An American geographer specializing in Russia examines the unprecedented plan announced in mid-2011 by the country's President Dmitriy Medvedev to expand the territory of Moscow and move government offices to newly annexed areas. The plan aims to increase the land area of the capital by 155 percent, mainly by annexation of a vast tract southwest of the city. The author demonstrates that while "New Moscow" is envisioned as a multi-polar and low-density urban site, the historic core would likely focus on tourism. Russian foreign policy reflects an evolving balance between vulnerability and opportunity. For much of President Putin's second term, Russia has been on the defensive. Despite increasing economic strength, observed in greater activity and an apparently more confident rhetorical stance, Russian diplomacy reflected a sense of vulnerability in Moscow. Indeed, diplomacy was largely inward looking: on the one hand it was a tool with which to unite and mobilize the Russian population rather than confront the West; on the other hand, it was a means of preventing external interference in Russian domestic affairs. On another level, Moscow sees an international situation destabilized by the unilateral actions of the US and an attempt by the ‘western alliance’ to assert and export its value system. But Moscow also believes that the international situation has reached a moment of transition, one which presents an opportunity for a Russia that lays claim to a global role. Russian foreign policy reflects a broad consensus in Moscow that asserts Russia's status as a leading power with legitimate interests. This moment of opportunity coincides with Moscow's desire to rethink the results of the post‐Cold War period and to establish Russia as a valid international player. Continuing constraints and recognition that its domestic priorities proscribe Moscow from seeking confrontation with the West, which it cannot afford. Nonetheless, the attempt to establish the legitimacy of sovereign democracy as an international model of development appears to represent an important development in how Russia will approach wider European politics.  相似文献

Abstract

This paper addresses the spatial politics of Russia’s increased religiosity in Moscow. It analyzes the rights of minority Muslim communities within the context of increased political support for expressions of Russian Orthodoxy in Moscow’s public space. Moscow’s Russian Orthodox and Muslim religious leaders claim that their communities have a lack of religious infrastructure, with one church per 35,000 residents and one mosque per three million residents, respectively. The Russian Orthodox Church has been more successful than Muslim organizations at expanding their presence in Moscow’s neighborhoods. Drawing on ethnographic fieldwork, religious spaces are examined as sites of dissent as well as participatory, active citizenship at three different sites in Moscow. Protests over Russian Orthodox Church construction in one neighborhood are contrasted with the protests over mosque construction in two neighborhoods. This paper provides insights into how civil society and religious groups have increased their public presence in Moscow and shows the unequal access that different groups have to public space in that city.  相似文献

A U.S.-based geographer joins a senior Russian demographer in an effort to explore the potential flows of immigrants to Russia (principally from the Commonwealth of Independent States and to a lesser extent from China) to stem the country's recent population decline and compensate for looming decreases in the country's working-age inhabitants. More specifically, they examine the demand for immigration to Russia and assess the likelihood of three possible scenarios (high, medium, and low) to meet that demand by 2026. Particular attention is paid to the likely interplay of immigration and domestic migration in terms of its effects on the future distribution of migrants among Russia's federal districts. ABSTRACT. The recent process of housing redevelopment in central Moscow is examined in the light of the theory of gentrification. The study is based on the case of Ostozhenka as an emblematic example of a large–scale transformation of a central residential neighbourhood into the most expensive quarter of central Moscow. Using data collected through interviews, archive enquiries and field surveys, the paper addresses the preconditions, dynamics and mechanisms of this socio–political process. It is argued that gentrification in Ostozhenka shares many features observed in the other large cities of the world but, as predicted by theory, is locally embedded. It has been a product of a complex interplay of the market pressure aiming to meet demands from Moscow's successful post–Soviet economy and Moscow government's entrepreneurial and pro–development strategy for the city centre regeneration. The government privileges market forces: it empowers them vis-à-vis the original population and allows them to circumvent conservation institutions, while the achieved profit is shared between the private and public sides. Whereas the physical improvement of the city centre signifies departing from the Soviet legacies of under–investments in the housing built environment, the growing socio–spatial polarization undermines the social achievements of the Soviet system and denotes the triumph of the neoliberal urban regime in Moscow.  相似文献

The investigation of Lenin's brain by the German neurobiologist Oskar Vogt from Berlin and his Russian collaborators in Moscow is one of the most exciting and simultaneously oddest chapters in the history of medicine. With the bizarre claim to be able to detect the material substrate of genius it provoked as much unrealistic expectations in the public as strong criticism by the scientific community of brain researchers. The present paper deals in a brief survey with the history of collecting and measuring the brains of famous persons in general and particularly with the historical, political and social circumstances of the performed investigation of Lenin's brain. In this connection the epistemological and technical prereqisites of architectonical brain research and its means of the topographical representation of complex histo‐anatomical and physiological differences in the brain cortex are shortly discussed. The opening of Russian archives after the socio‐economic turn of the year 1991 brought up new background facts in Lenin's pathobiography; together with the sources from German archives a rather extensive reconstruction of the historical events between Lenin's death in 1924 and the final report of the Moscow Brain Research Institute (Institute Mozga) to the Politburo of the Russian Communist Party (Bolsheviki) in 1936 is possible now.  相似文献

