The article takes a regional case study of three northern counties—Durham,Lancashire and the West Riding of Yorkshire—to examinehow the hardships of communities, devastated by long-term structuralunemployment, exposed the inadequacy of a locally based welfaresystem, where poverty was itself expected to relieve destitution.Local welfare administrators put up a sustained challenge tomany of the preconceptions and practices of central governmentin their administration of a hierarchy of relief, assistanceand benefits in public welfare. In doing so, these northernadministrators precipitated draconian central action in an exemplarytakeover of administration in three out of the five local administrationsthat suffered this strategic intervention nationally, whileseveral others were threatened. This crucible of confrontationprovided a regional catalyst for the traditional concept ofconditional benefits, and a stigmatized welfare dependency tobegin to be superseded by a more egalitarian, democratic viewof entitlements as a citizen's right within a mixed economyof welfare. The article ends with a brief reflection on thewider and longer-term significance of this changing culture.  相似文献

This paper comments on five articles in the special issue “Circulating Images in the Life Sciences.” It sees the papers as unified by two themes. The first is their attention to the processes of legitimation. The second is the embedding of the images in textual cultures, which changed over time from the mid-nineteenth century to the very recent past, most notably with the recent advent of digital culture.  相似文献

The year 2008 marks the 50th anniversary of the Life Peerages Act 1958. The first life peer to obtain his letters patent was Lord Fraser of Lonsdale (Sir William Jocelyn Ian Fraser) on 1 August 1958. The first life peer to be introduced in the Lords was Lord Parker of Waddington (Sir Hubert Lister Parker) on 21 October 1958. The first woman peer to receive her letters patent dated 8 August 1958 was Baroness Wootton of Abinger (Barbara Frances Wootton), and the first woman peer to take her seat in the Lords was Baroness Swanborough (Dame Stella Isaacs, marchioness of Reading), ahead of Baroness Wootton on 21 October 1958. This article gives an overview of the background to life peerages and women peers before 1958, including the importance of two peerage cases, the Wensleydale case 1856 and the Rhondda case 1922. It does so with particular reference to women and the house of lords. It also considers the passage of the act itself; the initial life peers created in 1958; final equality between men and women peers achieved by the Peerage Act 1963; and the impact of life peers on the House since 1958.  相似文献

1992年之后,我国明确了建立社会主义市场经济体制的目标,城镇住房制度改革取得了实质性突破,城镇居民居住消费发生了深刻变化。居民购房公平自由,私有住房的比重急剧攀升,住房设施日益完善,居住环境不断优化,居住开支迅猛增长,城镇居民居住水平获得了前所未有的提高。然而受不正确的思想观念的影响,在居民居住消费过程中,一些诸如住宅私有率过高、住宅面积过大、一房伴终身等严重脱离实际需要和基本国情的问题日益突出。  相似文献

Since the coup of May 2000 an estimated 24,000 Indo‐Fijians have left Fiji, the majority of them moving to Australia, New Zealand, Canada and the US. Those who remain in Fiji have faced increasing marginalisation as the government of Prime Minister Qarase has proposed significant reforms to both the administration of land and Constitutional arrangements of political representation. The situation has been further compounded through Qarase's recently proposed ‘Unity Bill’, which would grant amnesty to some of those responsible for the 2000 coup. These reforms are all part of an effort to ensure the ‘paramountcy’ of indigenous Fijians as well as to limit Indo‐Fijian participation in Fijian national politics. In this paper, I employ Greenhouse's concept of ‘empirical citizenship’ to analyse Indo‐Fijian responses to their political marginalisation in Fiji. After considering how national identities and sentiments of belonging are expressed in Indo‐Fijian discourse through the symbolic inter‐connection of the land and the Indo‐Fijian body, I argue that even if Indo‐Fijians are openly willing to recognize indigenous Fijian supremacy in national politics and the project of nation‐making, assertions of their right to live and labour on Fijian land constitute claims to ‘citizenship’ that are highly contestable in Fiji's current political climate.  相似文献

Supermarkets in Great Britain have joined the country's Ethical Trading Initiative (ETI) in order to demonstrate their commitment to social welfare and environmental standards in their supply chains. They have been particularly concerned to enforce ethical as well as food safety standards in the African horticultural industry, which has historically depended on cheap labour to produce high-value vegetables. The supermarkets' 'ethical turn' appears to signal an important change from forms of commodity fetishism that obscured exploitative relations of food production in the South. This paper, however, argues that in an era of high food anxiety for both retailers and consumers, ethical standards are themselves fetishized. It also shows how the effort to impose such standards on Zambia's horticultural export industry resembles the colonial 'hygienic mission', and faces a similar contradiction.  相似文献

The life-course approach to residential mobility and migration recognizes a central role for a variety of demographic and economic triggers in the mobility process. Having a child, getting married, separated, or divorced, have all been identified as triggers that generate residential relocations. It is obvious that a job change can also be viewed as a stimulus for residential relocation, although until now the interconnection has been evaluated mainly for long-distance migratory moves rather than for its effects on residential mobility. In this analysis we use the Panel Study of Income Dynamics to test the association between employment changes and residential relocation. We examine both the occurrence and the timing of residential moves triggered by employment transitions. We show that job changes increase the likelihood of residential relocation in the aggregate and for singles when we hold other & "triggers" constant. The results of the analysis of the timing of job changes and residential relocations indicate that temporal differences exist between households types. Overall, the results establish that job change is an important triggering process in residential relocation and emphasizes the interconnected nature of life-course events.  相似文献

Abstract:  While many have recognized since the 1970s the strong relationship between culture and urban renewal, particularly as cities began to use cultural amenities to change their images and lure potential investors, little has been written about how and why cultural assets may be valued investments in their own right. There is at least one notable exception, in the work of David Harvey, and this approach takes as its starting point the importance of the monopoly aspects of culture, particularly for rents, competition and fixed capital. In part, I bring Harvey's theoretical insights on the political economy of culture to bear on the case of Glasgow, Scotland, in the 1980s, and particularly its nomination as the European City of Culture, with particular attention paid to how the economics of culture is related to local politics.  相似文献

When Snow wrote delivered his lecture on ‘The Two Cultures’ in 1959, he considered this to be a phenomenon that had British, Western and global significance. This article looks at how Snow's ideas play out in the setting of Hawai'i from the early contact with Western navigators through to current disputes over the building of the Thirty Meter Telescope (TMT) atop Mauna Kea. ‘Mutual incomprehension’, identified by Snow as the chief characteristics of his two cultures are clearly seen to be at play in Western-Hawai'ian encounters.

This article places the TMT disputes in the setting of the Hawai'ian Renaissance, a movement that has gathered pace since the 1960s. It looks Gieryn's notions of ‘boundary work’ and that of Star and Griesemer on ‘boundary objects’ as ways of framing the discussion. The final focus of the article is the 'Imiloa Astronomy Center in Hilo as a ‘place of safe disagreement’.  相似文献

Lindblom's hypothesis that in market‐oriented systems businessmen predominate over statesmen is tested in relation to the way French firms have switched partners since the 1980s. Instead of a dirigiste—style special relationship with government, they have formed multinational partnerships. The implications of the new competitive context, under the pressure of delocalisation panic, are considered, prior to the examination of the effects of nationalisation and privatisation on the national identity of firms. The virtual bankruptcy of Crédit Lyonnais is examined as an example of state‐dependent capitalism, and the impact of EC competition policy is considered. The partial industrial disengagement by the French government in favour of market competition reinforces the applicability of Lindblom's hypothesis to the relations between firms and state in France.  相似文献
