In Australia, the Commonwealth and State governments are increasingly devolving natural resource management (NRM) responsibilities to regional bodies. This move has led to the development of regional NRM plans. Native vegetation and biodiversity conservation, along with soil, pasture and water resources, are key components of the regional NRM plans in Queensland's extensive rangelands. This paper outlines and applies a set of criteria for evaluating the native vegetation and biodiversity content of accredited regional NRM plans for Queensland's rangelands. The evaluation showed considerable variation in the comprehensiveness of the information and knowledge base and management action targets among plans, including the poor articulation of impacts of excessive grazing pressure on biodiversity. The NRM plans lacked effective integration of natural resource, native vegetation and biodiversity conservation targets and actions. Several regions had too many biodiversity targets, many of which were poorly integrated. This is symptomatic of a limited understanding of rangelands as ecological systems and the lack of an integrated planning framework. We conclude regional NRM planning is not a ‘silver bullet’ for biodiversity conservation in the rangelands, but rather, it is the beginning of a long road to address complex, multi‐scale problems at a regional level.  相似文献

British imperial and American experiences in conservation and planning are providing fresh interdisciplinary challenges for university teaching and research. The Roosevelt administration's ‘New Deal’ included government‐sponsored interventions in soil erosion and water management and sophisticated regional development agendas. Reviewing samples of the latter areas of concern, this article explores the proposition that, although the British Empire was scarcely bereft of comparable interwar programmes and was becoming somewhat preoccupied with centrifugal tendencies, persistent porosity, exhausting struggles with postwar reconstruction, and comprehensive economic depression, New Deal evangelism was in fact variously anticipated, harnessed, challenged and ignored. A discussion of widely separated national and regional examples locates a layered interplay between uneven imperial and US pulsations, independent local manoeuvres, and critical inputs from key individual agents. The most important filters included the presence of comparatively robust bureaucratic infrastructures and the cultivation of international relationships by scientists and technologists. Encounters with convergent revisionism suggest cautionary leads for students, researchers and teachers alike. Reconstructions of selected contexts underline the presence of familiar posturing, opportunism, and astute patriotic deployment during the emergence of modern styles of globalization.  相似文献

This paper analyses the regional identity and social capital formation process and components. Regional identity is the special kind of phenomenon, which forms throughout historical and territorial socialization. The great ambition of this paper is to interrelate Anssi Paasi (1986) and other cultural geographers' and sociologists' ideas with recent regional economic development and planning discussion and to enhance regional identity as a planning tool. The theoretical part describes components and the process of regional identity formation. We assume that regional identity correlates with people's volition in achieving common goals, raises their personal activity and influences due to that regional development and planning. The regional identity is crucial in securing public participation in planning. The empirical part of the paper is based on mass survey analysis.  相似文献

本文回顾了国际生态旅游发展的基本背景,明确生态旅游实际上是一种区域可持续发展开发的战略。在通过对目前国内生态旅游研究评述的基础上,指出目前我国生态旅游理论研究与实践的不足。本文提出了要站在更高的层次上将生态旅游定位于区域可持续发展的重要战略。同时作为区域可持续发展的实践活动,要从生态旅游认证,生态旅游规划、循环经济与生态工程等3个方面来发展生态旅游,真正体现生态旅游的内涵,确保区域的可持续发展。  相似文献

ABSTRACT

For more than 50 years, the Inuit of Nunavik have been subjected to development plans devised in the south by the Government of Canada and Quebec that has a profound impact on Inuit people and their culture. The latest plan, known as Plan Nord, proposes sustainable development for the North based on the protection of 50 percent of the territory. However, the Inuit of Nunavik face many social challenges and this is reflected in the socioeconomic indicators of the region. In order to alleviate these social circumstances, numerous regional and local initiatives are attempting to establish programs better suited to the culture and needs of Nunavimmiut. Examples at the regional level include childcare and midwifery services supported by Quebec. At the local level, initiatives such as the Unaaq Men’s Association and the Innavik Project are making an effort to address local needs. In this paper, following a presentation of the Nunavik governance architecture, we will analyze how local (Unaaq, Innavik) and regional initiatives (Midwifery Program, Childcare, Preparation for Post-Secondary Education, Nunavik Parks) contribute to the sustainable development of Nunavik.  相似文献

