This article traces the first of what would become several significant transitions in the evolution of the University of South Africa (Unisa); that from University of the Cape of Good Hope (UCGH), an institution with a distinct English tradition loosely based on the ‘liberal’ constitution of the Cape Colony, to a more segregationist Afrikaner-dominated university by 1946. This was largely shaped by national politics, in particular the rise of Afrikaner nationalism, in the 1920s and 30s. Not only did Unisa become captive to Afrikaner forces, it also was strongly infiltrated by the Broederbond, which had as one of its objectives the holding of key positions in higher education in South Africa. In addition, issues of race now became a growing ‘problem’ as Unisa sought to fulfil its mandate to provide higher education for ‘non-Europeans’ in an era of segregation. However, it would be a distortion to portray this transition fom a simple binary perspective. There was ambivalence about the ‘liberalism’ of the UCGH that reflected the pressures for a new racial order at the Cape. Similarly, the extent of Broederbond influence at Unisa (and over national politics) should not be over-emphasised. Somewhat paradoxically, Unisa continued to accommodate nodes of liberal thinking within the institution, and in the 1960s resisted state attempts to be drawn into a scheme to construct an Afrikaans-only university in Johannesburg. Nevertheless, the essential conservatism and political acquiescence of the university to apartheid meant that the requirement to transform Unisa in the democratic era was all the more painful and complex.  相似文献

This paper investigates how the discursive battle for the Flemish nation is waged in the Flemish mass media by politicians of the Flemish nationalist party, the New Flemish Alliance (N‐VA). I focus on the ‘new nationalism’ that N‐VA politicians advocate as a means to ‘banalise’ a hot Flemish nationalism. I establish that N‐VA spokespeople and especially their chairman Bart De Wever invoke discursive alliances with established scholars such as Anderson, Hroch, Calhoun and Billig. On the one hand, these alliances are used to sell their nationalism as a non‐ideological or non‐discursive project. On the other hand, the analyses of these intellectuals are used as manuals to ‘banalise’ a hot nationalism. The concept of ‘scientific’ nationalism refers to the entextualisation of scientific discourses in order to legitimate and banalise the nationalist project of the party as ‘in line with science’.  相似文献

ABSTRACT. From Byron's death at Missolonghi in 1824 to D'Annunzio's capture of Fiume for Italy in 1919, the nationalism of universal liberalism and independence struggles changed, in literature as in politics, to cruel dictatorial fascism. Byron was followed by a series of idealistic fighter‐poets and poet‐martyrs for national freedom, but international tensions culminating in World War I exposed fully the intolerant, brutal side of nationalism. D'Annunzio, like Byron, both a major poet and charismatic war leader, was a key figure in transforming nineteenth‐century democratic nationalism into twentieth‐century dictatorial fascism. The poet's ‘lyrical dictatorship’ at Fiume (1919–20) inspired Mussolini's seizure of power in 1922, with far‐reaching political consequences. The poet became the dangerous example of a Nietzschean Übermensch, above common morality, predatory and morally irresponsible. This article shows how the meaning of nationalism was partly determined and transformed by poets, illustrating their role as ‘unacknowledged legislators of the world’.  相似文献

The aim of this paper is to understand contemporary forms of nationalism in a socio‐political context in which neo‐nationalism has obtained a dominant role not just in politics but in public discourse and in the cultural field as well. It investigates the emergence of a particular music scene in the beginning of the 21st century, shaped by rock bands and performers and supported by far‐right political actors, which has made the ‘national’ imagination emotionally and ideologically appealing to a considerable part of Hungarian society and first of all to young people.  相似文献

When the states of England and Scotland combined in 1707, conditions were created whereby English nationalism could merge into British nationalism. With the expansion of empire, English nationalism was expressed through imperial‐national discourses allowing English nationalists to claim non‐English space when articulating what might be best understood as an Anglo‐British nationalism. Accordingly, such discourses largely ‘hid’ what one might now understand as ‘English nationalism’ within a ‘British’ discourse of empire. The case of England illustrates that imperial discourses can become intimately bound up with the ‘national’ discourse of the nations at the core of the imperial structures. Accordingly, it is here argued that imperial and national discourse are not necessarily opposed to each other, but are able to feed into each other, affecting the manner in which ideas of the nation and empire are conceived and articulated.  相似文献

