A prominent urban geographer presents a sweeping review essay on monumentality in the urban design of world cities. After outlining a number of the large, grand urban plans and projects of the past and present, he focuses on the four components of monumental urban design: comprehensive conceptions of legible urban form; iconic buildings; integrated urban transportation hubs; and planned downtown and midtown redevelopment projects. Concentrating on the trends prevailing at present and over the near future, the author notes factors that may exert a special impact on emerging world cities in Russia and China and argues for the importance of process in the geography of monumentality. A noted demographer assesses the reliability of data in the 1989 census of the Soviet Union for 14 regions of the Russian Federation affected by distortions designed by Soviet authorities to conceal the populations of "secret towns" of the military-industrial complex. More specifically, using declassified population data available but only selectively published following the disclosure of these hidden settlements (and their populations) in 1994, he re-estimates the urban populations of these regions in 1989, and compares differences in 1989-2002 population change indicated by use of the original and adjusted 1989 data sets. Distortions of up to 10 percent of the regional populations (and as high as 13 percent for their eponymous regional capitals) are examined in light of their implications for the calculation of a variety of demographic and population-based indicators in studies of Russia comparing the late Soviet and early post-Soviet periods. This paper describes the distribution of urban areas in post-Soviet Russia using the rank-size method for quantifying longitudinal change. As many studies show, urbanization under state socialism achieved a relatively uniform city-size distribution in accordance to Marxist ideals. I test the initial hypothesis that variation in city size would increase after dissolution of the USSR, to converge toward distributions found in market economies. The analysis shows that increasing unevenness in city-size depends on the nature of variation that existed prior to the USSR's disintegration, as well as on geographic location within Russia. Focusing on monumentality in China, the author surveys a number of monumental urban projects in Beijing (particularly in relation to Olympic construction), Shanghai, Chongqing, Guangzhou, Shenzhen, and Kunming. In the context of urban theory, he discusses the massive presence of the Chinese state in everyday urban life. Noting the explosive urban growth and megaproject-related construction, the author alludes to recent evidence that the clearing of city neighborhoods and mass displacement of residents have prompted widespread opposition and resistance at the local level. An American demographer specializing in the former USSR and Russia examines the demographic aspects of aging and the age structure of Russia's population across its regions, covering urban versus rural areas, and ethnic homelands versus non-ethnic (Russian) regions. The paper also assesses the implications of aging for Russia's pension and electoral systems, by examining regional differences in the real value of pensions and the emergence of a rather durable, conservative "red belt" strongly correlated with older, more agrarian, and rural populations. An American attorney directing a U.S. Agency for International Development (USAID) program supporting privatization of urban and industrial land in Georgia since autumn 1997 describes the procedure whereby previously privatized enterprises can acquire the land beneath and surrounding those enterprises. This program, incorporating experience derived in commercial land privatization elsewhere in the former USSR and designed to emphasize transparency and minimize fees and paperwork, is compared with alternative approaches utilized in other republics. A procedure whereby enterprises not meeting land privatization criteria may lease land from the state, and whereby local authorities may sell vacant land, also is described. In a paper submitted directly to Post-Soviet Geography, the author presents as thorough a list of place name changes as possible for the former USSR for the period 1985 to mid-1992. The situation is assessed with respect to the former union republics, nationality-based lower-order administrative territorial units, oblasts and krays, and major cities and urban settlements. The list appears to represent the most thorough and authoritative compilation of its kind yet published in the West, given the absence of any official body now empowered with the approval and registration of place name changes across the entire geographic space of the former USSR.  相似文献

Abstract

Russia’s role in the global economic system today, and the Soviet Union’s in the past, is dominated by the export of natural resources, particularly oil and gas. The rents earned from these exports are both a source of strength and weakness, as they link the fortunes of Russia’s domestic economy to the volatility of global resource markets. This paper returns to a major research project conducted through the offices of the Association of American Geographers that resulted in Soviet Natural Resources in the World Economy, published in 1983. The project was first conceived in the aftermath of the resource crisis in the 1970s and concluded in the early 1980s as the Soviet Union sought to increase resource exports to support a failing domestic economy. This paper examines the origins, evolution, and management of this seminal work and presents a re-reading of the book in a contemporary context. We develop some of the key themes of the original project and conclude that it has contemporary relevance, as a reliance upon the resource sector remains a defining characteristic of Russia’s political economy and continues to shape Russia’s role in the global economy. We find that the regional dimension that was so important in the original project remains critical as Russia seeks to extend the resource frontier into new regions in the Arctic and the East and, at the same time, reduce its reliance on European markets – that are both stagnant and hostile – by developing new markets in Asia.  相似文献

More specifically, he examines water resources and management in the Aral Sea Basin for the purpose of assessing the potential for either interstate conflict or cooperation among the basin states (including Afghanistan and Iran). The article examines artistic exchanges between the USSR and Finland from the viewpoint of the Finnish left. After WWII, Finland was in a difficult geopolitical position; although not occupied by the USSR, it received little support from the West and so remained an independent capitalist democracy, with little foreign leverage. The Soviet influence was felt in many areas, and throughout the Cold War, Finland received many more world-class Soviet artists than any other Western country. This was in part a consequence of Finland’s proximity to the USSR, but the Finnish Communist Party, a major domestic political force, also played a role. Immediately after the war, organizations associated with the Finnish Communist Party enjoyed a virtual monopoly over such exchanges, but this began to change in the mid-1950s. Around that time, the USSR began to allow Finnish artists to train and perform at its world-class arenas, and many of those Finnish students had links with the political left. Based on interviews and supported by archival material from Finland and Russia, the article explores the role of the Finnish left in these artistic exchanges.  相似文献

An article based on data for the last census of the former USSR and population estimates for 1993 for urban places of over 15,000 population in the Russian Federation surveys the regional distribution, economic functions, and size characteristics of urban settlements in Russia with declining population over the period 1989-93. Interesting comparisons are drawn with patterns prevailing during previous periods, revealing recent increases in the number of such towns in major manufacturing regions and the North and an increase in the number of large cities.
