This paper examines indigeneity and spatial production in the city of Winnipeg, home to the largest urban Indigenous population in Canada. Using data from semi‐structured interviews with Indigenous inhabitants, municipal officials, and Indigenous leaders, this paper argues that the right to the city and to difference are deradicalized for urban Indigenous communities. Indigenous engagement in processes of everyday urbanism occurs through broadly participatory public consultation and through mechanisms designed by City Hall to communicate with Indigenous communities about municipal initiatives. To arrive at a more robust and meaningful Indigenous urban visibility in Canadian cities, spatial production and programming mechanisms will need to be reconstituted. Guided by the perspectives of Indigenous participants, this paper considers some of what Indigenous urbanism might yet entail. Fulfilling coexistence and reconciliation is dependent on enabling Indigenous urbanism to guide the course taken in urban governance, spatial planning, and the built environment of Canadian cities.  相似文献

The Canadian government and the Meadow Lake Tribal Council sponsored a forest extraction corporation in eastern Nicaragua that restructured 16 Miskitu and Mayangna villages and transformed local human‐environment interactions. The Central American aid project demonstrated paternalistic and interventionist tendencies and exposed biases in inter‐Indigenous aid that rendered it inseparable from conventional aid. This case encourages reflection on social and ecological impacts from the marketing of collective resources, the creation of Indigenous development corporations, and the decision‐making criteria and processes driving foreign aid. The case study demonstrates how foreign aid programs targeting Indigenous Peoples may actually thwart the self‐determination that they set out to encourage. Aid agencies and business partners, who had limited knowledge of local cultures and institutions, created externally defined rules that instigated resource conflicts and undermined the authority of customary leaders without resolving poverty or uneven development.  相似文献

Recent museological scholarship emphasises visitor participation and democratic access to cultural heritage as key to securing the ongoing relevance and future sustainability of museums. But do legacies of colonialist collecting practices and hierarchical conventions of representation in museums afford the possibility of genuine cultural democracy? This paper explores this question via detailed analysis of the Encounters exhibition, developed by the National Museum of Australia in partnership with the British Museum and promoted as an unprecedented partnership between the institutions and Indigenous Australian communities. Drawing on an extensive and emerging literature on museums, community engagement, participation and democracy, in tandem with analysis of public critiques and Indigenous responses to the exhibition, the paper suggests that the extent of Indigenous agency within the collaboration fell short of the articulated goals of the project. It concludes that the concept of maximal participation and release of agency to communities of interest may be difficult to achieve within existing museum frameworks.  相似文献

A growing number of geographers seek to communicate their research to audiences beyond the academy. Community‐based and participatory action research models have been developed, in part, with this goal in mind. Yet despite many promising developments in the way research is conducted and disseminated, researchers continue to seek methods to better reflect the “culture and context” of the communities with whom they work. During my doctoral research on homelessness in the Northwest Territories, I encountered a significant disconnect between the emotive, personal narratives of homelessness that I was collecting and more conventional approaches to research dissemination. In search of a method of dissemination to engage more meaningfully with research collaborators as well as the broader public, I turned to my creative writing work. In this article, I draw from “The komatik lesson” to discuss my first effort at research storytelling. I suggest that research storytelling is particularly well suited to community‐based participatory research, as we explore methods to present findings in ways that are more culturally appropriate to the communities in which the research takes place. This is especially so in collaborative research with Indigenous communities, where storytelling and knowledge sharing are often one and the same. However, I also discuss the ways in which combining my creative writing interests with my doctoral research has been an uneasy fit, forcing me to question how to tell a good story while giving due diligence to the role that academic research has played in its development. Drawing on the outcomes and challenges I encountered, I offer an understanding of what research storytelling is, and how it might be used to advance community‐based participatory research with Indigenous communities.  相似文献

How does the often-invisible nature of pollution affect people's physical health and psychosocial relations, and their well-being near major industrial projects? Based on long-term ethnographic fieldwork in Northern Alberta, Canada, this article explores this question by focusing on oil sands extraction on Cree, Dené and Métis nations' homelands with its environmental and socio-cultural consequences. Looking at different forms of dispossessions and Indigenous concepts of relationality and home, the author argues that pollution should be seen as an act of settler violence instead of merely a by-product of industry.  相似文献

