An essay by an experienced scholar-practitioner of conflict resolution in the Caucasus examines the narratives of the interlocking conflicts involving Georgia. The author argues that more complex narratives are necessary for forging constructive paths toward conflict resolution. After outlining the stereotypical arguments presented by the different sides, the author urges a multi-track diplomacy that creates opportunities for the development of more complex narratives. Research, whether by conflict insiders or by external investigators, is presented as a potential contributor to the larger peace processes. In addition to comments on the three preceding articles in the symposium published in Eurasian Geography and Economics, the paper highlights the utility in understanding local context and complexities in order to create more inclusive and complex narratives that can support confidence-building activities and eventual progress on outstanding issues plaguing the conflict-affected populations in the region. National narratives are an essential part of the Israeli–Palestinian conflict. Little is said, however, on how the Oslo Peace Process sought to address these narratives. Conventional wisdom argues that the peace process initiated in the 1990s largely ignored the matter. This article challenges this view, arguing instead that the peace process was and continues to be actively engaged in solving the narrative wars that divide Israelis and Palestinians. To shed light on these solutions, this article looks beyond the agreements of the Oslo Peace Process and focuses on the peacebuilding paradigms that informed it, more specifically, the national partition and the liberal peace paradigms. These prescribe two solutions to the Israeli–Palestinian conflict over history: narrative partition and evasion. In their implementation, the article concludes, these solutions imposed greater identity costs on the Palestinian narrative than on the Israeli one.  相似文献

If negotiations produce an end to the Israeli–Palestinian conflict then a sovereign, independent Palestine may emerge. But what is required for it to succeed? Nothing is more important than the security of a Palestinian state–for itself, for Israel, and for the region: security trumps all else. In addition to the problem of dealing effectively with opposition to a peace agreement within Palestine or directed against it from outside, the nature and magnitude of the security challenge will depend in large part on three issues: the drawing of borders between Israel and Palestine–and whether they are porous or marked by a rigid line of barriers; whether Israeli settlements are withdrawn, or in part incorporated into Israel, perhaps through land swaps with Palestine; and what arrangements are made for Jerusalem. One answer is the creation of effective Palestinian military forces (in addition to police), but this course could be divisive; a second is the development of a series of Israeli–Palestinian confidence‐building and share–security measures, including intelligence cooperation; a third is progress towards reducing external threats to Israel–Palestine, including success in Iraq and in defusing other Middle East problems. Most useful, however, would be the creation of an American‐led peace enabling force, ideally modelled on NATO. This force would need to be agreed by both Israel and Palestine; it must be adequately staffed, trained and equipped; its duties and rules of engagement must make sense to all parties; and it must be part of a network of dispute‐resolution and confidence‐building measures in full partnership with Israeli and Palestinian authorities.  相似文献

In this paper, I investigate recent Palestinian and Israeli environmental narratives as effects of power. I also read differences between both styles of narration as differences in conceptions and experiences of power. While Palestinian environmental narratives for the most part build on a Weberian perception of power (sovereign-territorial), their Israeli counterparts subscribe to what could be described as a Foucaultian perspective of power (bio-power). These underlying perceptions of power lead to forms of resistance that are focused on property rights and questions of sovereignty in Palestine and on concerns over quality of life of the population in Israel. By constructing theoretical distinctions between territory and population, Palestinian and Israeli environmental narratives continue a strongly entrenched tradition in theories of state, power, and governmentality. In this paper, I provide a critique of this ontological distinction between territory and population and argue that the distinction itself should be recognized as an effect of power: by attending to its territorial forms, power's exercise on the level of population (gender, class, color) is rendered benign; and, by focusing on quality of life of the population, power's expression in territorial forms is often deemed irrelevant for environmental knowledge and action. This critique of power calls for further research on and discusses implications of a bio-territorial conceptualization of power, as well as attendant forms of resistance.  相似文献

