indicate that gender does systematically influence roll call voting patterns in the Senate. However, it is largely a function of female Republicans voting in a less conservative fashion than male Republicans on the basic left-right policy space and on a smaller set of issues of importance to women.  相似文献

In 1999 the Uzbekistan–Kyrgyzstan Ferghana Valley boundary became a brutal reality in the lives of borderland inhabitants, when it became the key issue in a crisis of inter-state relations. Mainstream explanations have suggested that the Soviet boundary legacy and convergent post-Soviet macro-economic policies made conflict inevitable. Drawing on critical geopolitics theory, this paper questions the implicit determinism in these accounts, and seeks to augment them by a political analysis. It suggests that ‘the border crisis’ was the product of the interaction of complex domestic power struggles in both countries, the boundary itself acting as a material and discursive site where elites struggled for the power to inscribe conflicting gendered, nationalistic visions of geopolitical identity. It concludes by insisting upon a moral imperative to expose and challenge the geographical underpinnings of state violence.  相似文献

Two North American political geographers situate contemporary terrorism in the world within broad historical trends and geopolitical structures. They employ Rapoport's "four waves of terrorism" to illustrate the changing geography of terrorism (from an intrastate to an international phenomenon) and place it within the context of broad historical shifts in modes of warfare that envisages terrorism as a form of war stemming from imperialism and state-building. The authors broaden the structural setting of terrorism to include geoeconomics and the concept of relative deprivation, using empirical analysis to argue that contemporary terrorism is primarily a feature of the semi-periphery of the world-economy (middle-income countries). Specific characteristics of the Global War on Terror are interpreted by relating processes of imperialism and state-building to a situation in which the U.S. is facing geopolitical challenges and a possible decline in global-power status. Two U.S. specialists (on the governance and foreign policy aspects of China's public health issues as well as its human and medical geography) examine how two different sets of policies implemented by the government of China have affected both the geography and political ecology of pandemic disease outbreaks (HIV/AIDS, SARS, and H1N1) over the past two decades. More specifically, they argue that: (1) broad development and reform policies largely responsible for China's rapid modernization/urbanization and increasingly successful perfomance in the global economic arena have generated unexpected side-effects in terms of the location, incidence, and spread of pandemics as well as the state's capacity to mount an adequate health care response; and (2) politically motivated public health policies implemented in response to the spread of specific pandemics in China have had unanticipated impacts on the progression of disease outbreaks and their outcomes. Between 1961 and 1963, a political crisis in Iran prompted U.S. foreign-policy makers to briefly consider supporting political reform that would have pushed the Shah toward a more constitutional role and moved Iran toward democracy. Yet Washington instead decided to bolster the Shah's regime to carry out social and economic reforms that coalesced as the Shah's White Revolution in 1963. Policy-makers relied in part on a psychological profile of Iran to shape their decisions, believing that the Iranian people were psychologically unprepared to rule, and that the Shah was psychologically unprepared to give up power. This article encourages diplomatic historians to explore how the language and ideas of psychology influenced the modernization theories and policies that U.S. policy-makers applied to Iran, the Middle East, and the wider ‘Third World.’ After briefly exploring the history of U.S. racial, religious, and cultural perceptions of Iran - many of which fit traditional stereotypes of Orientalism - the article examines the influence of political and developmental psychology at a time when racial and religious bias were increasingly taboo. Psychology offered more acceptable, scientific ways to understand Iran and the Middle East, though it led to familiar conclusions. A team of Central Europe-based political geographers examines Turkey's bid for European Union (EU) membership, one of the most controversial issues confronting that country's and EU politics. The authors analyze Eurobarometer public opinion survey data on EU enlargement (and particularly Turkey's EU membership) across the 27 polities of the enlarged EU as well as in Turkey itself. The analysis of the data points to clear regional differences in support for Turkey's EU membership. Moreover, the authors' statistical analysis indicates two major components around which public perceptions of Turkey's EU membership coalesce. The first, identified as a "thick" component, based on the idea that EUrope embodies a specific cultural identity, opposes Turkish membership, whereas a second "thin" component, comprised of institutional-procedural norms, leaves the door open to Turkey. They argue that it is at the complex intersection of these two opposing views that Turkey's bid for EU membership should be located and eventually decided.  相似文献
