ABSTRACT

There are growing concerns in South Africa about the threat that acid mine drainage (AMD) poses to local natural water resources in many of the country's mining areas. Since the beginning of the 21st century, the toxic water has been responsible for pollution in parts of the country. Government and operators in the country's water sector have actively been working in recent years at addressing the problem. This article deals with a contemporary history of an AMD crisis in the coalmining town of Carolina, in the Mpumalanga Province of South Africa, and explains how the matter was eventually resolved. The discourse focuses on how people of Carolina responded to the contamination of the municipality's water supply system and eventually chose to follow the path of active protest. The water crisis even made a detour to the high court, with a number of non-governmental organisations (NGOs) actively supporting the cause of local residents. Although by September 2012 the town's water supply was restored, the community remained distrustful of the local authority's ability to secure a consistent supply of good quality water. The authorities took some measures to restore trust. People had been traumatised and sound relations had to be restored in the aftermath of the crisis. The Carolina crisis of 2012 is contemplated from the perspective of the current threat that AMD poses to South Africa's finite water resources and the danger of mining in sensitive areas.  相似文献

The southern question has been posed at the key moments in the history of the Italian state. Today we face a moment of comparable importance which urges that the southern question be re‐thought. It is not an unchanging question, yet it concerns issues fundamental to the state and has been treated by the country's greatest intellectuals as a national issue. The meridionalisti have been Italy's critical conscience yet, at the same time, stereotypes of a uniformly backward South have taken hold. The post‐war intervention in the Mezzogiorno should not be seen through such stereotypes as a wholly negative experience. Its successes and failures fit into an Italian pattern of state‐led modernization and it cannot be understood in isolation from the Italian state's weaknesses. Today, a new pact between the weakest and strongest sectors is essential. The South's economic and political leadership will be a central object of study if intellectuals are to help inform new policy.  相似文献

The flooding of Lake Pedder in South West Tasmania for hydro-electricity in the early 1970s is recognised as one of the world's great ecological tragedies. The hope for its restoration, long held by some, has been given impetus by the activities of Pedder 2000, a nation-wide restoration lobby group founded in 1994. The legitimacy, feasibility and desirability of Pedder's restoration has been acknowledged, if not endorsed, by a recent federal inquiry. Restoration proponents see Pedder's recovery not only as a means of making amends for past follies, but as a new millennium project that offers hope to future generations. This paper reviews Pedder's inundation and the efforts towards its recovery, and finds little support for restoration in the absence of compelling economic and political benefit. This is cause to reflect, it is argued, upon the difficulties that ecological politics has encountered within Tasmania that saw Lake Pedder dammed in the first place.  相似文献

The economic downturn in Indonesia (1997‐99) has changed the context of gendered spatial mobility in South Sulawesi. For low-income migrants in the region, the monetary crisis has not only reorganized the labor market, but it has also brought about an intensification of the stigma placed on young women's independent residence in an export processing zone. Household surveys and in-depth interviews with migrants and members of their origin and destination site neighborhoods, both before and during the economic retrenchment, illustrate that ideas about women's sexual morality are a key part of the context within which migration decisions are gendered. The article situates survey and interview findings within an overview of Indonesia's recent development history, economic crisis, and official state gender ideology. The article argues that migrants and their communities have identified the ‘prostitute’ as a female-gendered metaphor for the crisis, and finds that post-1997 narratives of women's mobility increasingly revolve around normative judgements regarding young women's independent mobility and sexual behavior.  相似文献

In 1889 the General Assembly of South Carolina repealed the state's Civil Rights Act (1870), following a protracted debate that had been prompted by the United States Supreme Court's decision in the Civil Rights Cases (1883). This article examines in detail the contours of the civil rights controversy in South Carolina and, in doing so, identifies a number of competing dynamics, among them outside corporate interests (in this case, railroads), local state interests, and regional loyalties. Taken together, these different factors demonstrate conclusively that civil rights in South Carolina during the 1880s was a contested space. They also shed important new light on the development of de jure segregation in the South and, in particular, the complex relationship between Jim Crow legislation and the social and economic issues related to railroad expansion.  相似文献

