In the context of ecological emergency and crisis of representation of the capitalist democracy, the battles over water management have become ever more politicised: who is to administer water resources, how, and with what legitimacy? This article examines a disregarded dimension of the recent water conflict in Barcelona by looking into the politics of memory as part of a struggle for legitimacy between the private water company Agbar, and Barcelona en Comú (BeC), the political platform governing the city since 2015, and defending the ‘remunicipalisation’ of water. By combining memory studies and critical discourse analysis we pay attention to the dynamic resignification of the hydraulic infrastructure as spaces or “sites of memory” (lieux de mémoire; Nora, 1998). Barcelona en Comú narrative retrieves a forgotten past of local sites and experiences in public management of water. In contrast, Agbar defends its legitimacy by advancing a narrative of linear progress and social inclusion that re-signifies its 150-year long history and co-opts key “empty signifiers” (Laclau, 2005) from the discourse of the Indignados and BeC. Theoretically, we advance that a temporal turn in political ecology and geography, complementing the concern with spatiality, could usefully draw on memory studies to analyse the growing memorialization of water discourses and sites, as well as their political significance. The article thus investigates a question that has not been systematically explored by political ecologists: how the entanglement of space and historical memory is mobilized in the conflict over the use and management of the environment.  相似文献

This article considers theories of collective action in relation to the management of communal water resources in Nkayi District, Zimbabwe. Taking a critical view of institutional explanations of common property resource management, it illustrates how the addition of social theory can enrich such approaches. The prevalence of rational choice premises in defining the problem of collective action and the persuasiveness of institutionalism in apparently offering solutions to it is questioned. The article rejects simple evolutionary theorizing about institutions in favour of an embedded approach that allows for complexity, for the social and historical location of collective action and for an examination of the interface between agent and structure. It is argued here that collective management of water supplies does exist but that it is more partial, changeable and evolving and less attributable to single factors than suggested in much of the literature.  相似文献

This article provides a synthetic account of the historical development of London's water supply system within its wider national context, and addresses the current organizational setting of the water sector. Particular attention is paid to the post-Second World War period, which marked a transition towards integrated water management in England and Wales, a trend that has been consolidated since the 1970s. The article emphasizes the continuities and contradictions arising from the different combinations of public and private management strategies characterizing the UK water sector, and their implications for the sustainable management of water resources. It argues that there exists an in-built contradiction in the current institutional framework between the profit-oriented rationale of the private operators and the goals of efficiency, equity, and environmental sustainability pursued by the water regulators. Within this framework, it highlights the key policy issues facing the metropolitan water systems, and suggests what their most likely trajectories might be in the foreseeable future.  相似文献

The recent death of Robert McNamara provides an opportunity to reflect on the shortcomings of the strategy of numerical rationality in management that defined his career. In both of the major projects in which he took a leading role, as President of the Ford Motor Company and US Defense Secretary during the Vietnam War, his strategy has retrospectively been held up as a model of development to avoid. In particular, management studies now champions the importance of ‘culture’ in running complex organizations. Ironically, the UK government increasingly seeks to run public services, including higher education, according to a McNamarite model in a bid to be more business‐friendly, despite the evidence that many involved in private sector management have been moving away from this model for a quarter of a century.  相似文献

The Ecology of Games (EoG) theory couples institutional rational choice with social network theory, articulating how transaction costs, social capital, and collective action dilemmas shape networks and network outcomes in polycentric governance systems. EoG literature has often focused on social–relational ties across organizational boundaries. However, jurisdictional fragmentation and increased reliance on private contractors in local public service delivery foster another source of network connectivity—shared personnel who work for multiple service providers. Drawing upon novel data of organizational personnel from more than 500 special purpose entities responsible for delivering drinking water to local neighborhoods in the Houston metro area in the state of Texas (United States), we examine how managerial, technical, and financial service delivery personnel connect otherwise independent organizations. We find that districts regulated by a common groundwater management agency and districts which contract with one another are both more likely to share technical and managerial personnel. By studying special districts that have overlapping personnel, we broaden the scope of the EoG framework to include additional layers of governance network complexity. As individual bureaucrats and service professionals play a key role in information transfer and innovation diffusion across organizations, shared personnel networks merit consideration as a mechanism for coordination and collective problem solving in fragmented urban systems.  相似文献

