Poverty's threat

In the debate on the Report of the World Commission on Environment and Development, chaired by Mrs. Gro Harlem Brundtland, Prime Minister of Norway, delegates to the UN General Assembly asserted that problems generated by the impact of poverty on the environment could not be solved by restricting aid to developing countries unless those countries promised to cease damaging their environment. Rather, most delegates agreed, aid should include the resources which would enable those countries to achieve "sustainable development," i.e., development that does not destroy the environment and deplete natural resources. The United States countered with the opinion that what is needed is not a UN organized "sustainable development program," but rather a grassroots "sustainable development movement" in all countries. Several delegates pointed out that it was the affluent countries which played a large part in the destruction of the environment. The Present of the Maldives, Maumoon Abdul Gayoom, pointed out, for example, that the greenhouse effect, generated by the burning of fossil fuels, would raise the sea level 2 meters, virtually submerging his country. Mrs. Brundtland pointed out that it was not morally acceptable to suggest that the poor remain poor to protect the environment. Governments at all levels, she said, must include environmental concerns in their decision making in all sectors of governmental functioning, e.g., finance, industry, energy, and agriculture.  相似文献

The author discusses a major research program now under way at the Institute of Geography, covering food production and consumption in the developed industrial nations and in the newly independent countries. Under investigation are ways of expanding food resources in the developing countries of Asia, Africa, and Latin America; overcoming the food deficit and reliance on food imports of African countries; and creating a diversified agriculture combining both export crops to finance economic development and food output for domestic consumption.  相似文献

Abstract

The global phenomenon of the birth of agriculture remains an enigma and challenges the role of food storage. Much has been written about their invention. A general explanation is needed for its progression in various parts of the world, which is both sociologically based and founded on the archaeological data. This task led Alain Testart to claim that it was by developing their existing skill sets (foraging, pottery, food storage and small-scale agriculture) that nomadic hunter-gatherers, burdened by an increasingly diverse set of tools and equipment, became sedentary. This sedentarism in turn allowed them to specialise in those activities, which had (literally) weighed them down: notably, breeding the first plant cultivars and, often, storing food.  相似文献

National Atlases     
The concept of national atlas is reviewed in light of experience gained since such a specific category of cartographic production was first suggested in 1958 by K. A. Salishchev. On the basis of analysis of the structure and content of 14 atlases, a set of definitions and criteria is drawn up that would qualify an atlas as truly national. Aside from being limited to the territory of a single country, such an atlas should devote roughly 70 to 85 percent of its total space to maps of the physical environment, population and ecomnomy. The atlas content should be on a scholarly level reflecting the state of the art, for use principally as an aid in the evaluation of territory, of the production base and of manpower resources for purposes of economic and social planning. Among the principal map sections, greater weight given to economic maps is justified in highly developed, industrial countries, while more attention to the physical base tends to be given in countries where agriculture is still the basis of the nation's economy. The atlases of Colombia and Kenya devote less than 50 percent of their space to environment, population and economy and therefore would not qualify. Neither, in the author's view, does the atlas of Salvador, which allocates 68 percent of space to agriculture and only 12 percent to the physical base.  相似文献

In 1990, a target of universal access to basic education by the year 2000 was set by two global conferences. Ten years later, however, it was clear that the target had not been met. Too many countries had made insufficient progress, and although many of the reasons for this inadequate progress were country‐specific, one factor stood out in virtually all countries: inadequate public finance for primary education. In 2000, the Millennium Summit set a new target date for achieving ‘education for all’ of 2015. This article updates the global and regional cost estimates for reaching that target. The estimates are based on the most recent country‐by‐country data on budgetary expenditure, population and enrolment trends, and unit cost. The annual additional cost of achieving ‘education for all’ in developing countries by 2015 is estimated at US$ 9.1 billion. Although this is affordable at the global level, individual countries will need considerably more resources than are currently available. However, official development assistance (ODA) has been declining, and the share of ODA allocated to basic education has changed little over the past decade. Therefore, although affordable, the target of universal basic education by 2015 is likely to be missed, just as it was in 2000, without a major change both in ODA and national budgets.  相似文献

