In a framing comment embracing the preceding four papers devoted to the enlargement of the European Union in 2004, a prominent American geographer reviews some of the major problems confronting the European continent. The paper, which begins with the author's view of Europe's dilemma in late 2006, covers a number of geographic implications of the May 2004 expansion. Noted are Russia's overland access to Kaliningrad, the addition of ca. 8 million underprivileged Roma (presently the Union's largest minority population), the potentially divisive new boundary with Russia, the future candidate states emerging from the former Yugoslavia, the prospects of Ukraine's possible membership, and the challenge of Turkey's quest for admission to the EU. The unravelling of the post‐Cold War security order in Europe was both cause and consequence of the crisis in Ukraine. The crisis was a symptom of the three‐fold failure to achieve the aspirations to create a ‘Europe whole and free’ enunciated by the Charter of Paris in 1990, the drift in the European Union's behaviour from normative to geopolitical concerns, and the failure to institutionalize some form of pan‐continental unity. The structural failure to create a framework for normative and geopolitical pluralism on the continent meant that Russia was excluded from the new European order. No mode of reconciliation was found between the Brussels‐centred wider Europe and various ideas for greater European continental unification. Russia's relations with the EU became increasingly tense in the context of the Eastern Partnership and the Association Agreement with Ukraine. The EU and the Atlantic alliance moved towards a more hermetic and universal form of Atlanticism. Although there remain profound differences between the EU and its trans‐Atlantic partner and tensions between member states, the new Atlanticism threatens to subvert the EU's own normative principles. At the same time, Russia moved from a relatively complaisant approach to Atlanticism towards a more critical neo‐revisionism, although it does not challenge the legal or normative intellectual foundations of international order. This raises the question of whether we can speak of the ‘death of Europe’ as a project intended to transcend the logic of conflict on the continent.  相似文献

A specialist on Russian geopolitical metanarratives investigates the re-emergence of Pan-Slavism in the ideological landscape of contemporary Russia. Arguing that it is a heterogeneous assemblage of both mutually antagonistic and complementary narratives about the unity of Slavic peoples, the author posits that Pan-Slavism's durability lies not in its conceptual coherence but rather its emotional appeal to disparate Slavic peoples in the former Soviet Union as well as Eastern and Southeastern Europe. After briefly tracing the history of Pan-Slavism from its 17th-century roots through World War I into the Soviet period, he explores the metanarrative's capacity to take modern Russia's geopolitical thinking in new directions, including the potential to replace Russians' center-periphery worldview with a that of a cosmopolitan network of kindred nations affording Russia greater access to the European community.  相似文献

In a framing essay commenting on a symposium devoted to Turkey's role in a dynamic geopolitical world system, a prominent American political geographer presents the case for Turkey's evolution from regional power within that system to a key geopolitical balancing agent, reflecting its pivotal location within Eurasia. After first exploring the implications of the collapse of the USSR for U.S.-Turkey relations, he critically assesses the ruling Turkish political party's (AKP) recent foreign policy formulation of Turkey as a leader/role model of its own "civilizational basin" (Middle Eastern and Central Eurasian countries). Citing a range of linguistic, cultural, ethnic, and religious differences between Turkey and the Arab lands, he argues that Turkey's true civilizational basin is limited to Central Asia, where Russia holds geopolitical primacy, and advocates a broader framing of Turkey's geopolitical orientation as reflecting location, economics, oil, water, and natural interests. Such a conceptualization suggests that Turkey's pivotal role as balancing power may not be broadly defined as a bridge between Europe and Eurasia, but rather as a bridge between the EU and Russia. Also, the country's status as a role model may be more applicable for regional powers sandwiched between great powers than for emerging Islamic democracies per se.  相似文献

The Volga-Vyatka region, one of the Soviet Union's leading machinery and chemical producers, has potentialities for further growth in these two industries. Favorable factors are a skilled labor force and a central transportation location in European Russia, midway between raw-material suppliers and markets. In view of industrial overcrowding in the Gor'kiy and, ultimately, Kirov urban areas, future industrial construction should be planned in medium-size and small cities and in the region's peripheral areas.  相似文献

This paper seeks to describe power shifts in the European Union's multi-level system of governance in the area of spatial planning. It begins by investigating, through the economic theory of federalism, the increasing 'Europeanization' of member states' policies that produces asymmetrical power shifts towards the European Union. It draws from German, Spanish and British case studies which confirm such shifts to the European Union level as well as to sub-national levels of government, although there is a tendency for competences to be shared between the European Union, national governments of the member states and sub-national authorities.  相似文献