Abstract: Post 9/11, debates about borders, immigration, and belonging have reached a new intensity in the US South. The temporal overlap of growing immigration to the South since the late 1990s and growing nativist sentiment across the US since 9/11 has led southern communities to fuse new regional racial demographics to new national border anxieties. This convergence enables southern political elites to address the changing contours of local communities through recourse to national imperatives of border security, all the while avoiding an explicit language of race in a thoroughly racialized debate. In an analysis of recent political maneuvers in the South, this article examines what happens when debates about nation, community, and borders are relocated to southern spaces heretofore absent in discussions of immigration. It argues that legislative actions against immigrant populations in southern states are virulent and multi‐scalar border policings in which concerns about the social and cultural boundaries of southern communities, new racial projects across the South, and post‐9/11 immigrant anxieties across the US become inseparable. To conclude, it discusses the theoretical insight that this critical assessment of the South's new border projects offers vis‐à‐vis understandings of, and struggles against, exclusion, racism, and social injustice.  相似文献

This article looks at one of the more obscure moments in British constitutional history, the rise of federal devolution in the United Kingdom in the early 20th century and, in particular, the context to the Conference on Devolution that sat between October 1919 and April 1920. The conference, as this article will briefly discuss, has been relegated to footnote status in the historiography on federal devolution and British politics. However, while the conference has not been the subject of detailed academic attention, the claim that devolution and constitutional reform in this period was a by‐product of the crisis in Ireland pre‐partition has gathered considerable traction among political historians. This article will redress both the paltry analysis of the Conference on Devolution within the academic literature and the Irish‐centric historiography on federal devolution in the early 20th century. On the latter front, this article will demonstrate that the conference was the product of forces that extended beyond the Irish crisis, in particular parliamentary congestion. As for the conference itself, this article will use a wide range of archival sources to examine critically the conference's deliberations and in doing so will challenge prevailing assumptions regarding the supposedly one firm source of agreement during the conference: the powers that the devolved bodies should enjoy.  相似文献

This article explores the place of history education in state-sponsored nation-building in war-torn South Sudan, the world's youngest country. It examines discourses around nationhood transmitted via the first history curricula, textbooks and teacher guides issued in the midst of civil war, after the country's secession from Sudan to its north. The analysis uncovers a central memory of violence and an ostensibly unifying narrative of the South's historical victimisation and struggle. An emerging emotionally charged discourse of “unity in resistance” illustrates the construction of a “usable past” through silencing and othering. Its offshoot is an unsettled narrative whose key focus on unity undergoes repeated rupture.  相似文献

Abstract

This article summarises the story of the production of the historical volumes by the South African Democracy Education Trust (SADET). SADET was established after former president Thabo Mbeki expressed concern that there was very limited research done on the achievement of a peaceful political settlement in South Africa after decades of violent conflict. SADET's mission is, and has been to conduct a major study of South Africa's political history between 1960 and 1994. The focus of the article is on the project's editorial structure and on its research methodology, particularly the benefits and limitations of the use of oral interviews as the main research tool.  相似文献

In today's widespread crisis and uncertainty, political symbols, ranging from national flags and monuments to mausoleums and street names, are regaining prominence as objects of public display, debate and contentious activity. Some of these symbols have become strongly associated with the shaping of increasingly polarized political publics across the globe. In this issue, Luis Angosto‐Ferrández examines the intensification of an ongoing struggle over political symbols in contemporary Venezuela, focusing on the figure of Chávez as the epitome of a contested national symbol. At a conjuncture of political readjustments in the country, the fate of Chávez's corpse, currently located in a mausoleum, is at stake, but also the configuration of the institutionally sanctioned symbolic order with which political actors aim to condition political manoeuvring in years to come. The figure of Chávez has been transformed into a ‘master symbol’ with political afterlives. This helps explain the strength of Chávez‐as‐symbol among those who resort to it in support of their political hopes: as Christianity continued without Christ, political Chavismo is said to live on without the flesh and bone Chávez, transubstantiated in his supporters. Does the manipulation of symbols imply a degree of creational (social) power, or do symbols represent and mobilize already existing social groupings? Are symbols exclusively generated and manipulated by elites who use them to control social demands, or are symbolic and material political practices intertwined in a more dialectical way? In exploring these questions we are invited to interrogate the nature, potential and challenges facing contemporary democracies. Back cover Walls, barbed wire, spiked and electric fences as well as CCTV cameras are prominent components of the South African securityscape, especially in middle and upper‐class areas. It would not be an exaggeration to say that in post‐apartheid South Africa, the previous socio‐spatial segregation along racial lines has been replaced by one based on economic inequalities. In this issue, Thomas G. Kirsch discusses the semantics and internal logic of security discourse. The securitization of South Africa has a material, tangible side that endows security concerns with an omnipresence, even if it is not talked about explicitly. The Asia‐Pacific region's vulnerabilities to the consequences of globalisation were vividly revealed by its financial crisis in 1997–98. ASEAN states considered the US and APEC less than helpful during the crisis, and they found the conditionalities imposed by the IMF unpalatable. But ASEAN as a regional organisation has been much weakened, and it has been working hard to revive its influence. The ‘ASEAN plus 3’ approach has been perceived as an important means to strengthen ASEAN's status and relevance. The ASEAN‐China Free Trade Area is undoubtedly an outstanding achievement of this approach; but ASEAN has been trying to keep its options open. On the other hand, China has been concerned with the danger of a deterioration in Sino‐American relations and the increasing distrust between Tokyo and Beijing. Improvement of China‐ASEAN relations therefore assumes increasing significance in China's regional policy; and enhancing mutual interests and interdependence is the best way to erode the ASEAN states' perception of the ‘China threat’. But China must not neglect the interests of Japan and South Korea or underestimate ASEAN's resistance to the exclusion of the US and its desire to maintain a balance of power in the region. The ASEAN‐China Free Trade Area, hopefully, should also facilitate the narrowing of the gap between the more developed and the developing ASEAN members, as well as that between the more prosperous coastal provinces and the poor interior provinces in China. In many ways, the establishment of the ASEAN‐China Free Trade Area represents a challenge to what can be achieved in the mutual engagement process.  相似文献