ABSTRACT. Political resistance to European integration in the UK laid important ideological foundations for contemporary English nationalism. The politics surrounding accession to the European Economic Community (EEC) was such that it signalled that accession was a matter of supreme national importance and, via the device of a referendum, it led to the fusing of parliamentary and popular sovereignty. The unfolding of the Thatcherite project in Britain added an individualistic – and eventually an anti‐European – dimension to this nascent English nationalism. Resistance to the deepening political and monetary integration of Europe, coupled with the effects of devolution in the UK, led to the emergence of a populist English nationalism, by now fundamentally shaped by opposition to European integration, albeit a nationalism that merged the defence of British and English sovereignty. Underpinning these three developments was a popular version of the past that saw ‘Europe’ as the ultimate institutional expression of British decline. Thus Euroscepeticism generated the ideology of contemporary English nationalism by legitimising the defence of parliamentary sovereignty through the invocation of popular sovereignty underpinned by reference to the past.  相似文献

The aim of this article is to study the development of the Jewish‐Zionist national idea as expressed in the national narrative as it appeared in Israel’s mainstream press during the years 1967–97, against the background of five critical events in the Israeli collective experience as well as in the wake of the Holocaust Memorial Days. This development is studied as a case of the immanent tension between nationalism’s universalistic message and its particularistic application. The Jewish‐Zionist narrative in Israel is found to be ‘shifting’ from its particularistic towards its more universalistic pole. This development is discussed as a transition from a ‘purely national’ to a ‘post‐national’ narrative, and is positioned in its local and global contexts.  相似文献

The linking of living rooms across state borders by al‐Jazeera and other pan‐Arab satellite television channels has prompted claims that a ‘new Arabism’ that undermines state nationalism is emerging. Until now, analysts have mostly focused on the ‘hot’ Arabism in the news coverage of politicised events such as the Israel–Palestine conflict. This article offers a new dimension by suggesting that as important to satellite television's construction and reproduction of Arab identity is the everyday discourse found in less overtly political programmes such as sport. To demonstrate this, it offers an analysis of al‐Jazeera's coverage of the 2008 Beijing Olympics showing how the broadcasts address viewers as a common Arab audience who are simultaneously encouraged to be nationalistic towards their separate nation‐states within a given ‘Arab arena’ of states with whom they should primarily compete. This suggests that new Arabism should in fact be considered a ‘supranationalism’, not a revived Arab nationalism as it simultaneously promotes Arab and state identities in tandem. Finally, it aims to expand our understanding of ‘everyday nationalism’ by adapting Michael Billig's theory and methodology of ‘banal nationalism’ in British newspapers to facilitate the study of sport on supranational Arab identity on satellite television.  相似文献

Michael Billig's theory of banal nationalism involves the assumption that the absence of an explicit discourse on the nation should be interpreted as the unmindful presence of nationalism and that the mass media faithfully represent or reflect the discourses of ‘ordinary people’. Recent historical research of ‘national indifference’ in imperial Austria has inverted the correlation between the ubiquity of nationalist discourses and their impact in society. This article assesses these conflicting frameworks and refutes AD Smith's critique of everyday nationalism research as necessarily ahistorical and presentist. This case study of the rank‐and‐file of the social‐democratic Belgian Workers' Party at the close of the nineteenth century uses a unique source of working‐class voices: the so‐called ‘propaganda pence’ or ‘proletarian tweets’ from the Flemish‐speaking city of Ghent. Hot, explicit nationalism was absent from these sources, which begs the question: is this proof of banal nationalism or national indifference? A historically contextualized analysis of the absences shows that workers expressed national indifference towards Belgian, but not towards Flemish ethnicity. In Rogers Brubaker's terms: Flemish ethnicity was a relevant social category, but only in a very restricted number of social contexts could it become a basis for ‘groupness’ or political mobilisation in daily life.  相似文献

