There certainly exists an African civil society which is actively seeking to raise the living standards of citizens as well as to promote and protect their rights and interests.The lack of such crucial resources as finance and an environment conducive to civic activity are, however, as the author suggests, major inhibitions to the development of Africa's civil society. This paper raises questions about the practice of theory in anthropological archaeology. Particular attention is given to
questions surrounding the gender of theory: what genders are more heralded in the theoretical spotlights and how the subject
position of doing theory is gendered. An analysis of the contents of four Readers of Archaeological Theory shows the problematic
selection and thus representation of women’s theoretical contributions, including their effective ghettoization in gender
and feminist archaeology. Insights from how feminists have been grappling with theory are considered, and archaeologists are
urged to confront the ways in which “doing theory” is/is not valued and how it is differentially valued, and to discuss the

This paper aims to discuss institutional capacity building in spatial planning focussing on two experiences of public policy in Portugal involving institutional cooperation. These experiences reveal the importance of factors associated with the roles of the central state and local political leadership in the way integrated tools of urban and territorial policy are implemented. They also show that the capacity to mobilize local agents is mitigated by the deep-rooted presence of highly personalized institutional ties, reflecting a relational model that is particularly characteristic of Portuguese society. We will conclude that territorial policies may be jeopardized when these policies are centred mainly upon the mobilization of local agents. In fact, these two case-studies, as well as similar experiences in Italy, suggest that, in southern Europe, two other aspects are central for the definition of territorial policies on the inter-municipal and local scales: the influence of the state, and the role of political leadership at local level. 相似文献

The blame for the inability to put an end to the conflict between Israel and the Palestinians must be shared by all parties. In Israel, Ehud Barak's attempts were courageous but he never established trust with the Palestinians. The policy of the Sharon government, based only on response to violence by force, also failed. Although he did not mastermind the Second Intifada, Arafat's attitude towards the Palestinian militant armed groups was always ambiguous and he lost any credit even among the Israeli peace camp. The Arab countries never gave more than a formal support to the Palestinians and abstained from arguing in favour of coexistence with the Israelis. The Americans, with Clinton, seriously tried their best but lacked some long-term perspective and, with George W. Bush, aligned themselves with the most radical Israeli position. Europe did support the Palestinian economy but was too divided to influence dramatically the negotiations and did not invest enough into peace-building among the peoples of the region. The only way out of the quagmire is to follow the roadmap established by the international community, represented by the 'Quartet' (the UN, the USA, Russia and the European Union) for an end both to terrorism and occupation, and towards negotiations on the establishment of a democratic and viable Palestinian State. 相似文献

There are many ways to interpret the results of the 1999 Australian referendum on whether the Constitution should be altered 'to establish the Commonwealth of Australia as a republic with a president appointed by a two-thirds majority of the members of the Commonwealth Parliament'. One possible interpretation that has not been investigated so far suggests that the result reflects the fact that there is a 'preference cycle' over the three constitutional models that dominated the debate preceding the referendum. This research note uses survey data and public choice theory to investigate whether this interpretation sheds any further light on the referendum results. 相似文献

Tibetan towns and villages are the remotest areas in China regional society. The remoteness is evident in two aspects: (i) the natural environment; located in the southwestern frontier of China, as the core of the "the Third Extreme", Tibet claims to be the farthest area in terms of space, altitude and distance -- and com- pared with towns, this is really true of the villages, (z) the social environment; with the rapid development of Tibet's tourist industry in recent years, people tend to focus more on Tibet, but mainly on such cities as Lhasa, Shigatse and Tsetang. ABSTRACTHealthcare tourism is a general term for traveling to another country to seek healthcare services. It spread from Western countries to emerging Southeast Asian nations in the past decade because of a series of factors. Price is likely considered as one of the important factors among most healthcare tourism providers and politicians. However, healthcare tourists tend to consider more before making a decision. According to some early studies, healthcare quality, package, convenience, country, price, emotional value, and social value were frequently considered factors. To examine the role of these factors, this study proposes a structural model to investigate the relationship of the perceived value, satisfaction, and behavioral intentions of three Southeast Asian countries, namely Singapore, Thailand, and Malaysia. A sample of size 724 is collected at the Departure Hall of the Singapore Changi International Airport within a two-month period, using a systematic random sampling method, in which every third tourist who pass the surveyor is asked to fill in the questionnaire. All of the questionnaires handed out on a given day referred to the same country, and the three different countries are rotated on different days. All factors are significant and it is found that the two most important factors are functional value of healthcare quality and emotional value. Price is a significant but the least important factor. This indicates that cheaper price may be just a promotional gimmick or an obvious incentive, but it is not the main driving force for healthcare tourists to make their decisions. The results also provide empirical support that emphasis on perceived value of healthcare tourism may also translate into trust in the staff and other positive feelings. It is further found that the impact of perceived value on behavioral intentions is mediated by satisfaction for all three countries. 相似文献

This article seeks to derive some general lessons regarding the relationship between growth and welfarism by undertaking a reassessment of Sri Lanka's long experience with interventions in social spheres. While Sri Lanka has been hailed by many for pursuing the welfarist strategy with apparently spectacular results, several critics have recently suggested that she would have been better off by diverting resources away from welfare interventions towards investment for growth. They have argued that the interventions were not terribly effective anyway, and further that welfarism involved a conflict with growth which eventually undermined the very sustainability of welfarist strategy. This article contests these criticisms, and argues in its turn that the Sri Lankan experience offers a lesson not in the conflict but in the complementarity between growth and welfarism. 相似文献

The Convention on Biological Diversity (CBD) is an unusual international environment agreement in that it does not concern an international or global resource. Most of the resources whose regulation is implicit in the CBD are in fact domestic terrestrial species, everything from elephants to medicinal plants. The rationale for international intervention in the sphere of national land use planning lies in the recurring themes of underprovided diversity: underfunded, underappreciated, undermanaged species. In many different areas of international affairs–ranging from the trade in endangered species to the management of agricultural gene banks–these same problems arise. How is it possible to induce countries hosting diverse biological resources to expend theresources necessary to maintain them? The CBD represents the confluenceof all these various movements, and it constitutes the recognition of the importance of a global perspective regarding national land use decision-making. 相似文献