This paper explores the transition in Barcelona's city council's urban policy during 20 years of uninterrupted political control. It focuses particularly on several trends within Pasqual Maragall's period in office (1982–1997) and argues that issues of leadership, extramunicipal policy and electoral rationality are fundamental to understanding the full complexity of this transition. The paper seeks to locate the Barcelona experience in a comparative context and calls for a greater sensitivity to the contemporary political geography of the European urban left.  相似文献

The economic, social, and environmental limits of supplying water to metropolitan areas through conventional means (reservoirs, water transfers, etc.) have resulted in growing consideration of demand management actions as well as in the use of non-conventional sources of supply. In terms of demand management, economic instruments (pricing and taxes), domestic water-saving technologies, and educational campaigns to encourage water saving during periods of drought have received special attention. While demand management policies have an effect on conserving water and therefore should be welcome, they present problems and uncertainties as well. Using the example of the metropolitan region of Barcelona, in this article I argue that water demand management policies may be insufficient for reaching their ultimate goal of controlled water consumption when confronted with structural changes in urban development such as the expansion of low-density growth, the multiplication of the number of households, or gains in income, all of which lead to a potentially greater demand for water. This calls for more integration of water policies with land use and urban development policies.  相似文献

Co-operatives, NGOs and community groups are being increasingly used as development agencies by policy-makers, because they are thought to provide more accountable, effective and equitable services in many areas than public or private agencies. This article attempts to consider some of the theoretical and practical implications of this growing role by treating them as ‘value-driven’ organizations, and asking how this differentiates them, in terms of efficiency and accountability, from public or private agencies. It notes the lack of developed theoretical models capable of dealing with this question, and examines the relevance of existing theories (neo-classical economics, public administration and especially varieties of organization theory including the New Institutional Economics) in dealing with agencies which claim to be dominated by motivations based on democracy and altruism rather than self-interest. The author looks at problems associated with the measurement of efficiency and enforcement of accountability in organizational life and at the need for effective incentives and sanctions which provide a stable basis for maintaining commitment. He then considers the issues involved in the enforcement of accountability to ensure the efficient use of resources in producer co-operatives on the one hand and service delivery NGOs on the other. In the former, the focus is on the strengths and weaknesses of market competition and the costs of collective management; in the latter on the varied relationships between ‘principals and agents' involved in the production and management of services.  相似文献

Identities have been viewed as determining Taiwan’s China policy, but this article argues that identities cannot explain Taipei’s China policy without reference to rationality. The article develops a theoretical framework that synthesises identities and rationality and examines Taipei’s cross-Strait exchange programs. We argue that whether Taipei imposes or relaxes bans on cross-Strait exchanges depends not only on its identities but also on its rational decisions in response to the status of cross-Strait relations. On the one hand, a Taiwanese administration that upholds a one-China identity rationally restricts exchanges when cross-Strait relations are tense; conversely, it opens exchanges during cross-Strait détente. On the other hand, when Taipei embraces a Taiwanese identity, it is only in times of cross-Strait tensions that Taipei advances exchanges as a rational gesture of goodwill taken to avoid spirals of tension; conversely, exchanges will be low on Taipei’s policy priority list when cross-Strait crises recede.  相似文献

The current literature on remunicipalisation is focused either on theoretical concepts (e.g. right to the city, commons, return of the political) or on the “insurgent” actors involved in this process, overlooking the counter-politicisation of the economic agents and the resulting struggles for power and legitimation. This paper examines, by means of an interpretative qualitative methodology and by critically engaging with Ernesto Laclau’s approach to populism, the complexities of the ongoing dialectic of populist and anti-populist antagonism between socio-political actors and private companies, with a focus on the discourse on remunicipalisation of water in Barcelona.  相似文献