Academic research on contemporary Dutch nationalism has mainly focused on its overt, xenophobic and chauvinist manifestations, which have become normalised since the early 2000s. As a result, less radical, more nuanced versions of Dutch nationalism have been overlooked. This article attempts to fill this gap by drawing attention to a peculiar self‐image among Dutch progressive intellectuals we call anti‐nationalist nationalism. Whereas this self‐image has had a long history as banal nationalism, it has come to be employed more explicitly for political positioning in an intensified nationalist climate. By dissecting it into its three constitutive dimensions – constructivism, lightness and essentialism – we show how this image of Dutchness is evoked precisely through the simultaneous rejection of ‘bad’ and enactment of ‘good’ nationalism. More generally, this article provides a nuanced understanding of contemporary Dutch nationalism. It also challenges prevalent assumptions in nationalism studies by showing that post‐modern anti‐nationalism does not exclude but rather constitutes essentialist nationalism.  相似文献

ABSTRACT. This article deals with Swiss nationalism and Swiss nation‐building. Its main thesis is that Switzerland cannot accurately be described as either a nation or a non‐nation but is something in between, and could thus best be characterised as a ‘fractured’ nation. Switzerland has experienced some powerful nationalist moments, from the creation of the Swiss state in 1848 to the last few decades. Yet this recurrent nationalism among the Swiss, considered alongside their more traditional reluctance to consider themselves a nation, make Switzerland a peculiar object: a ‘fractured’ nation. This flawed process of nation‐building in turn reveals some basic characteristics of all nations – inherent artificiality, and the tremendous efforts undertaken to hide it. Switzerland could be considered an unfinished, incomplete nation, and this is precisely why its study can be interesting for scholars of nations and nationalism.  相似文献

Abstract. Two cross‐national women's organisations, one in Northern Ireland the other in Bosnia‐Herzegovina, are observed here in interaction with each other. The article explores the connection between their ability to sustain such cross‐community alliances and their choice to be women's projects. In so doing, it addresses the question ‘are feminism and nationalism compatible?’ Not all the women are ‘anti‐nationalist’ in philosophy, but they draw distinctions between variants of nationalism, and may be described as ‘anti‐essentialist’. The article distinguishes between variants of ‘feminism’, recognising it, too, as a plurality of movements. An anti‐essentialist understanding of ethnicity and nation is partnered in both the Network and Medica by an anti‐essentialist feminism, in which a woman's family role is minimised and value placed instead on her autonomy and agency. Certain forms of feminism and nationalism are thus compatible – but the configuration may be progressive or retrograde.  相似文献

Civil society has become a central and contested concept in the study of Scottish nationalism. This article aims to scrutinise and qualify the concept by relating it to Weber’s model of classes, status groups and parties, and by exploring the development of Scotland’s civil society along with the welfare state in the twentieth century. It argues that civil society needs to be understood as a zone of status‐group formation, and that attempts to relate ‘class’ and ‘identity’ to support for constitutional change in Scotland need to be complemented by attention to the role of status groups in civil society. It concludes with the suggestion that such an approach might be fruitful in the study of other cases of neo‐nationalism.  相似文献

ABSTRACT. This article examines the relationship between sub‐state nationalism and the welfare state through the case of Québec in Canada. It argues that social policy presents mobilisation and identity‐building potential for sub‐state nationalism, and that nationalist movements affect the structure of welfare states. Nationalism and the welfare state revolve around the notion of solidarity. Because they often involve transfers of money between citizens, social programmes raise the issue of the specific community whose members should exhibit social and economic solidarity. From this perspective, nationalist movements are likely to seek the congruence between the ‘national community’ (as conceptualised by their leaders) and the ‘social community’ (the community where redistributive mechanisms should operate). Moreover, the political discourse of social policy lends itself well to national identity‐building because it is typically underpinned by collective values and principles. Finally, pressures stemming from sub‐state nationalism tend to reshape the policy agenda at both the state and the sub‐state level while favouring the asymmetrical decentralisation of the welfare state.  相似文献

