This article maps the racializing, classing and gendering cartographies of cross-spatial marginalization and social control experienced by women who were formerly federally incarcerated in Canada. By investigating women's criminalization, prison and post-prison experiences, this article traces practices of racialization, gendering and classing that underwrite liberal to neo-liberal forms of social control. Results from 68 interviews with women released from federal prisons in Canada show that women's criminalization cannot solely be traced to shifts from liberal to neo-liberal governance, but rather to the ways in which structures of oppression have influenced women's criminalization across liberal to neo-liberal rationalities. This analysis shows how liberal ‘welfarist’ ideas and ideals are embedded in neo-liberal reforms and provide the discursive platforms of an extended and widened network of social control of criminalized women beyond prison walls, across institutions, including a variety of (non-)government actors and the women themselves. This widened web of (neo-)liberal social control constitutes practices that have formed carceral spaces beyond prison walls and have perpetuated and exacerbated women's marginality after their release from federal prisons in Canada.  相似文献

Abstract: The environmental justice movement has highlighted not only the unequal distribution of environmental hazards across lines of race and class, but also the white, middle‐class nature of some environmentalisms, and broader patterns of marginalization underlying people's opportunities to participate or not. There is a significant body of work discussing Hispanic environmental justice activism in the US, but not in Canada. This paper draws on interviews with representatives of organizations working on environmental initiatives within the Hispanic population of Toronto, Canada to explore definitions of and approaches to environmentalism(s) and community engagement. Four interrelated “mechanisms of exclusion” are identified in this case study—economic marginalization; (in)accessibility of typical avenues of participation; narrow definitions of “environmentalism” among environmental organizations; and the perceived whiteness of the environmental movement. Taken together, these mechanisms were perceived as limiting factors to environmental activism in Toronto's Hispanic population. We conclude that the unique context of Toronto's Hispanic community, including contested definitions of “community” itself, presents both challenges and opportunities for a more inclusive environmentalism, and argue for the value of “recognition” and “environmental racialization” frameworks in understanding environmental injustice in Canada.  相似文献

Hume's repeated mentions of the vicissitudes of civilization have thus far been neglected, overlooked, or misinterpreted by Hume scholars. Although his references to the “death” or “ruin” of a nation are somewhat hyperbolic, his cyclical view of history was neither mere rhetoric nor necessarily pessimistic. This paper aims to show that Hume's notion of historical fluctuations was deeply connected with his understanding of the universality of human nature. It also placed Hume in a strategic position from which he could criticize both those who believed in the possibility of perpetual progress and those who forecast the successive decline of the human world. To explore Hume's position in more detail, we must first examine the reasons his argument was often misunderstood, especially in the context of the “rich country–poor country” debate. We also need to examine how Hume's view of the cyclical nature of history, consistently held, can be reconciled with his status as one of the champions of modern civilization.  相似文献

This essay outlines a conceptual approach to everyday geographies of the nation-state. The case study analyzed is the cross-institutional response to human smuggling in Canada. The essay draws on qualitative research with government and nongovernment actors who responded to the arrival of four boats carrying migrants smuggled from Fujian, China to British Columbia in 1999. Findings regarding the everyday institutional contexts of work in the field of immigration prompt deconstruction of the conceptual boundaries that surround governance in more abstract epistemologies of the state. This poststructural approach to geographies of the nation-state pays particular attention to the role of identity and language in the categorization of im/migrants and provokes contemplation of the transnational imaginary of the nation-state from the standpoint of policing international borders.  相似文献

Abstract

This article explores the intellectual itinerary of the contemporary French political philosopher Pierre Manent. In particular, it highlights his efforts to do justice to the three great “poles” of human existence: philosophy, politics, and religion. Manent is shown to be a philosophically minded Christian, one who thinks politically and who rejects the temptation to “despise the temporal order.” Manent's reservations about the European project in its present form are shown to be rooted in a understanding of politics that emphasizes the need to weave together “communion” and “consent” if Europeans are to avoid administrative despotism and those postpolitical fantasies that prevent them from thinking and acting politically. The article ends with a reflection on Manent's impressive history of “political forms” in the Western world.  相似文献

This paper investigates the conceptual overlaps between transnational return migration and immigration by drawing on a qualitative study of Mainland Chinese return migration from Canada. The paper argues that reframing return migration as a distinct type of immigration draws attention to the citizenship vulnerabilities experienced by “middling” returnees who are not privy to the preferential treatment given to highly skilled returnees. They come to be considered as “foreigners” in their homeland because they have naturalised elsewhere. The paper also explores the double diasporic identifications of Mainland Chinese returnees from Canada; it highlights the tensions and fissures manifested in secondary diasporas, particularly in light of China’s growing prominence in international business, foreign diplomacy and cultural exchanges. The paper suggests that social encounters that marginalise such migrants in Canada are reproduced in China. The returnees navigate such encounters by mobilising their transnational affiliations to different national contexts.  相似文献

