Two China-based geographers test the importance of market conditions and local institutions in determining the locational pattern of foreign direct investment in real estate development (FDIRE), a major component of China's urban growth since the 1980s. Using data from 35 major Chinese cities, they trace the diffusion of FDIRE from a concentration in China's major coastal cities in the late 1990s to a more dispersed pattern including large inland cities in 2008. In addition to investigating the general association between FDIRE, local market opportunities, and liberalized economies/more developed land markets, the authors assess differences in the locational behaviors of developers from Hong Kong-Taiwan-Macao and foreign countries. A concluding section explores the implications of FDIRE activity for the restructuring of China's urban system. A noted American authority on urbanization in China presents a retrospective analysis of China's hukou (household registration) system on the occasion of the 50th anniversary of its promulgation, reviewing the history of that system from a broad socio-political perspective. More specifically, the paper focuses on revealing trends in the development of the system over time and identifying many of its important ramifications for modern Chinese society, as well as on the impact of hukou on the country's industrialization, urbanization, and social and spatial stratification. The author argues that the hukou system now presents a major obstacle to China's quest to become a modern, first-world nation and global leader. Scholarly narratives concerning China's Belt and Road Initiative (BRI) tend to contextualise this project within China's rivalry with the United States and Japan. Such interpretations often reduce and misconstrue Japan's initiatives in Asian infrastructure finance as mere reactivity to China's advances. This paper will showcase Japan's own foreign and financial policies regarding infrastructure in Asia and the New Silk Road regions since the end of the Cold War. I argue that Japan's presence in that field is underappreciated and under-researched, as Japan's infrastructural footprint in the New Silk Road significantly pre-dates the BRI. Furthermore, I stress the fact that Japan's foreign policy in Asian infrastructure finance featured important cooperative postures toward China, especially within multilateral development banks. The paper makes a contribution to emerging scholarship on the BRI—often reliant on strategic communications and projections—by highlighting Japan's role in regional infrastructure to show how our understanding of international relations and international political economy in Asia can be better informed by economic history and area studies.  相似文献

After World War II, the Middle East stage attracted Beijing's attention. While Israel and China proved at that time to be too diverse, through the 1950s China made inroads with Arab countries. Egypt became the first to recognize the P.R.C., which, however, suffered rebuffs as anti-Communist forces generally prevailed in the Middle East. Beijing supported the people of Palestine. After the Soviet Union had become China's enemy, China tried to unite the Third World against the two superpowers. With Deng in 1978, China's Middle Eastern policy became more pragmatic, tilting toward the developed countries and economic cooperation rather than ideology (e.g., with Yemen). China enhanced relations with Gulf states; cooperated with the United States in supporting the Afghan mujahedin; and declared neutrality in the Iran-Iraq War, although economic alliance with Iran grew. The Gulf War affected Beijing's attitudes toward weapons technology and toward the United Nations and China's role in it. Israel is currently viewed as a channel for possible influence with the West. Overall, China's basic policy now is to watch and wait.  相似文献

An American geographer examines the recent economic resurgence of a historically significant city in China's interior as a result of a policy utilizing science and technology research institutions and the local labor force to "jump-start" technology-intensive growth. The study, based on a series of interviews and data gathered during field research in 2000 and 2002, reveals synergies among the city's pre-existing defense-related activities (electronics and aviation), its favorable financial and transport infrastructure, and the concentration of several large, prestigious technical universities, which have been utilized in the transformation of the city economy toward high-technology production for China's domestic market. A U.S.-based economic geographer and observer of China's economy examines the rapid expansion of the country's largely overlooked service sector, at both the national and regional levels. A particular focus of the author's research is on identifying regional variations in the development of services within the country and exploring some of the more important contributing factors. Based on the findings, the paper also discusses structural shifts that occurred in China's regional economies, disclosing inter alia that inequality in the contribution of services to GDP did not follow the same trajectory as that of employment in services. A prominent human geographer, introducing a series of papers in a Eurasian Geography and Economics mini-symposium devoted to China's emergence, surveys the myriad global impacts of that country's rapid recent rise. The topics covered include the economic (i.e., rapid growth in the size of China's economy, preeminence as an exporter of manufactured goods, and role as a major natural resource consumer, overseas investor, and purchaser of U.S. debt obligations), the geopolitical (increasing involvement in international organizations, rising assertiveness in defense of territorial claims), and the environmental (e.g., carbon footprint, accelerated urbanization, dam building), as well as the implications of China's rise for the study of geography and development. He argues that assessment of the consequences of the country's emergence should not be based on simple extrapolation of present trends, but must take into account a number of looming questions relating to the competitiveness of China's manufacturing labor force (vis-à-vis other developing countries), capacity to innovate (as well as imitate), and transformative societal impacts of modernization and development.  相似文献

