Inadequate regulation of spatial development is at the origin of the current global crisis and increases, in years of crisis, the unequal distribution of wealth. The importance of the related risks for democracy draw attention to the systems of spatial governance and planning, through which States regulate spatial development. In Europe, the countries most affected by the unequal effects of the crisis have spatial planning systems that are traditionally based on the preventive assignation of rights for land use and development through a plan. The systems of other countries had established beforehand that new rights for land use and for spatial development are rather assigned only after the public control of development projects and their distributional effects. Despite the evidence that some models can operate better than others in ensuring public government of spatial development, the improvement of spatial planning systems is, however, limited by their complex nature of ‘institutional technologies’. Especially in a context of crisis, planners are responsible for the increase in public awareness concerning the role of spatial governance in economic and social life.  相似文献

Spatial inequality refers to unequal access to local public services between high‐ and low‐income households in relation to their residential locations. We examine two hypotheses regarding the role of income sorting and land‐use conditions in shaping spatial inequality in Chinese cities, where residents have little direct influence on local public service provision. First, in the presence of resource indivisibility, travel cost, and location‐based rationing, scarcity of public‐service resources in a city makes access to public services more uneven across neighborhoods, thus exacerbating income sorting and spatial inequality in the city. Second, the exacerbating effect of resource scarcity is mitigated by land‐use conditions that limit income sorting. Estimates of willingness to pay by households of different income levels for public‐service resources across cities corroborate both the exacerbating effect of resource scarcity and the mitigating effect of inclusive land‐use conditions.  相似文献

ABSTRACT Contemporary European urban planning policies aim to mix land uses in compact neighborhoods. It is presumed that mixing land uses yields socioeconomic benefits and therefore has a positive effect on housing values. In this paper, we investigate the impact of mixed land use on housing values using semiparametric estimation techniques. We demonstrate that a diverse neighborhood is positively valued by households. There are various land use types that have a positive impact on house prices, e.g., business services and leisure. Land uses that are incompatible with residential land use are, among others, manufacturing and wholesale. It appears that households are willing to pay about 2.5 percent more for a house in a mixed neighborhood. We also show that there is substantial heterogeneity in willingness to pay for mixed land use. For example, only apartment occupiers are willing to pay for an increase in diversity, whereas households living in other house types are not willing to pay for diversity.  相似文献

Escalating legal confrontations between private enterprise and government over land use controls are raising the costs of land development and slowly eliminating the potentials for reasonably priced family housing. Equally important, these confrontations are beginning to have more and more of the negative aspects of public utility control processes without any of the associated benefits. Now would seem to be an ideal time in which to review the “public utility” approach to land use controls since it can offer many more benefits than current control systems, while balancing society concerns and private developers' fair return objectives.  相似文献

This paper examines the effects of various land use and environmental regulations on land and housing markets. Seven widely used techniques for controlling residential development appear to generate four “direct” and two “indirect” inflationary impacts. Land use and environmental controls directly affect the supply and cost of residential land, shift the cost of public services forward to developers, and increase delay and compliance costs associated with project evaluation. Development controls may also inadvertently facilitate monopolistic behavior in the development industry and predispose developers to orient their projects to high income groups onto which they can more easily pass along higher costs. The paper concludes by offering several policies for reducing the inflationary effects of environmental regulations.  相似文献

多因素综合评价法能全面考虑各种与土地质量直接相关的因素,不仅包含了影响土地价值的经济因素,而且包含了其他因素。本文在分析已有文献的基础上,构建了针对城市土地综合定级评价的指标体系,运用特尔斐法结合方差和均值修正确定指标体系权重,选取银川市建成区的六个样本点,结合多因素综合评价法进行了实例分析,通过对评价结果进行分析,可知分等定级结果符合银川市城市发展建设的实际情况。  相似文献

南京城市轨道交通建设潜在影响下的土地利用分异研究   总被引:4,自引:0,他引:4  
选取南京轨道交通沿线土地利用状态作为研究对象,针对南京轨道交通建设的发展背景和特点,通过GIS和RS技术,建立南京市中心城区的土地利用、交通等综合数据库,运用"廊道效应"方法,研究轨道交通沿线的土地利用分异情况,探讨轨道交通建设对城市土地利用空间分异的潜在影响。结果表明:居住用地已经表现出明显的廊道效应,从轨道交通线中心圈层向外逐步递减;而公共设施用地和工业用地则表现不明显。基于以上结果,从空间角度研究轨道交通线路与沿线土地利用的相互关系,提出有利于南京轨道交通建设与高强度土地开发相结合的联合开发模式。  相似文献

