The focus of this paper is the practice of conservation applied through the English planning system, termed conservation-planning. It argues that a distinct conservation-planning social entity has developed that may be described as an ‘assemblage’ and that the values and validated practice of conservation-planning are constructed as an authorised heritage discourse (AHD). Emphasis is placed upon the way that the AHD maybe mobilised by the conservation-planning assemblage in relation to other elite discourses, explored through the way that relationships have developed between the policy spheres of conservation-planning, regeneration and economic development. In doing so, it is argued conservation has successfully repositioned itself from being regarded as a barrier to development to being regarded as an active agent of change. Furthermore, the paper proposes that within the conservation-planning AHD we might detect sub-AHDs, organised around the short-hand labels of Conservation Principles, The Heritage Dividend and Constructive Conservation, each with a somewhat different rhetorical purpose. Through this analysis, we can better understand conservation-planning as a distinct heritage social entity and process. It shares values with other heritage activities but also has distinct differences, intimately related to its political relationship with other domains of urban management.  相似文献

This paper considers the World Heritage Site of Garajonay National Park on the island of La Gomera (Canary Islands). It is based on a research project carried out during 1999-2000 that explored the circumstances surrounding its declaration as a National Park and inclusion into the World Heritage List, in conjunction with the consequences for local communities which ensued. The proximity of Garajonay National Park to a large concentration of mass coastal tourism constitutes a further source of potential conflict which may have a wider relevance to other sites of a similar and indeed diverse nature. This paper, therefore, examines the configurations of space and social relations occasioned by the processes of social change, conservation and tourism development in and adjacent to this protected forest. In doing so it elucidates the manner in which these processes are locally mediated in and through contested values over the meaning and purpose of nature conservation in this 'world heritage space'. It argues that a sense of the forest as a place of cultural belonging has been marginalised in favour of its intrinsic ecological value.  相似文献

This article reviews contemporary heritage management through a systematically coded content analysis at one of Malaysia’s UNESCO World Heritage Sites: the Archaeological Heritage of the Lenggong Valley (AHLV). It evaluates the competency of the preliminary Conservation Management Plan (CMP) of AHLV by looking at the accuracy of five distinctive dimensions of the CMP in conveying the information about the sites and management objectives: the legislation related to the heritage conservation and management; the action and implementation of the management strategies; the level of stakeholder’s participation; and, finally, how the CMP integrates local values and ideas into management planning. The results show that contemporary heritage management planning at Lenggong Valley tends to prioritize the conservation of the archaeological values of the sites over other values (i.e. social, historical, and aesthetic values), and that planning has largely been in the hands of governmental agencies with limited involvement from local communities in the decision-making process.  相似文献

Sustainability in the conservation of architectural heritage is now more extensively considered than it was decades ago. The introduction of the concept of sustainability to the field marked hopes to overcome problems threatening heritage sites. There are general concepts guiding sustainable conservation. However, heritage specifics play important roles in achieving sustainability, and may direct the formulation of sustainable concepts to be applied. This paper is an attempt to add to the discourse of heritage sustainability by discussing buildings managed through a tradition of Islamic waqf in the World Heritage Stone Town of Zanzibar. It examines sustainability in terms of its financial, social, managerial, and environmental aspects. The relatively good survival rate of waqf buildings in the old town over several centuries suggests sustainable and transmissible ‘genes’ within the tradition. Waqf was found to elaborate ways to strike a balance between heritage consumption and use, avoiding gentrification, and enabling collective urban conservation. It further suggests that sustainable conservation cannot avoid monetary sacrifices, and if it is to be sustainable in the long term it should be inherent in the heritage itself.  相似文献

ABSTRACT

In 2011, ICOMOS published its Guidance on Heritage Impact Assessment for Cultural World Heritage Properties. By 2016, over 100 Heritage Impact Assessments (HIAs) had been requested by UNESCO. This paper provides an analytical critique of the HIA Guidelines focusing on their implicit assumptions. We argue that the assumptions in the HIA Guidelines derive from the ‘preservation’ discourse in heritage management, rather than from the ‘conservation’ or ‘heritage planning’ discourses. This is important because the discourse affects the way impacts and their severity are assessed within HIAs, thereby potentially affecting the conclusions reached. We also argue that this framing results in miscommunication and misunderstanding amongst the different stakeholders, about: (1) their perceptions of the nature of heritage value; (2) the perceived purpose of HIA; (3) the way impacts are assessed; and (4) the differing agendas of stakeholders. We recommend that HIA practitioners acknowledge the existence of the various discourses. This could make HIA a more effective heritage management tool. We also consider that for HIAs to be more robust that they be conducted by a multidisciplinary group and with a peer-review mechanism.  相似文献

