Abstract

The empirical data analysed in this essay will focus on several Greenlanders who were invited to the COP15 parallel event Klimaforum09, held in Copenhagen in December 2009, as well as their experiences with the venue and the dilemmas they confronted as both local and global witnesses. This essay challenges the use of climate testimonies in the international climate-change debate. Specifically, what is drawn upon in these personal experiences with the environment, and how is it useful in a public, political, or scientific context? In the conclusion of this article, it is argued that dominant climate-crisis narratives have framed “the Greenlandic case” in a certain way, which consequently freezes arguments and possible agency. However, at the same time as there is a global framing of climate change and a specific position in this narrative for “local witnesses”, there is also room for an alternative empowerment and ways of engaging in and talking about global and local natures.  相似文献

Tobler’s first law of geography is widely recognized as reflecting broad empirical realities in geography. Its key concepts of “near” and “related” are intuitive in a univariate setting. However, when moving to the joint consideration of spatial patterns among multiple variables, the combination of attribute similarity and geographical similarity that underlies the concept of spatial autocorrelation is much harder to deal with. This article uses the notion of distance in multiattribute space to explore and visualize the connection between “near” and “related” in a multivariate context. We approach this from a global, local, and regional perspective. We outline a number of ways to combine different visualization techniques and introduce a new local neighbor match test for multivariate local clusters. We illustrate the methods by means of Guerry’s classic data set on moral statistics in 1833 France.  相似文献

Globalization as a process has developed exponentially over the past 20 years, generating multiple and opposite effects for local and regional development (LoRD). This has created both new opportunities as well as raising new threats for local actors, both public and private. This special issue sets out to consider the prospects for LoRD in this context. Our aim in the introductory article is to consider how globalization may bring about LoRD. We do this through a comparative review of three critical analytical frameworks that have been used in recent years to examine the changing dynamics of globalization and their consequences for local production systems, namely global value chains, global production networks and global innovation networks. We provide an overview of these distinct approaches, identifying their strengths and weaknesses. Our argument is not that any one of these approaches is necessarily “better” than the others, but rather that to formulate a more complete and dynamic territorial perspective on regional development in the context of globalization, there needs to be an attempt at (eclectically) integrating the elements of these three distinct frameworks. The article then goes on to show how individual contributions in this special issue push forward this agenda, drawing on these distinct analytical frameworks to consider the transformative prospects for LoRD.  相似文献

Against a located background—a focus that highlights the significance of place in the constitution of Gypsy identifications and runs counter to most of the assumptions shared by recent studies on Gypsies—the article tries to explore the tensions, ambiguities and contradictions generated by the involvement of the Gypsy musicians of Parakalamos, a village on the Greek–Albanian border, in issues concerning “tradition” and “authenticity”. More specifically, the article considers how Gypsy music playing practices initially allowed Gypsy practitioners to be included in the nation‐state project in a somewhat “dishevelled” form as local musicians; however, in the face of recent shifts in politics, culture and representation in Greece concerning multiculturalism and “cultural heritage”, Gypsy musicians find themselves in the position of being recognised as “musical outsiders” that should by implication adhere to their distinct musical tradition. In this respect, although it has hardly been admitted, such a move runs counter to what constitutes the core of Gypsy musicianship: their locatedness. The article argues that within such “identitying” practices lurks an occlusion of the ways Parakalamos Gypsyness has been, and continues to be, dependent on place and music, and not on a separate, distinct and self contained Gypsy identity, thereby casting doubts on assumptions about what constitutes identity as such.  相似文献

In Sweden, the government's aim to create sustainable urban environments is expressed through the environmental quality objective “A good built environment”. The objective embraces seven sub-goals and is designed to guide central, regional and local authorities’ planning towards urban sustainability. However, for objectives concerning the urban environment, such as the Swedish objective “A good built environment”, to form a solid basis for decision-making, two types of rationality (functionality) conditions ought to be met. First, the objectives should guide and motivate those who are responsible for their implementation. This is applicable when the goals satisfy the criteria of precision, evaluability, approachability and motivity. Second, when the goals are parts of larger goal systems, the goal systems should be coherent. Using the objective “A good built environment” as an empirical basis, this article gives a few examples of how environmental goals can fail to guide and motivate action towards improved urban sustainability.  相似文献

People whose livelihoods depend on the natural environment have detailed knowledge of the lands and waters surrounding their communities. This paper presents research on the traditional geographic knowledge of fish harvesters in Change Islands, Newfoundland. Our findings, based on “kitchen table mapping” and other ethnographic methods, demonstrate that residents of coastal communities have extensive geographic knowledge associated with a way of life centred on fishing. This knowledge is reflected in a “namescape” that includes hundreds of toponyms that are not present on existing maps and that reflect meaningful connections with local history and cultural heritage. Fish harvesters also have distinctive ways of conceptualizing the landscape and the seascape, which is reflected in the geographic terminology they use. Overall, their way of looking at the environment, in contrast to the bird's-eye perspective that prevails in western cartography, can be characterized as a “boat perspective”. Their geographic knowledge has practical value for improving existing cartographic information and developing sustainable resource use strategies. At a broader level, their distinctive ways of interpreting the “earthscape” provide alternative ways of understanding space and place, and can help us identify our assumptions about how we define geographic features and represent them on maps.  相似文献