A method of mapping the classic economic public good into a spatial realm is identified. Within the spatial equilibrium land use model an ideal government distributes a public good; sets mill rates, assesses land, and collects property taxes; and maintains a balanced budget. Equilibrium is brought about within the household sector by the unfolding of the land value schedule both over space and in response to the public sector. The household and public sectors are mutually within a steady state when there is no excess demand or supply of public good. The model is extended to elucidate Tiebout's hypothesis that government activity is reflected in land values. Also, a criterion for judging fairness of the spatial equilibrium assessment schedule is presented and applied.  相似文献

ABSTRACT

Between 1884 and 1894, Theodore Hayes Lewis mapped 370 prehistoric American Indian mounds and earthworks in Iowa as part of a larger survey of mounds in the upper Midwest. Georeferencing remapped Lewis survey notes allows their comparison with modern GIS data including lidar topographic maps, aerial photos, and land records. Of the 370 mounds, 190 (51.4%) are clearly visible in lidar, 160 (43.2%) are probably destroyed, and 20 (5.4%) are undetermined. Data analyses explore the factors that influenced mound survivorship. By far the strongest correlations for survivorship are modern land use, modern ownership, and local landform, with mounds most likely to survive in wooded areas, on public land, and on islands. Iowa data are compared with Lewis map data from Minnesota, revealing Iowa has a far higher survivorship, 51.4% versus 25.6%, likely attributable to land use in the late nineteenth century. Further comparison with Minnesota data suggests perhaps twice as many mounds stood in modern agricultural fields of Iowa before Lewis made his surveys.  相似文献

This paper addresses how capital can refashion landscapes and patterns of risk and vulnerability. Drawing on the emblematic case of the conversion of Thailand’s Cobra Swamp into Suvarnabhumi International Airport we argue that there is a fundamental clash between the internal logic of capital accumulation and the ecology of water that occurs in places in which land is under water for much of the year. Counterintuitively investment in public infrastructure such as airports targets locations that are exposed to flood risks. While the literature on capital fixes tends to treat “land” writ large, this paper adds a dimension that has been overlooked in the theoretical work, by highlighting the significance of the ecology of the land in which such fixes occur as a means of understanding patterns of investment, land use change and vulnerability. Our analysis draws on three separate but related concepts of capital “fixes”—spatial, technological and high/low road fixes. We argue the importance of recognising the specific ecological characteristics of land that capital “fixes”. This perspective has global significance in providing critical insight into the ways in which capital creates and accommodates the kinds of vulnerabilities and risks associated with climate change.  相似文献

Land use is not an end in itself; it is a means to the realization of a broad range of human objectives – social, economic and political. Few public issues appear to be more strictly national. In environment-related United Nations conferences, Third World representatives in particular have asserted the absolute control of nations over their land and natural resources. Nevertheless, international concern over land use has been growing. This concern is both scientific and political and derives from the perception that use and misuse of land may have international repercussions. Developing countries facing disastrous consequences of unwise land use practices (e.g., soil erosion, desertification, water logging and salinization, laterization, and loss of agricultural land to urbanization) have appealed to international organizations for aid. FAO, UNEP, IUCN, ICSU, and the UN Economic Commissions have undertaken land-use related research and assistance programs. Political sensitivities preclude external involvement in national land use policy except in dire circumstances as, for example, in the drought-stricken African Sahel. Thus legitimate international concerns must find indirect strategies to influence governments from among their own national constituents. The IUCN World Conservation Strategy suggests a route that might lead toward concerted action among nations in the formulation of genuine international land use policy.  相似文献

Drought, increased population, war, air pollution, climate change, industrial and agricultural production, sanctions, inefficient water and natural resource use, and lack of enforcement of existing environmental regulations have contributed to Iran’s current environmental crisis. Insufficient water resources are forcing people to migrate, putting pressure on others. Aquifers are being drained. Air pollution has made living conditions in Iran’s cities increasingly challenging. Wind erosion is furthering the desertification of agricultural land, creating greater production demand on remaining arable areas. Biodiversity is under threat. On the other hand, Iran’s environmental future can be positively influenced by the collaboration of the public, private and non-profit sectors. Awareness and education, along with greater financial and human resources, will be necessary to tackle the problem.  相似文献