This article argues that realist invocations of Weber rely on an unrealistic reading of Weber's realism. In order to escape the allure of Weber's dramatic posture of crisis, we place his seminal lecture on “Politics as a Vocation” (1919) in its historical and philosophical context of a revolutionary conjuncture of dramatic proportions, compounded by a broader crisis of historicism. Weber's rhetoric, we argue, carries with it not only the emotion of crisis but is also the expression of a deeper intellectual impasse. The fatalistic despair of his position had already been detected by some of his closest contemporaries for whom Weber did not appear as a door‐opener to a historically situated theory of political action but as a telling and intriguing impasse. Although the disastrous history of interwar Europe seems to confirm Weber's bleakest predictions, it would be perverse to elevate contingent failure to the level of retrospective vindication.  相似文献

Summary

This article offers a novel and comprehensive account of Walter Bagehot's political thought. It ties together an interpretation of Bagehot's liberal commitment to norms of discussion and deliberation, with an analysis of Bagehot's extensive arguments about the institutions of representative government. We show how Bagehot's opposition to American-style presidentialism, to parliamentary democracy, and to proportional representation were profoundly shaped by his conceptions of government by discussion, and the rule of public opinion. Bagehot's criticisms of English parliamentarianism, both of its pre-1832 and post-1832 varieties were also motivated by those principles, as was his own proposal for parliamentary reform. By examining the whole range of Bagehot's writings on representative government (not merely his preference for parliamentarianism over presidentialism) and by connecting his institutional recommendations to his liberal principles, we are also able to better clarify Bagehot's position in Victorian political thought. The article concludes with a discussion of the debate leading up to the Second Reform Act, in which we elucidate Bagehot's disagreements with other prominent exponents of liberalism including John Stuart Mill, the “university liberals,” and Robert Lowe.  相似文献

Some significant problems remain in understanding the establishment of open-range cattle herding in the Caribbean and North America, especially regarding the role of blacks in that process. Research to date has identified the Greater Antilles, especially Spanish Cuba and British Jamaica, as the sole Caribbean sources of settlers who established the herding systems of, respectively, Mexico and South Carolina. Yet an open-range cattle herding system also occurred in the British Lesser Antilles, which provided many of the settlers for the South Carolina colony. Archival and field research in Antigua and Barbuda provide the basis for comprehensive reconstruction of that system's material culture and herding ecology, demonstration of the role of blacks in its operation, and comparison with other relevant systems to consider whether the British Lesser Antilles might also have been involved in the process through which open-range cattle herders established themselves in South Carolina during the late seventeenth century.  相似文献

As the US-South Korea alliance faces the second Korean nuclear crisis, Seoul and Washington no longer share a common unifying threat perception of North Korea. This divide has allowed North Korea to advance its interests by playing a 'South Korea card' against the United States in the nuclear standoff. The divide is not a transient problem that can be ignored or addressed with ad hoc fixes but a secular phenomenon rooted in South Korea's growing wealth and deepening democracy. What is needed now is more distance in the alliance. The alliance must be restructured to reflect the reality that South Korea can defend itself against North Korea without the help of the United States. For both Seoul and Washington, the restructured alliance would produce a more complete and robust set of options to advance their respective North Korea policies.  相似文献

