‘Participation’ has become an essential part of good developmental practice for Southern governments, NGOs and international agencies alike. In this article we reflect critically on this shift by investigating how a ‘participatory’ development programme — India's Employment Assurance Scheme (EAS) — intersects with poor people's existing social networks. By placing the formalized process of participation in the EAS within the context of these varied and uneven village–level relationships, we raise a number of important issues for participatory development practice. We note the importance of local power brokers and the heterogeneity of ‘grassroots’ (dis)empowerment, and question ideas of power reversals used within the participatory development literature.  相似文献

Social scientists have, since the 1990s, shown an increasing interest in the role of business actors in welfare state development, and these debates provide many opportunities for historians of the Nordic countries to contribute with their insights and findings. This special issue brings together six historical studies on the role of business in the development of the welfare states in the Nordic countries, including the role of firms as providers of company welfare as well as the activities of firms and of business interest groups to influence policies and public opinion. Two observations stand out. First, the contributions draw a picture of a gradual shift in this period from that of fundamental opposition, which often dominated up to the mid-20th century, to a more pragmatic approach of cooperation. Cooperation in policy-making co-existed with confrontation in public debate, in which business interest groups promoted alternatives to ‘big government’. Second, these studies underline the value of paying attention to what Reinhart Koselleck called ‘horizons of expectations’. These historical studies show how the vocabulary of the actors changed in this period, and how business interest groups not only influenced political decisions but also adapted their expectations to changes in the political context.  相似文献

This study aims to reconsider and re-evaluate the rapid circulation of global creative city policy from the viewpoint of its creative workforce by focusing on the case of Seoul, South Korea. By locating creative workers’ experiences in Korea within the growing scholarship on the precariat, this research not only attempts to fully understand the complexity of labor subjectivities of creative workers but further explores how creative workers can actually become political subjects who can resist their given precarious working and living conditions. By using Jacques Rancière’s concept of ‘political subjectivation’, it attempts to show how creative workers can empower themselves as ‘political subjects’ who strategically disavow their given self-identities as ‘individualized creators’, and through this language they are able to recall the often neglected subjectivity of ‘solidified labor’. In doing so, this research contributes to theoretical insights so that we can better understand what leads to political formation of creative workers.  相似文献

To date, many geographical analyses on and around family have relied on heteronormative social constructions and expectations of parenting within a nuclear family. There is, thus, considerable scope to investigate the geographies of those who are parenting outside heteronormative relationships; first to broaden this relatively limited understanding of contemporary geographies of family and, second, to recognise how some families must actively negotiate their ‘fit’ into material and symbolic space, primarily shaped for and by heterosexual parented families. Drawing on a research project that examined geographies of parenting from the perspective of 19 female same-sex parented families, this paper focuses on some of the ways these families negotiate their ‘fit’ (or otherwise) into spaces of parenting, and how such negotiations can be complex, even awkward. Focusing on Australian families and family geographies, this paper also shows how recent shifts in federal and state policy and legislation on families and parenting impact these ‘uneasy’ geographies of those parenting within same-sex relationships, adding complexity to already-challenging situations concerning the status and recognition of same-sex parented families.  相似文献

In this article I address the complex processes of transformation taking place due to industrial mineral extraction in the Ecuadorian Amazon through a focus on state and company led practices of redistribution, social investment and compensation. The analysis of three empirical examples related to the Mirador industrial mining project is viewed in relation to a more extensive assembling of a mining surface. I introduce the concept ‘surfacing’ to refer to discursive and material practices that state and corporate actors make use of to manage, facilitate and enact a redistributive economic policy, and at the same time produce value in and for the global capitalist market. A main argument is that these practices make certain socio-natural relations visible to the project of large-scale mining while obscuring affected peoples' ‘place-based life projects’. Restricted by neo-extractivist modes of recognition, of ‘seeing’ and ‘not-seeing’, indigenous Shuar, and mestizo livestock peasants, colonos, respond to mining intervention based on their differentiated engagements and trajectories with the Amazonian landscape and ecology. The paper is an intent to understand geosocial transformations and the differentiated practices of non-recognition while analyzing these responses.  相似文献