Abstract. This paper examines the construction of a sense of Israeli identity which is not deducible from the public political discourse. It analyses common verbal representations of ‘being an Israeli person’, namely, what people in contemporary Israeli culture repeatedly say about Israelis, and how they position themselves vis‐à‐vis the commonsensical agreements they exchange, assuming that the massive use of such clichés in certain contexts creates a discursive routine that has ‘a life of its own’, through which people constantly negotiate their self‐images and their sense of belonging. It investigates the ways these representations create solidarity or demarcation and how such current popular representations relate to canonical veteran images of Israeli identity, notably that of the pre‐state ‘Native Israeli’ (Sabra) archetype. The analysis is based on 295 anonymous open responses to the question ‘What makes one an Israeli?’ published weekly in the Weekend Supplement of Maariv, the second largest newspaper in Israel, between 1996 and 1998. The analysis has led to the following observations: (1) Instead of the most expected grand ideological (ethnic, national, religious, etc.) issues of conflict, the responses reveal a ‘pursuit of culturedness’, using an implied scale of mastering good manners and possessing a ‘genuine culture’ which form the dominant parameter of judging the ‘Israeli person’. (2) A tension between mainstream and marginalised groups is shaped by a ‘chase and flight’ dynamic of embracing and rejecting the mythological Sabra image (in asymmetry with these groups' assumed political stances), which image is believed to be a symbol of the once hegemonic veteran elite. (3) This tension paradoxically contributes to the persistence of the canonical image of the Sabra that is currently delegitimised by much intellectual discourse.  相似文献

The use of battlefields and associated conflict sites provide tantalising hooks upon which to hang tapestries of grand narratives relating to regional and national identities, often defined by what the identities are not. This paper examines the unlikely connection between Jacobite and Confederate romanticism, and how battlefields, conflict related sites, and symbolic material culture are mobilised through active commemoration by some heritage groups in support of a created, mythic identity of a ‘Southern Celt’. Furthermore, it examines the production of a mythic history that whitewashes and recasts the Confederacy, the reality of the Civil War, and the Confederate Flag, while at the same time minimising, hiding, or ignoring competing narratives.  相似文献

Abstract

This article deals with the reception of American narratives on the Second World War in Italy, assuming the key role that myths and memories about the conflict played in post-war Europe and the importance of transcultural exchanges in the mass-media age. Such narratives were not imported to Italy by official US propaganda, but were mainly conveyed by Hollywood war movies, which were centred on the ideas of the righteousness of the conflict and of the fight between good and evil. The article focuses on a specific sector of the Italian audience, that of critics and film reviewers, who played a key role in interpreting the films and in fostering their acceptance – or refusal. Through the analysis of cinema magazines and newspapers, the research outlines how the reception of such movies was influenced by multiple elements, the different political and ideological allegiances, the cultural gap between elite and popular periodicals, and the interactions with Italian myths and memories about the war. Finally, the article compares the results of the inquiry with the rare sources about the reception of American narratives among a mass audience, and underlines the importance of a transnational approach to the study of cultural issues in contemporary history.  相似文献

This narrative offers an alternative Jewish Israeli ‘duration’ of the abduction described by Dalsheim. It agrees that the weight of past experience shapes both present perception and future imagination, reproducing the sense of ‘intractable’ conflict but argues that subjective and collective experience is mediated by what C. Wright Mills called the ‘cultural apparatus’. Taking the case of Israeli Jews who work in solidarity with Palestinian activists, some of whom were raised in extremely right‐wing Zionist backgrounds, it shows how subjectivity is shaped by the ‘received interpretations’ of others. More significantly, it shows how this acculturated sense of self can be transcended by the human faculties described by Hannah Arendt as thinking and judging. Drawing upon his own experiences with these activists in the summer of 2014, the author argues as a sign of hope, that thinking and judging enable a divestment of received interpretations of the cultural apparatus, which define and reproduce the conflict as intractable. Sadly, this duration also describes a period when thinking outside the collective became taboo and Jewish compassion for the deaths of Palestinian women and children was vilified and violently opposed by fellow Jewish countrymen and women. With Israel's cultural apparatus unable to accommodate compassion, there may indeed always be a Gaza War.  相似文献