Increased global trade in agricultural commodities has boosted fresh water consumption. This export of ‘virtual water’, embedded in products sold abroad, has increasingly affected local communities and ecosystems, especially in arid regions. Recent initiatives to certify agricultural production are showing a rapidly growing interest in considering water issues within schemes of quality assurance, sustainable production and fair trade. This article scrutinizes current water sustainability certification schemes, and how they affect local water user communities. The authors use three notions of governmentality to examine water sustainability standards and how they aim ‘to conduct the conduct’ of water users: (1) standards as ‘production of truth’ and ‘mentalities’ that constitute systems of collective rationalities, values, norms and knowledge; (2) standards as networks that prescribe roles and establish power relations between companies and producers; and (3) standards as ‘techniques of visibilization’ that control practices and discipline producers. Private standards in general reinforce the political and market power of private sector agro‐food chains in local water management, to the detriment of local water user communities and national governments. However, sustainability certification could also potentially enable local, regional, national and international organizations of user communities to stake claims and negotiate to protect their water sources and livelihoods.  相似文献

Abstract. Despite widespread agreement that ethnic boundaries are malleable rather than fixed, theories of ethnicity and collective action have been unable to adequately explain why individuals choose to mobilise collectively within particular boundaries rather than others. The boundaries of groups engaging in ethnic collective action are always taken for granted at some level rather than problematised. This leads to an undesirable reification of ethnic groups as actors. The theory presented in this article integrates a social psychological view of motivation with a rational choice view of action to provide a systematic way of predicting the boundary location of ethnic groups that begin to mobilise in societies undergoing modernising structural change. It first focuses on the link between cooperation and altruism in small communities. It then predicts how altruistic preferences, in conjunction with structural factors and rational behaviour, will generate boundaries for larger-scale ethnic collective action that transcends yet incorporates such communities. The theory's predictions are then applied to explain the location of group boundaries in four very prominent cases of ethnicity ‘creation’ and collective action in this century.  相似文献

Abstract

The article inquires into the implications of Christianity not being a religious perspective among others in the contemporary Western debate on religious pluralism. A quick glance at a recent debate in Sweden serves to demonstrate how Christianity, although marginalized in its traditional forms, remains a dominating cultural interpretative scheme that continues to influence the majority’s view on private and public, individual and collective, rational and irrational. Against this background, the author argues, it is imperative that any Christian theologian who engages in the question of religion in the public sphere in the Western world, also must critically confront the question of Christianity’s particular status. Not least in light of contemporary right-wing rhetoric about the West as an exclusively “Christian civilization,” theologians need to reflect on how to avoid articulations of the Christian vision of the common good that manifest themselves at the expense of other religious traditions. The article ends by sketching a possible direction for such reflection.  相似文献

During the second half of the nineteenth century and the first third of the twentieth century, Spain, along with some other European countries, underwent a process of transition regarding water resources management. One of the most obvious transformations that occurred during this period was the increasing lead taken by the government in the building of large hydraulic structures and the subsequent decrease in the influence of private initiative in this matter. The government's aim was to exploit the water resources provided by the rivers to their full, and in particular to use the water that was destined for irrigation to maximum effect. The repeated failure of projects promoted by private companies led the government, not without problems, to enact regulations and create hydraulic plans to be put into motion by the public sector. This change in focus is the key to understanding the frenetic pace of hydraulic infrastructure construction that occurred later and which made Spain one of the world's leading nations in terms of indicators such as the number of large reservoirs in use. This article focuses on the transition from private initiative to public intervention and evaluates the main stages of this process in Spain. The cases of the basins of the Muga and Fluvià rivers, located in the extreme north-east of the Iberian Peninsula in Catalonia, are described in light of this process. This research attempts to verify that despite their modest size and their distance from the main decision-making centres, these two cases reflected the situation at the national level. This was just one of the many local effects of the transition process of water resources management in Spain, even though the results of this transformation would be neither immediate nor effective in the short term.  相似文献