Two U.S.-based economic geographers analyze recent changes in retailing activity in Beijing, focusing on changes in store ownership. More specifically, they investigate declines in state ownership in the retail sector since the early 1980s in conjunction with the rapid growth of the domestic private sector and foreign ownership. The paper outlines a new geography of successful (and not-so-successful) retailers that has emerged due to rationalization of the industry, marketization, globalization, as well as government policies at a variety of levels. Changes in store ownership provide insights into the complexity of China's transition, the evolving relations between state and capital, and the role of the local state in the country's economic reforms. This article employs fieldwork research and literature analysis to examine contemporary perceptions of China's emergence in popular and elite opinion in Russia and the Central Asian states, particularly Kazakhstan. It initially establishes a framework for understanding China's emergence, emphasizing a trilateral dynamic between the hegemonic position of the US in Asia, the evolution of the strategic choices of China's neighbours and the development of strategic regionalism as a mechanism for managing regional spaces. Choosing to take the Commonwealth of Independent States as a particular case of this framework, it argues that the interaction between Russia, China and the US remains highly fluid, particularly under the conditions ‘of re‐setting’ the US‐Russian relationship. This means that regional contexts are highly significant; and it establishes Central Asia as an important new strategic region for working out relations between Russia, China, and the US through their interactions with regional states. The second part of the article examines Russian and Central Asian responses to China's emergence. It looks at three categories of motivation in China's regionalism: its system for accumulative growth; its problems with weak constitutionality and transnational security in its western regions; and its concern with US/NATO encroachment on its western frontier and the US attempt to turn Central Asian elites away from their traditional alignments. The third part looks at China's promotion of the Shanghai Cooperation Organisation (SCO) as its mechanism for strategic regionalism in Central Asia. The article questions the SCO's significance in terms of its capacity for governance and functionalism, and points to the problem of institutional competition, notably with Moscow's preferred structure of the Collective Security Treaty Organization. The article concludes that China will be an unconventional superpower that presents different facets of itself in different regional contexts. There will not be a single model of China's emergence and it will continue to develop its international role through a mix of adaptation and experimentation. However, China's strategy will pose a problem for Russia and Central Asia since it seeks to create a strategic space that does not challenge the West, but exists substantially outside the West. Russia, in particular, has to decide whether it will be able to maintain its current stance of independence between Europe and Asia as China's rise shifts the frontiers between East and West.  相似文献

Two UK-based researchers examine the significant recent growth in China's demand for natural gas, a fuel not long ago considered of marginal importance but now viewed as critical for the country's future economic growth. Based on a range of databases as well as industry and media reports, the authors demonstrate how rapid demand growth since 2005 has transformed China from a minor, self-sufficient gas producer to a major buyer on international gas markets. They also analyze projections for future demand growth (25 years), showing China's demand for gas will grow faster that anywhere else in the world, and explore the potential for development of China's substantial domestic gas reserves to mitigate import demand over the short to medium term. The study concludes with an assessment of China's potential impact on global gas markets over short, intermediate, and long time horizons.  相似文献

A Chinese economist and U.S.-based economic geographer investigate China's move toward introducing "greener" measures of economic output to better assess the environmental costs associated with the country's recent economic development. More specifically, the authors applied a model of green gross regional product (GGRP) that adjusts for the costs of growth arising from negative environmental externalities. They then conduct a spatial analysis of the indicator's distribution across China's provinces in 2007 in an attempt to better understand the factors explaining its patterns. The analysis indicates that once environmental externalities in the form of industrial wastes are accounted for, the coastal—inland divide that traditionally describes China's geography of income inequality is much less obvious. Rather a more diffuse pattern emerges, in which some poor provinces are found to be relatively efficient regional producers whereas certain wealthier ones are not.  相似文献

