ABSTRACTAt the regional level, the imperative of sustainable development often manifests itself in an emphasis on developing green industries. However, regions vary in their preconditions for achieving this. In this paper we link regional preconditions to various pathways for green industry development. This provides the foundation for identifying place-based policy implications for growing green industries in different types of regions, grounded in the emerging perspective in innovation studies on transformative innovation policy. The paper thereby helps to understand the pathways for greening the economy in different regional contexts and how such green pathways can be promoted through policy. 相似文献

A close reading of a neoliberal intervention in policy debates on ‘the regional economic problem’ is used to throw light on this method. When it is compared to economic geography, the neoliberal approach advances a relatively simplified conception of regional economic and social life that pays little regard to their richness, complexity and grounded realities. Correspondingly, this approach encourages a vision of regional policy that normalises and exonerates the spatially uneven outcomes of market forces. This article argues that policy‐makers’ ends in the field of regional development should be alert to the limitations that arise from the neoliberal tendency to override the evidence of empirical complexity in favour of a more simple narrative. 相似文献

This paper examines some effects of the pursuit of neoliberalism on regional development policy and practice in Australia, and in particular on the activities and effectiveness of regional development organisations. The paper interprets data from a survey of 505 regional development organisations across Australia through the framework of Jessop's contribution to state theory and his identification of four key trends in economic management under neoliberalism. Regional development policies are seen as a response of governments to electoral pressure from regions, but a response that is constrained by the dominance of neoliberal ideology. The objectives of regional development are predominantly economic, but are often limited to the role of facilitation and the provision of information. Some responsibility for regional development has been shifted downwards to regions, but the effectiveness of the organisations given this responsibility is reduced by the short‐term and competitive nature of much of their funding, the lack of coordination between regional development actors at the local level, the proliferation of agencies and the competition between them. The paper concludes that regional development agencies in Australia are in many ways a product of neoliberalism, since they represent one way in which governments can be seen to be responding to regional pressure for assistance but they can do so without incurring significant costs. Yet regional development bodies are also a victim of neoliberalist thinking, since it denies them the resources and the powers they need to be more successful in their work. 相似文献

AbstractRussia’s role in the global economic system today, and the Soviet Union’s in the past, is dominated by the export of natural resources, particularly oil and gas. The rents earned from these exports are both a source of strength and weakness, as they link the fortunes of Russia’s domestic economy to the volatility of global resource markets. This paper returns to a major research project conducted through the offices of the Association of American Geographers that resulted in Soviet Natural Resources in the World Economy, published in 1983. The project was first conceived in the aftermath of the resource crisis in the 1970s and concluded in the early 1980s as the Soviet Union sought to increase resource exports to support a failing domestic economy. This paper examines the origins, evolution, and management of this seminal work and presents a re-reading of the book in a contemporary context. We develop some of the key themes of the original project and conclude that it has contemporary relevance, as a reliance upon the resource sector remains a defining characteristic of Russia’s political economy and continues to shape Russia’s role in the global economy. We find that the regional dimension that was so important in the original project remains critical as Russia seeks to extend the resource frontier into new regions in the Arctic and the East and, at the same time, reduce its reliance on European markets – that are both stagnant and hostile – by developing new markets in Asia. 相似文献

New industrial innovation policies like smart specialization aim at boosting economic growth by diversification towards more complex and higher value economic activities. This paper proposes a conceptual and analytical framework to support the design and implementation of such policies considering place-specific preconditions, particularly the differentiation of the regional system of innovation and entrepreneurship and the degree of current industrial diversification. The paper expands on the links between these preconditions and the barriers and opportunities for industrial diversification. Consequently, it proposes an archetypical place-based policy framework covering overall policy objectives as well as measures at the level of actors, networks, and the institutional and organizational support structures. 相似文献

