The Adani mine controversy is a significant new space of contestation in conflicts over coal mining and climate change in Australia. Proposed as one of the largest new coal mines in the world, the Adani (or “Carmichael”) mine has become a flashpoint between two broad coalitions—the pro‐mine coalition, consisting of governments, elements of the media, and mining interests, and the anti‐mine coalition, consisting of community groups, environmental non‐government organisations, activists, Indigenous communities, and farmers. Based on thematic analysis of news media articles and interviews with environmental actors in the Adani mine controversy, this article demonstrates how each coalition employs discursive scale frames and counter‐scale frames to represent and contest the controversy. We find that the pro‐mine coalition remains situated within a topographical spatiality, with a backwards oriented temporality, that obscures emergent topologies from their view. In contrast, while retaining capacity for operating within traditional scalar topographies, the anti‐mine coalition is more adept at negotiating topologies that increasingly define our social worlds. It is oriented towards a deep future horizon in which the Adani mine controversy represents an opportunity to reshape existing social and political orders. The sorts of scalar tactics documented here are likely at work in other resource extraction controversies, highlighting the need to attend to how scale may be being used to obscure irrationalities and injustices in extraction projects, and the potential for counter‐scale frames to help destabilise fossil fuel regimes.  相似文献

Development practitioners frequently rely on community‐based natural resource management (CBNRM) as an approach to encourage equitable and sustainable environmental resource use. Based on an analysis of the case of grassland and woodland burning in highland Madagascar, this article argues that the success of CBNRM depends upon the real empowerment of local resource users and attention to legitimacy in local institutions. Two key factors — obstructive environmental ideologies (‘received wisdoms’) and the complex political and social arena of ‘community’ governance — challenge empowerment and legitimacy and can transform outcomes. In Madagascar, persistent hesitancy among leaders over the legitimate role of fire has sidetracked a new CBNRM policy called GELOSE away from one of its original purposes — community fire management — towards other applications, such as community management of forest exploitation. In addition, complications with local governance frustrate implementation efforts. As a result, a century‐long political stalemate over fire continues.  相似文献

In this ‘postcolonial’ era, peoples and places around the globe continue to face ongoing colonisation. Indigenous peoples in particular experience colonisation in numerous forms. Despite recent attempts to ‘decolonise’ indigenous spaces, hegemonic systems of production, governance and thinking often perpetuate colonial structures and relationships, resulting in further entrenched colonisation or ‘deep colonising’ (Rose, 1999). The interface between indigenous communities and the mining industry provides fertile ground for the tensions emerging between decolonising and deep colonising. Gold mining operations at Placer Dome's Granny Smith mine in the Eastern Goldfields of Western Australia present a valuable case study for examining this tension. Changes taking place at the mine site are decolonising in intent, though outcomes may be deep colonising in effect. Recent discussions among cultural geographers over meanings of place, Ollman's (1993) notion of vantage point and a broadly postcolonial literature inform consideration of this tension. Acknowledgment and incorporation of multiple vantage points into new resource management systems allows current hegemonic approaches to be rethought, and provides insights for the shift towards genuinely decolonising processes.  相似文献

Gated residential estates have become common features of the landscapes of cities around the world. The proliferation of these estates has attracted significant critical attention from urban scholars who have focused in particular on their contribution to urban segregation. Many commentators also question the possibility and existence of the neighbourhood‐based community that is promised to potential residents by estates developers. They argue that it cannot be delivered primarily because meaningful community does not form in circumstances of privatism. In this paper, we examine what community means to the residents of Macquarie Links, a gated residential estate in the Australian city of Sydney. To this end, the paper traces the interplay of contradictions that define the expectation and experience of community and argues that rather than being in conflict, the experience of community for many in this gated estate is actually underpinned by the structures of private governance that define the estate. In other words, not only is community said to exist in this neighbourhood, but also it is not homogeneity and everyday neighbouring that are pivotal but the governance structure of the estate.  相似文献

In response to the well documented limitations of top‐down, modernist and authoritarian approaches that have dominated development, practitioners and academics increasingly promote more community‐based approaches. The World Bank uses the term ‘community driven development’ to describe projects that increase a community's control over the development process. In an analysis of a community driven poverty alleviation project in Indonesia, this article examines the vulnerability of such an approach to elite capture. The expected relationships among a community's capacity for collective action, elite control over project decisions and elite capture of project benefits were not found. In cases where the project was controlled by elites, benefits continued to be delivered to the poor, and where power was the most evenly distributed, resource allocation to the poor was restricted. Communities where both non‐elites and elites participated in democratic self‐governance, however, did demonstrate an ability to redress elite capture when it occurred.  相似文献

