世间有各种各样用途和形制的井,而水井,自古以来是人们须臾无法离开的,一旦没有了水井,人们的生命就会受到威胁。而如今在城市里生活的人,通常吃的水是水龙头里流出来的“自来水”(实际上并非“自来”,吸取自江河之水者有之,吸取自井水者亦有之),对于他们(特别是青少年)来说,吃水的水井,大概是比较陌生的事物了。但我敢说,在我国的大部分农村里,水井却依然是人们生存的必需之物。  相似文献

本研究利用田野调查所搜集的水井碑刻及访问材料,考察了明清以来山西、陕西、河南等北方地区的水井习俗,勾画了北方乡村生活用水的情境。通过水井制度研究表明,北方乡村水井在建构社区空间、规定社会秩序、管理社区人口、营造公共空间、影响村际关系等方面有重要作用。水井制度突出了地缘关系,反映了北方乡村社会的特质,对之研究有助于我们对北方传统乡村社会的认识。  相似文献

"A classic case where out-migration interacted with many other geographical phenomena is provided by rural Ireland in the nineteenth century. The apparent turning point was the Great Famine of the 1840s, but the areas with the greatest suffering from starvation did not necessarily show the greatest population decline, suggesting that other forces were active. Considerable economic and social changes were already taking place before the Famine: fertility was being reduced, later marriage was becoming established and considerable emigration was already taking place. Immediately after the Famine those areas which had been hardest hit often reverted to pre-Famine conditions and did not show strong population decline until the 1870s. The Famine was a most serious event, but the modernization of Irish rural life, which linked emigration with changes in family structure, agriculture and population numbers, was more important in bringing about geographical change."  相似文献

In this article, the author suggests that anthropologists use the creative power of ‘the between’, an imaginative space of invention, as one way to heal the wounds of contemporary social life. His model for such practice is the sohanci, the sorcerer among the Songhay people of Niger in West Africa. The sohanci is a liminal figure who is always between the village and the bush, between health and illness, between life and death, a vantage that makes him or her a spiritual guardian, a person who dares to use the power of the between to transform social turbulence into social harmony. Like the sohanci, anthropologists have long experience of being between things, and as such, the author argues, they can use the insights derived from their experiences between things to chart paths that lead us to innovation, invention and a future of greater social harmony and social justice. What could be more important for the future of anthropology? What could be more important for the future of us all?  相似文献

Though commonly viewed as a human right, access to water is often difficult and highly unequal within and between communities, depending on various social and power relations, access mechanisms and property rights regimes. However, moral norms and subsistence ethics can also play a balancing role, enhancing access to water for vulnerable groups and individuals, particularly in contexts of water scarcity. Using the example of a Nile Delta village, this article explores the role of charitable water wells (sobol) in influencing both irrigation and drinking water access relations, by understanding their different modes of governance and the motivations behind their emergence. The article argues that charitable norms underlying sobol are dynamic. They stem from certain moral ideologies concerning religion, property and reciprocity, and while they do greatly enhance access to water, it is with varying degrees, limitations and remaining access discrepancies. Sobol alter property rights relations, extending entitlements to water, but their effectiveness is also limited by existing property rights regimes. Sobol are also limited by existing anti‐cooperative actions, and being embedded in an inequitable access system, they may not fully counterbalance inequitable water access. The limitations of cooperative water access arrangements should be counterweighed and complemented by overarching and equitable water distribution systems.  相似文献

This article offers a new interpretation of H.G. Wells's politicalthought in the Edwardian period and beyond. Scholars have emphasisedhis socialism at the expense of his commitment to liberalism,and have misread his novel The New Machiavelli as an anti-Liberaltract. Wells spent much effort in the pre-1914 period in thequest for a ‘new Liberalism’, and did not believethat socialists should compete directly with the Liberal Partyfor votes. It was this latter conviction that lay behind hismuch misunderstood dispute with the Fabian Society. His politicalsupport for Churchill was one sign of his belief in the compatibilityof liberalism and socialism, in which he was far from uniqueat the time. He also engaged, somewhat idiosyncratically, withthe ‘servile state’ concept of Hilaire Belloc. Althoughhe did not articulate his Liberal identity with complete consistency,he did so with increasing intensity as the First World War approached.This helps explain why key New Liberal politicians includingChurchill, Lloyd George and Masterman responded to his ideassympathetically. The extent of engagement between Wells andthe ‘New Liberalism’ was such that he deserves tobe considered alongside Green, Ritchie, Hobson and Hobhouseas one of its prophets.  相似文献