Since 2014, the conservation staff at Clemson University's Warren Lasch Conservation Center in Charleston, South Carolina have been removing the concretion from the hull of H. L. Hunley, an American Civil War submarine lost 1864. In parallel, the archaeological team has been documenting the condition of the hull, the concretion layers, and the hull features revealed by the deconcretion process. This involved photography, direct measurements, and 3D scanning. This article will discuss the strategy for recording the concretion, the techniques used to document the newly revealed hull and its unique features, and the preliminary analysis of their archaeological significance.  相似文献

Opponents of slavery often argued that the federal government possessed the constitutional authority to outlaw the interstate slave trade. At its founding in 1833, the American Anti‐Slavery Society declared that Congress “has a right, and is solemnly bound, to suppress the domestic slave trade between the several States.” The idea had been endorsed earlier, during the Missouri controversy of 1819–1820, by both John Jay and Daniel Webster. Later on, in the 1840s and 1850s, it was supported by such prominent politicians as John Quincy Adams, Salmon P. Chase, and Charles Sumner. Defenders of slavery were, of course, horrified by the suggestion that the South's peculiar institution might be attacked in this way, and they vehemently denied that the Constitution permitted any such action. The prolonged debate over the issue focused on two key provisions of the Constitution. One was the Commerce Clause (Article I, Section 8, Clause 3), which says that Congress has the power to “regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes.” The other was the 1808 Clause (Article I, Section 9, Clause 1), which says that the “Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight.” Abolitionists held that the Constitution sanctioned congressional interference in the domestic slave trade both generally, by virtue of the Commerce Clause, and specifically, by virtue of the 1808 Clause. They argued that since slaves were routinely bought and sold, they obviously were articles of commerce, and therefore Congress had unlimited authority over interstate slave trafficking. Furthermore, they said, the words “migration or importation” in the 1808 Clause meant that as of January 1, 1808 Congress had acquired the right not only to ban the importation of slaves, but also to prohibit their migration from one state to another. Defenders of slavery replied that Congress could not interfere in property rights and that the power to regulate commerce did not include the power to destroy it. They also said that the word “migration” in the 1808 Clause referred, not to the domestic movement of slaves, but to the entry into the United States of white immigrants from abroad. 1  相似文献

The two-year occupation of Charleston, South Carolina, during the American Revolution demonstrates that umbrages suffered under military rule played a significant role in turning civilians in the 13 colonies against the British Empire. Despite British attempts to encourage loyalty by giving loyalists a say in government, stabilising the economy and guaranteeing the safety of slave property, Charleston's occupation regime failed to win local hearts and minds due to inconsistent and arbitrary policies, conflicts between military and civilian authorities and the unwillingness of imperial officials to restore full civil government to the province. As a result, South Carolinians lost faith in Charleston's restored royal administration long before British defeat on the battlefield secured American independence.  相似文献

This article examines the Egyptian Muslim Brotherhood (MB) movement's stand on the South Sudan question. The aim here is to contribute to the ongoing debate over the MB's moderation. Throughout the civil war in Sudan, the MB consistently objected to South Sudanese secession. Yet, while it had traditionally framed its objection in religious terms, describing the South Sudanese struggle as a Christian conspiracy against Islam, in the decade preceding South Sudan's declaration of independence it moved to base its opposition on more practical grounds, revolving around issues such the absence of democracy, stability and infrastructure in South Sudan. This correlated with wider shifts in the MB. Since the 1990s, the movement has claimed to have undergone a transformation, adopting a moderate, pro‐democratic stance. These statements persuaded many scholars that the MB has come to represent political moderation in both its domestic and international agenda. More recent works on the movement, however, have come to question the MB's moderation hypothesis, suggesting that even though the movement has changed its discourse and some aspects of its activism, this could not be seen as a linear process of moderation. This article uses the South Sudan case to further support this critique from a foreign policy perspective. It demonstrates that even though the MB changed its tactics and discourse, its goals remained unchanged— even when the circumstances and the normative environment changed dramatically. Moreover, it shows that at times of crisis, the liberal discourse gave way to the old‐fashioned radical discourse of previous decades.  相似文献

Serving as America's only female newspaper editor during the election of 1832, Anne Royall became possibly the first public “Jackson Woman” by supporting the chief executive's bid for re-election in her sheet titled Paul Pry. A closer look at Royall's recollections from her travels in Alabama from 1818 to 1822 shows her to be a blooming “Jackson Woman” developing before the Jackson party was even conceived. In 1828, Royall's Black Books produced a scathing indictment of American society. Both the Adams and Jackson campaigns actively recruited her for their mud-slinging contest but she declined. Three years later Royall started printing Paul Pry. The Black Books and Paul Pry gave Royall a public voice, and she was not afraid to use it. Between 1818 and 1832, Anne Royall went from being a Jackson admirer to being a public Jackson woman.  相似文献