Abstract

The article examines the role of housing cooperatives for social cohesion in the city by introducing linking social capital which grasps the vertical dimension of social capital. Housing cooperatives represent a crucial intermediate level between residents and urban housing policy, thus providing opportunity structures for bottom-linked citizen participation. Drawing on the case of Vienna, a large-scale household survey and interviews with key informants provide empirical evidence on the importance of a form of social capital which links actors at different levels in the spatial hierarchy: residents, housing managers and political decision-makers. The findings add to our understanding of the opportunities and problems with resident participation in a policy field structured by multi-level governance. Our two-level analysis shows that the dominant model of governance, top-down as well as neoliberal, has structurally limited the room for participatory practices in cooperative housing. Nevertheless, we argue that professional housing cooperatives have a potential to give residents a voice beyond the neighbourhood. Their strong linkages with public decision-makers at different scales can help leverage ideas and resources of residents.  相似文献

The changes in regulation of mineral development on Indigenous people's lands, wrought by the advent of native title in Australia, created an impression that the political economy of mining on Indigenous people's lands would be fundamentally transformed. In this paper we argue, in reality, a deeply seated settler‐colonial mentality endures in Australia within the institutions presiding over mineral governance, particularly in those States that are heavily dependent upon resource extraction. Focusing on the governance of mineral development in Queensland, Australia, we offer an analysis of the rationalities that inform the endurance of an inequitable architecture of extractive governance in that State. Our conceptual framework draws on a synthesis of the concepts of “accumulation by dispossession”, “settler colonialism”, and Indigenous critiques of the politics of recognition, to argue that liberal states remain deeply committed to the facilitation of mineral development on Indigenous people's lands in direct contravention to international norms.  相似文献

In the two decades since Alexander Lockhart's seminal article on the insider–outsider dialectic in native socioeconomic development, a great deal of change has occurred in the Canadian North and new challenges have emerged for community‐based participatory research and development. This is particularly the case in the Northwest Territories, where Aboriginal communities are facing for the first time the triple challenges of Aboriginal land claims implementation, Aboriginal self‐government, and a boom in mining and petroleum development. Increasingly, participatory methods in research and community development are being co‐opted to serve state or corporate interests, far from their radical origins in movements for social change. A historical analysis is called for that accounts for the contradictory and contested social contexts in which participatory activities are imbedded. This article suggests that a return to the roots of the participatory method requires the creation of a new autonomous space of resistance. The academic outsider is uniquely positioned to facilitate critical interventions in both community and university contexts. The resulting convergence of critical outsider and insider has great potential in the forging of new knowledge that can contribute to self‐determination beyond the bounds of the state.  相似文献

In the context of increasing academic and policy‐related attention to hybrid forms of security provision which combine state and non‐state institutions, in Africa and elsewhere, this article explores the implementation of community‐based or participatory policing (ulinzi shirikishi) in Tanzania. Through ulinzi shirikishi citizens are encouraged to form local security committees, organize neighbourhood patrols and investigate reported crime. In contrast to earlier forms of state‐sponsored sungusungu vigilantism in Tanzania, community police are expected to cooperate with the Tanzania Police Force and to adhere to state law. Based on 11 months’ fieldwork in three sub‐wards of the city of Mwanza, this article argues that community policing has been fairly effective in improving residents’ perceptions of local safety. However, two important concerns emerge that may compromise the sustainability and legitimacy of community policing in the future. Firstly, organizing local policing entails considerable costs for communities, which disproportionately disadvantage the relatively poor. Secondly, controlling local service provision can enable individuals to pursue private gains, at the expense of the production of public goods. It is thus important to consider the development of hybridity over time towards models that may look less like community‐based policing and more like commercial security provision.  相似文献

The Kaindi area of Papua New Guinea is home to a large community of Anga small‐scale miners. While they constitute nearly half of the local population, women do not participate in mining to the same extent as the men. Drawing on ethnographic data this paper shows that this is not just due to personal choice but also to a series of limiting factors that include pollution beliefs, land tenure practices, the unequal control of household resources, and the gendered division of labour. Far from being simply intrinsic to Anga culture, these impediments also relate to the gendered history of the colonial goldfields and to contemporary national law and company practice in the extractive sector. Similarly, they are neither unambiguous nor resistant to change. Indeed, since the Anga first entered the mines their women have engaged in resource extraction in ever increasing numbers, both independently and alongside male relatives and partners. Through an analysis of this historical trend, my paper will show that historically conscious ethnography can help specify not only the main obstacles women face in entering artisanal and small‐scale mining (ASM), but also the conditions that lead to their strengthening or weakening through time, thus identifying factors to be stimulated or countered in policies and strategies for equitable development within the sector.  相似文献

The COVID-19 pandemic has profoundly affected people in urban areas. This article reports on a comparative empirical study of the pandemic in Guangzhou and Xi’an in 2021 and analyses how residents responded to social media during the crisis. Using Baidu’s hot search time machine to search for hot topics related to the spread of disease during each outbreak of COVID-19, we collected 35 and 41 hashtags for Guangzhou’s and Xi’an’s epidemics, respectively. Based on a thematic analysis of those hashtags, we considered how residents reconstructed expressions of urban identity in both cities. We found that China’s unique official accountability system in local anti-epidemic practices led to stricter forms of top-down urban governance and that urban residents deployed forms of bottom-up agency in response. Our work provides a refined agenda for geographers and other social scientists to examine the interconnections among urban resilience, urban social responses to major public crises, and urban culture.  相似文献

