The arrival of the Museum and Old and New Art (Mona) in the disadvantaged municipality of Glenorchy was heralded as the beginning of significant social change in Australia's island state of Tasmania. These expectations were premised on a local place discourse known as the “Tasmanian gothic,” and, in this article, our aim is to illustrate the importance of place specifications in culture‐led change, including in relation to how place discourse constitutes such change. To do this work, we illustrate a Mona effect that comprises a critical account of the Tasmanian gothic informed by an empiric of tourist movement to and from Mona. We demonstrate that tourist movements follow existing socio‐spatial patterns, with tourists from higher socio‐economic backgrounds bypassing Glenorchy and those from lower socio‐economic backgrounds more likely to stop in this disadvantaged municipality. This socio‐spatial account unsettles the characterisation of Tasmania and Tasmanians provided by the Tasmanian gothic and we conclude by observing (1) a lack of significant social change resulting from Mona, in part explained by well‐established socio‐economic patterns; (2) signs of more subtle change that warrant further investigation; and (3) how local place discourse can act to curtail culture‐led change by reinforcing existing socio‐economic patterns.  相似文献

自2008年的经济危机之后,新自由主义作为西方国家和城市治理的主要手段也受到根本性的挑战,这些政治经济的失败,最终表现在都市空间的治理当中。本文将以新自由主义的扩张案例入手,通过国内外都市空间治理的实践经验,剖析新自由主义所带来的短期和长期的政治经济危机后果,并讨论全球不同空间尺度当中撤退空间的治理与挑战。新自由主义的问题不仅存在于西方国家,在网络时代和全球化的趋势下,资本的累积是在全球范围内产生危机,亚洲国家以及中国也必须思考如何应对危机,以及探索后新自由主义的发展道路。最后,文章从全球到地方的撤退空间讨论当中,反思新自由主义作为一种全球性的都市治理政策在全球的流动,认为就后政治的城市来说,要超越新自由主义的局限还有待观察,中国城市走向后新自由主义的治理转型就必须勇于摆脱英美社会脉络所产生的都市治理论述,建构符合地方社会脉络的理论和实践。  相似文献

Abstract: Recent years have witnessed increased geographical interest in the changing nature of forestry in the UK. Critical attention has been given to a transition from a previously dominant regime of industrial forestry, primarily concerned with the mass production of timber, to a post‐industrial regime, within which timber production sits alongside a broader range of social, economic and environmental objectives. Investigations of this transition, however, have been largely restricted to analyses of national policy discourse, with relatively little attention given to the implementation of post‐industrial forestry in regional and local spaces. In this paper, we argue that the emergence of this new forestry regime has been associated with a great deal of spatial complexity. Drawing on findings from recent research in the southern valleys of Wales, we highlight the complex geographies bound up with the implementation of national regimes of forestry in the UK, and the significant roles played by the local socio‐natural context in facilitating and resisting the implementation of new forestry regimes in particular spaces.  相似文献

The idea of an economy taking a geographical journey highlights the importance of changing spatialities and how these shape and result from economic change. It also focuses on the geographical scaling of key processes. Using these insights, this paper explores three decades of economic change in Australia in which the nation State has played a central role in the operation of markets and accumulation processes, albeit with dramatic shifts in the qualitative nature of that role. Such shifts have been crucial during the emergence of Australia's particular variety of neoliberalism. The paper explores the liberalisation of Australia's financial and corporate environment, trade policies and the industrial relations environment. The three cases suggest contradictions inherent in the State's adherence to a neoliberal reform agenda, in the name of globalisation, while facing: first, political needs to retain sovereignty over national security and tighten border protection; and second, multi‐scaled political processes including clashes with State governments grappling with regional and local impacts of change. There has been no simple roll‐out of neoliberalism in Australia since the mid 1990s. Geographical scales, constructed contingently by social and political agents, have contributed in fundamental ways to the power and direction of economic reform. Despite powerful re‐scalings to both global and local levels over the past three decades, there is no evidence of a diminished role for the nation State.  相似文献