This article illustrates how “global/local” community engagement, a particular form of experiential learning and political work that draws upon geography conceptually, pedagogically, and programmatically, is well suited to advance integrative learning and invite students into social action. Through specific examples from Mount Holyoke College, we argue that “global/local” community engagement helps students cultivate the skills and dispositions of reciprocity, reflexivity, and place-based and interdependent knowledge production. These are habits of mind and patterns of praxis necessary for enacting “situated solidarity,” a practice with great potential for grappling with the complex challenges and marked divisiveness of the twenty-first century. As our empirical examples demonstrate, the geographic concept of contour lines matched with the pedagogies of accompaniment and co-labor guide “global/local” community engagement. We conclude with a set of recommendations for implementing “global/local” community engagement in other institutions of higher education to reveal the context-specificity of our examples and the possibilities for application elsewhere.  相似文献

This study seeks to advance the understanding of the utility of “soft power” by exploring the case of Qatar. The country's approach is conceptualized as “nested power” through the examination of its political strategies before and after the regional blockade in 2017. The role of soft and nested power in Qatar has already been examined through various vantage points, such as small state diplomacy, mediation, and sports. Since the blockade has been for Qatar a great strategic dilemma, examination of how it affected power dynamics reveals the salience as well as the resilience of Qatar's soft and nested power. The article will discuss the concepts of “soft” and “nested” powers and their relevance to the state of Qatar in general and it will focus in the final section on the post‐blockade period. In doing so, we also seek useful approaches, which can be compatible with, and even advance “global international relations” (IR). The movement to make IR more global and inclusive is a welcome feature of the current century, reflective of the burgeoning role of the “Global South.”  相似文献

This article is based on an ethnographic study of a group of Scheduled Caste (SC) male youth in a globalised tourist site in Kerala, South India, who participate in situational sexual and romantic relationships with predominantly tourist women from the global north. We first aim to expand on the “sex and romance tourism” literature of such encounters to provide an Indian context. Secondly, we aim to highlight how young men involved in such encounters undertake complex mediations of localised and global forms of consumption and commoditisation to participate in the neoliberal tourist market place. Mainly by way of a subculture known as the Jungees, we describe how young men utilise the former processes to seek economic and social mobility for themselves and their families but also to valorise and re-imagine their identity along racial, gendered, caste and class-based dimensions. Finally, we explore the young men’s articulation of a hierarchy of preferred encounters that draws on gendered, sexualised and racialised local and global imaginaries of commoditised desire(s) of tourist women from the global north. We highlight the ways in which participants actively utilise the neoliberal context to engage in a range of self-generated livelihood strategies and to contest their marginality.  相似文献

In this article we want to show how conceptions about collaboration for local eocnomic development in Sweden are constructed on national and local levels. We also show how these conceptions have been realized in two different company networks; in the city of Östersund (“Odenskog företagsstaden”) and in the city of Karlskrona (“Telecom City”). In politics and research, local collaboration or cluster formation are viewed as important tools and levers for local economic development. However, we argue that the local labour markets and unemployment rates in our case studies do not differ significantly, despite very different strategies for collaboration. Therefore, we suspect that the political focus on collaboration is a way of legitimizing the change in regional policy rather than a delegation of real power to the local level. If this continues, we fear that the current regional policy is reduced to a discourse of popular concepts rather than a real instrument for local economic development.  相似文献

This article examines the recent development of, and policy rationale for “research pooling” initiatives in Scotland. Research pooling initiatives have been started with financial support from the Scottish Funding Council in order to form inter-organizational “international critical mass” of research excellence at universities at the regional level. This article examines the development of university cooperations at the regional level as vehicles for obtaining “strategic resources”. Then the “multi-level governance” structure of research pooling is explored in light of the future development of a Scottish regional innovation system (RIS). Particular attention is drawn to challenges concerning knowledge transfer, which is critical in integrating research pooling initiatives in the development of RIS in Scotland.  相似文献

This article considers how insurgent campaigns for housing the poor in New York City and Chicago succeeded in engaging the local state, non‐profits and financial institutions in the creation of community land trusts. These campaigns had long arcs in which victories and losses built from each other, neither as permanent as they initially seemed. The campaigns moved iteratively between spaces of “invited citizenship” (courtrooms, planning committees) and “invented” spaces of collective action (property takeovers). They found their greatest success when, exploiting state incapacity to defend abandoned property, they elicited a degree of complicity from local governments in their takeovers of housing and land. The article thus contests dichotomised accounts of social movements that oppose losses to victories, cooptation to resistance, and movements to institutions. Instead, we call for situated and dynamic accounts of insurgent practice, capable of theorising the long, messy, co‐constituted evolution of political contexts and popular struggle.  相似文献