本文以深圳市岗厦河园片区改造为例,根据合作博弈和夏普里值法的相关理论,分析了城市更新改造过程中利益形成和分配的微观机制。研究发现,城市更新改造能够实现权利关系的合理再建,其前提是保证各方的收益与其在改造中的价值贡献比例对等。换而言之,城市更新改造过程所产生的总收益可以认为是权利主体所投入的空间资本、公共资本和改造资金等要素所创造的合作收益,应该按照各项要素在收益创造过程中的贡献情况以及权利主体对于要素的占有情况来分配改造后的收益。以此为基础,在空间结构优化完成的同时也能够实现对于利益相关者权利关系的理顺和明晰。  相似文献

将城镇化分解成人口城镇化、经济城镇化、土地城镇化和社会城镇化4部分,且认为这4部分应处在协调耦合状态,用TOPSIS法对江苏省城镇化发展协调度进行评价,之后对评价结果的地区差异进行分析,以对城镇发展政策制定提供依据。研究表明:常州和扬州在优质协调区;南京、镇江、苏州和无锡在良好协调区,且土地城镇化相对滞后,说明城镇土地高效集约利用;徐州、淮安和南通在基本协调区,徐州与淮安土地城镇化过快,社会城镇化滞后,表明城镇土地粗放低效利用,同时忽视公共服务产品供给,南通土地城镇化滞后,表明城镇扩张缓慢,城镇化的土地代价水平较低;泰州和盐城在轻度失调区,盐城经济城镇化滞后,泰州土地城镇化滞后,土地集约利用强度大,城镇发展选择的是一种精明增长路径;连云港和宿迁在中度失调区,土地城镇化明显快于其它城镇化,城镇发展土地代价水平高,具有相当过渡性损失。  相似文献

Land ownership in Scotland has been the subject of increasing public debate. This paper traces the establishment of the conservation land ownership movement in Scotland from 1931. Charitable donations influence and affect the ability of voluntary bodies to acquire land. Voluntary ownership increased dramatically from the 1960s and the growth in outdoor recreation focused attention on the way mountain estates are managed by charities. Public bodies are instrumental in providing funding and influencing government support for land acquisition. The National Lottery, for example, affects greatly the ability of charities to acquire land. New charities have been formed with a specific focus on trees and wild land but conservation charities have been criticised for aspects of their land management. These charities continue to attract funding from people with a deep belief that their activities are for the benefit of the people of Scotland.  相似文献

采取青岛市交通路网矢量数据和 POI 数据,综合运用核密度估计法、地理加权回归模型和多中心性评价模型,从中心性角度解析了青岛市中心城区交通路网与土地利用强度的相关关系。研究表明:青岛市中心城区交通路网的临近中心性与直线中心性结构呈现“中心—外围”模式,中介中心性具有显著的点轴模式;商业、公共服务以及居住用地布局均呈现多中心结构;交通路网中心性与土地利用强度具有较强的相关性且相关关系具有空间异质性;商业用地和公共服务用地与交通路网中心性的相关性高于居住用地。研究揭示了交通路网与土地利用强度之间具有较强的依赖性,为城市规划提供可靠的理论依据,有助于进一步优化城市空间布局。  相似文献

The Sagebrush Rebellion began in the late 1970s with the objective of transferring various categories of federally owned lands to the states. The movement was centered in western “public lands” states, where nearly half the total land area is in federal ownership. Within a relatively short period of time this objective was changed to one of “privatizing” federal lands, of selling these land into private ownership. While the Sagebrush Rebellion has been highly political in its activities, the movement can be viewed in the perspective of historical land disposition policies in the U.S. These policies were changed near the turn of the century from alienating public lands into private ownership to their retention and management by the federal government. Confusion over the economics of building a free enterprise system based on private property rights, and the costs associated with building such as system, appear to have been major factors in changing land policies. Two important aras in which this occurred were the Homestead Act of 1862 and timber. The provisions of the Homestead Act imposed heavy costs on settlers, and these costs caused a reaction against the economic system that was being built.  相似文献

This paper presents standard microeconomic models that are designed to be used in the cost-benefit analysis of local land use decisions. The models connect these allocation decisions to outcomes in the urban land and labor markets so that costs and benefits can be measured. Benefits to the local jurisdiction of allocating land to industrial use exist if unemployed workers are employed, land values increase, or local tax revenues increase beyond the amount needed to provide the additional public services required.  相似文献
