This paper develops a monocentric city model with a formal and an informal sector in the housing industry. While formal developers build houses renting land from landowners, informal developers use land for free. However, informal developers must incur defensive expenditures to avoid government intervention. In equilibrium, at any distance of the central business district (CBD), informal developers use land until the value of the marginal productivity of land equals the defensive expenditures per unit of land. The model shows the land allocated to produce short informal (tall formal) buildings increases (decreases) with distance to the CBD. Thus, the model introduces a new source of spatial variation of building height. The model also shows that a higher level of informal housing increases the spatial size of a city and reduces the height of its buildings.  相似文献

This article explores the implications of a growing middle‐income population on the cities of the global South. The emergence of this group, situated between the poor and the very rich, long the standard binary categorization of understanding the global urban South, has important implications for physical reconfigurations and changing social structures. We discuss the reasons behind the rise of this middle‐income category, note some of its characteristics and review its urban impacts. We focus on just three themes: new consumption patterns, housing markets and, urban politics. We contribute to broader theories of global urbanism by highlighting how an expanding middle‐income‐class are shaping and configuring a new urban realm in the global South.  相似文献

我国城市发展自本世纪以来呈现出加快发展的趋势。然而,这一进程尚不均衡和协调。本文通过城市企业主义这一视角,分析中国城市实现空间与经济迅速增长的机制及其所面临的问题。文章首先考察了2001-2009年间的公共财政结构,揭示出中国地方政府治理模式,并对其背后的制度原因进行了分析,以体现出城市企业主义是如何受到高度集中的行政考评体系和分税制这一转型期财政体制的影响。文章接着对地方政府为实现其城市企业主义战略而采用的土地驱动型发展模式进行了研究,最后提出了中国城市发展亟待转型的呼吁。  相似文献

This theoretical study delves into the dynamics of housing submarkets with the framework of Marxian land rents. It examines the relationship between residential spaces and the reproduction of labour power in terms of commuting and the differentiated quality of reproduction by submarket. This study shows that the differentiation process of venturing to create distinct spaces for surplus profit and the emulation process of copycatting spaces of higher rents consequently form multiple housing submarkets, each characterised by different land rents of monopoly, intra-differential rent (intra-DR) and inter-differential rent (inter-DR). The coexistence of these multiple layers of land rents, in turn, becomes a driving force propelling dynamic capital movements that seek to exploit rent gaps between the layers. To illustrate these concepts, the study reviews the case of high-rise mixed-use residential developments in Seoul, highlighting the dual dynamic processes through which land rents are pursued.  相似文献

Bangalore, an aspiring “world city”, is rapidly transforming as factories and mills are sold to private developers. As their neighbourhoods now accommodate multi-million-dollar gated communities and post-industrial labour markets, residents experience an in situ displacement, staying in place while landscapes around them dramatically reconfigure. This paper makes sense of how old-time residents locate themselves within such urban growth through nostalgic invocations of the past. Emplaced within histories and geographies of neighbourhood change, nostalgia creates “affective landscapes” through which residents invoke their closeness to past landscapes of abundance and involvement in community-making. Such affective landscapes bring together embodied, sensorial, and more-than-human fields of action to shape an everyday politics in which residents narrate their marginalization within the world city and articulate their own value here.  相似文献

This article engages recent debates over gentrification and urban displacement in the global South. While researchers increasingly suggest that gentrification is becoming widespread in “Southern” cities, others argue that such analyses overlook important differences in empirical context and privilege EuroAmerican theoretical frameworks. To respond to this debate, in this article, we outline the concept of higienização (hygienisation), arguing that it captures important contextual factors missed by gentrification. Hygienisation is a Brazilian term that describes a particular form of urban displacement, and is directly informed by legacies of colonialism, racial and class stigma, informality, and state violence. Our objective is to show how “Southern” concepts like hygienisation help urban researchers gain better insight into processes of urban displacement, while also responding to recent calls to decentre and provincialise urban theory.  相似文献