This article examines the mobilisation of small and mid-tier companies in the mining industry's campaign against the Resources Super Profits Tax (RSPT), drawing on interviews with 18 industry players. The government anticipated that small exploration and development companies would support the RSPT, on account of its promise to contribute towards the costs of exploration and development. In doing so, it was guided by Treasury advice and the assumption of calculative rationality on the part of small companies. Instead, industry leaders forged a common front against the tax within days of its announcement. In doing so, they appealed to the hope of extraordinary returns – or what is sometimes described as ‘sentiment’, ‘animal spirits’ and ‘irrational exuberance’ – among mining entrepreneurs and investors, against the odds. Other researchers have argued that the debate around the RSPT highlights the ‘power of ideas’, but we argue that it highlights the ‘power of hope’.  相似文献

This paper draws on anthropological fieldwork of a civic parade in Manchester from 2010 to 2012 to argue for engaging with creativity as a process rather than an attribute of a particular sector or individual. It shows how the focus on funding and supporting ‘creative industries’ defined as ‘cinema, television, music, literature, performing arts, heritage and related areas’ actually excludes and diminishes the potential for others to engage with ideas and creative processes. Two major events in Manchester’s cultural calendar – Procession by artist Jeremy Deller, produced by Manchester International Festival and Manchester Day Parade, a council-led civic celebration – both combined community groups with artist input to put large-scale structures and people on the city’s streets. In this ethnographic analysis, I argue that the ‘creativity’ sought from these artists is their adaptive and productive approach to making ideas tangible. By focusing on creativity as a process rather than a character trait, there is even greater potential for stimulating a ‘creative’ city.  相似文献

Bringing political ecology's concern with the critical politics of nature and resource violence into dialogue with key debates in political geography, critical security studies and research on the geographies and phenomenology of violence and warfare, this paper explores strategies ‘from above’ in relation to the establishment and operation of the Rio Tinto QIT-Madagascar Minerals (QMM) ilmenite mine in southeast Madagascar. While QMM claims to be a responsible ‘green’ self-regulator and sustainable development actor, it has triggered serious social, environmental and legal conflicts since its inception, including allegations of a ‘double land grab’ to accommodate mining activities and compensatory biodiversity offsetting. We argue that ‘pacification’, theorised as a productive form of violence that works through the re-ordering of socio-nature, underwrites the forms of ‘security’, ‘stability’ and even ‘sustainability’ that facilitate multiple and overlapping strategies of value extraction in the territorial and extra-territorial spaces occupied by the QMM mine partnership. By situating these dynamics historically, we identify ways in which pacification draws upon sedimented and evolving logics of racialised violence to facilitate operations and silence opposition.  相似文献

The growing importance of marriage as a migration strategy has been accompanied by a problematisation and securitization of marriages between binational couples in media and policy discourse. Moreover, marriage migration has received increased scholarly attention. In this article, we propose an analytical framework for the study of marriage migration and its government that permits to transcend three biases and related blind spots that we identify in the existing literature. While this literature offers rich insights into marriage migration and states’ ever more laboured attempts to control and regulate it, this literature is, nevertheless, characterised by an implementation gap bias, a control bias and, finally, a destination country bias. To address these biases, we propose an analytical framework that is inspired by the autonomy of migration approach. We propose to ethnographically study binational couples’ encounters with marriage migration related authorities in countries of destination and citizenship with a particular focus on binational couples’ struggles for visas, resident permits and a right to family life. Illustrated through ethnographic research, we show that this methodology permits to highlight three aspects of marriage migration that have not been sufficiently considered so far. These include the securitization of marriage migration ‘from below’ through informal practices of government on the ‘street-level’, binational couples’ inherently political border struggles and their capacity to negotiate restrictive legislations and bureaucratic hurdles and, finally, what we call the multiple entanglements of binational couples in the border and citizenship regimes of two or more nation-state orders.  相似文献

