This paper empirically examines the impact of the recent global economic crisis on foreign investment from EU countries in Russia by estimating a location choice model for foreign firms' entry in Russian regions for the period 1997-2011. It also examines the relative importance of various determinants of location choice on the redistribution of foreign-owned firms among Russian regions before and after the crisis. Strong evidence during the post-crisis period (2008-2011) of a decrease in market-seeking foreign investment in manufacturing and resource-seeking foreign investment in trade is examined not only in light of the crisis but also (in the latter case) within the context of the new Russian law for foreign investment in strategic industries, which went into effect in 2008.  相似文献

Two political geographers examine significant ways in which northern-tier states of the EU-10 entrants in 2004 have challenged conceptions of European integration. The paper first focuses on the institution of exclusionary citizenship regimes, particularly in Latvia and Estonia, that created a new caste of "non-citizens" within the EU's boundaries. It then turns to the strained Polish-EU relations involving inter alia the war in Iraq, pro-Americanism, and alleged violation of human rights through the purported existence of CIA detention and interrogation facilities. A noted demographer assesses the reliability of data in the 1989 census of the Soviet Union for 14 regions of the Russian Federation affected by distortions designed by Soviet authorities to conceal the populations of "secret towns" of the military-industrial complex. More specifically, using declassified population data available but only selectively published following the disclosure of these hidden settlements (and their populations) in 1994, he re-estimates the urban populations of these regions in 1989, and compares differences in 1989-2002 population change indicated by use of the original and adjusted 1989 data sets. Distortions of up to 10 percent of the regional populations (and as high as 13 percent for their eponymous regional capitals) are examined in light of their implications for the calculation of a variety of demographic and population-based indicators in studies of Russia comparing the late Soviet and early post-Soviet periods. Abstract

How might the continuous changes in the standing orders of the Camera dei Deputati between 1861 and 1922 be explained? To answer this question, the text investigates the political events associated with standing order reforms. Two results are emphasized. On the one hand, and contrary to common views, the study shows that the reforms were not casual or episodic, but resulted from different sets of political pressure, internal or external to the parliamentary ambit. This fact, on the other hand, draws attention to the need to go deeper into the question of the institutional evolution of the liberal parliament, chiefly with regard to relations among institutional actors.  相似文献

The growing influence of neoliberal approaches to environmental governance has significantly increased the involvement of industry non-state actors in international and national climate governance. However, the implications of this neoliberalisation and hybridisation of climate governance, and particularly state–industry relations during these processes, remain under-integrated with wider geographical debates on the scalar and network politics of environmental governance. In this paper, we probe these issues by examining the regulatory and territorial logics underpinning the negotiation and implementation of the European Union emissions trading scheme (EU ETS). We argue that overlapping interpretations of the regulatory logic of emissions trading (as a cost-effective means of meeting climate objectives) by EU, state and industry actors provided the driving force for the creation of a Europeanised climate governance space and the consolidation of the EU's governing authority in respect of the formal rule-making elements of the EU ETS. However, alliances between state and industry actors, based around intersecting interpretations of their territorial interests in relation to emissions trading, strongly influenced the scheme's design. Moreover, speculative behaviour within the EU ETS market indicates the continued ability of market networks to disrupt territorially-based climate governance regimes. We argue that critical exploration of the territorial logics and practices of EU emissions trading from regime creation to operation provides new insights into the emerging spatial politics of neoliberal environmental governance and its implications for climate protection.  相似文献

This article compares cultural identity politics relating toJews and Sorbs in the German Democratic Republic (GDR) from1976 to the collapse of communism in 1989. Drawing on stateand party sources, oral histories, literature and documentsfrom the Ministry for State Security (Stasi), it juxtaposesstate constructions of minority identities with the views andactions of Jewish and Sorbian students, writers and intellectuals.In its first three decades, the East German Communist party(SED) generally treated Jewish culture with suspicion or indifferenceand often conflated Jewishness with the capitalist West. Incontrast, the party celebrated a folkloric vision of Sorbianculture that linked Germany with the Slavic East. By the mid-1980s,the SED altered its posture towards Jews and Sorbs. In the GDR'sfinal decade, SED officials attempted to cultivate Jewish culturewhile viewing Sorbs with increased suspicion. The main reasonfor this shift was that SED officials placed Cold War foreignpolicy concerns over Marxist–Leninist ideological consistency.Treatment of Sorbs worsened as Sorbs forged ties with dissidentsin other Eastern Bloc nations. Meanwhile, celebrations of Jewishculture aimed to improve the GDR's ties with Western Europeby embracing Western Holocaust memory. The article also showsthat SED efforts to cultivate minority cultural identities oftenbackfired at the grassroots level. The minority cultural imagespromoted by the state often had little resonance outside leadershipcircles. Average GDR citizens frequently grew disenchanted withSED cultural minority policies, ultimately helping by the 1980sto destabilize the regime.  相似文献
