It is commonplace in philosophy, political theory, and theology to speak of the other and the problem of the identity of the West. No one has done as much to foreground the language of the other in recent years as Emmanuel Levinas, whose works have sparked a renewed interest in ethics across the humanities. Moreover, few have advanced as forceful a critique of European otherness, not only its exclusivity (whereby the other is marginalized) but also its hegemony (whereby the other is absorbed). I explore Levinas's critique of Western ethical thought in order to try to pinpoint what exactly he offers to post‐Hegelian reflection on the other, focusing on his insistence that equality must be grounded in the asymmetry of ethics. The question is: does this take one further than Europe, modernity, the West? If so, where is one thereby going? If not, what is novel or important in these claims?  相似文献

Amid the globalization of economic life and a myriad of powerful challenges to Westphalian traditions of political statehood, it is now routinely contended that regions are 'in resurgence'. Nonetheless, much of the debate on this purported regional renaissance is bedevilled by confusion over what scholars and activists mean by regions and an analogous mystification as to why some regions are 'successful', 'lagging' or 'different'. Our paper aims to instil some coherence to this debate by distinguishing between what we term regional spaces and spaces of regionalism . It then draws on this distinction to explore the institutionalization of England's South West region, highlighting some tensions which prevail over its economic future, its political representation, its territorial shape and cultural vernacular. In undertaking this, we demonstrate how the formation of any given regional map is reflective – and indeed constitutive – of an unevenly developing, often overlapping and superimposing mosaic of economic practices, political mobilizations, cultural performances and institutional accomplishments. This prompts us to question the currently fashionable inclination to fully jettison a scalar and/or territorial approach to the theory and practice of spatiality in favour of relational/topological/non-territorial approaches.  相似文献

This paper examines the kinds of politics that are enabled by the Internet with respect to immigrants to the United States; its primary concern is whether the political spaces created through the Internet can foster incorporation of immigrants in the political community or whether the political activity on the Internet seems likely to lead to a more fractionalized political community in which the position of immigrants remains marginal. This exploration is based first on a random sample of web-sites about immigration and second on a more targeted sample of sites aimed specifically at two immigrant groups. The analysis of web-sites indicates that there is a great deal of information about immigrants on the Internet, and that most of it seems to be directed to service providers, policy makers, and researchers. There is relatively little discussion by or about immigrants, and beyond a few notable sites, there is almost no sign of mobilization. To the extent that the Internet is used to create new political spaces, it may not be spaces for deliberation and discussion. Rather, the political spaces seem to be informational spaces in which the politics are not easily or directly read.

The Internet is widely heralded as opening spaces for a wide variety of politics and political voices. But as it is praised for its inclusiveness, it is also pilloried for enabling the fragmentation of political opinion without providing a forum in which common political ground can be identified or consensus achieved. In the former view, the Internet fosters greater inclusion in democratic debate and political community. In the latter view, it contributes to a weakening of the bonds that are necessary for a political community to reach consensus and to provide guidance for democratic governance.Consider the examples in the epigraph to the paper. Al-Awda is a political movement devoted to securing the right of return for Palestinian refugees and their families. It organizes marches and demonstrations in cities across the US and Western Europe. One reason for the apparent mismatch between the locations of the “problem” and of the “action” is that many – though by no means all – of the participants in the marches are immigrants from the Middle East or they are of Arab descent. While the organization is based in Massachusetts, most of the mobilization through it occurs on-line, and it is not clear that there is either a permanent staff or regular meetings, other than the marches. Café Arabica provides a venue for discussion of a wide range of topics related to Arab culture and politics. Much like the romanticized café society, discussion can be lively and seems to include a wide range of participants and viewpoints. Café Arabica includes an on-line discussion forum, again with many of the participants apparently either being from the Middle East or the descendants of immigrants from the region. It labels itself as an Arab-American on-line community.These two web-sites were not chosen at random. They both relate to immigrants – social groups that are often not able to participate in political discussion and debate in their host countries. As such, these sites exemplify both the possibilities and the limitations that commentators have identified when they discuss the Internet and its role in fostering political dialogue. Some people would see these sites as signs of a group that wants to use the political process in one country to influence events in another country. Some people will read these sites as a an indication that at least one immigrant group – if not all immigrants – refuse assimilation, which is the basis of incorporation into the American political community. Still others will view these sites as attempts to incorporate a set of political voices and agents into a more inclusive political community. This paper examines the use of the Internet in political debate and mobilization around immigrants in the United States. It considers the nature of political discussion on the Internet and the agents involved in it. The overarching concern is whether the Internet fosters a more inclusive political community or whether it leads to alternative political spaces that remain unincorporated with respect to the political community of the host society.The paper is organized in four sections. The first provides a background for the debates about immigrants, the Internet, and politics. The second section is an overview of the theoretical debates about the public sphere as a political space in which members of a polity can participate and the ways in which the Internet may transform that space. The third section highlights some of the key issues that condition migrants’ acceptance into a polity, focusing primarily on the United States. With these sections serving as background, the final section of the paper explores political discussion on the Internet by and about immigrants. This exploration is based first on a random sample of web-sites about immigration and second on a more targeted sample of sites aimed specifically at two immigrant groups. The goal in these examinations is to evaluate the extent to which the Internet can provide the basis of a political space in which issues related to the incorporation of immigrants can be debated or whether it is a space that fosters a more fractionalized politics unlikely to lead to greater political incorporation of immigrants.  相似文献