Two economic geographers specializing in the mineral resources of the former Soviet Union and Russia discuss a paper on Russian oil published in this journal by a seasoned oberserver of this critical subject since the early 1970s. The authors comment on the behavior of Russian oil companies such as Yukos, Russian economic policy in mid-2004, and the role of foreign companies, capital, and advanced technology. Recalling mistaken estimates of declining Soviet oil output in the late 1970s, they outline factors that suggest a somewhat more optimistic outcome could be possible, but note that the drift toward government control, which runs counter to the oil industry's efficiency, is not a positive sign. A U.S. geographer and noted authority on China's urbanization seeks to explain the apparent paradox between reported recent shortages of migrant labor in cities in eastern China's export-oriented manufacturing belt and the abundant supply of labor in China's rural areas. He examines important socioeconomic contexts often overlooked in the debate over whether China has reached the Lewis turning point (when dual rural-urban labor markets begin to merge and a labor surplus economy is transformed into a full-employment economy), which make possible the existence of such shortages over the short term and in local areas. These include the special characteristics of China's export industrialization (e.g., preference for workers in the age category 16-30); its immense migrant labor force, constrained under the hukou system; the short-term impacts of China's economic stimulus program launched in early 2009 in the wake of the global economic crisis; and cycles in the global economy that support or impede export production.  相似文献

This article analyses factors that cause China to have different approaches to different regional multilateral security institutions. Current research not only has little to say about China's motivation to participate, but also little regarding the level of its participation in or support for regional security institutions. To explain why China's post-cold war participation in regional multilateral security institutions varies, this article argues that threat levels help explain China's conditions for participating in multilateral security institutions, and security interests help explain China's behaviour as a member of such institutions. The author stresses that these are useful variables that can explain China's behaviour with respect to regional multilateral security institutions. In the foreseeable future, China's general posture toward regional multilateral security cooperation will be passive participation and strong support. Australia should not only consider strategies which emphasise strengthened bilateral relationships between Canberra and Beijing, but also continue to positively support regional multilateral security institutions.  相似文献

China's Eleventh Five-Year Plan, which sets the directions for national development for the 2006 to 2010 period, has been described as a revolutionary plan. This paper examines the Plan's goal to build a "harmonious socialist society" by enabling disadvantaged groups and less developed regions to share the fruits of economic growth. It first describes the Plan's main principles and major quantitative targets for the five-year period. In the second half of the paper, the author argues that the emphasis on "common prosperity" can be explained by the rise in inequality over more than two decades, by a new political administration that seeks to establish its own path while endorsing ideas from past regimes, and by President Hu Jintao and Premier Wen Jiabao's more open and consultative style of leadership. In a companion paper to the essays comparing China's and India's economic rise (Prime, 2009) as well as India's energy security (Dadwal, 2009), two specialists on China's energy industries review the country's challenges posed by the need to dramatically increase energy use in order to support economic growth while coping with pressures to reduce environmental impacts from emissions of greenhouse gases. After reviewing the current mix of fuels in the economy and discussing each major energy resource (in terms of proven reserves, production, consumption, and foreign import requirements), the authors focus on measures undertaken by the Chinese government and corporations to improve access to vital supplies. Chinese cities have experienced unprecedented growth and restructuring during the reform period. This study by two geographers examines the rapid growth of urban population in the relatively typical large city of Hangzhou (one of China's historical capitals), and investigates underlying factors by highlighting the significance of reforms and globalization in the growth of Chinese cities. The authors also discuss problems that Hangzhou (currently with ca. 4 million inhabitants) faces in coping with rapid urban growth and restructuring. They argue that "control" and "management" approaches to urban growth have limitations in China's transitional cities, and that the gradual process of reform is incompatible with the nature of urban planning in China.