Urban Villages in China: A 2008 Survey of Migrant Settlements in Beijing   总被引:2,自引:0,他引:2  
A team of Beijing-based urban planning specialists is joined by a noted American geographer to present the results and analyze their 2008 survey of migrant settlements in China's capital city. The paper examines the living and work conditions as well as housing consumption behavior of migrants in Chinese cities, focusing on chengzhongcun or urban villages—rural settlements that have been transformed into poor living spaces for migrant workers. It finds that although migrant workers are willing to pay the same or higher rent per unit of space, they consume much smaller dwelling spaces than local residents. Estimations of the Mincerian wage equation and of a housing demand equation show that migrants' small space consumption is a function not only of low income but also of a reluctance to spend their earnings in the city. The findings reinforce the notion that migrant workers consider the city as a place to work rather than a home in which to live. Cities grow in layers over time. As population and land values increase, older, smaller buildings are replaced with higher density, higher value structures. However, direct costs of redevelopment and institutional barriers such as zoning may constrain replacement of older structures, leading to alternate forms of supply adjustment. In this paper, I use data on building permits in Washington DC to examine three different forms of residential investment: new construction, expansion of existing structures, and renovation. Results suggest that new construction accounts for a relatively small part of residential investment and is highly concentrated in a few neighborhoods. Expansions and alterations of existing structures are more frequent and more evenly dispersed across space. Recent increases in housing values are correlated with more new construction, but only among neighborhoods with relatively more permissive zoning. Additions and alterations are more prevalent in neighborhoods with high property values, older housing, and more restrictive zoning.  相似文献

The housing of low‐income groups in Greater Cairo has always been difficult. However, the general shortage in housing supply is contrasting with the low occupancy rate of newly constructed public housing units. In contrast, despite their bad living conditions, informal settlements have a high occupancy rate. In order to analyse the reasons behind this contradiction, the paper compares four neighbourhoods ranging from formal and semi‐informal to informal housing production and including one rehabilitation project. The livelihood conditions in each settlement are unravelled with the concept of modes of economic integration from Polanyi. For this purpose, semi‐structured interviews were conducted and analysed with correspondence analysis. The findings indicate a preference among low‐income groups for informal settlements because of three reasons: the advantages of geographical location, the nature of social networks and the strength of private redistribution systems, thus enabling an easier access to means of existence. 住宅具有重要的社会稳定功能,其市场发展状况与经济增长关系是实现城市更高质量发展和畅通国内大循环的关键。本文以GDP表征经济发展,住宅价格和租金表征住宅市场发展状况,利用空间变差函数、异速增长模型和增强回归树模型探究2008—2018年长三角地区三者的时空格局及演化机理。研究表明:(1)长三角地区城市经济规模、住宅价格和住宅租金空间格局具有较强的稳定性,呈现出“一极多核”形态。(2)在纵向和横向异速上,经济规模—住宅价格、经济规模—住宅租金均以负异速增长为主,前者异速增长系数多高于后者。(3)在影响三者异速增长的因素中,科技发展水平、财政投入水平、城市人口规模、设施供给水平、产业发展水平和城乡收入差距是经济规模与住宅市场异速增长的主导因素;经济、人口、社会和行政等因素影响的差异性,在预期因素的催化下,使经济规模—住宅价格异速增长高于经济规模—住宅租金。  相似文献

The slow response of volume housebuilders to changes in demand has been cited as a contributing cause of a global crisis of housing affordability and allegations of land banking have persistently dogged the industry. This article reviews the supply responsiveness of speculative housebuilders in the United Kingdom and Australia through the neglected Marxian analytic category of absolute rent. Absolute rent directs attention to the relationship between the value of land and the cost of housing and models a market in which landowners may withdraw land from supply to inflate prices. Through the lens of absolute rent, the real estate practices of the housebuilding industry can be understood as a strategy of artificial scarcity straddling land and housing markets. The findings of this investigation demonstrate the insights to be gained by a return to absolute rent that valuably expand the current debate on the supply and cost of housing.  相似文献

Abstract: This paper examines the narratives through which associations of private property owners in Delhi depict slums as zones of incivility and “nuisance.” In tracing how this “nuisance talk” travels into and gains legitimacy in popular and state visions of urban space, the paper shows the role of discourse in justifying and enacting exclusionary urban imaginaries. As a lay term, nuisance is widely used to identify forms of aesthetic impropriety. But, as a primary element of environmental law, nuisance operates discursively as a catchall category allowing diverse private grievances to be expressed in terms of environmental welfare and the public interest. The widening depiction of slums as nuisances hence reworks the public/private divide, inserting once local codes of civility into the core of public life. By examining how nuisance talk circulates between property owners' associations, the media, and the government, the paper shows how slum demolitions have become widely read as a form of environmental improvement.  相似文献

Young people’s housing, economic and labour market circumstances have become increasingly insecure due to the combined effects of the 2007/2008 economic crisis, neoliberal welfare reforms, rising costs of higher education and the shortage of affordable housing. Discussions of young peoples’ experiences in these domains have largely neglected their spatial variability but evidence suggests that young people living in rural parts of the UK have distinctive experiences of housing, which are closely connected to labour markets and educational opportunities. By drawing on qualitative data from young people and housing professionals, this article explores some of these rural distinctions and frames them within theoretical debates about the ‘precariat’. It argues for a more theoretically informed and geographically nuanced understanding of contemporary housing issues as rural youth potentially face greater precarity than their urban peers.  相似文献