Community and democratic participation are still an essential component of current mainstream development interventions. However, elite capture seriously undermines the outcomes of development projects. This article analyses the effects on (in)equality of the implementation of policies that are technically participatory, in the context of an internationally‐funded urban development programme in Nairobi, which was implemented in the aftermath of the post‐election violence of 2007–2008. Ethnographic data reveal how the institutionalization of pre‐existing power imbalances between landlords and tenants is accomplished through the creation of structures of community governance and ‘participatory enumeration’. The article concludes that without the resources to challenge powerful interests within the settlement, the programme is likely to worsen the condition of a large section of the residents. In the context of strong pre‐existing inequalities and conflict, participation needs careful management and firm external agency to achieve genuine social transformation.  相似文献

Place branding in heritage tourism development is presented as a strategy that opens up new possibilities for attracting investors and visitors by distilling, capturing and shaping what is distinctive about a place. This representational fix is an efficient marketing device in the sense that it represents places through widely intelligible symbols. Branding is also a limiting activity that locks places in time and class relations. While place branding has always had this dual effect, we argue that it has particularly insidious and limiting consequences for local development under current conditions of roll‐out neoliberalism. Beginning in the 1960s, several prominent residents and outsiders initiated efforts to transform the Town of Cobalt, Ontario, into a mining heritage tourism destination. In 2001, the town entered and won a contest to be named Ontario's Most Historic Town. The following year it persuaded Parks Canada to designate it as a national historic site. These two events provided renewed external validation for the efforts to brand Cobalt as a heritage site and began a new cycle of mining heritage tourism development. However, instead of breaking the dependency relationships that characterize resource regions, the current round of place branding has acted to circumscribe the range of possible economic development options.  相似文献

This article analyses the Peruvian government's quest to formalize small‐scale mining in the Amazon as a political process which shows how state governance problems are reproduced in the margins of the state. It asks why the central state is unable to govern mining activities in the Madre de Dios region, and examines how small‐scale miners have reacted to state attempts to formalize their activities. The author argues that, through political agency and the reproduction of ‘hybrid’ formal and informal institutions, small‐scale miners have learned to contest, reinterpret and build alternatives to central state governance. The article contributes to the literature on development policies by showing how difficulties in implementing regulatory policies may be analysed as governance problems, particularly in regions like the Amazon, where the state apparatus is not well established.  相似文献

This article examines how customary tenure provides a basis for reciprocal access arrangements and facilitates access to grazing resources in order to adapt to changing conditions. A critical review of the literature on the range ecology and institutions of resource governance guides the overall analysis, while empirical results from three case studies show that internal social relationships and kinship structures still remain important determining factors in facilitating access to the grazing commons. Many forms of institutional arrangements exist, providing different kinds of incentives. For instance, trading of grazing rights at household level provides an important safety‐net for poor pastoral and agropastoral herders, in spite of fears regarding negative externalities for de facto co‐owners of the commons. Evidence from the three studied districts reveals that the influence of resource attributes on institutional choice favours flexibility rather than supporting the axiom of the conventional property rights theory, which considers greater exclusivity to be a natural response to scarcity. Institutions supporting reciprocal grazing relations are characterized by negotiability and by an ambiguity of rights: clan rules facilitating reciprocal grazing are not based on maximization of benefits from own grazing commons, but rather on maximization of security of use rights through investing in relations with others.  相似文献

The environment has become a key site of global governance because of its transboundary nature: forests, wildlife and oceans have all become central foci for networks of global governance which link international organizations, international financial institutions, states and non‐governmental organizations. This article examines how contemporary forms of global governance can be challenged and even subverted. It uses the concept of shadow states introduced by William Reno to explore how invisible global networks flow through developing states, to show how they constitute important political and economic interest groups, and to assess what kinds of environmental impact they have. It explores how powerful these networks are, and whether they are able to challenge or subvert attempts to manage, control or govern the environment. The author provides an analysis of the ways in which the clandestine networks of shadow states impact on conservation initiatives in the developing world, focusing on the features of global environmental governance and the problems posed by illicit gem mining and trafficking in Madagascar.  相似文献

Using an examination of three NGO interventions in post‐conflict Burundi, this article questions community‐based reconstruction as a mechanism to rebuild social capital after conflicts, particularly when direct livelihood support is provided. The authors demonstrate a general shortcoming of the methodology employed in community‐based development (CBD), namely its focus on ‘technical procedural design’, which results in what may be termed ‘supply‐driven demand‐driven’ reconstruction. The findings suggest the need for a political economy perspective on social capital, which acknowledges that the effects on social capital are determined by the type of economic resource CBD gives access to. Through the use of a resource typology, the case studies show that the CBD methodology and the potential effects on social capital differ when applied to public and non‐strategic versus private and strategic resources. This has particular consequences for post‐conflict situations. A generalized application of CBD methodology to post‐conflict reconstruction programmes fails to take adequate account of the nature of the interventions and the challenges posed by the particular post‐conflict setting. The article therefore questions the current popular ‘social engineering’ approach to post‐conflict reconstruction.  相似文献