Research that involves both neuroscience and art often attempts to explain the aesthetic experience of ‘beauty’ in visual art, and to define the function of art in neural terms; less has been written concerning the neural correlates of poetry reading. It is suggested that there are existing areas of study in neuroscience that may help elucidate how we enjoy literature beyond pure neuroaesthetics, such as research in creative problem-solving, knowledge-based pleasure, and music. This essay endeavours to bring together insights from both neuroscience and literature to shed light on how and why we take pleasure in interpreting T.S. Eliot's ‘The Love Song of J. Alfred Prufrock’. It is proposed that the pleasures of reading ‘Prufrock’ are ultimately associated with the ways in which the reader's expectations are confirmed or challenged. While the conclusions of this paper are intentionally constrained to a single poem, they are potentially generalisable.  相似文献

This article is about a campaign that was initiated by Somalis in London in 2013 against Barclays Bank's decision to shut down the accounts of four Somali remittance companies in the UK. It explores how young Somalis mobilized politically around the issue, and how, in the process, they created and reified a particular ‘imagined community’. By drawing on multicultural notions of community, and development idioms of diaspora engagement, they fashioned themselves around a notion of ‘good diaspora’ based on generation, pan‐Somali unity, and ideas of ‘professionalism’. In so doing, they were able to mobilize politically as both national and transnational actors, but were also confronted with some of the limits of the ‘good diaspora’ identity category. This article establishes a dialogue between the literature on diaspora engagement and that on migrant political mobilization by exploring how young Somalis navigate across these different national and transnational conversations, discourses and social categories.  相似文献

Scientific warnings about impending climate disaster and experts’ advocacy for more and better climate science have been largely unsuccessful for advancing evidence-based policy in Australia. Continuing expectations to the contrary stem from a reliance on the supposed ability of science to prime political understandings of climate change. This paper shows how scientists undermine this ‘deficit model’ ideal by conflating types and uses of evidence and expertise in policymaking. These tactics are unconvincing for conservative opponents, for whom climate science is far from the last word on what climate change means. This paper examines experts’ rhetorical tactics through the eyes of conservative policymakers and, thereby, proposes a strategy more likely to effect resilient climate adaptation and mitigation policies in Australia.  相似文献

ABSTRACT. In extension of Billig's (1995) and Edensor's (2002) contribution to the literature, this paper examines an often overlooked element in ‘mundane’ nationalism, company advertising. Through the development of a typology of advertising strategies, it examines the role of companies as nationalist actors, and highlights how advertisements can engage with and impact on wider national discourses. Nationalist company advertising is classified into types, depending on how associated the company is with nationalism in popular discourse, and whether the advertising campaign involves the company's participation in broader nationalistic political projects. The types developed in this typology include (1) ‘ordinary marketing/achieving nationalist credentials’, (2) ‘ordinary marketing/established nationalist credentials’ and (3) ‘activist marketing/achieving nationalist credentials’. Case studies from the Australian context are used to illustrate these types, how the different types use nationalism, and their varying impact on shaping wider nationalistic discourses.  相似文献

This article analyses the Peruvian government's quest to formalize small‐scale mining in the Amazon as a political process which shows how state governance problems are reproduced in the margins of the state. It asks why the central state is unable to govern mining activities in the Madre de Dios region, and examines how small‐scale miners have reacted to state attempts to formalize their activities. The author argues that, through political agency and the reproduction of ‘hybrid’ formal and informal institutions, small‐scale miners have learned to contest, reinterpret and build alternatives to central state governance. The article contributes to the literature on development policies by showing how difficulties in implementing regulatory policies may be analysed as governance problems, particularly in regions like the Amazon, where the state apparatus is not well established.  相似文献