Cultural tourism capitalises on archaeological sites with World Heritage status on a global scale. The encounters of visitors from all over the world with local residents and other stakeholder groups, like local and international entrepreneurs, set off complex processes of interaction in which the physical and social space of the heritage site is negotiated, shaped and consumed. In a case study from Luxor/Egypt, this paper investigates a particular facet of these interactions, namely sexual encounters between tourists and members of the local community. It delineates the economic and social conditions of this phenomenon and discusses the role it takes in the production, perception and use of the World Heritage site of Thebes.  相似文献

This paper examines the World Heritage listing process for the Beijing-Hangzhou Grand Canal to understand the sociopolitical meanings of heritage in contemporary China. Over the past four decades, the efforts of the Chinese government have been clearly geared towards improving governance over heritage sites by designating them as state properties, which requires the selection and evaluation of cultural heritage sites on the specific political meaning based on historical, aesthetic, or scientific value. In the process of World Heritage listing of Chinese heritage sties, the model of ‘state properties’ had to be compatible with UNESCO’s understanding of ‘heritage’, as well as economic benefits of heritage. Drawing on the data collected from the process of World Heritage listing of the Beijing-Hangzhou Grand Canal, this paper explores the integration of the social meanings of heritage into the ‘authorized’ values criteria, facilitating multiple uses of ‘heritage’ through collaboration among UNESCO, Chinese heritage officials, and local communities. It argues that practices of heritage that consider social meanings will integrate local communities’ understandings into political meanings of heritage on basis of central government’s interests. This paper shows how the social meanings of heritage create a dialectical relationship to enable a ‘living’ cultural process in the preservation of ‘state properties’. In addition, the social meanings of heritage allow all potential stakeholder groups to negotiate with the heritage bureaucracy, as well as strengthening the role of local interests in heritage policy.  相似文献

Abstract

This article reflects on and complements the paper 'Conservation of a “living heritage site”: a contradiction in terms? A case study of Angkor World Heritage Site', published by Keiko Miura Conservation and Management of Archaeological Sites, 7(1), (2005) 3–18. It develops further the notion of conserving sacred heritage in the light of a case study of Angkor Wat within the World Heritage site. Heritage management is always a balance between preserving different values – historic, aesthetic, use, spiritual, etc. Each of these categories of value has its own set of needs which are often not fully compatible with one another. Heritage management originally stemmed from the desire to protect the aesthetic and historic values of tangible heritage. Yet an over-emphasis on preserving these values alone is not tenable in a 'living heritage site'. At Angkor Wat it causes spiritual degradation and secularization. Highlighting instances in which this phenomenon has been apparent, this article suggests a way forward.  相似文献

This study explores the struggle to preserve both the cultural heritage and the eco-sites associated with heritage in one of the most affluent and economically developed regions in China. In the twenty-first century, the introduction of global norms deriving from UNESCO Intangible Cultural Heritage and World Heritage Sites has led to a series of measures at the local level to preserve items of cultural heritage that are likely to vanish due to the accelerated pace of development in the lower Yangzi delta. This study focuses particularly on Wu Songs, the traditional songs of delta populations, now entered into the national register for Intangible Cultural Heritage. Wu Songs were associated with labour in the rice paddies and travel along the waterways. The rice paddies and waterways were both essential elements of the traditional ecosystem, but are now imperilled in various ways by the impact of modernisation and globalisation. Issues of heritage value arise in different forms in the more affluent regions of China. As argued here, contention between ethnographers, land developers and municipal authorities, as well as commercial land use imperatives, dominate the conservation of eco-sites and Intangible Cultural Heritage in the delta region.  相似文献

Abstract

This paper outlines the methodology for the conservation of Côa Valley rock art, as carried out by the Côa Valley Archaeological Park Conservation Programme. It examines the overall conservation environment that has determined this approach, which aims at an understanding of all the factors affecting the survival of the Côa Valley heritage. We stress that although the Programme sets precise guidelines for the examination and testing of conservation work to mitigate the effects of complex weathering dynamics in action, there are no miraculous solutions to ensure the complete longterm in situ preservation of this World Heritage Site. Despite this geological impossibility, we also emphasize that in a human time scale it makes sense to try to conserve significant heritage (such as the Côa Valley rock art) that expounds and explains our history and ourselves.  相似文献

Abstract

This article describes the 2011 English Heritage ‘Industrial Heritage at Risk’ project. Having examined the findings of a public attitudes survey on the industrial heritage, it looks at the key risks and conservation solutions facing industrial sites, and the role the lead organisations play in their rescue. The entries on the Heritage at Risk Register are examined and the top ten industrial heritage at risk sites in England identified. A range of outputs are described together with the media coverage that accompanied the launch of the project.