Dystopian accounts of climate change posit that it will lead to more conflict, causing state failure and mass population movements. Yet these narratives are both theoretically and empirically problematic: the conflict–environment hypothesis merges a global securitization agenda with local manipulations of Northern fears about the state of planetary ecology. Sudan has experienced how damaging this fusion of wishful thinking, power politics and top-down development can be. In the 1970s, global resource scarcity concerns were used locally to impose the fata morgana of Sudan as an Arab-African breadbasket: in the name of development, violent evictions of local communities contributed to Sudan's second civil war and associated famines. Today, Darfur has been labelled ‘the world's first climate change conflict’, masking the long-term political-economic dynamics and Sudanese agency underpinning the crisis. Simultaneously, the global food crisis is instrumentalized to launch a dam programme and agricultural revival that claim to be African answers to resource scarcity. The winners, however, are Sudan's globalized Islamist elites and foreign investors, whilst the livelihoods of local communities are undermined. Important links exist between climatic developments and security, but global Malthusian narratives about state failure and conflict are dangerously susceptible to manipulations by national elites; the practical outcomes decrease rather than increase human security. In the climate change era, the breakdown of institutions and associated violence is often not an unfortunate failure of the old system due to environmental shock, but a strategy of elites in wider processes of power and wealth accumulation and contestation.  相似文献

ABSTRACT Developmentalism, or the theory of linear progress, has taken several forms — evolutionism, modernization theory, development thinking — which correlate with different epochs of western hegemony. The comparative method serves as its underpinnings in theoretically incorporating non-western societies into the developmental paradigm. Developmentalism is universalist and ahistorical, teleological and ethnocentric. A discourse of power, it is presented and taken as a recipe for social change. The present crisis of developmentalism is both a crisis of development in the south and a crisis of modernism in the west. In the west, developmentalism is being challenged by new social movements and, in theoretical terms, by postmodernism; in the south, alternative development strategies test the limits of the developmental paradigm. Non-western concepts of modernization have also been developed. This discussion concludes with two queries, one concerning the passage from the bi-polar world of the Cold War to polycentrism, and one with respect to the deconstruction of the west as a prerequisite to the deconstruction of development. If ‘development’ itself has become a problem, and has sowed the seeds of discontent and ethnic conflict, a corrective to development can only come from other worldviews, other visions.  相似文献

The debate on the financial crisis is at an impasse. Neoliberal austerity discourse is often positioned as an almost insurmountable barrier, its disciplinary power affecting even the most change‐oriented citizen‐initiatives existing today. Countering this, this paper highlights the transformative capacity of social movements in Thessaloniki. Drawing from Butler, Laclau and Mouffe, and Gibson‐Graham we develop the notion of “communal performativity” both as an academic and as a practical concept to understand and build trajectories of socio‐economic change. “Communal” denotes the drive of the movements’ participants to interconnect and (re)negotiate with a multiplicity of Others, curbing identity politics to articulate internal differences and Otherness. We see some hopeful signs of bridges being built towards shared trajectories of change that can be understood as different but concrete variations on the abstract counter‐narrative of “breaking with neoliberalism”. Some of these variations challenge, others diversify neoliberal discourses and practices.  相似文献

In 2002, the World Heritage Committee declared heritage to be ‘an instrument for the sustainable development of all societies’. The term ‘sustainable development’, however, is inscribed with a complex economic, environmental and social agenda that challenges contemporary World Heritage management practice. This paper draws on a content analysis of six industrial UK World Heritage Site management plans. The analysis focuses on the extent that each plan integrates four key sustainability dimensions. Findings indicate that the planning frameworks and collaboration processes in operation at each site ensure conservation of the historical physical fabric but limit the development of a sustainable local cultural economy. A sustainable heritage management framework is presented based on the adoption of a long‐term strategic orientation and extensive local community participation in decision making. The framework is relevant to other complex heritage sites such as historic towns and cultural landscapes.  相似文献

The coast of Emilia‐Romagna is a favourite destination for the seasonal movement of Senegalese street‐sellers. It is no coincidence that Rimini hosted one of the first racist demonstrations of shopkeepers in 1989. The situation has worsened over time. In fact, the local public discourse on immigration never developed autonomously but has always been connected to the discourse expressing the main concern of the town: irregular trade. Yet discourses do not work alone and are linked also to social relations and to economic trends such as the restructuring of the local retailing economy and the tourist sector. This article therefore shows how racism in Rimini is the fluid product of, first, the overlapping of discourses about differing social phenomena which shape the dominant discourse on immigration; and, secondly, the identification with this dominant discourse that has emerged from everyday social relations and institutional practices. The latter part of the article presents elements of the counter‐discourse, based on observations and conversations carried out with Senegalese immigrants in a summer camp outside Rimini. Finally, a proposal by the mayor of Rimini to exclude non‐resident immigrants coming from outside the province is analysed as an example of the criminalization of immigrants through the application of a ‘sedentarist metaphysic’.  相似文献