This paper engages with the military‐humanitarian technology of migration management from the vantage point of the European Union Naval Force Mediterranean (EUNAVFOR MED) “Operation Sophia”, the naval and air force intervention deployed by the EU in the Central Southern Mediterranean to disrupt “the business model of human smuggling and trafficking” while “protecting life at sea”. We look at the military‐humanitarian mode of migration management that this operation performs from three vantage points: logistics, with a focus on the infrastructure of migrant travels; subjectivity, looking at the migrant profiles this operation works through; and epistemology, building on the mission's first stage of intelligence and data gathering. Through this multi‐focal approach, we illuminate the productivity of this military‐humanitarian approach to the migration crisis in the Mediterranean.  相似文献

Assisted Voluntary Return (AVR) programs occupy a central role in Europe's “management” of migration today. These state-funded programs allow migrants to meet with humanitarian counselors about the decision to return voluntarily, offering reintegration assistance and one-way travel booking to migrants' country of origin. This paper draws on interviews with practitioners at humanitarian organizations, those who counsel undocumented migrants and appeals rights exhausted asylum seekers about their decision to leave Europe via AVR, to consider the limits and potentials of humanitarian assistance for migrants in the EU's security-focused context. We query the degree to which care, as much as it is incorporated into regimes of bordering, can potentially disrupt hegemonic politics of assistance-as-governance. AVR provides a lens onto the politics of care and humanitarian assistance in migration management today, as migrants and practitioners negotiate together the decision to stay (with a limited range of legal options) or return via this increasingly relied upon policy.  相似文献

In the wake of ecological crises, there has been a resurgence of interest in the relation between dialectical thought and nature. The work of Herbert Marcuse and Murray Bookchin offers unique approaches to this question that remain highly relevant. In the first half of the article, we engage with Marcuse's application of the dialectical method in which he gestured to the “vital need” to push beyond the appearance of “the real” and yet lamented the loss of the ability for negative thinking to pierce the dominance of the “technical apparatus” that tied humanity to this “radical falsity”. Here, we suggest the need for a more holistic dialectical understanding of the social totality—one that is directly located within, and takes as foundational, the environmental conditions of human society. In the second half, we examine Murray Bookchin's conception of “dialectical naturalism” as a more thorough engagement with the human/nature relation that surpasses Marcuse's late engagements with ecologism. In particular, we offer critical reflections on the concept of “nature” in the contemporary ecology movement and illustrate how dialectical naturalism is capable of not only transcending dualistic conceptions of “man/nature” but in expanding our awareness of the potentialities of history along what Bookchin terms the “libertory pathways” to a restorative relation between human “second nature” and biological “first nature”. We posit that systemic, interconnected and accelerating ecological crises (climatic, biospheric and oceanic) form the objective and absolute contradiction of contemporary global social life that compels an awareness of the potentialities of an ecological society. Only through this awareness can we break through the reified “solutions” that have often plagued the ecology movement, bringing about the urgent social and ecological transformation that our species requires for its liberation and long‐term survival.  相似文献

Canada, now the number-one destination for Iranian migrants, is home to one of the world's most dynamic Zoroastrian communities, in which Iranians are increasingly represented and are playing ever more visible roles in maintaining and transforming the tradition. While exile has in some ways reunited Iranian and Parsi (South Asian) Zoroastrians after more than 1,000 years of separation, cultural and in some cases religious differences mean that they continue largely to live in separate spheres even while sharing their places of worship. Iranian Zoroastrians in Canada participate in some social settings as Iranians, in others as Zoroastrians, and in still others as Canadians, but to a large extent they remain a community unto themselves separate from these other three. Even so, their generally progressive interpretations of Zoroastrianism are having an influence on Parsi communities worldwide as well as on Zoroastrians in Iran, and being often recognized as “original Iranians” they are playing important roles in promoting awareness of Iranian culture within the broader community.  相似文献

In this collection of critical essays, Dominick LaCapra, with characteristic verve, takes on a variety of authors who have addressed issues relating to intellectual history, history generally, violence, trauma, and the relation between the human and the animal. LaCapra offers two types of criticism—of historians for ignoring or misappropriating theory, and of theorists for engaging in “theoreticism,” a theorizing that rides roughshod over historical specificity and context. The present essay focuses on LaCapra's discussion of the theoreticism of the critical theorists Giorgio Agamben, Eric L. Santner, and Slavoj ?i?ek, and in particular on their and LaCapra's attempts to engage with the “issue of the postsecular.” Although Agamben, Santner, and ?i?ek highlight some important and provocative issues, this brand of critical theory provides too limited a base for coming to an understanding of current debates over the relation between religion and secular perspectives. Instead, one must approach “postsecularity” with attentiveness to the larger “secularization debate,” and to the way the term postsecular is used by such writers as Jürgen Habermas and John Milbank. LaCapra rightly draws attention to the recent emergence of a discourse of “the postsecular.” Both the term and the concept now cry out for a deeper, more critical, and more historical examination than has so far been attempted.  相似文献