Divided cities within contested states are a category in their own right, in that their division is driven by issues of national sovereignty as well as ethnic, religious and linguistic cleavages. Reconstituting them as integrated urban spaces, therefore, requires policy shifts on many levels—local, municipal and state—but too often these are hampered by fears of loss of sovereignty and external domination. The case of Jerusalem in the Palestinian‐Israeli conflict is a prime example of how national sovereignty issues can be seen as having an impact upon urban divisions. One option that is proposed for the resolution of this conflict, which has generated intense debate on both sides, is that of a binational Israeli‐Palestinian state. This article argues that there is a false dichotomy concerning the competing benefits of binational and two‐state models in the Palestinian‐Israeli conflict. It contends, on the one hand, that the binational model comprises many forms, some of which are more confederal in structure. On the other hand, for the two state model to function effectively a high degree of interstate coordination is required which brings it close to some forms of confederalism. The article examines the discussions on divided Jerusalem to explore this argument and highlights the degree of interstate coordination that is required if any of the plans being put forward for the future of the city are to work. It concludes by relating the Jerusalem example to the wider issue of divided cities in contested states.  相似文献

A well-known medical journal, The Lancet, recently published an important systematic review and meta-analysis of mental disorder estimates in conflict settings, advocating for the scaling up of mental health interventions in such contexts. However, there is an assumption that the introduction of such treatments has no significant impact, except from a therapeutic one, in the settings they have been imported to. The authors' research in post-conflict northern Uganda analyzed the social impact of mental health interventions addressing post-traumatic stress disorder (PTSD) and showed that promoting trauma has had considerable socio-economic ramifications on the wider society. The introduction of trauma narratives has created a market where some are able to thrive, but many deeply troubled individuals remain invisible. The authors found no social benefits from promoting trauma, and few positive effects for individuals. Arguments for urgently upscaling mental health interventions of the kinds highlighted by the review in The Lancet, and which the authors have observed on the ground, should be treated with caution.  相似文献

This article contrasts two major debates in book form on the Israeli–Palestinian conflict, so central to French political discussion today—the ‘quarrel’ between Alain Badiou (with Cécile Winter, in Circonstances 3: Portées du mot ‘juif’) and Éric Marty (Une querelle avec Alain Badiou, philosophe), and the debate between Régis Debray and Élie Barnavi (À un ami israélien, by Debray with a response from Barnavi). The Badiou/Marty exchange is hostile and polarised, Badiou arguing strongly against the existence of a separate Israeli state and Marty vehemently in its favour, while À un ami israélien evidences what I describe as Debray's post-Zionism in dialogue with Barnavi's Left Zionism. What emerges from the two exchanges is, it is argued, a taxonomy of attitudes towards Israel substantially more complex than the traditional, and often misleading, polarity between ‘Zionist’ and ‘anti-Zionist’.  相似文献

This article describes Israeli and Arab historiography concerning the events in the Arab village of Deir Yassin in April 1948, during the first Israeli–Arab war, of 1948. It begins with the internal, left–right Israeli controversy during 1969–71 about the alleged massacre and then describes and analyses what “really” happened at Deir Yassin on the basis of the Israeli (and, to a smaller extent, British) documentation from 1948 that has been declassified over the last few years. It then concludes by describing the evolution of the Israel and Palestinian histographical narratives on the event.  相似文献

Abstract

The protection of Palestine's archaeological heritage faces several serious obstacles: unenforced laws, lack of public awareness, deterioration of Palestine's economic status, unregulated urban development, and the protracted political conflict between the Palestinians and Israelis. As a result, a significant number of archaeological features and sites have been vandalized, looted, or intentionally destroyed without compunction over the past several decades. The Palestinian-Israeli political conflict has negatively affected the archaeological heritage in “Area C,” which remains under complete Israeli civil and military control. This area includes nearly 60% of the archaeological heritage located within the Palestinian Occupied Territories, but the Palestinian Department of Antiquities and Cultural Heritage lacks the authority to monitor and protect these sites. Furthermore, the Israeli civil and military authorities in the West Bank do not provide the necessary protection of cultural heritage resources in Area C. The devastation of these resources throughout the Palestinian Territories provides the impetus for this research. The main aim is to identify the results of the political conflict on Palestinian archaeological and cultural heritage sites, using a case study at the site of Khirbet el-Lauz.  相似文献

The Israeli–Palestinian conflict has been described as one of the most intractable in the world. This article first provides an overview of the sociopolitical events that led up to the Palestinian UN state membership bid in September 2011, and second, as a case study, it examines how the Israeli–Palestinian conflict was constructed in speeches delivered by Palestinian President Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu regarding the state membership bid to the UN General Assembly in September 2011. Despite their opposing agendas, there are some significant discursive similarities in the two speeches. The most salient shared discourses concern that of in‐group victimhood on the one hand, and that of out‐group threat on the other. It is argued that the speeches dispel support for intergroup reconciliation between Israelis and Palestinians by aggravating grievances on both sides and accentuating intergroup suspicion. This article highlights the importance of examining political speeches in order to better understand the Israeli–Palestinian conflict.  相似文献