本文基于区域经济学基本理论,研究了自都市旅游定位正式提出以来,上海核心旅游资源、核心旅游企业类型数量区域差异及其与旅游经济总量区域差异的关系;上海旅游产业政策演进规律特点及其与旅游经济总量区域差异的关系。研究结果显示,上海核心旅游资源、核心旅游企业类型数量区域差异与旅游经济总量区域差异呈正相关关系;上海旅游产业政策不断完善,呈现6大演进规律特点,缩小旅游总人次区域差异的优化效果好于缩小旅游总收入区域差异的优化效果。 相似文献

ABSTRACTRecent years have witnessed much experimentation with smart specialization strategies (RIS3) and entrepreneurial discovery processes (EDPs) in European regions. The EDP can be seen as an opportunity to address institutional questions. Because institutional patterns can explain why some policies are eventually successful while others are not, looking at the institutional context of regional economies can increase the effectiveness of regional policy. This article argues that the EDP functions as a framework to discover institutional patterns specific to a regional economy, and to define policies either consistent with existing institutions or aiming at institutional change. The article proposes a conceptual framework to understand and analyze the two institution-related roles of the EDP, first as an institutional discovery process and second as an institutional change process. The article builds on empirical case studies in two regions (Lower Austria, Austria and South Tyrol, Italy) and two small countries (Slovenia and Croatia). The case studies focus on how these regions or countries organized the EDP that eventually led to the formulation of their RIS3, and on the institutional dynamics of the EDP in discovering and changing institutions. The article concludes with policy implications that contribute to the debate on post-2020 EU Cohesion Policy. 相似文献

ABSTRACTFor more than 50 years, the Inuit of Nunavik have been subjected to development plans devised in the south by the Government of Canada and Quebec that has a profound impact on Inuit people and their culture. The latest plan, known as Plan Nord, proposes sustainable development for the North based on the protection of 50 percent of the territory. However, the Inuit of Nunavik face many social challenges and this is reflected in the socioeconomic indicators of the region. In order to alleviate these social circumstances, numerous regional and local initiatives are attempting to establish programs better suited to the culture and needs of Nunavimmiut. Examples at the regional level include childcare and midwifery services supported by Quebec. At the local level, initiatives such as the Unaaq Men’s Association and the Innavik Project are making an effort to address local needs. In this paper, following a presentation of the Nunavik governance architecture, we will analyze how local (Unaaq, Innavik) and regional initiatives (Midwifery Program, Childcare, Preparation for Post-Secondary Education, Nunavik Parks) contribute to the sustainable development of Nunavik. 相似文献

我国正在实施可持续发展战略与城市化战略。城市化发展离不开自然资源基础,并对自然资源基础产生一系列复杂、深远的影响。本文首先阐释了城市化发展的自然资源基础的基本内涵,即资源供需矛盾是城市化的内在动力,资源稀缺与替代是对城市化自然资源基础保障作用的演绎与强化,资源综合优势是城市化持续发展的根本保证。同时提出自然资源对城市化发展的基础作用包括三种类型,即资源开发驱动型,资源结构制约型以及资源环境耦合型。并从资源开发、利用与管理等角度提出合理利用与保护自然资源基础,促进城市化持续健康发展的对策。 相似文献

Abstract: In an increasingly complex literature exploring the geographies of socially constructed scale, interest has focused on the relationship between scale, power and the contested political terrains through which these relations are played out. In this paper, I argue that these interactions must be understood in specific contexts, where shifts in scale are inextricably linked to shifts in the sources and instruments of power. By applying a scale perspective to the analysis of recent industrial relations legislation in Australia, I show that the nature and direction of rescaling is “fixed” by the powers of institutional actors and the scope of their jurisdictions. I then draw on the distinctively scaled relations of the Australian context to assess the extent to which Australia's national rescaling processes can be seen as representing a process of convergence toward universal “spaces of neoliberalism”. 相似文献