Progress since 2011 is considered including the separation in April 2015 of English Heritage into two organisations — Historic England and the English Heritage Trust. The important role that volunteers and local groups play in the conservation and management of England's industrial heritage is acknowledged throughout, and a possible new role for the Association for Industrial Archaeology suggested as part of Heritage 2020.  相似文献

In 2002, the World Heritage Committee declared heritage to be ‘an instrument for the sustainable development of all societies’. The term ‘sustainable development’, however, is inscribed with a complex economic, environmental and social agenda that challenges contemporary World Heritage management practice. This paper draws on a content analysis of six industrial UK World Heritage Site management plans. The analysis focuses on the extent that each plan integrates four key sustainability dimensions. Findings indicate that the planning frameworks and collaboration processes in operation at each site ensure conservation of the historical physical fabric but limit the development of a sustainable local cultural economy. A sustainable heritage management framework is presented based on the adoption of a long‐term strategic orientation and extensive local community participation in decision making. The framework is relevant to other complex heritage sites such as historic towns and cultural landscapes.  相似文献

价值评估是我们认定文化遗产构成、开展保护工作的依据,全面、整体阐释遗产价值对遗产保护与地方发展具有重要的意义。世界遗产具备突出的普遍价值,这种普遍价值的概念强调了国际与国家层级的价值,较少顾及当地与社区层级的价值,可能造成价值阐释的不完整,从而带来遗产保护与管理的问题。以清西陵世界文化遗产为例,陵寝机构在时代转变之中留存为守陵村庄,家族历史赋予守陵人后代独特的身份认同,村庄历史与当地民俗可以作为清西陵建造、管理历史与礼制文化内涵的生动解说。同时,遗产地居民在地方发展中扮演着重要的角色,应当鼓励他们积极参与到遗产管理之中,重建他们与遗产的联系,从而赋予遗产地以新的活力。  相似文献

There is no clear approach to defining the authenticity of the ‘spirit and feeling’ of a place or how it could inform heritage conservation. I argue that the notion of spirit of place may be defined in a manner that directly links it with the concept of cultural significance of historic places, how it is understood by a community and with heritage conservation goals and development needs of that place. Residents in the World Heritage Town of Bhaktapur, Nepal, were interviewed to explore their shared understanding of its spirit of place. The residents identify the spirit of place of Bhaktapur in terms of four interrelated place dimensions; that is, the ‘sense of sacrality’, the ‘sense of community’, the ‘sense of historicity’ and the ‘sense of serenity’.  相似文献

Intangible cultural heritage, according to a UNESCO definition, is ‘the practices, representations, expressions as well as the knowledge and skills that communities, groups and in some cases individuals recognise as part of their cultural heritage’. Using a case study of Shirakami‐sanchi World Heritage Area, this paper illustrates how the local community's conservation commitment was formed through their long‐term everyday interactions with nature. Such connectivity is vital to maintaining the authentic integrity of a place that does not exclude humans. An examination of the formation of the community's conservation commitment for Shirakami reveals that it is the community's spiritual connection and place‐based identity that have supported conservation, leading to the World Heritage nomination, and it is argued that the recognition of such intangible cultural heritage is vital in conservation. The challenge, then, is how to communicate such spiritual heritage today. Forms of community involvement are discussed in an attempt to answer this question.  相似文献

The capacity of a United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Site (WHS) to sustain its designated criteria into the future is a function of how valuable local residents perceive the WHS to be, and how motivated they are to contribute toward efforts to maintain its status. In June 2012, Malaysia’s Lenggong Valley became a WHS. We investigate the effectiveness of a campaign targeting young local residents to increase their awareness of the importance of preserving the heritage of Lenggong. We undertook a questionnaire — designed to assess participants’ awareness of the value of the WHS and their willingness to participate in efforts to maintain the WHS — aimed at students from all three secondary schools in Lenggong before and after the campaign. In all, 175 completed questionnaires were analysed: the data revealed that the campaign had a significant effect on improving participants’ awareness of the value of the WHS and on improving their willingness to participate in WHS conservation activities.  相似文献