A noted specialist in international affairs and former U.S. ambassador to Ukraine reviews and analyzes the history of independent Ukraine's relations with Russia and the West following the disintegration of the Soviet Union. The author proceeds to examine the multifaceted Western position toward Kyiv as it has evolved through June 2009, paying due attention to the European Union and NATO. He then discusses the factors contributing to the volatility of Ukrainian-Russian relations following the Orange Revolution of 2004, including a range of specific concerns as well as more general Russian desires for a compliant government that would pay deference to key Russian interests. Concluding sections focus on Ukraine's future geopolitical trajectory in the run-up to the country's presidential elections in early 2010 and on internal problems (constitutional, market, and energy reform) that will command urgent attention once the political situation stabilizes and the outlines of a constructive engagement that could be pursued by the West are at hand. This paper analyzes geopolitical themes prevailing in dominant sectors of the Finnish government and society that have shaped Finland's national identity from the early 19th century to the present. The focus is on the ways cardinal markers (compass directions) have become geopolitical and identity markers. Notions of "West," "Between East and West," "Neither West nor East," and "North" have been used both to position Finland on the world political map and to forge a Finnish national identity. The influence of Russia and Karelians are examined at some length as part of the eastern dimension of Finnish identity. Russian President Vladimir Putin claims that his country's annexation of Crimea in March 2014 was partly in response to NATO enlargement. NATO leaders counter that eastern enlargement is not a cause of the Ukraine crisis, and they argue that enlargement does not threaten Russia, but rather it creates stability for all of Europe. This article examines the history of NATO–Russian tensions over enlargement, considers how NATO's enlargement policy factored into the Ukraine crisis, and reviews options for the future of enlargement. Drawing on diplomatic history and geopolitical theory, the article explains Russia's persistent hostility towards NATO's policy of eastward expansion and highlights NATO's failure to convert Russia to its liberal world‐view. The alliance's norm‐driven enlargement policy has hindered the creation of an enduring NATO–Russia cooperative relationship and helped fuel the outbreak of conflict in Georgia and Ukraine. In light of this, NATO should alter its current enlargement policy by infusing it with geopolitical rationales. This means downgrading the transformative and democratization elements of enlargement and, instead, focusing on how candidate countries add to NATO capabilities and impact overall alliance security. A geopolitically‐driven enlargement policy would prioritize countries in the Balkan and Scandinavian regions for membership and openly exclude Georgia and Ukraine from membership. Ultimately, this policy would have the effect of strengthening NATO while giving it more flexibility in dealing with Russia.  相似文献

The article focuses on the interplay of the narratives of ‘exclusion’ and ‘self-exclusion’ in the Russian discourse on EU–Russian relations. Since the late 1990s, this discourse has acquired an increasingly conflictual orientation, whereby the official foreign policy objectives of ‘strategic partnership’ with the EU and Russia's ‘integration with Europe’ are increasingly problematised across the entire Russian political spectrum. In the analysis of the Russian conflict discourse we shall identify two at first glance opposed narratives. Firstly, the EU enlargement has raised the issue of the expansion of the Schengen visa regime for Russian citizens, travelling to Europe. Particularly acute with regard to Kaliningrad Oblast', this issue has also generated a wider identity-related discourse on the EU's exclusionary policies towards Russia. Secondly, the perception of Russia's passive or subordinate status in EU–Russian cooperative arrangements at national, regional and local levels resulted in the problematisation of the insufficiently reciprocal or intersubjective nature of the EU–Russian ‘partnership’ and the increasing tendency towards Russia's ‘self-exclusion’ from integrative processes, grounded in the reaffirmation of state sovereignty that generally characterises the Putin presidency. This article concludes with the interpretation of the two conflict narratives in the wider context of debates around the project of European integration.  相似文献

This is a study of identity and geopolitics in Hergé's Adventures of Tintin, a series of adventure comics created from 1929 to 1976. The Tintin comics became increasingly popular throughout the mid-twentieth century, and their creator, Hergé, is still a subject of intrigue in the press and popular publications. Recent work in popular geopolitics has pioneered the use of comics as a new type of source material in critical geography. Hergé's approach to the comics format combines an iconic protagonist with detailed and textured environments that draw upon some of the geopolitical discourses of the twentieth century. Three forms of geopolitical meaning are identified within the Tintin comics: discourses of colonialism, European pre-eminence and anti-Americanism. These overlapping trends amount to different facets of one single discourse, which places European ideologies at the centre of its world-view. This is highlighted by focusing on three geographical spaces of the Tintin series, and by contextualising the life and selected works of Hergé.  相似文献

This paper critically analyses the European Union's regional policy framework and considers its implications for Australia's multi‐level governance system. The analysis is made with reference to the ‘new regionalist’ debates in Europe and North America that have asserted the importance of regional economic development in the context of globalisation. New regionalism's advocacy of ‘economic normalisation’ as a leading regional policy aim is critically evaluated against the EU policy experience. The objective of this paper is to shed light on the dynamic financial aspects of the European Union's (EU's) strategy towards financing the programmes for health and consumer protection. Also it presents the perspectives of the new community approach to public health, while it recognizes that although EU's efforts, member states remain responsible for the organization and delivery of health services and medical care. Therefore, community's actions simply complements national policies. The paper analyses also aspects of the budgetary data provided by the European Commission Concerning the allocation of funds in all the areas and activities of the EU's budget focusing the attention on EU health programmes. The paper underlines the need for an integrated, transparent and proactive public health at all levels in the EU while, it emphasizes the need to promote, in European and national level, a broad strategy on public health to meet the key responsibilities and new challenges.  相似文献