This article examines how role theory can enhance the middle-power literature in understanding the role preferences of middle powers. Rather than treating it as merely a function of material capability or good international citizenship, this article resituates middle power as a concept of international status that states aim to pursue through the enactment of role conceptions. Thus, it reinstates a conceptual distinction between ‘middle-power status’ and ‘middle-power roles’. The article suggests that the notion of role conceptions can analytically connect the status-seeking behaviour of middle powers with their foreign policy agenda. In so doing, it provides a more nuanced explanation of middle-power behaviour, which might differ between one middle power and another. Using Indonesia and South Korea as case studies of middle power, this article contends that foreign policymakers have strategically conceptualised and enacted several main roles that aim to capture historical experience, as well as ego and alter expectations, in order to pursue middle-power status. These role conceptions determine the foreign policy agenda of states in articulating their middle-power status.  相似文献

International students have been overlooked in geographies of ‘home’, yet this paper demonstrates how international student mobility offers unique insights that can advance our understanding of ‘home’ and belonging in the city. Drawing on photo-elicitation and mid-point and return interviews with Canadian students, this paper explores the everyday home-making practices of exchange students in urban centres in the Global South. It focuses on the ways in which international students create a sense of ‘home’ and belonging in their host city and how insider knowledge gained through local everyday practices is converted into cultural capital. It contributes to the literature by considering how home-making practices are implicated in spatial and scalar boundary-making processes for distinction. By illustrating through participants’ photographs how students articulate ‘home’ using spatial and scalar markers, I examine how students tighten the spatial boundaries of ‘home’ to focalise and localise symbolic capital within the city. The findings further add to debates on im/mobility by demonstrating that students’ distinguish their relative immobility during the sojourn from the mobility of travellers and tourists to legitimise claims of belonging as ‘insiders’ and of place-specific capital. The paper then concludes by considering how students are ‘collecting homes’ for distinction.  相似文献

In this paper, we extend recent discussions on the geographies of encounter to examine how students and staff narrate their experiences of cross-cultural contact on a British university campus. In theory, the campus environment offers opportunities for more intense and prolonged forms of contact than the ephemeral micro-scale forms of interaction that have dominated much of the literature on encounters. In practice, however, our interviews suggest that many respondents tend to self-segregate, or in some instances are prevented from mixing with ‘others’ through institutional arrangements. As we also illustrate, the pressures posed by commercial forces on campus orientate certain students towards lifestyle choices and expectations which exclude others.  相似文献

This article stems from the discrepancy between the lack of attention paid to industrial land policy by academics and the predominant thought among elected representatives and development agencies, i.e. that industrial land policy plays a key role in the creation of growth and new jobs. The article begins with a reflection on the literature, which stresses the need to develop knowledge on industrial land policies. To help fill this research gap, we have developed an exploratory piece of research on the theme of their ‘spatial’ and ‘economic effectiveness’, on the basis of statistical analyses dedicated to seven countries. As regards ‘spatial effectiveness’, the results underline significant national differentials in terms of land consumption on the one hand, while highlighting the economic sprawl that affects France and Belgium on the other hand. As regards ‘economic effectiveness’, our results show that the impact of the development of economic estates on growth depends largely on regional contexts. In particular, the ‘intermediate regions’ in western Germany stand out as belonging to a specific context where land policies seem particularly effective from an economic standpoint. By contrast, the ‘economic effectiveness’ of industrial land policies requires readjustments in the Netherlands as well as in most ‘predominantly rural regions, close to a city’.  相似文献

ABSTRACT

In this paper, we argue that policy assumptions are shaped by mythical narratives carrying underlying beliefs and values. Drawing on narrative studies, organisational theory and Gramsci’s cultural hegemony theory, we examine how sense-making narratives create consensus, how they imply causation and individual agency, and finally how narratives fragment to reveal alternatives to hegemonic ‘common sense’ assumptions. Applying this framework to cultural policy we examine the place of mythic, sense-making narratives in the historical development of foundational national cultural policies in the UK and Mexico – respectively, narratives of ‘the civilising mission’ and ‘social transformation’. We then consider narrative emplotment and individualisation underpinning assumptions about individual creativity in the UK creative industries policy. Finally, we address the postmodern turn in narrative studies, showing how fragmented, polysemous narratives fracture cultural policy into ‘personalised truths’ and give voice to other, counter-hegemonic perspectives. We conclude by proposing an agenda for narrative research in cultural policy.  相似文献