There is a constant battle between maritime archaeologists and commercial salvors throughout the world. In many developed countries, the arguments of archaeologists are valid, and their actions fully justify their stance. This is not so in Southeast Asia. In this region, archaeological information is being lost on a massive scale. In 2010 the Australian Labor Party selected Julia Gillard as leader, making her Australia’s first female Prime Minister. Between 2010 and 2015 there was a renewed focus on issues of gender inequality in the way that women politicians have been treated in Parliament and in the media. Specifically, women in positions of political and institutional power such as Julia Gillard, Julie Bishop, and Quentin Bryce, were critiqued on their clothing choices in the Australian media. In this article, I argue that the Australian media’s attention to the fashion choices of women in politics is problematically gendered, because it subordinates aesthetic features that do not conform to hegemonic masculinity. I argue that in response to the dominant masculine aesthetic norm in politics, women politicians are using their sartorial choices to challenge this marginalisation of femininity in the political sphere.  相似文献

This paper examines how high school-aged young people from New Zealand are crafting their everyday political subjectivities within the liminal status and liminal spaces they occupy in society. With a specific focus on schooling and the citizenship education curricula in New Zealand, three vignettes are introduced which examine young people's less reflexive and ‘everyday’ forms of political action in the interstitial liminal space between Public/private, Formal/informal and Macro/micro politics. These vignettes underline how young people's everyday politics were embedded within spatial and relational processes of socialisation with adults within their schools and communities, yet, also showed both agency and resourcefulness with these spaces. Young people's liminal status and occupation of liminal spaces provided them with unique perspectives on social issues (such as bullying, racism, water conservation, and obesity) and enabled them to respond in ways that were ‘different’ to adults' Politics, yet nonetheless showed their political and tactical selves (de Certeau, 1984). A focus on young people's political practices in liminal spaces allows for new possibilities and understandings of the political.  相似文献

This article examines the politics of migration in an indigenous Oaxacan village (Mexico), and finds that the village acts, with measured success, to shape the timing and rhythm of migration. Villagers regard migration as necessary yet problematic. Migration provides income for village families yet undercuts traditions of community service and disrupts the integrity of local development networks that link the community to NGOs, state bureaucracies, and product markets. As a consequence, villagers engage in a cultural politics of negotiation and contestation that moulds both the meanings of migration, and the village social practices that regulate migration. Regulation operates via the setting of norms for village communal labor participation: those who do not undertake assigned tasks (cargos and tequios) face loss of usufruct of communal lands. This finding of strong sending community agency is contrasted with recent migration studies that emphasize the agency of migrant networks and transnational spaces. The paper presents a case study of migration that examines the exercise of community agency via collective labor participation, and the study concludes by calling for a greater analytical focus on the cultural politics of sending communities.  相似文献

Pessimistic accounts of women's lives in post-communist Poland view women as powerless and passive victims of the transformation process. In contrast, this article argues that while political change and the restructuring of the economy have closed down some spaces of articulation and organisation, others have opened up. The article focuses on the way in which women in their spheres of work are shaping and actively resisting change through new organisations and individual and collective actions, which are in some ways a break with the past, but in other ways build on previous forms of activity. The work draws on qualitative research conducted over the last decade across Poland. This has coupled extensive interviews with women workers, national and regional trade union leaders, activists and feminists in a number of major Polish cities with reviews of Polish media and policy. We examine the economic and ideological context in which these new articulations are taking place, against the background of Poland's post-war communism and the rise of opposition movements. We look at the neoliberal restructuring of the economy and the implications for women within the labour market and in their domestic lives. In particular, we examine initiatives from below in workplace organisation, by focusing on new unions and new actions in the public sector, and the beginnings of organisation in the new areas of the economy such as supermarkets. Finally, we look at how women are articulating their interests beyond formal workplaces. We conclude that we should be optimistic about these new spaces of activism. While some are well established, others are embryonic but provide a strong foundation on which women can increase their participation in spaces that promote their varied interests.  相似文献

