How has the prominent and contentious international issue of asylum been debated at a local level; what local variations are there and why? This paper presents analysis of local newspapers and interviews with press workers for Cardiff and Leeds, two UK case study locations that have received asylum seekers through the dispersal policy. The case studies show that asylum is framed and constructed differently by the local press in different places with implications for reactions to asylum seekers and community cohesion. The relations between local press and community are explored as explanations for varying discourses. It is found that the way the local press represents and constructs local identity sets the framework for reactions to dispersal; and that the operation of the local press within local networks of power and information shapes the extent to which established discourses can be challenged. For Cardiff, the localising of asylum through the dispersal policy created an opportunity for local negotiation of difference in the context of the national moral panic on asylum.  相似文献

Following the 2005 terrorist attacks on London it emerged that two of the terrorists charged with the failed 21st July bombings had arrived in the UK as child asylum seekers from East Africa. In the ensuing debate the bombers were represented as children that turned to hate. In this discussion paper we draw on empirical work conducted in Sheffield, UK to explore the identities, affiliations and practices of Somali asylum seeker children, aged 11–18.1 1This ongoing research is being funded by the ESRC Identities and Social Action Programme (Award No: RES-148-025-0028) View all notes Specifically, we argue that the actions of the two bombers need to be framed within a broader understanding of the complex processes of social identification that take place as young people negotiate what it means to be a child in the context of different ‘age’, gender and racialised expectations and against a backdrop of discrimination and social exclusion in different relational geographical spaces. We begin by outlining the context of UK immigration policy, before reflecting on dominant constructions of both childhood and asylum seekers. We then discuss how these may shape young refugee and asylum seekers' own narratives of the self and the role that their mobility and specific sites of identity formation may play in this process. In doing so, we contribute to children's geographies by addressing a group – refugee and asylum seekers – that has been neglected within the sub-discipline.  相似文献

Abstract

Corresponding with Gender, Place and Culture’s twenty-fifth anniversary, this country report surveys geographies of gender and sexuality in Australia over the last twenty-five years, from 1994 to 2018. It is a necessarily selective, rather than comprehensive, review. We map out some broad areas tackled by geographers of gender and sexuality in Australia, and accordingly scaffold our survey through themes that include the geographies of women, feminist approaches across the discipline, geographies of masculinities and geographies of sexualities. We highlight research that has investigated gender and sexuality in relation to private and public spaces, workplaces and leisure spaces, urban and rural spaces, digital spaces, and disasters, inter alia.  相似文献

Since the 1999 Immigration and Asylum Act, asylum seekers in the UK have been dispersed across the country to zones of accommodation on a no choice basis. This paper examines the political practices and governmental rationalities which accompany the allocation of asylum accommodation in Britain through the National Asylum Support Service (NASS). The paper draws on discussions of the UK border as a site of ‘domopolitics’, the governing of the state as a home, to suggest that domopolitics is productive of particular relations of calculation, regulation and discipline through which the lives of asylum seekers are conditioned. These entangled modes of governance, it is argued, find expression in a logic of accommodation which acts to discipline asylum seekers and to reinsert modes of arbitrary sovereign authority into a regime of governmental regulation. The rationalities of governance that accompany accommodation create an account of housing which is deliberately decoupled from feelings of security, as accommodation becomes a key space through which a relation to the border is lived for asylum seekers. Domopolitics is thus shown to be productive of a politics of discomfort for those at the limits of the nation.  相似文献

In this paper, we critically approach the idea of “saving Muslim women” by examining two prominent judgments by the Supreme Court of India and their attendant debates: Mohammad Ahmed Khan vs. Shah Bano Begum and Others 1985 AIR 945, popularly known as the Shah Bano judgment and Shayara Bano vs. Union of India And Others WP(C) No.118 of 2016, popularly known as the Triple Talaq (divorce) judgment. Using the frameworks of feminist geopolitics, femonationalism, and feminist geolegality, we analyze the debates around the Shah Bano and Triple Talaq judgments, looking at how the state employs and often usurps the narrative of gender equality and women's rights for its own purposes. We highlight how laws ostensibly for the protection of Muslim women (and the discourses that surround them) have the effect of strengthening the Hindu nationalist state, and furthering masculinist state building and territory making. By focusing debates on the categories of Muslim men and women, the law becomes a means to resolve the “problem” of Muslims in India.  相似文献

This paper deals with urban political geographies and, most particularly, with political economy perspectives on urban politics. It offers an account that narrates what I see as influential pathways and intersections, theoretical debates, and methodological developments that have shaped contemporary urban political geographies in this vein since the 1970s, including: the ‘new urban politics’, intersections with postmodernism, and postcolonialism; urban neoliberalism and the contingency of urban politics; and, most recently, poststructural political economy and the notion of assemblage. This leads me to trace the implications of the shift in understanding from urban political geography to geographies of urban politics, and the growing emphasis on practice, contingency, relationality, and assemblage that accompany this shift. I conclude with reflections on new directions, new productive questions and tensions, and on the knowledge politics of how we do and might do contemporary urban political geographies.  相似文献

