Comparative state environmental research seeks to explain the factors contributing to intergovernmental environmental management. In pursuing the answer to this query, researchers have relied on either fiscal (expenditures) or nonfiscal (ranking) measures of state environmental effort. Respecting the debate surrounding state policy outputs and fiscal versus nonfiscal measures, we evaluate comprehensive state environmental management comparing spending and ranking measures in our analysis. Though pronounced differences do exist between the two models, we find pollution and state size to be the primary factors affecting a state's environmental effort no matter which measure is used.  相似文献

In this paper we investigate empirical relationships between Unemployment Insurance (UI) and welfare policies using a unique database covering 48 states annually from 1973 through 1989. We first document substantial variation across states in UI program outcomes. Having established that UI is so variable, we explore the simultaneous interaction between UI and Aid to Families with Dependent Children (AFDC), Medicaid, and total state and local welfare spending. Our econometric results indicate substitution between the two cash assistance programs, AFDC and UI, by state governments. On the other hand, states that operate relatively generous UI programs also tend to allocate more resources to Medicaid and other in-kind, low-income assistance programs.  相似文献

The focus of this contribution is the Hong Kong Special Administrative Region (HKSAR) of China, and more particularly the processes of environmental reform in the region. The authors discuss developments in environmental policy over the past three decades and explore the utility of Ecological Modernization Theory as a basis for future environmental reform at the local level and as a mechanism for tackling broader regional environmental concerns. The contribution also explores linkages between technology policy and the environment in Hong Kong, arguing that while the SAR possesses certain competitive advantages, greater attention must be given to fostering and facilitating technological innovation in the environmental sector.  相似文献

Once the poster child for government-sponsored overfishing, New England by 2005 had become a fishery conservation success story. This article develops and deploys a problem-definition framework to explain the dramatic shift from a permissive to a protective fishery management regime in New England. I argue that neither new and improved scientific information nor pressure from powerful commercial interests caused government officials to modify their approach to fishery management. Instead, environmentalists used lawsuits to threaten fishery managers' autonomy and thereby forced them to replace fishers' risk-tolerant definition of the problem with environmentalists' more precautionary one as the basis for management. Environmentalists had legal leverage because they were able to demonstrate convincingly a substantial discrepancy between what the agency's governing statute required and what managers actually did. Two factors were critical to environmentalists' success: a compelling and credible scientific story about the relationship between fishing and the health of fish stocks, and an explicit conservation requirement in the language governing fishery management.  相似文献

The federal government adopted several measures during the mid-1990s to address concerns about race-based and class-based disparities in environmental protection. This article examines whether these measures affected the pattern of state enforcement of three federal pollution control laws. Using differences-in-differences models to estimate the effects of the federal policy adoption, I find evidence of increases in state enforcement of the Clean Air Act in large African-American communities, but declines in enforcement in communities with large poor and Hispanic populations. Similarly, there is evidence that state enforcement of the Clean Water Act decreased in poor and African-American communities, but there were no real changes in enforcement of facilities regulated under the Resource Conservation and Recovery Act. Collectively, the analysis suggests that the federal policy had minimal positive effects on state regulatory enforcement.  相似文献

A noted American authority and investigator of China's economy outlines the general features of the ongoing reorientation of Chinese economic policymaking toward increased state activism, which has gained momentum in the aftermath of the global financial crisis. An initial section of the paper describes the marketization and privatization initiatives of China's late reform period to provide a baseline against which to measure the subsequent shift toward increased state intervention and guidance in the economy. The author traces the shift in three critical policy arenas (social policy, state-owned enterprises, and industrial and technology policy) and demonstrates how state involvement in each intensified during the global financial crisis. He then proceeds to explore the implications of accelerated state activism in the future, identifying potential rewards as well as large risks. Among the latter are macroeconomic imbalances, a "softening" of budget constraints, difficulties in recognizing and terminating unsuccessful economic programs, and tensions with trading partners.  相似文献

This paper considers recent changes in US and UK science policy designed to make academic research more publicly accountable and relevant. To this end, relations between public sector funding bodies academic researchers, andthe wider public are being reorganized in terms of customer-contractor relations, though cultural and institutional differences mean these broad trends have produced different outcomes in the US and UK to which geographers will have to adapt. New forms of market based, customer accountability are restructuring the context of scientific research and reorienting long standing academic norms and values. Though these changes are designed to make academic research more responsive to the demands of various paying customers, the paper suggests the importance of reflexivity about the interests and identity involved.  相似文献

The Clean Water State Revolving fund (CWSRF) program provides states with significant discretion to design, implement, and administer the program to meet their water quality needs. An important aspect of the program is the decision whether to leverage existing funds to generate additional capital for loans. This article seeks to explain the leveraging decision process, using three models as explanators. We conceive leveraging as a two-stage process—(1) the decision to leverage and (2) the decision of how much to leverage. By employing regression techniques, we find that the Environmental Protection Agency's (EPA's) stated reasons for leveraging—environmental needs and demand for loans—are not significant in the decision to leverage, although needs are significant at the second stage. Likewise, there is limited support for Lester's (1994 ) "capacity/commitment" model of environmental implementation. A third model employing a larger range of independent variables is the best predictor of both the decision to leverage and the amount of leveraging. Furthermore, the factors important at each stage of the decision process differ substantially, reinforcing our conception of a two-stage decision process.  相似文献

The theory of social construction and policy design is insightful for exploring the circumstances in which the allocation of policy benefits and burdens is attributed to the feed‐forward effect of degenerative policy that institutionalizes bias and reinforces the prevailing categorization and embedded social meaning regarding target populations. However, this theoretical framework has not been broadly adopted to analyze the environment‐related phenomena. With a nationwide, block‐group‐level sample, this study examines the extent to which degenerative policies pertaining to immigrants influence state agencies' environmental regulatory outputs for predominantly Latino communities. Results show that in the states with moderately to most restrictive immigrant policy and high levels of Latino representation in legislatures, the rigorousness of government agencies' compliance monitoring activities decreases for Latino neighborhoods of environmental justice concern, as states' policy stance toward immigrants becomes more unfavorable. More Latino elected officials do not bolster policy implementation efforts for the vulnerable communities or offset the backlash effect of immigrant policy.  相似文献

This paper investigates the competing forces driving the development of renewable energy in the American states. We formulate a framework of state renewable energy politics and develop a set of hypotheses regarding the role of politics, policies, and prices in renewable energy development. We test these hypotheses with a fixed effect vector decomposition model using a panel data set for the U.S. states from 1990 to 2008. The results indicate that renewable energy development is influenced by regulatory institutions, the party affiliations of the governor and legislators, and the professionalism of the legislature, accompanied by the effects of various policy instruments.  相似文献

The Internet and related innovations in information and communications technologies now enable individuals and groups from across a state to easily access and analyze data on public health and environmental contamination. In Michigan, will this improve the policy attention given to rural, as well as urban and suburban, areas of the state? Will better‐informed citizen voices result in policy decisions that take longer‐term considerations into account and are more representative of the interests of all areas of the state? This article suggests not. The recent adoption of lifetime legislative term limits in Michigan and the complexity of and public misunderstandings about the research process and data analysis likely will make legislative work on environmental policy more difficult and contentious.  相似文献
