Urban Villages in China: A 2008 Survey of Migrant Settlements in Beijing   总被引:2,自引:0,他引:2
A team of Beijing-based urban planning specialists is joined by a noted American geographer to present the results and analyze their 2008 survey of migrant settlements in China's capital city. The paper examines the living and work conditions as well as housing consumption behavior of migrants in Chinese cities, focusing on chengzhongcun or urban villages—rural settlements that have been transformed into poor living spaces for migrant workers. It finds that although migrant workers are willing to pay the same or higher rent per unit of space, they consume much smaller dwelling spaces than local residents. Estimations of the Mincerian wage equation and of a housing demand equation show that migrants' small space consumption is a function not only of low income but also of a reluctance to spend their earnings in the city. The findings reinforce the notion that migrant workers consider the city as a place to work rather than a home in which to live. In discussing the challenges of cross-border childcare faced by migrant workers, most research focuses on ‘distance mothering’, assuming that children remain in the place of origin. In contrast, this article focuses on childcare at the place of destination in the context of migrant Burmese factory workers in Thailand. Since many of these workers are ‘undocumented’, they have few rights in their place of destination. This is especially problematic in the areas of reproductive health and childcare rights. Despite such obstacles, Burmese migrant workers strive to manage their childcare responsibilities by mobilizing whatever resources are available, as well as seeking to maximize the possibilities of citizenship and education rights for their children. According to our research, the specific strategies deployed vary according to the particular location in Thailand in which migrants are working. This study analyzes three locations in Thailand – one in the central Thailand, and the other two at the borderlands between Burma and Thailand. Through a feminist analysis of the ‘care diamond’, the study demonstrates how Burmese women migrant workers utilize the different migrant labor governance systems and porous international border as resources and opportunities to develop complex and changing strategies to juggle their childcare arrangements.  相似文献

This article is based on an ethnographic study of life histories of 28 rural–urban (internal) migrant men located within southern China. It explores their narratives with a particular focus on changing social relations within the family, from the perspective of migrant sons. It argues that traditional gender norms, such as those attached to being a ‘filial son’, are lived out, albeit reworked, among Chinese male migrant workers across generations. The men recount the role of traditional familial gender norms, which are central cultural resources in forging their ‘dislocated’ identities within specific temporal and spatial conditions. For example, being a ‘filial son’ has become an important reference point for these mobile male workers to actively negotiate their emerging masculine identities in the process of negotiating urban lives, while living away from their rural homes. The article also explores a more complex understanding of rural–urban migration in terms of critically engaging with the men's well-being as urban workers.  相似文献

We present new data from three village panchayats in northwest Tamil Nadu and investigate the associations between demographic and socioeconomic factors with temporary labour migration from this setting. Individual (n?=?1110) and household (n?=?278) level logistic regression models were used to demonstrate how factors at each of these levels can influence temporary labour migration trajectories. Young males were most likely to temporarily migrate for work from this region. Additionally, large households from historically disadvantaged castes with marginal land and housing were most likely to have at least one migrant member. Households with multiple migrant members appear to use temporary migration to cope with serious deprivation relative to households with only one migrant member. These findings provide a strong case that can be compared to other settings in India and can be used to inform improved policy and targeted development initiatives to support temporary migrant workers and their households.  相似文献

This article examines the strategies that Filipina migrant domestic workers in Jordan have developed to create new opportunities within the restrictive Kafala migration system. Based on short-term live-in contracts, the Kafala system tends to confine migrant women to employers’ homes, thus restricting their access to urban amenities and limiting their interactions with co-ethnics. However, Filipina migrant domestic workers transform temporary migration into a longer-term experience by increasing their knowledge of the city and going from live-in workers to live-out or freelance workers. This article contributes to understandings of migrant women’s agency by considering the spatial construction of agency in urban spaces. I argue that space and agency are entwined. In order to highlight the spatial dimension of agency, I use the concept of ‘regime of visibility’ to show how migrant women make their agency visible to others by accessing public spaces. Connecting agency with regimes of visibility allows me to question the place and role of migrant women in urban public spaces. Especially, I analyze that tensions in public spaces are not merely a reaction to the presence of women, but are also intended to prevent the visibility of individual agency.  相似文献

The objective of this article is to investigate how Thai migrant sex workers in Denmark understand normative heterosexuality and femininity/masculinity as they are reproduced in the Danish sex industry. To do so I analyse the ways that gender plays a part in sex work and the ways in which sex work plays a significant role in how Thai migrant sex workers understand their gendered subject positions in the spaces away from their sex work. Whether Thai migrant sex workers become intelligible gendered subjects depends on different spaces. Based on two case stories I focus on the space of domesticity, the space of sexual consumption and the quasi-public space of leisure.  相似文献