From offshore border enforcement to detention centers on remote islands, struggles over human smuggling, detention, asylum, and associated policies play out along the geographical margins of the nation-state. In this paper, I argue that islands are part of a broader enforcement archipelago of detention, a tactic of migration control. Island enforcement practices deter, detain, and deflect migrants from the shores of sovereign territory. Islands thus function as key sites of territorial struggle where nation-states use distance, invisibility, and sub-national jurisdictional status (Baldacchino & Milne, 2006) to operationalize Ong’s (2006) ‘graduated zones of sovereignty’. In sites that introduce ambiguity into migrants’ legal status, state and non-state actors negotiate and illuminate geopolitical arrangements that structure mobility. This research traces patterns among distant and distinct locations through examination of sovereign and biopolitical powers that haunt asylum-seekers detained on islands. Offshore detention, in turn, fuels spatial strategies employed in onshore detention practices internal to sovereign territory.  相似文献

In this article, I argue that places of respite provide relief from the burdens of oppressive articulations and experiences of society and space and are produced through three general practices: relief as a practice that mitigates psychological and physical burdens of oppression; recuperation as a form of (self-)care that can help heal harms; and affirmative resonance as a practice of counter-storytelling that challenges hegemonic social narratives and internalises affirmative narratives for marginalised peoples. Through a case study with members of the Marching 100 at Florida A&M University (FAMU), I demonstrate how these relational practices produce FAMU as a multiscalar place of respite for black students. Finally, I claim that places of respite, produced through a black sense of place, offer scholars interested in affirmative black geographies an ontological object produced by (and productive of) visions and practices of black life and produced for the celebration and protection of black lives.  相似文献

Abstract

This paper sets out to present geographies of gender and feminism in Mexico in order to identify some of the conceptual contributions, thematic axes and key problems within the field’s corpus of knowledge that, while widely-recognized internationally, is only beginning to develop in Mexico. I examine the academic production of feminist geography with an emphasis on the institutional contexts that may facilitate or perhaps impede putting such studies into practice in different institutions throughout the country. Additionally, I provide an account of the main objects of study that have contributed to configuring original, committed field research under the conditions of exclusion and marginality that women face on a daily basis.  相似文献

This paper considers how discretion, understood as both a capacity to make decisions and a form of influence that is often hidden, operates within the accommodation and support of asylum seekers. Combining critical discussions of discretion with accounts of a ‘local turn’ in migration policy, I argue that discretion plays a key role in shaping how policy is implemented and offers insight into the changing governance of asylum at national and local levels. Drawing on empirical material examining the development of the UK's asylum dispersal system, the paper extends accounts of discretion beyond ‘street-level’ to argue for a focus on how discretion reflects different claims to institutional authority. Addressing four accounts of discretion in dispersal, I argue that tracing discretion can offer insights into how ‘implementation gaps’ in asylum policy are negotiated and how tensions between national and local governments are contained. Tracing discretion in this way may advance critical interrogations of power relations in welfare bureaucracies and develop understandings of institutional agency and influence within liberal democracies.  相似文献

Ongoing government funding cuts to British legal aid have resulted in the formation of legal deserts and uneven geographies of access to advice and legal representation. Asylum seekers, particularly those subjected to no‐choice dispersal throughout the UK for housing, are enduring the impact of these cuts directly. This paper explores the spatial and legal marginalisation of asylum seekers, drawing upon the findings of a three‐year study of the asylum appeals process. Already precarious, we analyse the manifold spatial marginalisation of dispersed asylum seekers from sources of legal advice and representation. We identify the frames of luck, uncertainty and dislocation as ways to further a spatially cognisant understanding of precarity, alongside identifying strategies employed to counter precarious positionalities.  相似文献

Abstract: State interventions to govern social vulnerability highlight the complexity of contemporary states, marked by neoliberal agenda but also by progressive interventions and the desire for effectiveness. This paper draws on collaborative research with government agencies on social vulnerability in the Hunter region to assess the desirability of undertaking critical geographies with the state. We see states as contested terrains invested with the institutional capacity to mobilise diverse political projects. We argue that critical research in partnership with states is possible, as are mobilisations of the agency of state institutions to promote progressive policy development. The paper explores how we might use engaged research to intersect with the production and circulation of texts, technologies and practices within the state apparatus to achieve desirable change. While critical research with the state involves uncertainties and compromise, with no permanent resolutions, we conclude that states must remain centred in our critical conversations and praxis. In this paper we advance the case for the critical possibilities of policy‐oriented research with the state. We reflect on experiences of an engaged research project with state government agencies in the NSW Hunter Region involving the production and use of the texts and technologies as state interventions in social vulnerability. Working through the project's reflexive, collaborative methodologies and our use of critical GIS, we highlight the creation of opportunities to change how the components of social vulnerability were conceptualised, contest policymakers’ view of what was “relevant”, and shift framing rationalities and resultant state practices. As such the paper contributes to our knowledge of strategic research practices for pursuing critical, progressive projects with the state. Such engagement involves uncertainties and contingent compromise. Yet, as terrains of contestation wherein diverse political projects are assembled and propelled, states must remain centred in our critical conversations and in our critical praxis.  相似文献