Planners often present their recommendations as the result of a rational choice process. The appeal to rationality ranks among the planners’ most prominent rhetorical practices. National level Norwegian transport plans convey the impression that environmental problems can be solved by rational economic allocation. Apparent harmony between potentially conflicting goals simplifies the image of society and facilitates the formulation of a consistent and thus convincing policy. The idyllic account of the relationship between economic efficiency and environmental protection is therefore an effectual rhetorical move. Furthermore, the equilibrium solutions of neoclassical economics make it seem like no special interests are favoured at the expense of others. Finding planning solutions seems to be a question of balancing the utilities and costs of small adjustments, purportedly without involving power relations in any explicit way. Hence, the rhetoric of economic rationality serves to present politics as virtually apolitical, transforming it into expert solutions defended by academic jargon which the public is expected to accept rather than digest.  相似文献

Josep Maria de Sagarra's novel Vida privada (1932) portrays an upper-class Catalan family, the Lloberolas, as unable to adapt to the new economic and political situation taking place in the city of Barcelona at the end of Primo de Rivera's dictatorship and at the beginning of the Second Republic in the late 1920s and early 1930s. Through a close reading of this family's houses, furniture, and personal belongings, I argue that material elements in this novel are central to the narrator's ethical critique and moral judgment of Barcelona's elite. The Lloberolas treat humans as objects and objects as humans, and I contend that, in an ironic emulation, the narrator also objectifies the Lloberolas and equates them with their objects. This comparison elucidates the family's superficiality and corrupted morals. Objects are also essential in destabilizing public and private boundaries because they often transcend the private domain and expose—to the readers and to the other inhabitants of Barcelona—the protagonists’ personality. Moreover, in Vida privada, houses, furniture, and surnames are understood as an inheritance that transfers very specific ideals of social status from parents to children. By presenting this material heritage with the exemplifying case of the Lloberola family, Sagarra offers a sharp critique of the Catalan upper classes and their superficial values. Their necessity to cling to an inherited world centered on material possessions finally results in their loss of power and evidences their economic and moral decline.  相似文献

This paper explores the ways in which heritage sites at the crux of neighbourhood renewal and redevelopment initiatives in Barcelona have been manipulated to advance Catalan separatist agendas. We focus specifically on El Born Cultural Centre which was officially opened in September 2013 amid heightened calls for Catalan independence from Spain. A former market site, the centre’s key attraction is its archaeology which has been re-imagined and presented to communicate the horrors of war inflicted on the citizens of Barcelona following the War of Succession in 1714. Narratives that emphasise the historical degradation of Catalan political or cultural identity and/or work to reaffirm the distinct and separate nature of Catalan nationalism resonated strongly with the political reawakening of Catalonians in the run up to the 2014 November referendum on independence. The referendum which was subsequently deemed illegal by the Spanish government, and subsequent regional elections were held in 2015. In considering the negotiation of El Born during this drive for independence, this paper suggests that an examination of heritage sites and the ways in which they engage with, or are received by multiple stakeholders, can offer insights into the complexity of separatist campaigns in ethno-nationalist societies.  相似文献

Environment and development practitioners increasingly are interested in identifying methods, institutional arrangements and policy environments that promote negotiations among natural resource stakeholders leading to collective action and, it is hoped, sustainable resource management. Yet the implications of negotiations for disadvantaged groups of people are seldom critically examined. We draw attention to such implications by examining different theoretical foundations for multistakeholder negotiations and linking these to practical problems for disadvantaged groups. We argue that negotiations based on an unhealthy combination of communicative rationality and liberal pluralism, which underplays or seeks to neutralize differences among stakeholders, poses considerable risks for disadvantaged groups. We suggest that negotiations influenced by radical pluralist and feminist post‐structuralist thought, which emphasize strategic behaviour and selective alliance‐building, promise better outcomes for disadvantaged groups in most cases, particularly on the scale and in the historical contexts in which negotiations over forest management usually take place.  相似文献