We apply the geographically weighted regression to investigate spatial variability (nonstationarity) in the relationships between municipal operating expenditure (in total and for a separate component thereof) and the determinants of this expenditure, in South Africa. The empirical findings indicate that some of these relationships are spatially varying for the period under consideration. The global model (i.e., least square regression) cannot take account of the unequal environment in which South African municipalities operate. One implication of our findings is that a “one-size-fits-all” approach in the design of policies targeting municipal finances may not be appropriate for municipalities in South Africa, and indeed in other contexts in which such heterogeneity is found. Instead, policy formulation should explicitly consider relevant differences in local conditions.  相似文献

Public policy has been a prisoner of the word “state.” Yet, the state is reconfigured by globalization. Through “global public–private partnerships” and “transnational executive networks,” new forms of authority are emerging through global and regional policy processes that coexist alongside nation‐state policy processes. Accordingly, this article asks what is “global public policy”? The first part of the article identifies new public spaces where global policies occur. These spaces are multiple in character and variety and will be collectively referred to as the “global agora.” The second section adapts the conventional policy cycle heuristic by conceptually stretching it to the global and regional levels to reveal the higher degree of pluralization of actors and multiple‐authority structures than is the case at national levels. The third section asks: who is involved in the delivery of global public policy? The focus is on transnational policy communities. The global agora is a public space of policymaking and administration, although it is one where authority is more diffuse, decision making is dispersed and sovereignty muddled. Trapped by methodological nationalism and an intellectual agoraphobia of globalization, public policy scholars have yet to examine fully global policy processes and new managerial modes of transnational public administration.  相似文献

Recent criticisms for culture concept targeted a vision of culture as a hermetically sealed synchronic entity tied to a spatial unit. The article urges the historicization of the concept of culture itself, rather than discarding it altogether. Culture constitutes historical processes of the interpenetration between two mutually constituent forces: the global and the local. Culture through time requires a re‐examination of such concepts as “hybridity,”; “cosmopolitanism,”; and “historical discontinuity of the present from the past.”; Three cases of Japanese historical experiences are presented as examples of possible ways to historicize anthropology.  相似文献

This article examines the extent to which local governments in North Carolina embrace innovation in their economic development activities. The study makes a distinctive theoretical contribution by examining the relationship between innovation in how economic development policies are administered and implemented (using concepts associated with governance and NPM), and innovation in what is substantively done (policy innovation). An analysis of the results from a statewide survey of local governments in North Carolina finds that certain governance/management variables are significant determinants of economic development policy innovation. An implication of this finding is that new ways of doing economic development may go hand‐in‐hand with new ways of governing and managing. Many of the governance/management variables are also positively associated with the use of a greater number of traditional economic development strategies and tools. This suggests that local governments may find it helpful to be innovative in how they implement economic development irrespective of the substantive policy orientation of particular strategies and tools.  相似文献

This paper examines the strategic arguments articulated in calls for the teaching and learning of Asia in schools. “Asia literacy” is currently framed as a necessary “solution” for Australian education, but acceptance of this “solution” into the mainstream educational policy agenda has been problematised as a neoliberal and neocolonial construct. Subsequent policy debate indicates the dominance of an economic rationale that is seemingly impossible to resist. This paper suggests that critical policy approaches can be used to identify alternatives to these dominant frameworks, which imagine Asia literacy in alternate ways. Re-imagining the “solution” offers three alternatives: working within an economic agenda; restructuring Asia literacy away from a distinct policy agenda; and treating policy gaps as spaces in which teachers can generate locally relevant possibilities.  相似文献

This article explores how racially marked young women and girls are sought to be discursively and materially incorporated into markets and imperial economic and geopolitical strategies in spatially differentiated ways, through an examination of a series of media productions which portray the engagement of young racialised British citizens with their countries of heritage. I propose the term “diaspora girls” to refer to the protagonists of these media productions, who are understood as embodying “British” post‐feminist gender values and heroically carrying them to “dangerous” spaces of gender oppression and violence. In the context of current constructions of diasporas as agents of development, alongside the framing of migration as a “security threat” to the global North, these British citizens are viewed as ideally positioned to further the contemporary imperialist project. Their perceived empowerment is understood to be fragile and contingent, however, because of their affective connection with these spaces. Further, for those who are Muslim in particular, their perceived Britishness is understood as requiring continual reaffirmation and proof, thus reinforcing racialised structures of citizenship, and legitimising a border regime which reinscribes permanent North–South inequality.  相似文献

Environmentalists and environmental organizations in the USA have long identified population growth as a key threat to environmental sustainability at local and global scales. The neo‐Malthusian logics they invoke embed racialized images and categories in defining population “problems”, yet increasingly social justice language is invoked in population debates as a “solution” in the context of international development. This article explores the historical and contemporary characterizations of race as a central component of population–environment advocacy. It focuses on locations of race narratives in both the conceptualizations of population growth as an environmental problem, and family planning as a global solution. Through a critical analysis of the “population justice” framework, I argue that new discursive approaches attempt to reposition population work as socially just, while eliding critical analyses of race.  相似文献
