This article examines the quality level of trade between Canada and the United States, 1979–2003, to investigate the relevance of staples theory for Canada. After disentangling the quality levels of trade, it is found that the pattern of quality-level trade changed significantly around the time free trade was established between Canada and the United States. Before free trade, Canada was moving into the lower end of quality, but after the establishment of free trade, Canada is now moving into the higher end of quality trade with the United States. This observation potentially means that Canada is moving out of the staples trap.  相似文献

The World Trade Center collapse stands as a singular event in American history. As such, it might also stand to reason that the technical investigation into the circumstances of the collapse also stands alone. Clashes over authority among powerful institutions both public and private, competition among rival experts for influence, inquiry into a disaster elevated to the status of a memorial for the dead: these are the base elements of the World Trade Center investigation. These elements, however, are not unique. This article illustrates--drawing on case studies including the burning of the United States Capitol Building (1814), the Hague Street boiler explosion and building collapse in New York (1850), and the Iroquois Theater Fire in Chicago (1903)--that conflicts over authority, expertise, memory, and ultimately the attribution of responsibility suffuse the history of disaster in the United States. The "disaster investigation," far from proving itself the dispassionate, scientific verdict on causality and blame, actually emerges as a hard-fought contest to define the moment in politics and society, in technology and culture.  相似文献

Interregional trade between Canada and the United States has undergone significant change since the inception of free trade. However, the magnitude of that change for the different regions in Canada and the United States has not been properly identified because of a lack of an appropriate measure. This paper introduces the concept of a quasi‐point and employs a spatial point pattern test to measure the degree of change in the interregional trade of Canadian provinces and US states, with an emphasis of that change on Ontario. It is found that the degree of change in the interregional trade flows is related to the degree of change in the provincial tariff rates.  相似文献

ABSTRACT

The US government has long held that cultural goods and services represent an economic sector like any other and should be liberalized. The American cultural and digital industries enjoy a strong competitive advantage and constitute a leading export sector. This US stance has antagonized many countries pursuing cultural policies. This has led the US government to soften its trade strategy and accept financial measures, as well as a broader array of ‘traditional’ cultural regulatory instruments. At the same time, the United States insists on the absence of restrictions in digital networks, through which cultural contents are to be increasingly distributed and accessed. Under the negative-list negotiating approach, whereby everything is liberalized save for specific exceptions, states parties to US trade agreements have secured a varying array of measures. However, only a handful, essentially industrial countries, have secured digital exceptions, the latter coupled with conditions raising questions concerning their applicability.  相似文献

Comparing degrees of religiosity, Canada and the US have been moving along divergent trajectories for the past several decades. Regional variations are evident in both societies, but, taken as a whole, the divergence holds up even when these intrasocietal differences are accounted for. Neither the classic secularization thesis nor the more popular religious economy model in the sociology of religion adequately explain the contemporary disparities in religious practice and belief in the two societies. More compelling explanations lie in human security and welfare state models. Canadian and US demographic patterns, particularly internal differences among recent immigrants, are additional explanatory factors. Levels of existential security and immigration trends in the two societies are likely to sustain the divergence in religiosity.  相似文献

Hegemony suffers from a bad press. It is currently used to refer simply to United States primacy. Thus presented, the US is considered to have been hegemonic since 1945, or at least since 1990. Instead, hegemony is presented here as a legitimate institution of international society in which special rights and responsibilities are conferred on the hegemon. No such hegemony exists at present. However, given today's constellation of power, a circumscribed US hegemony potentially has a distinctive contribution to make to contemporary international order. To map out such a hegemonic institution, this article reviews some historical precedents. It finds that, rather than uniform, these have taken a variety of forms, especially with respect to the scope of the legitimacy and constituency within which they have operated. A scheme of hegemonies—singular, collective and coalitional—is set out as a more realistic way of thinking about hegemony's present potential.  相似文献

Abstract: The concept of neoliberalism is explored with respect to the history of the electricity industry and policy in the USA. Rather than view “neoliberalism” as an all‐encompassing form of governmentality or a hegemonic regime, it is instead situated in a political field of competing ideologies, policies, practices, and agents that includes social liberalism, socialism, and cooperativism, with hegemonic and redistributive forms of both social liberalism and neoliberalism distinguished. The field approach enables a dynamic interpretation of the history of the electricity industry in the USA that tracks the relative role of government intervention in the economy, scale shifts in the level of government intervention, and the extent to which the policies favor elite accumulation or redistribution to less favored economic categories. The field approach also enables an analysis of local responses to market restructuring that suggest some examples of redistributive politics, even local socialism, that have emerged as a consequence of marketplace restructuring.  相似文献