Abstract: The concept of socio‐nature asserts that social relations are inherently ecological and that ecological relations are inherently social. This paper examines how, and with what consequences, discourses and practices of support for local and organic food reflect this idea. It argues that proponents of local organic agriculture view the food they promote as simultaneously social and the product of human labor. However, advocates’ understanding of the concept is partial and constrained by social privilege. It does not extend to industrial agriculture or paid farm labor. The literature on socio‐nature coheres around the revelation that what is understood as natural is also social and vice versa. In contrast, this paper takes a new approach, examining socio‐nature as a practice‐shaping discourse already embedded in social life. Investigating the on‐the‐ground ideological work performed by the concept also allows for assessment of its political consequences.  相似文献

The Italian debate on industrial districts suggests that local development can be based on small and medium-sized firms, provided they work in teams and are embedded in a local system of social relations. If the availability of local public goods complements the private supply of local specialized services and goods, Marshallian external economies are engendered. When inner social and economic relations boost the supply of local public goods, and are reproduced by the consistent economic behaviour of local (economic and political) agents, they become local factors of economic development, or, in other words, the district's social capital. These propositions are considered within a three-layered framework comprising structure, conduct and performance. The relations among these levels allow joint consideration of three different processes of economic selection: competitive, strategic, evolutionary. This complexity is necessary if the conditions that foster significant Marshallian external economies are to be represented correctly.  相似文献

The pervasive and dynamic influence of economic restructuring on political and social relations is highlighted in many aspects of Australian daily life. The effect of economic restructuring on already marginalised and disempowered groups in society is often overlooked Development of iron ore mines and associated new towns, railways and ports transformed the regional economy of Western Australia's Pilbara region in the 1960s and 1970s. For Aborigines in Roebourne, this restructuring represented a new phase in their relations with ‘White Australia’. Interacting historical legacies, corporate strategies, government policies and economic processes further marginalised the region's Aboriginal population and linked the region to the global economy in ways which created significant barriers to the development of Aboriginal self-management strategies. This paper reviews this period with particular emphasis on the social impact of the iron ore ‘boom’ on local Aboriginal people. In the current climate of renewed economic and political crisis in Western Australia, this review provides a timely reminder that such processes occur in a broader context than is often recognised in regional planning processes.  相似文献

Port Adelaide, South Australia has been stigmatised as ‘Port Misery’ for over one hundred and fifty years. The origins of this stigmatised discourse can be traced prior to actual colonisation, having their genesis in wide political debates. This reflects the complex and contested nature of landscape, revealing that ‘Port Misery’ constitutes a powerful meta‐narrative that has been projected onto Port Adelaide by powerful and often external actors. This stigmatising discourse may lie dormant for prolonged periods of time, only to be remobilised to serve specific political, social and economic objectives. Recently, the ‘Port Misery’ discourse has been remobilised to justify the redevelopment of Port Adelaide from an industrial to a post‐industrial landscape.  相似文献

This article focuses on local processes and global forces in the struggle over the fate of forests and over the contested claims of protection and production in a protected area buffer zone of Río San Juan, Nicaragua. The struggle over control of local natural resources is seen as a multifaceted process of development and power involving diverse social actors, from agrarian politicians and development agents to a heterogeneous group of local settlers, absentee cattle raisers, timber dealers, transnational corporations, and non‐governmental organizations. The initial interest is in the local resource‐related discourses and actions; the analysis then broadens to include the larger political‐economic processes and environment‐development discourses that affect the local systems of production and systems of signification. The article underlines environmental resource conflicts as one of the major challenges in subjecting structures of social power to critical analysis.  相似文献

Abstract: Supported by the labour geography framework, I analyse how spatial practices of labour shape the economic geography of capitalism, by looking into a model not at a global but at a very local scale of organisation and showing its effectiveness while confronting social actors organised at global or extra‐local scales. Questioning global stereotypes on economic responses to globalisation, I argue that labour becomes actively involved in the very process of globalisation and the expansion of capital, empirically demonstrating the relevance of this in the globalisation literature. I deal with one region—Kerala—and processes in its labour markets, taking the case of apparel workers in an export‐promoting industrial park.  相似文献