Indigenous voices in government‐led natural resource management planning processes are often marginalised, misinterpreted, or excluded. Third parties, including government‐employed geographers, can act as knowledge brokers in defining Indigenous values and interests so they might be included in government planning processes. This paper reviews and assesses a research partnership that evolved to document the complex and diverse ecological and hydrological values held by Ngan'gi speakers about the Daly River and connected water places in the Northern Territory, Australia. The development of trust through the slow building of a relationship based on place‐based dialogue, a key aspect of participatory action research (PAR), created the foundation from which a mutually beneficial and respectful research partnership was able to, and continues to, evolve. Both research partners' perspectives are revealed here to articulate why the research partnership was deemed a success. Key lessons learned from the research partnership include the importance of trust, respect for place‐based learning, researcher and institutional flexibility, and awareness of the intricacies of relationship building and the benefits that research engagement can bring to Indigenous people and communities. We aim to further dialogue among geographers and interested disciplines as to the potential for PAR methods to foster mutually beneficial Indigenous–non‐Indigenous research partnerships.  相似文献

In this article, I examine the sociocultural dimensions of Indigenous home and homelessness through a case study of increasing visible homelessness in two northern Canadian communities. Drawing on five years of ethnographic research on Indigenous homelessness in Yellowknife and Inuvik, two regional centres in the Northwest Territories (NWT), Canada, I suggest that Indigenous experiences of homelessness are at once collective and immediate. In particular, I draw on the concept of ‘spiritual homelessness’ (Keys Young 1998) to examine the multiple scales of homelessness experienced among northern Indigenous people. Research participants highlight several key elements of rapid sociocultural change that have an enduring impact on a collective sense of home and belonging, and play integral roles in shaping the experiences of homeless Indigenous people. Social and material exclusion, breakdowns in family and community, detachment from cultural identity, intergenerational trauma and institutionalisation are all woven throughout the personal narratives of homelessness articulated by research participants. I argue that the alleviation of Indigenous homelessness in the NWT depends on a decolonising agenda that specifically addresses contemporary colonial geographies and their expressions in the key institutions in Indigenous peoples' lives.  相似文献

This paper details the unique pairing of Indigenous and maritime archaeological approaches in the ‘(Re)locating Narrunga Project’. Narrunga was a ketch built by the Narungga Aboriginal community at Point Pearce Mission (Yorke Peninsula, South Australia) at the turn of the twentieth century and later sunk in the 1940s. It is argued that convergences between the scholarly interests of Indigenous and maritime archaeological approaches have been slow to develop and that maritime archaeology as a sub-discipline has not capitalized on the insights that can be gained from collaborative approaches between communities and practitioners. Similarly, Indigenous communities in Australia have had few opportunities to work with researchers to record their maritime heritage. As is evident in the Narrunga story told in this research, non-Indigenous records have been complicit in underplaying the maritime achievements and skills of Narungga people and collaborative research can work towards decolonizing this past.  相似文献

Rather than passively accepting development, some Indigenous communities have forced their demands into corporate decision-making. Accordingly, recognising and responding to community expectations becomes a matter of prudent strategy and ‘enlightened self-interest’. This paper examines the case of Century Zinc Mine in Queensland's Gulf of Carpentaria where the miner undertook negotiations and reached agreement with local Indigenous communities. It was later held to account by communities concerned about insufficient implementation of this agreement. Discussion then explores the campaign against Jabiluka uranium mine in Australia's Northern Territory, especially why multinational miner Rio Tinto deferred to local community wishes surrounding development. These experiences show that Indigenous communities are most effective in bringing leverage over mining companies when they impact upon profit or future profit (often related to reputation with specific audiences). The parameters and consequent limitations of a company's responsiveness to community demands reinforce fundamental roles for the state as ultimate regulator and provider.  相似文献

Socio‐cultural and ecological literature about Australian Indigenous groups reveal that fishing is a vital part of everyday life for many groups who have customary and recreational fresh and salt‐water affiliations. This vitality exists and has meaning for families and communities in the Kimberley's Fitzroy Valley region of Northern Aboriginal Australia. Less well known, however, is the central part that fishing plays in jaminyjarti, a ritual that relies on close kin regularly catching, cooking and sharing fish for bereaved family members during the ‘sorry business’ time that emerges after the death of a loved one. What becomes evident is that while fishing is undoubtedly intertwined in the everydayness and sociality of life, it is also central to comforting the bereaved during and after the grieving process that accompanies death.  相似文献

