This essay is a methodological evaluation of the procedures and presuppositions informing the social and cultural history of gender, as exemplified in recent scholarship about the transformations of sex and gender in Britain from the early modern period through the long eighteenth century. It suggests answers to two questions: how can we write the cultural history of gender while maintaining both rigour in the enterprise and an awareness of its limits? And where might we go when these limits suddenly appear to undermine the very foundational presuppositions on which the whole cultural‐historical project is built?  相似文献

In autumn 793, Charlemagne visited the fossatum magnum (the ‘big ditch’ or canal) between the Rhine and Danube. Excavations, dendrochronology and a re‐reading of Carolingian Annals shed new light on the chronology and setting of this canal, which was planned in 792, initiated in 793, and abandoned later that year. The abandonment is attested by both written and archaeological evidence. The different versions of the annals offer a unique opportunity for comparison with the archaeological record. Evidence that works of Vitruvius circulated in the Carolingian court suggests that Charlemagne’s advisers were drawing on classical tradition when they pitched the idea of digging the canal.  相似文献

In 1999 NATO heads of state invited three states to join the alliance and are set to invite yet more states to join in November 2002 at the Prague summit. At present there are ten states that have declared their interest in gaining accession to NATO councils, and the prospect is that even more states will most likely be interested in joining in the years to come. The question for NATO is no longer whether to enlarge but how to manage enlargement. This article argues that NATO should invite seven of the ten currently declared aspirant states to join the alliance, on the condition that before actual accession occurs, each state must subsequently meet political, military, economic, security and legal standards that are set forth in an annexe to the official invitation. Furthermore, NATO should determine to hold a summit meeting of the North Atlantic Council triennially, for the purpose of assessing the candidates' membership progress in meeting the criteria, and to this end establish a mechanism, in the form of identified bodies, for the assessment of the candidate members' progress. Such a formal process sets forth a graduated yet assured process that aspirant states must progress through that will result in guaranteed accession to NATO councils and protection. A formal process such as this will ameliorate many of the problems that will almost surely arise from proceeding in a more ad hoc, piecemeal manner, while at the same time keeping the door open to other states who may want to join in the future.  相似文献

This article provides an overview of the New Partnership for Africa's Development (NEPAD) in the context of Africa's current economic and governance crises, the attempt to establish an Africa Union, and the interest in Africa displayed by the G8 leadership and in particular by the UK's prime minister Tony Blair.
NEPAD has to be seen simultaneously as a 'big idea', a new way of doing business, and a comprehensive development framework. The 'big idea' is to put Africa's concerns on the table of the G8 and seek a much better deal for Africa in terms of international aid, debt relief and access to markets. The new way of doing business is a new form of 'enhanced' development partnership that makes both donor and recipient mutually accountable for development outcomes. The development framework is a long—and expanding—list of programmes and projects, akin to those that have been tried before.
The heart of NEPAD is a commitment to good governance, operationalized through a radical plan for 'peer review' of governance performance. This promises a radical new approach to development partnership, but it also faces political hazards. The governance component is also analysed in the context of the pan–Africa institutions envisaged by the African Union. There is a need for coordinating and rationalizing peace and security initiatives. NEPAD may unlock additional financing for development, but it should not be seen as a cash cow.
The challenges for NEPAD include opening up the process to make it more participatory, including greater focus on HIV/AIDS. NEPAD faces the real danger of being over–sold and of raising unrealistic expectations among Africans. It is, nevertheless, an outstanding opportunity for Africa's development.  相似文献

Abstract. This article has three fundamental objectives. The first is to explore ways in which ideas about culture are relevant to nationalism. The second is to identify common ‘cultural bases’ which are called on to support secessionist and irredentist movements. The third, and perhaps most challenging objective, is to explore the character of these ‘cultural bases’ as well as the sources of their empowerment. To fulfil these goals the article is divided into five main sections. The first section introduces the argument that while the cultural bases of secessionist and irredentist movements are extremely influential motivators and legitimators of human actions, they are not, in themselves, ‘natural’ or immutable. This position is elucidated in the second section, where it is argued that the particular intellectual culture of eighteenth-century Western Europe gave rise to the concept of nation which, in turn, incorporated specific cultures into its definition of the fundamental units of humanity. This discussion is used as a basis for advancing the argument that the powerful capacity for ideas about culture to stimulate and reinforce secessionist and irredentist movements stems from two main sources, one of which is essential to human beings (i.e. the process of group formation) and one of which is constructed as essential (i.e. the concept of nation). In the fourth section the effectiveness of this combination is briefly illustrated by exploring shifts in the cultural bases which have been used over time to legitimise nationalist movements in Friesland, Quebec and Scotland. The concluding section uses the understanding of how ‘cultural bases’ are constituted and deployed to evaluate their impact and their ‘desirability’. It also suggests ways in which an awareness of the factors and processes associated with the construction and empowerment of culture can open the door to deploying them differently to achieve alternative ends.  相似文献

At the end of 2002, NATO will again decide to enlarge its membership. This process of enlargement of the Alliance is driven by summit timetables; summits require commitments and grand gestures, and in Prague that could involve invitations to seven or more states to accede to the Washington Treaty. But there are three sets of issues into which this plays uncomfortably. First, there is an EU‐NATO and EU security agenda (also including enlargement) which is a significant and difficult set of issues. Second, NATO itself is undergoing change, particularly after the attacks of 11 September 2001 and enlargement complicates those reform processes. Third, the wide European agenda, and in particular relations with Russia, throw out complicating factors. Is there a way of managing all of these dilemmas?  相似文献