Neoliberal conservation schemes involving nature‐based tourism are implemented throughout the developing world to address rural poverty. Drawing on socio‐economic surveys and in‐depth interviews, this article uses the case of Uibasen Conservancy in Namibia to investigate social responses to neoliberal conservation. We find that people's aspirations for upward economic and social mobility lead them to participate in neoliberal conservation projects in an attempt to combine economic opportunities created by nature‐based tourism with traditional livelihood strategies. In this case, certain aspects of neoliberal conservation are perceived as a source of hope for non‐elites seeking to achieve economic self‐sufficiency and to ascend social hierarchies. We find that intra‐community power struggles dominate discourses of discontent and local‐level conflict which consequently masks the disruptive and anomic forces of the global tourism industry. We additionally provide insight into specific social contexts that may increase the allure of neoliberal conservation and explain why marginalized individuals may embrace some neoliberal logics despite — or, perhaps, because of — their disruptive tendencies.  相似文献

This paper reports and analyses survey data on the opinions of 353 top position‐holders in business, trade unions, federal and state politics, the Commonwealth Public Service, mass media, national voluntary associations, and major universities and research institutes during the latter half of 1975. Patterns of elite responses to 15 issue sets aggregating 46 separate opinion items are examined. The main focus is on the extent and configuration of elite conflict and consensus over economic policy, foreign and defence policy, industrial relations, social issues, and institutional structure. In general, substantial conflict between left‐of‐centre and right‐of‐centre elites in all major issue areas, save possibly that of social issues, is found. However, the extent of this conflict varies as between specific policies, over which it is relatively small, and the legitimacy or desirability of various group actions and major policy innovations, over which it is quite large. Whether conflict during 1975 was sufficiently great to threaten the fundamental unity of Australian elites is discussed.  相似文献

This article addresses the relationship between political mobilisation by raising hope for change and the increasing loss of confidence in democratic order in the Romanian transformation process after the First World War from a regional perspective. The survey focuses on the political discourse of the Transylvania-based National Party (from 1926 the National Peasants’ Party), which gained governmental power in 1928 through regionalist activism, benefiting from a multi-stranded discourse of permanent crisis caused by living conditions that could not meet the expectations of social advancement raised by the general enthusiasm about the emergence of ‘Greater Romania’. Unable to fulfil its promises of fundamental political change and economic recovery after a century of failed transformation, the Transylvanian-led government’s failure marks the moment of another profound disappointment, which saw the public discourse on political order turn more and more towards strengthening the concept of ‘authority’.  相似文献

The industrial district is an important element of the theoretical debates concerning the appearance of original features of regional development in Europe. Issuing from Marshallion theory, this concept was ‘reinvented’ in the late 1970s in order to interpret a series of ‘regional success stories’ of industrial development that occurred in middle Italy. Thus, for some economists and geographers, the industrial district has become a new ‘standard’ of regional development, appearing as an autonomous integrated system, whose functions are based on the principle of ‘automation’. This system represents an optimal structure in terms of economic efficiency and resource allocation, and owns its proper mechanisms of reproduction related to specific territorial regulations. A crisis for such a system can only be related to exogenous factors. Rejecting this static vision of economic structures, which reintroduces the ‘growth/crisis’ divide in the analysis of economic development, it seems necessary to promote a more dynamic approach in terms of ‘change through continuity’. This approach was initially developed by some Italian authors who tried to analyze the original features of regional development in the Third Italy in terms of ‘industrialization without fracture’. This approach does not deny the existence of industrial districts, but refuses to accept that they are static: districts can evolve, change, develop . . . Thus, they appear as a particular stage of development in a diffuse industrialization process. Their evolution is no longer simply related to exogenous variables but also to endogenous ones; and this evolution does not necessarily lead to an implosion or a complete transformation of space but can also lead, through the continuity of the industrial district's mechanisms, to a post‐district organizational configuration.  相似文献

Studies of participatory development and empowerment often fail to place people’s actions and motivations within their wider cultural, social, political and economic context. Drawing on fieldwork which looked at village‐based women’s groups on Mount Kilimanjaro, Tanzania, this article deconstructs the dominant discourse of development on the mountain (maendeleo) to show how women’s participation in their local organizations is used as a strategy to boost their social status and financial gains. Local, national and global discourses on development, modernity and gender are reappropriated by Chagga men and women to produce a normative Chagga developmental subjectivity which women can demonstrate by participating in women’s groups. The over‐representation of better‐off and higher‐status women in these groups suggests that, in excluding the poorest women, participation in women’s groups is serving to legitimate, and perpetuate, existing inequalities within Chagga society.  相似文献