This article argues that, like the liberalising “Great Reforms” of Russia in the mid-19th century, Mikhail Gorbachev's perestroika of the late 20th century was propelled as much by reformist intellectuals' Europe-inspired visions of a more humane society as it was by military-economic crisis. Over the post-Stalin decades, a new policy-academic elite – economists, philosophers, scientists and writers – viewed in the apparent success of East European reforms a model of “socialism with a human face” for their country's eventual reintegration into a “common European home.” Yet their understanding of European integration was too superficial, and their appreciation of communist hard-liners' resistance too belated, to carry their reforms to successful completion. This article also holds that Russian reformers' naiveté was compounded by Western leaders' selfishness and short-sightedness. The latter clung to Cold War beliefs that the Soviet system could not produce a genuine reformist movement. When Gorbachev came to power, his perestroika was considered merely a “ruse,” its ideas of “new thinking” ridiculed, and ultimately only the “shock therapy” of Boris Yeltsin merited significant Western aid despite its broad incompetence and vast corruption. The combined Western-Russian failures in 1990s efforts toward rapid marketisation and integration proved even more damaging than those of the 1980s due to their broad discrediting of Western liberal democracy.  相似文献

In the climax to The Protestant Ethic, Max Weber writes of the stahlhartes Gehäuse that modern capitalism has created, a concept that Talcott Parsons famously rendered as the “iron cage.” This article examines the status of Parsons's canonical translation; the putative sources of its imagery (in Bunyan's Pilgrim's Progress); and the more complex idea that Weber himself sought to evoke with the “shell as hard as steel”: a reconstitution of the human subject under bureaucratic capitalism in which “steel” becomes emblematic of modernity. Steel, unlike the “element” iron, is a product of human fabrication. It is both hard and potentially flexible. Further, whereas a cage confines human agents, but leaves their powers otherwise intact, a “shell” suggests that modern capitalism has created a new kind of being. After examining objections to this interpretation, I argue that whatever the problems with Parsons's “iron cage” as a rendition of Weber's own metaphor, it has become a “traveling idea,” a fertile coinagein its own right, an intriguing example of how the translator's imagination can impose itself influentially on the text and its readers.  相似文献

The polymath Michel de Certeau is traditionally seen as one of a group of French post‐structuralist thinkers who reject constructs in the social sciences in favor of the diversity of the everyday or the past. However, in this paper I will show that, as a historian, Certeau did not discard these constructs, but rather valued them as a means of doing justice to the “strangeness” of the past. The position that Certeau adopts can be seen most clearly from his theoretical debate with Paul Veyne, which is the starting point of this article. I then show how Certeau's first major historical work, The Possession at Loudun, exemplifies his theoretical position. An analysis of this work demonstrates how the historian's active reconstruction of interactions between exorcists, medical doctors, state officers, and possessed nuns helps us to perceive the complexity of the past in a way that can be seen as a microhistory avant la lettre. I will suggest that during his writing of the history of Loudun, Certeau implicitly raises more theoretical and epistemological problems, and in so doing he “practices” a theory of history. The most elusive aspect of the story at Loudun turns out to be the drama around the priest Grandier. This article demonstrates how Certeau pays tribute to Grandier by using “scientific” methods, thus showing the “limits of representation” through disciplinary means. Finally, the article explores the implications of Certeau's theory and practice of the writing of history for understanding historiography at large. The historian not only appears as a tramp who looks for remains that are forever lost to us, but is also a “scientist” who uses both models and concepts in order to put them to the test.  相似文献

During the 1950s and 1960s groups oftMennonites migrated to Belize from Mexico and Canada,Dfollowing the negotiation of an agreement between the leaders of the groups and the Belizean government. The Mennonites subsequently proved to be a valuable economic addition to the country. Within a decade, however, internal divisions led to migrations within Belize, and some individuals and groups left the country. The individuals returned for the most part to one of their earlier homes or to homes of their immediate families in Mexico and Canada. The groups moved to more isolated environments in Central and South America. This study presents the results of an investigation of these Mennonite migrations and outlines the various reasons for the moves. It also considers the reasons for the lack of movement by most Mennonites who are content with their present lifestyle. Most of the moves are of a “conservative” type with the migrants continually trying to avoid aspects of the outside world which they feel are encroaching upon their ability to practice their religion in the way they choose.  相似文献