Many debates over migrant labor politics in contemporary China rely upon essentialist notions of ethnic identity. In contrast, I identify migrant labor politics as transnational processes through which women migrants from rural Tibet become ethnic workers. Drawing on post-colonial theories of ethnicity and on feminist literature on global capitalism, this article analyzes the uses of migrant laborers in a globalizing Tibetan carpet industry. First, I investigate the making of Tibetan carpets and the essentialist construction of ‘carpet weavers’ employed by Tibetan–Nepalese carpet factory owners, carpet dealers in New York City, and various participants in Lhasa, including party cadres, international non-government organizations (NGOs), and overseas investors. I argue that the functioning of the international carpet business relies upon the ethnicization of migrant labor, in which labor subjugation involves creating ethnic subjects and ethnicized boundaries. This form of labor commodification is driven by both an economic logic and a moral imperative for preserving or regenerating ‘ethnic culture.’ Second, through the lens of gender, I look closely at the ethnicization of migrant labor in post-socialist Lhasa, analyzing its significance for the labor force in the carpet industry. The women carpet weavers, who mostly come from Tibet's rural areas, I found, strive to reconcile their desires for female autonomy with labor positions that reduce them to strangers in the city. Some women attempt to overcome their experiences of alienation while actively engaging in the reproduction of the patriarchal family as well as in labor hierarchies at work.  相似文献

In this article I explore the migration trajectories of some Thai women trafficked internationally for commercial sexual exploitation, suggesting that many figuratively ‘cross the border’ between coerced and consensual existence in volatile migrant sex industries during the course of their migration experiences, thus complicating debates around the notion of choice in ‘sex’ trafficking. In exploring these women's transitions I seek to understand why women who had either never previously been sex workers or who were sex workers operating without duress, but who were then trafficked for commercial sexual exploitation remain in, or re-enter volatile forms of migrant sex work at a later point under voluntary arrangements. In answering this question I focus on the temporal and spatial aspects of individual women's experiences in migrant sex industries drawing in detail on the narratives of two Thai women trafficked to Sydney, Australia and Singapore. I make some suggestions about methodologies used in trafficking research that can assist in bringing to light some of these complex time–space dimensions of women's experiences through their shifting positions in commercial sexual labour. The article also reflects on the implications of these women's trajectories for the ‘prostitution debate’ as it relates to trafficking for commercial sexual exploitation by suggesting that many trafficked women occupy ambiguous or in-between positions in migrant sex industries, neither easily distinguishable by the label of victim of trafficking or migrant sex worker.  相似文献

In this article, I analyse Thai migration to Singapore, drawing on ethnographic fieldwork (2004–06) to discuss the experiences of male construction workers and female sex workers in negotiating heterosexuality during their temporary residence. I argue that these Thai migrants engage in transient heterosexual encounters as one of many calculated, strategic ways of negotiating their intimate identity and subjectivity in the survival circuits of this global city. Their transient sexual acts are intimate products of negotiated moves, which form a major part of their semi-anonymous, temporary life in a foreign land. The sexual practices of Thai migrant workers in Singapore, I argue, are best understood by taking the following factors into account: the host government's regulation and control of its migrant population; the foreign workers' economic and social situations of mobility as inscribed in their highly dynamic traveling biographies; and their rationalized willingness and desire to embrace transient sexual intimacies as part of their employment and/or struggling lives in the global city's survival circuits.  相似文献

Abstract:  Transformations in urban economies are leading to the growth of jobs where labor and employment laws are routinely violated. Workers in these jobs are subject to harsh conditions such as low wages, hazardous work sites, and retaliation for speaking up. Many of these workers are undocumented migrants who are in a weak position to make demands on their employers or to request government assistance. These workers often turn to migrant civil society organizations for help with the multiple conflicts they face at work. Drawing on case studies of nonprofit organizations in Chicago, this paper focuses on the role of such organizations in the social reproduction of the migrant workforce. I posit that such organizations are integral to the functioning of the informal economy because the wide range of programs and services that they provide are essential to the social reproduction of migrant workers.  相似文献

ABSTRACT

Since the late 1980s, millions of poor and low-income rural migrant workers migrating to Chinese metropolises with their children have congregated in chengzhongcun (villages in the city) for low-cost housing. Drawing on data from a 14-month participant observation in one chengzhongcun in Beijing, we critically explore the potential impact of urban expansion on social mobility of migrant youth. We argue that the uncertainty and chaos connected with looming demolition result in substandard schooling and business closures for migrant parents, leading to the stagnant mobility of migrant youth. Expanding the social hierarchy pyramids, we argue that eliminating chengzhongcun, a space that creates the possibility of climbing the social ladder, hampers the social mobility of migrant youth in the context of the rigid class structure in the late-socialist China. This research re-examines the goals of the demolition of chengzhongcun and advances our understanding by analyzing the prospects of disadvantaged migrant youth during and after the demolition process.  相似文献

ABSTRACT. This paper analyses the discourse of the migrant worker advocacy movement in South Korea to examine how activists' strategic framing can expedite the mobilisation of international norms despite significant cultural barriers. Korean activists argue on behalf of migrant workers that adopting international norms will help the Korean nation gain more respect from other nation‐states and that international norms are not antithetical to the true nature of the Korean nation. These framing strategies have enabled Korean activists to mobilise international norms despite cultural barriers. However, such a framing strategy does not cultivate a truly inclusive nationhood; Korean activists have circumvented cultural barriers, but have not overcome or transformed them.  相似文献