This article examines racial power struggles in Bolivia through a spatial lens. It analyses the process of resistance to the oligarchic elites mounted by indigenous‐popular sectors in Bolivia in the first decade of the 21st century as well as the subsequent eruption of conflicts between different indigenous sectors, and argues that political conflicts in Bolivia in the 21st century are, among other things, also conflicts over spatial imaginaries and the different territorialising and (re)territorialising projects corresponding to them. Social movements against racial neoliberalism challenged the colonial spatial imaginary. The partial success of those struggles brought into relief two distinct indigenous spatial imaginaries, one rooted in the defence of ancestral territory and indigenous autonomy, and the other based on a redefinition of territoriality as centrality within the state and society at large. The article reads contemporary inter‐indigenous conflicts as manifestations of the differences between these two spatial imaginaries.  相似文献

ABSTRACT. Whilst there has been a proliferation of research on the role of nationalism in the exclusion of asylum seekers, less attention has been paid to how nationalism can be mobilised in accounts opposing, rather than supporting, harsh anti‐asylum seeker regimes. This paper compares the ways in which ‘Australia’ is constructed and used in parliamentary speeches on asylum seekers by both refugee advocates and those seeking harsher asylum seeker laws in Australia. This dual focus is particularly important as it highlights the flexibility of nationalist discourse, in that the same constructions of the nation may be used for both exclusive and inclusive purposes. Whilst typologies of inclusive and exclusive nationalisms, such as Smith's (1991) ethnic/civic typology, focus on the content of nationalist ideologies, we argue that the inclusivity or exclusivity of nationalism can best be determined by examining the subject positions, political solutions and social realities they make possible, and who these discourses benefit and oppress.  相似文献

This article introduces the concept of an embodied securityscape, arguing that asylum seekers embody a point of articulation between two differently located security nexuses: security-migration and security-development. Drawing on Brian Chikwava's novel Harare North, the article illustrates this articulation, not only in the thematic development of the embodied experiences of the narrator, but also in the way the novel articulates differently located conventions of form. Ultimately, the article argues that this embodied securityscape, as illustrated through this novel, produces an alternative narrative space for the messy politics of asylum.  相似文献

The paper discusses the relationship between the state, historic buildings preservation and nationalism in Britain from the nineteenth century to the present. It argues against the idea that, because of comparatively continuous nation and state formation, state preservation in Britain until the mid twentieth was exceptionally weak. By suggesting a broader understanding of ‘the state’, the paper shows the variety of ways in which institutions within the state were, and remain, involved. Through spotlights on major turning points in the administrative framework, it further argues that nationalism has been more often mobilized to foster state preservation than the other way round and suggests to place nationalism alongside other motive forces to understand the rise and transformation of state involvement in preservation.  相似文献

This paper explores the sociospatial dynamics unfolding in Perry, a rural Iowa town that has been facing rapid change since the 1990s due to growing Latin@ settlement. We focus on what we call the social production of Latin@ visibilities and invisibilities: spatialized practices by individuals, families, communities, and institutions that render different Latin@ groups visible or invisible, with repercussions for survival, community integration, and political praxis. We discuss the border within as an extension of border politics and borderlands rhetorics to the US “heartland”, and how the entrenchment of a regime of deportability creates racialized and gendered conditions for the in/visibility of Latin@ immigrants and Latin@s more broadly. We conclude by considering some of the theoretical and political implications of our analysis for such geographies of power and the social relations, locations, and discourses that constitute and are constituted by them.  相似文献

Abstract: This essay starts from the presumption that “the communist hypothesis” is still a good one, but argues that the idea of communism requires urgent re‐thinking in light of both the “obscure” disaster of twentieth century really existing socialism and the specific conditions of twenty‐first century capitalism. I explore the contours of the communist hypothesis, chart the characteristics of the revolutionary capitalism of the twenty‐first century and consider how our present predicament relates to the urgency of rethinking and reviving the communist hypothesis. Throughout, I tentatively suggest a number of avenues that require urgent intellectual and theoretical attention and interrogate the present condition in light of the possibilities for creating communist geographies for the twenty‐first century.  相似文献