ABSTRACT

This paper focuses on the Tsoi Wall in Moscow, an iconic place on Russia's music map that appeared in Moscow in 1990 in memory of the cult Soviet rock musician Viktor Tsoi, to develop a framework for studying non-auratic music place – that is, places that are not connected with the biographies of musicians or musical events, but emerge directly from the experiences of visitors and fans. These places are constantly negotiated and only lightly formalized, but are nevertheless enduring. To analyze this type of place, we propose a concept of institutionalization “in becoming”. The case of the Tsoi Wall reveals that light formalization (vague and changing positions and rules, and openness to different interpretations of a place and ways of using it) leads to the recognition of the place as a significant one and to its popularity. We put institutionalization “in becoming” in a wider context and juxtapose it with well-studied musical places in Europe and the US.  相似文献

The article discusses the recent transformation of the Russian system of urban planning from the socialist system to a market one. The focus is on new problems of the Russian planning system, the relationship between the new and old systems, and the role of the bureaucracy and participation. A case study of the city of Moscow develops the subject at a metropolitan level. It is argued that Russian planning in transition has been planning in crisis and it is only now becoming an effective and pluralistic social institution. The recent revival of planning has been much dependent on Russia's regions; a diversification of planning systems throughout the country is expected.  相似文献

An international team of economists examines the factors influencing the behavior of Russian depositors in the immediate aftermath of that country's 1998 financial crisis, drawing upon two largely unutilized data sources—data from the Russian state savings bank Sberbank and a November 1998 household survey. After first reviewing the evolution of the household deposit market during the 1990s, they explore regional variations in net withdrawals from Sberbank branches during the period August-October 1998 as well as identify characteristics of individual/household depositors making (or attempting to make) such withdrawals. More severe runs on Sberbank outlets are found to be associated with more affluent and entrepreneurial regions, regions of more youthful and less educated population closer to Moscow, and areas with greater media freedom. Subsequent public opinion survey analysis of the socioeconomic correlates of runs on all Russian banks during the 1998 crisis reveals some interesting differences (in the effects of education in particular) on the propensity to successfully withdraw deposits.  相似文献

ABSTRACT

This article reviews Alan Wilson's research on population and migration in the 1970s and the 2010s, which supplements his principal contribution - mathematical modelling of urban and regional systems. In the 1970s, drawing on input-output models of economies and working with Philip Rees, Wilson established the accounting basis for Andrei Rogers' multi-regional projection model, adding international migration. Innovative methods were developed to complete demographic accounts, where there were data gaps. In the 2010s, working with Adam Dennett, Wilson systematized methods for estimating migration flows between regions in Europe, employing his family of spatial interaction models. The key aim of both research strands was to ensure that no information was ignored to ensure consistency in population and migration models. The influence of Wilson's contributions to research on population and migration is traced through a survey of subsequent research.  相似文献

The paper, by an American geographer, discusses the origin and development of a Chinese-financed residential megaproject (Baltic Pearl) located southwest of St. Petersburg's historical district. Viewing Baltic Pearl as reportedly the largest investment project undertaken outside China by a government-sponsored Chinese consortium, the author places it in the context of state-level Sino-Russian relations and Russian unease over the influx of Chinese migrants and culture. Reflecting the author's extensive field work in St. Petersburg and Shanghai, the focus of the paper is on the way the consortium was forced to adopt interscalar (i.e., both state and municipal/urban) strategies responsive to local conditions, providing a potentially useful precedent and model for Chinese and other investors seeking to penetrate Russia's urban markets.  相似文献

Late 1950s was a period of recognition of Russian neurophysiology by international neuroscience community and vice versa. This process of "opening windows in both directions" might be illustrated by the story of The Moscow Colloquium on Electroencephalography of Higher Nervous Activity. The Colloquium took place on October 6-11, 1958 at the House of Scientists in Moscow. It was organized by the Academy of Sciences of the USSR under the initiative of the Institute for Higher Nervous Activity and focused on (a) EEG correlates of cortical excitation and inhibition; (b) electrophysiological study of different brain structures and their role in conditioned reflexes; and (c) EEG of higher nervous activity in humans. At the final session it was suggested to launch an International Year for the Study of the Brain and to ask UNESCO for international coordination of brain research. This resulted into the International Brain Research Organization (IBRO) founded in 1960. This article is based on unpublished records of international contacts of Soviet neurophysiologists and organization of the Moscow Colloquium from the Archive of Russian Academy of Science (ARAN), reports in Soviet periodicals, publications in obscure Festschriften, etc.  相似文献