A review of the New Delhi meetings notes the significance of the congress for the development of the science of geography in India as well as the growing participation of geographers from developing countries. Abstracts of papers are analyzed statistically by subject and by country of origin. The geography of agriculture and urban geography are found to be more heavily represented than at most congresses (except the 18th in Rio de Janeiro), reflecting the significance of these two research areas for developing countries. Papers from socialist countries are found to be underrepresented in biogeography (especially medical geography) and the geography of agriculture, industry, and transportation. The hope is expressed that the Montreal congress in 1972 will break away from the traditional thematic breakdown and organize sections around interdisciplinary problem areas.  相似文献

奥斯曼帝国上层人物推行的旨在富国强兵的改革揭开了土耳其近代化的序幕,土耳其开始了从传统农牧业社会向现代工业社会的转变。这也是近代其他落后国家曾面临的共同选择,所走的一般道路,并无特殊之处。然而,从奥斯曼帝国瓦解到土耳其新生,这一过程中遇到的问题与其他国家和地区完全不同。影响土耳其近代化的主要因素包括:生产关系变革的自身条件不足,自强改革运动走了弯路,社会经济转型的阻力大于动力;在世界体系中的半边缘化地位的制约。奥斯曼土耳其特殊的地缘环境、特殊的政治宗教因素,以及卷入第一次世界大战造成的严重后果,决定了土耳其社会发展的步伐和走势。  相似文献

This article examines the interaction between the emerging and traditional powers in global governance reform, and asks whether we are heading towards an international financial system that is more fragmented, where power is more diffused and national and regional arrangements play a more prominent role, at the expense of global multilateral institutions. It begins with a brief discussion of the global systemic and country‐specific factors that motivate Brazil, China and other emerging countries to accumulate large currency reserves. We find that national arrangements for managing financial and currency crises will continue to hold sway for emerging countries in the wake of the global crisis. However, the actual capacity of regional arrangements in managing future financial crises is uncertain, and the significance of regional alternatives in the emerging architecture should not be overstated. The real capacity of East Asian regional arrangements to manage financial crises, payments problems or currency attacks is still untested, and key thresholds in multilateralization still lie ahead. In South America, multilateral lender‐of‐last‐resort support inside the region is largely confined to the sub‐regional level and is limited by Brazil's reticence. Enduring reliance on bilateral measures for financial crisis management is noted. Where there has been progress in regional solutions, since the global crisis, has been in the role of regional development banks in providing financing for developing countries to enact counter‐cyclical policies. Such support also provides insulation for states in the region against the contagion effects of international financial crisis. We are in the midst of transitioning to a more diverse and multi‐tiered global financial and monetary system. A reformed IMF could have a role to play in addressing global imbalances and encouraging a shift from national reserves to collective insurance, however, it would be preconditioned by significant shifts in the policy, lending operations, and internal governance of the Fund, and willingness among the G20 to strike a new consensus on how to deal with imbalances, and new accommodation on acceptable reserve levels.  相似文献

Abstract

Concerns about supplies of food have been a feature of Japanese politics since Japan started modernising in the second half of the 1800s. It has remained a prominent political issue even after Japan cemented its status as a wealthy country in the 1980s, with the Japanese Government continuing to protect domestic food production from international competition. Protectionism is a curious policy for a country so dependent on world trade, including for food. Protectionist practices have led to entrenched interests in some sections of government and industry. Protectionist ideas are used in nationalist arguments against food imports. The protection of domestic food production, however, resonates positively well beyond the groups that benefit economically from protection and those that indulge in chauvinist notions about the dangers of “foreign” food. The issue, therefore, is broader than interest-group capture or xenophobia. We find it is deeply embedded in Japanese policies relating to food domestically and internationally, and goes beyond government policy as such, involving ways of thinking about protection of national culture, and social and environmental responsibility. Michel Foucault’s notion of governmentality helps to explain this approach to food security, accounting for the balancing act between free trade and protection as well as the pervasiveness of this rationality beyond government as such.  相似文献

Decentralization has swept across the developing world in recent years. Although the speed and scope of the shift toward more decentralized practices is striking, decentralization is neither inevitable nor irreversible. Rather, it faces enormous political obstacles and can be subject to serious setbacks. This article accounts for attempts by national politicians to thwart decentralization in two countries that recently adopted some of the most significant decentralizing changes in their respective regions: Argentina and the Philippines. Based on fieldwork in each country, it suggests that even after the political decision to decentralize has been made, national politicians may face deep‐seated incentives to preserve centralized control over fiscal policy. In Argentina, President Carlos Menem partially reversed the previous decentralization of revenue because fiscally‐independent provincial governors were a challenge to his political interests and capabilities. In the Philippines, legislators attempted to reverse and then circumvent decentralization since it threatened their status as brokers claiming personal credit for negotiating fiscal transfers from the centre. The article identifies an intermediate outcome in both countries, according to which decentralizing policies are neither entirely reversed nor implemented as initially designed.  相似文献