President Vladimir Putin's foreign policy can be characterized as a ‘new realism’, repudiating some of the exaggerated ambitions of Yevgeny Primakov's tenure as foreign minister in the late 1990s while asserting Russia's distinctive identity in world politics. Rather than acting as a classic ‘balancing’ power prescribed by classic realist theory as the response to the hegemonic power of a single state, Russia under Putin tended to ‘bandwagon’ and the country has been a vigorous ‘joiner’. Putin insisted that Russia retains its ‘autonomy’ in international politics while moving away from earlier ideas that Russia could constitute the kernel of an alternative power bloc. However, the opportunity to integrate Russia into the hegemonic international order may have been missed because of what is seen in Moscow as the resolute hostility of groups in the West who continue to pursue Cold War aims of isolating and containing Russia. The Cold War was transcended in an asymmetrical manner, and this has given rise to four major failures: political, strategic, intellectual and cultural. The world faces the danger of the onset of a new era of great power bloc politics, thus restoring a Cold War structure to the international system. With none of the major strategic issues facing the international community at the end of the Cold War yet resolved, we may be facing a new twenty years’ crisis.  相似文献

Cultural planning is often explained as a strategic approach to urban cultural development; an approach that involves the ‘mapping’ and leveraging of a wide range of ‘cultural resources’ (arts, culture, and heritage). However, it is increasingly being questioned whether cultural planning is anything more than a fairly traditional arts policy with a different name. In particular, it has been observed in Australia that cultural plans usually fail to address more than arts sector concerns. The objective of this paper is to investigate whether this assessment applies to cultural planning practice in Ontario, the province at the forefront of the current ‘municipal cultural planning’ push in Canada. An examination of all cultural plans in Ontario’s mid‐size cities and interviews conducted with municipal staff members overseeing these initiatives shows that whereas several municipalities do follow an arts‐driven policy agenda, this is not the case with most mid‐size cities in the province.  相似文献

Research carried out by the author in North Carolina (2007) aimed to assess how museums might help rebuild identity in communities devastated by economic decline. Interviews, compared with examples from ‘Time and Tide’, Yarmouth, UK, suggested that working class people feel a strong need for history, intense emotional ties to the industrial landscape, and believe that museums can radically change their lives. The evidence suggested that the importance of history to people’s sense of self has been underestimated, particularly in the case of the industrial poor. This paper considers reasons for this underestimation, and suggests that these groups may also have higher and more wide‐ranging expectations of history than intellectuals do. It suggests these ‘emotional’ uses of history, rather than being inferior to academic history, may be richer, and that this ‘three‐dimensional’ experience of history exhibited by the urban poor can enrich the two‐dimensional historical experience of the researcher or museums professional.  相似文献

Equivocation by Western governments about the place of Russia in Europe in the context of the enlargement of NATO and the EU leaves a critical issue unresolved. In effect, Russia has been excluded from the Euro-American ambit. Russia's present weakness has enabled its own reservations about these developments to be sidelined; but an economically rejuvenated Russia could pose a threat of dominance in eastern and central Europe every bit as substantial as the military dominance of former times. A way needs to be found to incorporate Russia into a modified European system to avoid its retreating into a potentially dangerous isolation.  相似文献

During the 1991–1992 excavation of the ruins of the medieval cathedral in Hamar, Norway, the broken skull of an elderly man was found, showing evidence of an incomplete trepanation. The ‘surgeon’ had obviously tried to penetrate the skull surface around bregma in an irregular circle of 23 × 21 mm. Upon investigation, the skull revealed a reactive‐pathological area of the internal surface of the occipital bone, which probably represents a respite after a meningeal disorder (a tumour or an infectious process), causing us to suggest that the trepanation was meant to cure the patient's increasing headache. However, as a second skull with similar marks was found in the same churchyard, another explanation seems possible. Because the brain tumour in the first case may have altered the patient's mental state, we may surmise that these incomplete operations were an attempt to remove from these patients' heads the ‘Stone of Madness’, which was then commonly considered to be the reason for psychiatric diagnoses as well as persistent headache, and often depicted in European art, most notably in the 16th and 17th centuries. There have been surprisingly few historical interpretations of English history which knit together both family and gender. Family history remains dominated by empirical, local or comparative approaches, rooted in paradigms of modernisation, struggling to respond to longstanding feminist critiques. Gender history, while deeply concerned with questioning history's grand narratives and methodological assumptions, seems to have avoided much exploration of family life. It is this gulf and the ways it is being bridged which are explored in this article, in the context of English historiography of the nineteenth and twentieth centuries, firstly by seeking explanations for each approach's reluctance to engage with the other, and secondly by tracing their points of convergence and cross-fertilisation.  相似文献

For several decades, the field of nationalism studies has seen an extended debate about explanations of nationalism and about the process of nation formation. An impressive set of labels has been coined to describe alternative approaches. One of the theories that has enjoyed unusual longevity is the approach known as primordialism, which stresses the deep historical and cultural roots of nations and nationalism and assumes their quasi‐objective character. This resilience is surprising because of the difficulty of marshalling evidence to support such a theory, and because of the line‐up of critics who dismiss it. This article explores the recent debate about primordialism. It suggests that authentic versions of primordialism are extremely hard to find in the academic literature, and that primordialism may better be viewed as an ingredient in nationalism than as an explanation of nationalism.  相似文献