This paper suggests that applications of watershed management planning would benefit from a theoretical consideration of the policymaking process. A conceptual schema from the field of risk analysis proposes that policymaking be conceived of as a combination of two types of activities: analysis and deliberation. We argue that these concepts are relevant to watershed management planning and we illustrate how a process successfully might integrate both kinds of activities into an iterative, participatory process that is informed competently with relevant knowledge and that promotes learning.  相似文献

This paper examines the links between the development of harbour facilities and planned towns, especially in the head port area of Carlisle in North West England. Largely based on documentary research and field observation it examines the development of Whitehaven and other Atlantic ports it influenced in Cumberland, Westmorland and north Lancashire. It examines these developments in their international context and shows how they were initiated by local landowners to maximise the output of their estates and to enhance their personal prestige. Beginning in the seventeenth century the paper demonstrates how this tradition of town and harbour foundation continued on into the nineteenth century when it was adopted by corporate concerns, especially railway companies. The paper concludes by highlighting how harbour developments associated with town planning helped to urbanise and stimulate the economy of a previously under-developed area. New regional policies in Norway and many other countries try to empower their regions through creating a balance between central governing with emphasis on redistribution of activities and resources, and local mobilization with emphasis on self reliance, innovation and learning by doing. In Norway municipalities and counties have for a long period had this double function, but we now see that the vertical policy of implementing national welfare policy has grown and become dominant. As a consequence, the horizontal policy of social mobilization has been neglected, and has to some extent been taken over by inter-municipal and interregional organizations. Normally, these organizations are in practice organized as regional development agencies. They seem to be vulnerable political institutions that seek legitimacy from--and need acceptance and support from--both territorial and sectoral governments. The regional planning process is regarded as an important tool in their political institution building process. In this paper I want to explain how regional planning and institution building in Norway in practice have moved towards a two-parallel system.  相似文献

Young Vermonters living along the Canadian border experience cultural, spatial and material marginalisation, as well as historically high rates of death due to alcohol‐related motor vehicle accidents. This research examines the relationship between teens' place in society, their material geographies in a rural setting, and the strategies they employ to create social opportunities and produce ‘cultural gateways’. As active cultural producers, young people, especially older boys, are successful in building socio‐spatial networks that extend beyond their local area, across the US–Canada border, and into Quebec bars. The research reveals that teens live in a highly gendered social environment, one that encourages risk‐taking for boys and closes down social opportunities for girls. This study opens up new directions for further research into the social and environmental conditions under which North American teens craft their lives in rural places.  相似文献

This article examines a number of factors which facilitate the adoption and success of policies and projects to promote grassroots sustainable development – that is, the sustainable, multiple use of forests at the community level, including aspects of local self-reliance and control of economic resources. I will argue that the extractive reserve legislation in Brazil and community forestry projects in Mexico and Peru depended on the formation of pro-grassroots development coalitions. The exact make-up of those coalitions depended on three factors: (1) the initial disposition of key governmental and dominant class actors to such policies; (2) the intensity of local conflicts and the extent of community organization; and (3) the involvement of international actors. The cases suggest that in the absence of serious government or upper class opposition, the adoption and durability of such policies and projects can be promoted by the formation of a coalition of organized communities, domestic non-governmental organizations (NGOs), some allied government agencies, and support from international actors. However, when key government agencies and socio-economic élites are fundamentally opposed to sustainable development initiatives at the grassroots level, much higher levels of community organization, conflict, and domestic and international support appear to be necessary.  相似文献

Abstract

Werra slipware is a high-quality tableware, made in the Werra valley of northern Germany during the period c. 1570–1630. The history of the study of this ware is described. Its occurrence on 175 sites in Britain and Ireland, and 13 in North America, is documented and discussed. The market for this ware was very largely coastal and urban. In some instances its use may be related to communities of Strangers. The dating, vessel forms and decoration of this ware are also considered.  相似文献