This article discusses R. G. Collingwood's account of re‐enactment and Donald Davidson's account of radical translation. Both Collingwood and Davidson are concerned with the question “how is understanding possible?” and both seek to answer the question transcendentally by asking after the heuristic principles that guide the historian and the radical translator. Further, they both agree that the possibility of understanding rests on the presumption of rationality. But whereas Davidson's principle of charity entails that truth is a presupposition or heuristic principle of understanding, for Collingwood understanding rests on a commitment to internal consistency alone. Collingwood and Davidson diverge over the scope of the principle of charity because they have radically different conceptions of meaning. Davidson endorses an extensional semantics that links meaning with truth in the attempt to extrude intensional notions from a theory of meaning. Since radical translation rests on a truth‐conditional semantics, it rules out the possibility that there may be statements that are intelligible even though based on false beliefs. Collingwood's account of re‐enactment, on the other hand, disconnects meaning from truth, thereby allowing for the possibility of understanding agents who have false beliefs. The paper argues, first, that Davidson's account of radical translation rests on inappropriately naturalistic assumptions about the nature of understanding, and that Davidson commits this error because he develops his account of radical interpretation in response to an epistemological question that is motivated by a skeptical concern: “how can we know whether we have provided the correct interpretation?” Second, that in the twentieth century far too much philosophizing has been driven by epistemological concerns that have obscured attempts to provide adequate answers to the sort of conceptual question with which Collingwood is concerned, namely: “what does it mean to understand?”  相似文献

The theoretical framework of transnationalism has become more prominent within migration studies, examining how (im)migrants maintain connections with communities in their homeland (Sánchez, P. 2007a. “Cultural Authenticity and Transnational Latina Youth: Constructing a Meta-narrative Across Borders.” Linguistics and Education 18: 258–282). Children's identities are also affected by maintaining ties to their parents’ homeland through language. In California, a group of (im)migrants from Mexico, of Zapotec-speaking backgrounds, were among the families who wanted their children to maintain their Spanish language by enrolling in a dual immersion school. Although California has exhibited anti-immigrant rhetoric and legislated against bilingual education, some programs supporting heritage language maintenance continue to exist. This article presents interview data from 10 students who attended this school and their parents. Students maintained transnational and intergenerational ties to their families and communities in both Mexico and southern California through the maintenance of Spanish, but a subset of students who spoke Zapoteco as a heritage language also valued this language and used it as social capital.  相似文献

This article's principle interest is in the “structures of repetition” that characterize supposedly singular events. The starting point for the analysis is Reinhart Koselleck's discussion of the event in “Structures of Repetition in Language and History.” Koselleck perceived events as arising from metahistorical structures that characterize all human histories regardless of the eras in which they took place and are narrated. This article scrutinizes Koselleck's understanding of the event as well as the underlying “structures of repetition” shaping it. In considering the question of the temporality of the event, this article distinguishes three strata of repetitive structures. First, it examines a seemingly trivial historiographical structure of repetition of the event, which is the iterative proclamation of the return of the event. It then analyzes Koselleck's foundational, yet rarely truly appreciated, “Structures of Repetition in Language and History” and maps out the fundamental structures of repetition, which are the conditions of possibility of events. Finally, it hints at a further linguistic stratum of repetitive structures. In light of growing interest in Koselleck's work in both German and Anglophone historiography, this article systematizes the manifold structures of repetition against the backdrop of current explorations of the event's temporality, thus surveying a facet of Koselleck's pioneering work that is too often forgotten.  相似文献

Abstract: This article studies space‐time as revealed in narrative, especially narrative intended to validate truth claims. Narrative plot is uniquely suited to capturing truths about time, causal complexity, and space. Bakhtin's “chronotope” (space‐time), which bridges plot, narrated events, and the real world, is critical to understanding this capacity, whether in fiction, in histories, or in didactic stories, myths, and parables. The chronotope is underutilized in the social sciences, but disputes over indigenous land in Canada exemplify its potential applications. To fully capture these heteroglot (“many‐voiced”) conflicts, factual verification should not be the only test of a narrative's truthfulness.  相似文献

It has become common to read that Syria's conflict has become a “globalized civil war,” with the understanding that states have become the key actors shaping its dynamics. While in great part true, such an understanding overlooks the significance of transnational networks in shaping the conflict and, more importantly, how these networks and states have been intimately connected from its early stages. This paper explores how a network of Syrian refugees that I dub the “coordinating class” performed the work of binding together the heterogeneous assemblage that was Syria's opposition movement. Drawing on assemblage theory and two years of multi-sited fieldwork, the paper explores three practices through which this emergent network linked the spaces of exile to the warzone of Syria's opposition-held “Liberated Territories.” In doing so, the paper argues that in Syria's conflict, refugees' geopolitical agency was highly layered, provisional, and ephemeral, yet still shaped the wider geopolitics of the war.  相似文献