This article explores the Israeli government's enthusiastic and substantial role in the production of Otto Preminger's Exodus (1960), the influential pro-Zionist film on the creation of Israel which was loosely based on the highly successful novel by Leon Uris. This involvement followed a decade of mostly unsuccessful Israeli government endeavors to encourage its many supporters in Hollywood to produce films in and about Israel: both for their potential economic rewards and for international propaganda. Utilizing archival sources in the United States, Britain, and especially Israel, this article charts Israeli efforts to encourage Hollywood productions in the 1950s and the extent to which Israeli officials provided encouragement and assistance to Exodus: first to the novel and then critically to the film. The article shows that the film producers took into account British and Arab observations too. However, the degree to which Exodus served Israeli propaganda themes is finally demonstrated by the eager efforts made by Zionist bodies and Israeli government officials to promote its international distribution.  相似文献

Urban conflict in Jerusalem has mainly been studied through the lens of spatial and functional segregation and discriminative fragmentation between Israeli and Palestinian localities. This article adopts a governmentality approach to the study of the politics of urban infrastructure and services in urban conflict, and argues that a governmentalization process of East Jerusalem by Israel has evolved in the last two decades that has been enacted mainly through the control and management of Palestinian urban infrastructure and services. Since, as manifestations of resistance to Israeli occupation, many of the Palestinian urban functionalities historically operated separately from Israeli state apparatuses, this new development and its consequences indicate an increasing dependency and forced adaptation of Palestinians in Jerusalem to Israeli rule. Based on analysis of Palestinian public transport and education systems, the article demonstrates how the “soft” power of governmentality – mediated through the control and management of urban infrastructure and services – diffuses among the Palestinian population and in space, restructuring them as objects and subjects of Israeli administration and governmental order. In this light, urban infrastructure and services appear in the course of urban conflict as an arena of governmentality and counter-governmentality. On the one hand they serve as a site where identities are practiced and defended; on the other, they may mediate and facilitate the restructuring of political subjectivities and normalization of political structures and hierarchies.  相似文献

This article analyzes the failure to formulate a national science policy in Israel's early years by tracing the administrative genealogy of the Scientific Council (1948–59), which was established to manage and coordinate civil applied scientific research in Israel. The failure of the council is analyzed as part of wider debates concerning the future of the academic and scientific research systems and the implementation of Israeli state ideology (mamlakhtiyut) in this period. The story of the council sheds light on important aspects of the formation of Israeli higher education and scientific research institutions and on the close but complex relations between science and politics in the early years of the state.  相似文献

Israel is a democracy splintered by religion and education. Two of its fastest growing religious groups, ultra‐Orthodox and Muslim Israeli Arabs, are not learning democratic principles or marketable skills that enable them to assist in the economic development of the country. Even Israelis who are attending secular and religious Israeli government schools are academically behind in mathematics as measured on 2011 international achievement tests of PISA and TIMSS. The history of religion and education from 1928 to 1955 built the foundation for the current divisions. The impact of the Ottoman and British occupation on citizens is particularized thorough the experiences of Elias Tuma, who lived under British and Israeli government systems. Today's educational system in Israel reinforces religious and sectarian conflict among its citizens. Educational and religious structural suggestions are provided for readers to consider. Abstract

YouTube videos offer a rare opportunity to gain an insight into the sequestered world of neojihadism. This study examines and compares the lines of the visual narrative associated with two Asian insurgencies that help to form the global Islamic social movement: the insurgency in Chechnya (North Caucasus) and that in Xinjiang (China). The purpose of the article is to describe the narratives used by the Islamic militants addressing the conflict and to identify similarities and differences in the use of visual rhetorical techniques by neojihadist groups to propagate their worldview. The study of the visual narratives promoted in the videos will help to provide a better understanding of the impact of the neojihadist narratives on the creation of collective identities. Our findings suggest that these narratives have similar features, which can be identified in a set of sub-narratives. Within the common pattern, however, significant differences can be found, especially in the interpretation of the videos by the audiences.  相似文献