This paper aims to reassess the role played by Sir Halford Mackinder (1861–1947) in the reconstruction of Eastern Europe after the First World War, highlighting a key issue behind the formation of his popular geopolitical ideas about the Eurasian ‘heartland’. Influenced by the democratic spirit of the early inter-war years, Mackinder used his geographical expertise in support of a loose federal reorganisation of the vast region between Germany and Russia, hoping to create a new, balanced international system capable of guaranteeing freedom and stability on the European continent. In 1919–20, this ambitious design became the basis of a short diplomatic mission to South Russia, where Mackinder tried to create a large regional defensive alliance against the Bolshevik regime externally supported by the Western powers. But the military weakness of local anti-Bolshevik forces and the political inconsistency of the British government led to the complete failure of this great imaginative project, revealing all the strategic limits and ideological flaws of Mackinder's geopolitical views on Eastern Europe.  相似文献

Following Critical Geopoliticians' re-formulation of geopolitics as discourse, this article historically traces, politically contextualizes, and empirically analyzes the linguistic practices as found in myriad actors' formal geopolitical writings and public articulations in Turkey. It shows how the production and dissemination of a particular understanding of geopolitics as a “scientific” perspective on statecraft, and the military as an actor licensed to craft state policies (by virtue of its mastery over geopolitical knowledge) has allowed the military to play a central role in shaping domestic political processes. Subsequent to the erosion of bi-partisan consensus on foreign policy from the mid-1960s onwards, civilian actors also began to tap geopolitics but as a foreign policy tool. By the end of the 1990s, geopolitics had become rooted in the discourses of both military and civilian actors shaping (for “better” or for “worse”) Turkey's “foreign” relations with the European Union as well as “domestic” political processes.  相似文献

This article examines the experience of the Soviet army's occupation of Afghanistan from 1979 to 1989. It draws heavily on the report of the Russian General Staff, which gives a unique insight into the Soviet–Afghan war by senior Russian officers, many of whom served in Afghanistan. The author then places this analysis in the broader geopolitical context of Soviet expansionism from the early 1970s to the mid 1980s. And the author proceeds to ask: Did Afghanistan account for the demise of the USSR? Finally, the issue of whether there are parallels with the failure of the Soviet Union's invasion and the current problems facing the USA in Afghanistan is examined.  相似文献

A prominent American geographer and observer of political currents shaping modern Europe provides an introduction and background for three following papers on the nature and impacts of European Union's 2004 enlargement in different macroregions along the EU's eastern frontier. Germany's relationship with Russia has historically been one of the most crucial in shaping Europe's fate. Despite radical transformation in the nature of European Great Power politics, it continues to be pertinent from the perspective of today's world. Germany's willingness to establish good relations with the Soviet Union in the late 1960s—its emphasis on economic relations and cooperation instead of political disagreements—prepared the ground for the end of the Cold War and German unification twenty years later. Germany's basic policy towards Russia remained broadly unchanged despite German unification and changes in the domestic political coalitions and leadership, sometimes against political expectations. In the European context, Germany's attitude towards Russia created the backbone of EU–Russia relations. During 2012–13, however, the continuity in Germany's policy towards Russia was seen as having come to an end. Political twists came to the fore and the atmosphere was loaded with tensions, made worse by the Ukrainian crisis. This article reviews the recent, alleged changes in Germany's policy towards Russia during the Merkel era. It asks two basic questions: first, whether Germany's policy really has changed and if it has, what are the theoretical tools that give us the best potential understanding of these changes? The article argues that the policy has changed, but not as dramatically as made out by some headlines. Moreover, the article suggests that a key element in analysing the degree of change in Germany's policy towards Russia is neither the external power relations nor domestic politics and related changes in the prevailing interpretation of national interest, though these are important too, but the interaction between the leaders and foreign policy elites.  相似文献

The Islamic Republic of Iran has pursued full membership in the Shanghai Cooperation Organisation (SCO). In doing so, Iran has appeared to be unfazed by the prospect of allying with Russia and China, two countries which have systematically suppressed their Muslim minorities for decades. Similarly, the SCO's Central Asian member states are led by individual leaders who are generally believed to rule in spite of their populations. As a result, Iran's eagerness to join the SCO may appear to contradict its self-promoted image as the champion of Muslim interests, but in reality it sits nicely within its overarching enmity for the USA. Indeed, the SCO is seen as a geopolitical counterweight to the USA. For Iran, this geopolitical opportunity overrides ideological imperatives, with the gap between ideology and geopolitics most evident under the presidency of Mahmoud Ahmadinejad.  相似文献