‘Massification’ describes the significant increase in the proportion of the global population seeking tertiary qualifications. It is a defining feature of the global international education sphere and is often seen as linked to negative outcomes such as declining academic standards and increasing managerialism in universities. Massification, however, is not wholly or even mostly a negative for the generations of new students who now have access to tertiary education. Education can still be a transformative experience for students exposed to a rich learning environment. The question this symposium raises is how the disciplines of politics and international relations can ensure they maintain quality teaching and learning for students from subject design to program design. This paper contributes to a rethinking of the ethical sensibilities of geographical research in the context of an emerging interest amongst geographers in non-representational registers of thinking and moving. Rather than undermining geographical engagements with questions of the ethical, the paper argues that this emerging interest in questions of the non-representational actually extends the range and repertoire of empirical contexts and conceptual vehicles within and with which such an engagement can take place. The paper argues that attending to and through the relation between affect and ethics is particularly important to this effort. The importance of affect in this regard is illustrated through a series of examples drawn from an 18-month participatory encounter with a specific therapeutic practice, Dance Movement Therapy. Drawing upon such examples, the paper offers some lines of ethical potential that might provide orientation to further geographical research. In doing this, the paper concentrates in particular on the necessity of cultivating a fidelity to the affective event of geographical ethics as much as remaining faithful to the subject or object of an ethical code.  相似文献

A major strand of environmentalist thought identifies the supposedly anthropocentric foundations of Western attitudes to nature as a fundamental cause of the environmental crisis. On the basis of this analysis they suggest that the development and widespread acceptance of a ‘biocentric’ or ‘ecocentric’ ethos is a primary requirement for the ultimate development of an ecologically benign society. This view can be questioned for a number of reasons. The causal significance of anthropocentrism is not as clear as had been supposed, attempts to formulate such an ethos have failed on logical or ethical grounds, and it is possible to put forward a fully developed environmentalist position which remains anthropocentric. What has been called ‘human welfare ecology’ has the potential to provide a more coherent, developed and politic eco‐political theory than attempts to base such a theory on a ‘biocentric’ or ‘ecocentric’ ethos.  相似文献

This article combines political and economic geographies with social and cultural theory by reviewing structural and actor-centred approaches to urban governance alongside work on identity, community, masculinity and ‘rights to the city’. The article seeks to bring these literatures into dialogue via an analysis of mayoral politics, presenting empirical research from a UK city in order to highlight the influence of class, sexuality and racism on urban politics. It shows how theoretical and empirical engagement with unequal social relations and their discursive construction through cultural forms and practices offers fruitful avenues for geographical understanding of territorial and relational urban governance.  相似文献

The decision of the UK to withdraw from the EU's political and legal structures can be understood as a form of regional dis-integration. This had the potential to revive territorial power politics and geo-economic rivalry within Europe. In particular, it implied a major change to the status quo on the island of Ireland, where the existing border had been rendered invisible, partly due to European integration.This paper analyses how the Irish government framed this as a threat and how it was able to set the agenda in the crucial phase 1 of the negotiations. It applies a content analysis and a qualitative framing analysis to study how the government framed issues of territory and power in its language on Brexit . It considers in particular how it enacts different discourses of liberal internationalism, nationalism and Europeanism with reference to the multi-scalar power dynamics of Brexit.The Irish reaction was not to echo the nationalism and populism reverberating throughout Europe. Rather it asserted its place as an EU member and aligned itself with EU discourse and interests to protect the all-Island socio-economic space. Its eventual proposal to keep Northern Ireland aligned with the EU customs union and single market was politically controversial. It stressed that this was not a national territorial claim but if anything a transnational territorial claim (‘claiming’ Northern Ireland as a part of the integrated pan-European space). However as the negotiations developed the dispute took on some of the forms of a classic territorial dispute. Within a year Irish-UK relations had been transformed.  相似文献