ABSTRACT

Internal migration, the movement of people between localities and regions within a country, has resulted in a significant redistribution of national populations. Past cross-national studies have been impeded by a lack of data and comparable metrics upon which to base comparisons. This paper examines internal migration in 30 Asian countries utilising a global dataset and a novel suite of measures devised in the IMAGE project. Three aspects of internal migration are explored: overall intensity, age patterns, and spatial impacts. Comparisons reveal that internal migration intensities, while on average lower than in other regions, are highly variable across countries. Migration peaks at earlier ages and is concentrated into a narrower age band than in other parts of the world. Analysis of spatial impacts highlights the contribution of migration to urbanisation, but a comparison of current trends against lifetime migration data also reveals the impact of historical events and government policies on national migration systems. Wide variation in key dimensions of migration among Asian countries reflects a diversity in national circumstances. The way forward lies in further in-depth country studies building on the common analytic framework articulated in this study.  相似文献

In many cities in developing countries, hunger and malnutrition are common amongst the poor, even when food is relatively abundant. Over the past two decades, a considerable literature has accumulated on the problems associated with rapid urbanization in developing countries – a literature that for the most part has neglected the important dimension of urban food systems and how these link production and consumption networks at local, regional and global levels. Similarly, whilst there is a newly burgeoning literature on global food systems, the contextual role of the urbanization process is rarely addressed. This paper attempts to fuse these two major areas of geographical investigation to highlight the issues that need to be addressed in future research programmes so that improved diets become accessible to all urban dwellers.  相似文献

A wide majority of countries acknowledge non-resident citizens' right to vote in elections in their country of origin. However, classical turnout theories do not take into account how electoral mobilisation has expanded into a transnational political field that reaches beyond national state borders. This paper analyses the determinants of emigrant turnout based on an original dataset of 25 countries of origin and each of the counties of residence where these voters reside. We find that emigrant communities from developing democracies experience a steep political learning curve that prompts their participation in home country politics, especially if they reside in countries with solid democratic institutions and linkages with their host societies. Our research also shows that remittances not only indicate commitment to family members’ welfare in home countries, but positively influence participation in home country politics.  相似文献

Two specialists on China's agricultural sector review the recent course of agrarian reform in the country since the year 2000. More specifically, they summarize the more significant policy changes occurring during the period 2000-2009 (including the rollout of major new programs and agricultural tax relief) while simultaneously tracking impressive improvements in a variety of standard indicators of agricultural performance and rural per capita incomes across China's province-level units. Among other things, the authors draw contrasts between the current (post-WTO accession) and earlier reform period (1980-1985) in agriculture in terms of level of government direction and commitment to develop the sector for its own sake, outline measures undertaken to address problems with the production of tainted and/or adulterated food products, trace significant spatial "reshufflings" of rice and corn production at the provincial level, and offer possible explanations for the outwardly confounding lack of positive relationships between aggregate value of field crops/total value of all agricultural activities and rural incomes at the provincial level. They argue that renewed (yet underpublicized) government attention to the farm sector since 2000 has helped promote social stability in China by increasing food supplies (thus reducing food price effects on inflation), encouraging more sustainable farming practices, and improving rural environmental quality in many areas.  相似文献

The Gobi Gurvansaikhan National Park was established in south central Mongolia in 1993 and is used by over 1100 families with pastoralism as their main means of livelihood. Research conducted in 1998–2000 to analyse grazing management problems identified a number of issues and concerns, including a significant increase in the number of herders and the size of the herd; variations in herd size reflecting differences in wealth; problems with marketing of livestock or livestock products; declining stock movements because of transportation costs and loss of water sources; and significant competition and conflicts for grazing areas. The socio‐economic problems associated with Mongolia's transition to a market system, coupled with the expansion of protected areas, mean that herders have to adapt to both the current economic system and changes in land use. Although some aspects of the development of the park can be seen as a positive influence on maintaining pastoral livelihoods in this area, the national goal of protecting 30 per cent of the country, doubling the area of Mongolia currently under protected area status, could have negative effects on pastoral livelihoods, unless ministry officials, protected area administrators and pastoralists can work effectively to solve resource problems.  相似文献