ABSTRACT. The ‘Hans Kohn Dichotomy’, i.e. the distinction between ‘Western’ and ‘Non‐Western’ nationalism, remains one of the most persistent paradigms in the study of nationalism. This article deals briefly with the terms of Kohn's Dichotomy and with the discussion about it. The main purpose of the article, however, is to problematise the dichotomy in terms of Kohn's personal itinerary which took him from Prague to Russia, and from Britain and Palestine to the United States. Kohn came late to the view that there were two types of nationalism. He adopted this position in the wake of a series of political and personal disappointments, and in response to dramatic historical challenges. In the final analysis, Kohn's Dichotomy was a rhetorical construct, designed to make sense of a world in conflict and to allow Kohn and others, then and later, to come to terms with the hopes and fears raised by nationalism.  相似文献

Abstract. This article will address the assumption that the essential definition of nationalism is parliamentary political. By highlighting the solitary Scottish nationalist movement in the mid-nineteenth century, the National Association for the Vindication of Scottish Rights, this article asks whether a ‘centralised’ state for the Scottish nation should be the model against which nationalism is interpreted. By developing the concept of ‘civil society’ as both ‘container’ and ‘director’ of nationalism, this article will show the influence of a ‘decentralised’ state to conceptions of ‘best-governing’. By stressing the contradictions in the legitimacy of the British state mid-century, it will be argued that Scottish nationalism can not be regarded as merely romantic, nor, as its outcome, can Scottish culture be presented as somehow weak. This article will argue that intellectual thought regarding the state meant that the only form of nationalism at this time was ‘Unionist-nationalism’, more union with England, not less.  相似文献

Joint political mobilisation between trade unions and community groups, often referred to as ‘social movement unionism’, has been upheld as a way forward for organised labour in a neoliberal world economy. Analysing the interaction between unions and communities is critical for understanding the potential and actual roles played by trade unions in voicing the concerns of marginalized workers and poor communities. This article examines the efforts of organised municipal workers and urban social movements trying to unite their forces in post‐apartheid South Africa, by looking at the politics of the Cape Town Anti‐Privatisation Forum (APF). While the participants of the APF have in common their opposition to commercialisation and privatisation of service delivery, their political unity is fragile. By contrasting the ‘ideal‐type’ social movement unionism depicted in the contemporary literature on labour and globalisation with the findings of this particular case, we uncover some main dimensions along which this organisational cooperation is challenged. In contrast to the political unity experienced during the anti‐apartheid struggle, the APF initiative operates in a restructuring post‐apartheid economy where bridging internal organisational differences and confronting the hegemonic position of the African National Congress (ANC) in civil society have proved particularly challenging.  相似文献

This article analyses the features and problems of ethno‐nationalism in the global context. The existing bodies of theories and literature on ethno‐nationalism mainly reflect the views and interests of the colonising ethno‐nations and their states at the cost of the dominated ethno‐nations. This preliminary study shows the inadequacy of information, knowledge and theory in the study of nationalism by questioning the validity of the global ‘modernising’ projects of modernisation theorists and some Marxists and by addressing the question of ethno‐nationalism from the perspective of the colonised ethno‐nations. By providing the reference cases of the Oromos and the Southern Sudanese, this study explains the challenge ethno‐nationalism poses to the nature and role of the state.  相似文献

The Walloon movement is the lesser‐known counterpart to the Flemish movement in Belgium. In contemporary political debate it presents itself, and is usually perceived, as a civic and voluntaristic movement predicated on the values of democracy, freedom, openness and anti‐nationalism. As such it is contrasted against its Flemish counterpart, which accordingly is characterised as tending towards an ethnic exclusivist form of nationalism hinging on descent, culture and language. However, the historical record behind these representations shows that the Walloon movement is rooted in ethno‐cultural as much as social politics, and that it has always contained both civic and ethnic elements to varying degrees. This article highlights the Walloon movement in order to analyse the language and national stereotypes in which national movements are characterised both in political rhetoric and in scholarly analysis. The case is particularly relevant for the problematic usage of the ‘civic–ethnic’ opposition, slipping between the discourses of antagonism and analysis; one type of such slippage is here identified as ‘denied ethnicism’.  相似文献