This article investigates the relationship between urban gardening and planning by building upon the results of field research on gardening initiatives in the city of Rome, Italy. The work is aimed at suggesting that, while often associated in geography and planning literature with urban informality practices (e.g. accidental city or self‐made urbanism), urban gardening actually presents the character of a distinctive form of people's interaction with urban space, here defined as “informal planning”. This includes practices that are intentionally put forward by local dwellers with the intention of urban space planning and organizing public life in the absence of legal definition, guidance and funds provided by public authorities or the private sector. Urban gardening cases in Rome exemplify the emergence of informal planning and show how, by questioning the counterplanning tradition that understands urban gardening as an antagonist spatial practice opposing institutional planning, informal planning can open up collaborative possibilities. A new mode of interaction between citizens' agency and the formal planning initiatives of local administration can lead to creative solutions to address some of the problems associated with the neoliberal transformation of the city space, most notably the decrease in public space and its deterioration.  相似文献

Predatory home mortgage lending has become a central concern for housing research, public policy and community activism in US cities. Regulatory attempts to stop abuses, however, are undermined by claims that ‘predatory’ cannot be defined or distinguished from legitimate subprime lending, and claims that the industry performs a public service by meeting the needs of low‐income, high‐risk consumers (many of them racially marginalized) who would have been denied credit in previous years. We evaluate these claims in historical‐geographical context, drawing on David Harvey's theory of class‐monopoly rent to analyse what is new (and what is not) in contemporary financial exploitation. We use a mixed‐methods approach to (1) provide econometric measures of subprime racial targeting and disparate impact that cannot be blamed on the supposed deficiencies of borrowers, (2) qualitatively assess the rationale for judging particular subprime practices and lenders as predatory, and (3) trace the connections between local practices and transnational investment networks. The fight against predatory lending cannot succeed, we argue, without a renewed analytical and strategic emphasis on the class dimensions of financial exploitation and racial‐geographical discrimination.  相似文献

This paper exploits an unusually rich data set to estimate racial differences in the rents paid for identical housing in the same neighborhood in U.S. housing markets and to show how they vary with neighborhood racial composition. Results suggest that black households pay more for identical housing in identical neighborhoods than their white counterparts and that this rent gap increases with the fraction of the neighborhood white. In neighborhoods with the smallest fraction white, the premium is about 0.6%. In neighborhoods with the largest fraction white, it is about 2.4%. This pattern holds across different types of areas.  相似文献

Economic research has rarely considered the significance of the home and neighbourhood context of where business owners live for their business. Conversely, urban and neighbourhood research has overlooked how housing and neighbourhood shape business and entrepreneurship outcomes. This paper investigates the importance of housing and neighbourhood resources for microbusinesses using a random sample of microbusinesses in Edinburgh (UK) including those that are informal and home-based, and various characteristics of the neighbourhood in which the business owner lives were attached to the survey records. The data capture whether business owners have business premises outside their homes, and have used neighbourhood contacts, housing equity or space in the house for their business. In short, housing and neighbourhood resources are used by a large majority (82%) of microbusinesses. The findings challenge a number of common assumptions on the separation of commercial and residential functions, how neighbourhoods feature in the evolution of businesses, the nested conceptualization of home within a neighbourhood and on the nature of home-based businesses. It is concluded that multi-use (rather than mixed-use) neighbourhood planning would help foster more flexible and dynamic use of neighbourhoods and urban districts, although recognizing that this is a political issue.  相似文献

Two prominent American specialists on the Russian economy present a fundamental analysis of basic economic factors explaining how the global financial crisis has played out in Russia and its implications for the country's future. More specifically, the authors examine the consequences of Russia's dependence on and addiction to resource (oil and gas) rents and of the management system put in place under Vladimir Putin to maintain, secure, and distribute these rents. They then investigate how each of these factors has emerged from the crisis and how it might evolve in the years ahead. Focusing on the distinction between rent dependence and addiction, the authors question the conventional wisdom that diversification of Russia's economy (away from oil and gas) is a desirable objective that will render it less vulnerable to external shocks. Abstract:  While many have recognized since the 1970s the strong relationship between culture and urban renewal, particularly as cities began to use cultural amenities to change their images and lure potential investors, little has been written about how and why cultural assets may be valued investments in their own right. There is at least one notable exception, in the work of David Harvey, and this approach takes as its starting point the importance of the monopoly aspects of culture, particularly for rents, competition and fixed capital. In part, I bring Harvey's theoretical insights on the political economy of culture to bear on the case of Glasgow, Scotland, in the 1980s, and particularly its nomination as the European City of Culture, with particular attention paid to how the economics of culture is related to local politics.  相似文献