The role of states in the European Union has not diminished over the history of the organization's institutional development. On the contrary: since the fall of the Berlin Wall, member-state influence over Union affairs actually seems to have grown. This is attributable both to the weakening of the supranational elements and to the expansion of intergovernmental activity in key policy areas. Added to this, the growth in the number of EU member states, and the diversity that now exists in an EU of 25, have reinforced the network of relationships, both bilateral and multilateral, between member states. Consequently, the EU has both centripetal and centrifugal forces at work, with member states drawn together in a continuing formal integration process and driven towards building tactical associations among themselves.
This article discusses the relationship between the formal and the informal layers of integration in Europe, and points to the changing constellations and coalitions among the current member states. Special attention is given to the cleavages that emerged between the EU governments over the negotiations on treaty reform, from the Treaty of Maastricht to the Treaty on the European Constitution. With regard to the power structure within the EU, the article outlines the perspectives of a 'Big Three' core coalition as successor to the Franco-German motor.  相似文献

Food security remains a critical global issue, made more difficult because of the rising world population, climate challenges affecting food production and a focus on market-based solutions that undermine subsistence production in vulnerable rural areas. Particularly affected are countries across Asia where poverty, hunger and malnourishment affect a significant proportion of the population. Drawing on Sen’s entitlement theory, we argue that a shift in focus from national food production to intra-household food access enables a critical reflection on consumption smoothing strategies adopted at this level. In particular, we draw attention to the tendency for women and girls to eat less as an intra-household adaptation strategy. We present findings from our research in rural areas of Bangladesh and note that adaptation strategies adopted by households in response to food insecurity. We note that strategies designed to address food insecurity must include gender mainstreaming to ensure that women and girls are not taking a disproportionate responsibility for intra-household food security.  相似文献

This paper considers the limits of adaptation as a concept in global environmental governance and advocacy by examining the climate change policy of the populist Philippine president Rodrigo Duterte. By focusing on heterogenous state responses to the 2018–2019 El Niño drought, I demonstrate how the Duterte administration has worked to achieve a violent vision of climate adaptation through a jarring combination of practices: exhorting the devastating reality of climate change; denigrating multilateral mitigation efforts as colonial injustices; subverting indigenous peoples' land rights; and fostering the extrajudicial assassination of activists. Though Duterte's wider climate change policies are often viewed as a strategic distraction or the isolated product of an erratic populist, I argue that these recent responses to climate change in the Philippines, which fuse decolonial and nationalist sensibilities to confrontational forms of illiberalism, should be examined as part of the larger unfurling of illiberal adaptation politics across Philippine history and the Global South. These politics, and their considerable (though far from total) local resonance, challenge both universalist Western political rationalities and new directions in climate justice movement calling for ontological inclusivity. I highlight the need for a closer examination of the origins, practices and implications of violent adaptions.  相似文献

ABSTRACT

The discussion of crusade at the councils of Constance (1414–18) and Basel (1431–49) is used to test the hypothesis that in the fifteenth century increasing importance was attached to the gathering of information. At Constance the chief crusading topic was the past and future of the Baltic crusade; at Basel attention was given to the negotiation of peace with the Hussites and union with the Orthodox Greeks. The paper considers the origin and character of the information that reached the councils; how it was used in the discourse at Constance and Basel; and it then assesses the effect of information on collective decision-making at the councils. While it is only possible to see information exerting an impact in the case of peace with the Hussites, the overall value placed on it by the conciliar delegates was high, corroborating recent arguments that the fifteenth century was an ‘information age’.  相似文献