区域政策强度是政府投入影响区域经济格局的政策变量值的大小。区域政策强度的影响因素可分为政策自身内容和政策背景属性两类,前者主要考察政策工具体系,后者则主要考察区域政策的影响范围和政策实施保障能力。在此基础上提出区域政策强度定量化的指标体系,据此定量考察区域政策强度值的时空演变规律与特征。以改革开放以来长江三角洲实施的区域开放开发政策作为实证研究样本,经过区域政策强度的定量化分析发现:区域开放开发政策强度具有能级上的差异,不同类型区域政策的强度值变化特征不同,并在时间上呈阶段性和周期性,在空间上由等级梯度向扁平化转变。 相似文献

The objective of this article is to explore the theoretical foundations of a wicked game. The theoretical part is based on the notion of wicked problems, which is developed further. It is also illustrated that the latest innovation strategy of the European Union, called smart specialization, resembles a wicked game. Comparison between the two revealed several similarities gives new insights into the theory of wicked problems and into the process of smart specialization. 相似文献

As a reaction to emerging regional imbalances, discussions regarding growth centre policy began in the Nordic countries during the latter part of the 1960s. At this time, a working group within the European Free Trade Association (EFTA) provided a policy option based on international theories from urban and agglomeration economics. Within the actual growth centre policies in Norway, Sweden and Finland, central elements from the EFTA concept related to the scale of the centres were, however, not adopted. Instead, growth centres were located to places that had a smaller population than the 30,000 inhabitants recommended by the EFTA concept. This outcome was related to the fact that the EFTA concept was adapted to the existing regional policy institutions. As these institutions were egalitarian and redistributive in character, the Nordic growth centre policies favoured a more dispersed settlement structure than suggested by the EFTA concept. 相似文献

Canadian identity is threatened. Canada is first and foremost a state, an institution before being a socio-cultural reality. The country needs the state to survive. Its viability is based both on a healthy economy which ensures prosperity and on the critical role that such prosperity allows the state to assume by redistributing wealth. In the future, the ability of the state to pursue these ends may be seriously reduced and the unique character of Canadian society thus diminished. The dilemma associated with the Canadian-American, free-trade agreement issue is revealing in this light. While free trade seems to be the only solution to maintain a strong Canadian economy, it could at the same time, threaten the very existence of Canada. 相似文献

There are only a few studies dealing with capabilities in the knowledge-based regional development and especially in implementation of contemporary innovation policy. Drawing upon the resource-based view, the capability perspective identifies combinations of regional resources and capabilities that generate competitive advantage. In light of theoretical and empirical advancement, this paper introduces a capability framework to reveal the multi-layered and dynamic nature of capabilities in knowledge-based regional development. The paper argues that in the regional context, it is important to consider and analyse (1) the organizational level resource and knowledge base and (2) ways in which the regional networks of organizations, engaged in knowledge-based development activities, exploit and renew regional resources and capabilities. The empirical analysis is based on personal in-depth interviews and document analysis. The findings indicate that studies on knowledge-based regional development should pay more attention to the capabilities of the actors involved in development processes. Innovation policy should be viewed as a means to mobilize, renew, build and acquire new resources and capabilities in a region and should aim to build and stimulate regional network-level capabilities for economic renewal. 相似文献

Over the past decades, governments have switched from a managerial to an entrepreneurial style of governance in the strengthening of certain places at the expense of others. This coevolved with an increase in inter‐urban and inter‐regional competition for resources, also called ‘policy competition’. The issue for regional governments is how they balance their wish to strengthen their economic structure, without creating conflicts of unfair competition in the designation of ‘winners’ and ‘losers’. This paper addresses this balancing act in the Dutch Province of Limburg, where a multinational threatened to leave the region. The case is analysed with the help of actor‐network‐theory and follows the translations through which an innovative policy tool was constructed that allowed the Province to invest in real estate. Through the innovative ‘campus’ concept, the Province could comfort the vested interests of the multinational, while balancing out the interests of other economic cores in the region. 相似文献