This paper focuses on representations of labour migrants and interrogates how such imaginaries shape migrant recruitment and employment regimes. The recruitment and employment of labour migrants inevitably involves a range of knowledge practices that affect who is recruited, from where and for what purposes. In particular, this paper seeks to advance understandings of how images of ‘bodily goodness’ are represented graphically and how perceptions of migrant workers influence the recruitment of workers to the UK from Latvia. The research described in this paper is based on interviews with recruitment agencies, employers and policy makers carried out in Latvia in 2011. The analysis results in a schema of the ‘filtering’ processes that are enacted to ‘produce’ the ‘ideal’ migrant worker. An important original contribution of this paper is that it details how recruitment agencies, in not only engaging in the spatially selective recruitment of labour from certain places but also drawing socially constructed boundaries around migrant bodies, play a key part in shaping migration geographies both in sending and destination countries.  相似文献

This article examines the concept of slave labour through two case studies from Brazil. One involves internal migrant workers and the other cross‐border migrant workers. There have been accusations of slave labour in both cases. I argue that slave labour is a multi‐dimensional concept and that cognate notions (eg forced and unfree labour) could also be reconceived as multi‐dimensional. Recent works have proposed that a continuum viewing labour relations as more or less free should replace dichotomies such as free vs unfree. I argue for taking this further to recognise, first, that workers may be more or less free in different ways, and second, that the resulting conditions of employment can be characterised as more or less degrading, also in different ways. This multi‐dimensional approach allows for a better understanding of the heterogeneity of apparently unfree labour relations and for greater recognition of the agency of workers labelled as slaves.  相似文献

The distinct feminization of labour migration in Southeast Asia – particularly in the migration of breadwinning mothers as domestic and care workers in gender-segmented global labour markets – has altered care arrangements, gender roles and practices, as well as family relationships within the household significantly. Such changes were experienced by both the migrating women and other left-behind members of the family, particularly ‘substitute’ carers such as left-behind husbands. During the women’s absence from the home, householding strategies have to be reformulated when migrant women-as-mothers rewrite their roles (but often not their identities) through labour migration as productive workers who contribute to the well-being of their children via financial remittances and ‘long-distance mothering’, while left-behind fathers and/or other family members step up to assume some of the tasks vacated by the mother. Using both quantitative and qualitative interview material with returned migrants and left-behind household members in source communities in Indonesia and the Philippines experiencing considerable pressures from labour migration, this article explores how carework is redistributed in the migrant mother’s absence, and the ensuing implications on the gender roles of remaining family members, specifically left-behind fathers. It further examines how affected members of the household negotiate and respond to any changing gender ideologies brought about by the mother’s migration over time.  相似文献

Contract substitution—in which workers sign one contract but end up working under another—is a common form of fraud faced by Indian low-wage migrant workers working in the Gulf Cooperation Council states. This paper presents a study of workers’ experiences of contract substitution alongside the eMigrate system, which is a digital registration system introduced by the Indian government in 2015. While a stated aim of eMigrate is to protect workers from contract fraud, these practices persist. We explore the colonial genealogies of eMigrate to show that not only has it adapted repertoires of worker protection inherited from the British Empire’s indenture system, but that eMigrate risks facilitating conditions of unfreedom under the mantle of worker protection, much as the British imperial state did during indenture. We contend that recognising how legacies of indentured labour regulation persist through eMigrate has implications for contemporary campaigns for migrant justice.

This article critically examines the existing explanations for the initiation and perpetuation of labour migration to Italy between the 1970s and early 2000s and highlights the role of labour market institutions in shaping demand for migrant labour. It posits that the institutions governing the labour market in Italy have contributed to creating demand for migrant workers first by generating a significant amount of low-standard employment and second by producing massive obstacles and disincentives to the labour market participation of the domestic supply of labour.  相似文献

The post-socialist Chinese city has been an important site to explore the formation of modernity in its everyday shape and manifestations. A common way of understanding urban experiences is through the prism of consumption. Rural migrants in the city cannot compare with urban residents in terms of their consumption level, but they are seen to be equally enthusiastic in partaking in consumption, and their identities are also believed to be (re)shaped by consumption practices. Drawing on several years' extensive ethnographic research in Beijing, this article suggests that these scenarios cannot adequately account for the diversity and complexity of rural migrants' experience in the consuming city. In this article, I put forward a methodological argument for considering the lived spatiality of ethnographic subjects in conceiving and considering consumption. Then, through an investigation of how migrant domestic workers use urban spaces, I consider the ‘dialectic of freedom and constraint’ which marks their agency and their individual choices and decisions. Finally, I explore the social production of space by considering migrant domestic workers' ‘subversive’ behaviours within rather than in opposition to the capitalist commercial logic and space. This discussion demonstrates that consumption practices are at the same time spatial practices, and despite the many obstacles and constraints, migrant domestic workers are actively availing themselves of the opportunities that the city has to offer. This creative process is crucial if we are to gain a new and more nuanced understanding of consumption as a social practice. I further argue that it is also a process by which rural migrants hold on to their sense of dignity and self-respect in an environment of exclusion and discrimination.  相似文献
