This paper considers how the legacy of communism and revolution has become the focus of interest among Western tourists in post-communist Bucharest. It argues that 'communist heritage' tourism - the consumption of key sights and sites associated with the Ceausescu regime and its overthrow - has emerged as a particular form of cultural or heritage tourism for special interest tourists. However, this is a heritage which is defined and constructed entirely outside Romania. Within Romania itself there is understandably little desire to remember the period of communist rule, and the legacy of this period is powerfully dissonant with the country's post-communist aspirations. Consequently, as a consideration of two case studies illustrates, there is no concern to interpret the legacy of communism for tourists; instead there is an attempt to deny or airbrush out this period of the country's history.  相似文献

A U.S.-based geographer presents the results of a survey of car and parts manufacturers in Romania with a focus on the role of foreign direct investment in the restructuring of the sector. Using a questionnaire and personal interviews, the author investigates and identifies the main factors attracting foreign automakers to Romania, which experienced a difficult transition after the collapse of the country's command economy and the ensuing loss of automotive exports to the neighboring states of CMEA. The paper covers the development of foreign ownership of vehicle assembly and car parts manufacturing plants, as well as the effects of foreign investment on Romania's national and local economies. An agricultural economist specializing in the countries of the former Soviet Union (FSU) assesses changes in land use and their impact on rural incomes in Armenia, Georgia, and Azerbaijan. The paper compares developments in these countries with core CIS (Russia, Ukraine) and Central Asian states of the FSU. The author's premise—that agricultural growth, and hence higher well-being of the rural population are positively linked to individualization of farming structure and commercialization—is tested on the basis of survey results linking increases in farm size with higher rural incomes and accelerated sales of farm products. Two U.S.-based economic geographers analyze recent changes in retailing activity in Beijing, focusing on changes in store ownership. More specifically, they investigate declines in state ownership in the retail sector since the early 1980s in conjunction with the rapid growth of the domestic private sector and foreign ownership. The paper outlines a new geography of successful (and not-so-successful) retailers that has emerged due to rationalization of the industry, marketization, globalization, as well as government policies at a variety of levels. Changes in store ownership provide insights into the complexity of China's transition, the evolving relations between state and capital, and the role of the local state in the country's economic reforms. An American economic geographer specializing in the agricultural sector of China's economy presents a study of that country's trade in agricultural products. The paper is focused on patterns of change in the regional distribution of agricultural and aquacultural exports and imports before and after China's accession to the World Trade Organization in 2001. Drawing on research during the course of a field trip in July 2008 and utilizing data compiled by China's Customs Bureau, the author provides a comprehensive assessment of the country's trade with 10 major world regions through the year 2007. Smallholder settlement schemes have played a prominent role in Kenya's contested history of state-building, land politics, and electoral mobilization. This paper presents the first georeferenced dataset documenting scheme location, boundaries, and attributes of Kenya's 533 official settlement schemes, as well as the first systematic data on scheme creation since 1980. The data show that almost half of all government schemes were created after 1980, as official rural development rationales for state-sponsored settlement gave way to more explicitly welfarist and electoralist objectives. Even so, logics of state territorialization to fix ethnicized, partisan constituencies to state-defined territorial units pervade the history of scheme creation over the entire 1962–2016 period, as theorized in classic political geography works on state territorialization. While these “geopolitics” of regime construction are fueled by patronage politics, they also sustain practices of land allocation that affirm the moral and political legitimacy of grievance-backed claims for land. This fuels on-going contestation around political representation and acute, if socially-fragmented, demands for state-recognition of land rights. Our findings are consistent with recent political geography and interdisciplinary work on rural peoples' demands for state recognition of land rights and access to natural resources. Kenya's history of settlement scheme creation shows that even in the country's core agricultural districts, where the reach of formal state authority is undisputed, the territorial politics of power-consolidation and resource allocation continues to be shaped by social demands and pressures from below.  相似文献

Two Beijing-based economic geographers present a comprehensive study of local financial systems in China. The paper analyzes the most recently available (2006) regional data on exogenous (state-owned, foreign-owned, and joint shareholder-owned) and endogenous (city commercial banks and rural credit cooperatives) banks, highlighting the differences between the country's coastal and the lagging rural provinces located in China's central and western macroregions. A key component of the analysis is the geographic distribution of bank branches and assets. An American specialist on Russia's agrarian sector and two collaborators explore the effects of distance to nearby urban markets on the agricultural output and income of Russian rural households. Unlike previous studies that have largely tested such effects on the basis of household distance from relatively large oblast administrative centers, the authors adopt a micro-level scale of analysis, focusing on distance from smaller rayon centers. Comparison of two sample populations (near vs. remote from rayon center) from a larger survey population of 900 households in nine representative regions of Russia reveals marked differences in household incomes, commodity output, and real holdings of land that are statistically verified by a linear regression model. Doi moi, adopted as a policy of economic reform in Vietnam in 1986, has ushered in fundamental and sweeping economic and social changes spearheaded by its cities. The paper, by a senior Hong Kong-based geographer, reviews the country's progress over a twodecade period ending in 2006. Discussion of the first decade focuses on deterioration of urban infrastructure and its causes (as well as the onset of reconstruction) based largely on field interviews, reconnaissance, and review of official documents and reports. Land‐centred urbanisation has precipitated shortage of green space in Chinese cities. However, in the Pearl River Delta, an ambitious greenway system has recently managed to flourish. It is intriguing to ask how this has become possible. Informed by the perspective of urban political ecology, this paper finds that the greenway project in the Pearl River Delta represents a set of politically realistic endeavours to alleviate urban green space shortage by adapting to, rather than challenging, powerful landed interests. Three interlocking dimensions about land—municipal land quota, rural land use claims, and real estate development—have influenced why, where and how greenways have been created. Based on these findings, we argue that research on China's politics of urban sustainability necessarily needs to understand the country's land politics.  相似文献

In the contemporary African context of rising competition and anxiety over access to land, neoliberal policy interventions designed to clarify property rights, broaden political participation and increase official accountability have frequently provoked rather than alleviated social and political conflict. Comparing case histories of local struggles over land and authority in selected rural areas in Ghana, Côte d'Ivoire and Bénin, this paper argues that in situations where access to land has been linked historically to claims on authority and social belonging, pressures to privatize or clarify ownership have intensified debates over citizenship and governance as well as over land claims per se. Ensuing struggles over land and entitlement have intersected with national as well as local economic and political dynamics, reinforcing ‘traditional’ hierarchies, contributing to the proliferation of formal and informal governing agents and institutions, and frequently disrupting or subverting open governance and sustainable resource use, rather than helping to create conditions for sustainable development and democratization.  相似文献