This article presents the results of a study conducted in 2006 among a representative sample of immigrants from the former Soviet Union, aged 18 and over, who arrived in Israel between 1990 and 2005. It examines the changes over time in their collective identity, focusing on the relative weight and meaning of the local, Israeli component of their identity, as compared to the Jewish and Russian components. Unlike studies conducted in other concentrations of Russian Jewish emigrés (in the United States, Canada, and Germany), which found that an increase in the intensity of the local component of their identity was held in check by the enduring strength of the Russian component, this study revealed that in Israel the local identity component grew much stronger while, correspondingly, the Russian component declined. In addition, significant similarities between the immigrants and the veteran population were found with regard to how they conceive of the Israeli narrative. These changes over time in the immigrants' identity, which were not observed in the first years of their integration into Israeli culture and society, require a reexamination of the generalizations that dominate the research literature and the professional relationship with this group, concerning its supposed social and cultural self-segregation and low potential for cultural change.  相似文献

This article examines Russian energy policies toward China over the past decade as reluctant engagement changed into a priority energy partnership. From 2008 to 2016 Russian and Chinese companies signed several major oil and gas agreements, a period in which Moscow reassessed China as a future energy consumer and lifted bilateral cooperation to a new level. The article utilizes the strategic partnership concept as an analytical framework and finds traditional realist concepts and hedging inadequate for this particular case. The study illuminates Russian geopolitical considerations and acceptance of vulnerability, which combined make long-term Russian energy policies more China dependent. Officially, Russia seeks diversification among Asian energy buyers, but its focus has increasingly been on China. Western sanctions imposed in 2014 for Russia’s role in Ukraine accelerated this trend. Moscow’s energy policies toward Beijing with its pipelines and long-term agreements are permanent arrangements that resemble strategic partnership policies. China is eager to increase energy relations with Russian companies, but Beijing also ensures that it does not become too dependent on one supplier. Russian concern over its increased dependence on China in the East is deemed secondary to expanding Russia’s customer base beyond the still-dominant European market.  相似文献

In the new Russia where one lives plays an important part in influencing life chances, and consequently in shaping opinions regarding the changes since the collapse of the Soviet system in 1991. This study of the social geography of central Moscow is based on surveys of sample populations undertaken in 1993 and 1997. Post-Soviet central Moscow has undergone substantial change in population, social class structure and economic function during the transition from socialism to a market economy. Tens of thousands of central city residents have been relocated in the wake of re-development in the central city and there is evidence of growing social stratification as the inherent high value of central city space is reflected in the post-Soviet market place. Quality of life indicators suggest that there remains a wide gap between expectations raised by the advent of democracy and the market economy and the reality of daily life and labour for central city residents.  相似文献

A former high-ranking Russian Ministry of Finance official examines the consequences of financial support extended to regions by the Russian Federation government during the global financial crisis in 2008-2010, for the purpose of exploring its potential impact on the regions' financial health in 2011-2012. The paper is structured around an analysis of the three major dimensions of that support: (1) legal and administrative actions undertaken at the federal level to reduce financial pressure on the regions; (2) increased issuance of intergovernmental fiscal grants in 2009; and (3) loans granted to the regions from the federal budget. The author argues that the financial crisis has provided a "stress test" that is useful in assessing the efficiency and flexibility of the Russian system of fiscal federalism.  相似文献

Since the middle of the last decade the Russian leadership has conducted a strategic overhaul, publishing a cascade of new concepts, strategies and doctrines that attempt to frame plans in a long‐term horizon to 2020 and beyond. Following Vladimir Putin's re‐election in 2012, a series of presidential instructions and new plans have been published to update this overhaul. This article examines this commitment to strategic planning and whether it is tantamount to a grand strategy. The article explores the various understandings of Russian strategy in the existing literature, before sketching a definition of grand strategy. It suggests that Moscow has shaped a broad horizon and made some progress towards achieving the goals it has set out. But a grand strategy is more than formulating plans, it is also the coordination of relevant organizations and resources—‘conducting the orchestra’—to execute effectively the plans. The article thus concludes by exploring the difficulties Moscow faces: on the one hand, an evolving and competitive international context and, on the other, a domestic context burdened by a heavy inheritance from the USSR and contemporary Russian problems. Taken all together, these suggest that although Moscow is committed to strategic planning, a grand strategy remains a work in progress.  相似文献

Abstract

This article analyses how changes in Russian nationality policy after the 1830–31 Uprising in Poland and Lithuania led to the initiative of an historical project that sought to prove the Russian nature of the Grand Duchy of Lithuania. It focuses on the tender organized by the Ministry of Education in the 1830s for the publication of a history textbook, which was to form the canon of Russian interpretations of the history of the Grand Duchy. The most important creator of this narrative was Nikolai Ustrialov. According to Ustrialov, the Grand Duchy of Lithuania was just as much a Russian state as the Grand Duchy of Moscow, with the sole caveat that the tiny Lithuanian nation had played a part in creating it. Territorial rivalry between these two states was a mere ‘family quarrel’ over which dynasty would prevail. The supremacy of the Lithuanian dynasty did not mean the victory of an alien power since the Lithuanian princes were closely related to Russian princes and moreover, a considerable number of them belonged to the Eastern (Orthodox) Church. Russians could regard therefore them as their own. The last part of this article is devoted to the changes in nationality policy after the 1863–64 Uprising and the requirement for a new interpretation of the history of the Grand Duchy of Lithuania.  相似文献