In settler colonial contexts the historical and ongoing dispossession and displacement of Indigenous peoples is foundational to understanding the production of urban space. What does it mean that cities in what is now known as Canada are Indigenous places and premised on the ongoing dispossession of Indigenous peoples? What roles do new urban reserves play in subverting or reinforcing the colonial‐capitalist sociospatial order? This paper examines these questions in relation to new urban reserves in Canada. Most common in the Prairie provinces, new urban reserves are satellite land holdings of First Nation communities located outside of the city. While the settler state narrowly confines new urban reserves to neoliberal agendas, First Nations are successfully advancing reserve creation to generate economic self‐sufficiency, exercise self‐determination, and subvert settler state boundaries. I argue that new urban reserves are contradictory spaces, as products and vehicles of settler‐colonial state power and Indigenous resistance and place‐making.  相似文献

ABSTRACT

In the early 1970s, both the Canadian and United States federal governments introduced modern land claim agreements as a first step forward in the states’ recognition of Indigenous goals for self-determination. Since then, both the United States and Canadian federal governments have incrementally expanded their recognition of Indigenous rights to include Indigenous goals for political self-determination. Yet, despite the fact that both countries began implementing broadly similar policies at approximately the same time, the degree to which Indigenous political and economic self-determination has been realized varies considerably both within and between the two countries. The variation in Indigenous self-governing power and authority suggests that the policy shift towards Indigenous self-determination is incomplete and has faced important barriers to implementation. This paper investigates two key aspects of this variation in Indigenous self-determination in the United States and Canada: (1) institutional histories embedded in geography, and (2) the temporal nature of policy frameworks. I argue that the full realization of Indigenous self-determination has been shaped in different ways and, ultimately, is limited by the intersection of embedded institutional legacies and federal political dynamics.  相似文献

This paper examines the cultural representations of Aboriginal peoples at the Buffalo Nations/Luxton Museum in Banff, Canada. The museum has been part of the cultural landscape of the tourism industry in Banff since 1952. Using interviews, newspaper articles and analyses of the exhibits, I problematise the museum's representations of Aboriginal peoples by focusing on the challenges associated with navigating regional power relations while participating in forms of capitalist exchange. My findings suggest that the museum's representations engender complex readings of Aboriginal peoples that need to be interpreted considering the processes of production, but also the broader conditions that are embedded in this history. This paper puts cultural representations of Aboriginal peoples into socio‐economic, political, cultural and historical contexts in ways that may interest scholars and practitioners from diverse disciplines and specific fields such as museum, recreation, tourism, heritage and Indigenous studies.  相似文献

This article aims to reintegrate the colonial history of Canada as part of the grids of analysis for understanding the evolution of its Federal cultural policy. Building on the notion of settler colonialism and its implication for Indigenous population (For the purposes of this paper, the term ‘Indigenous’ is used in place of, perhaps, more popular or familiar terms – such as ‘Aboriginal’ or ‘Native’ – in order to remain consistent with current Indigenous politics. In particular, some Indigenous scholars are reluctant to accept the label Aboriginal because they feel it is consistent with the colonial order imposed by the Canadian government [Alfred and Corntassel 2005, p. 599]). The term Indigenous also alludes to a global political awareness and to forms of alterity between different populations from North America, South America, Asia, and the Pacific. in Canada, this paper documents different transformations in cultural policy and illustrates some of its paradoxes and challenges. Building on principles developed by Indigenous scholars, this article highlights some of the components for decolonizing cultural policy in Canada. The US Food and Drug Administration is expected to approve AquAdvantage Salmon as the first genetically modified animal for human consumption. The genetic modifications allow the proprietary fish to grow at a rate twice as fast as a wild salmon, leading to greater ‘efficiency’ in terms of reduced costs and reduced time to market. This article provides an analysis of the ways in which AquAdvantage Salmon exemplifies capitalist market forces controlling and guiding the terms of salmon recovery and conservation. The authors trace historical developments within the salmon industry to demonstrate how capitalist commodity production has impacted fishing communities. They reject the oft-cited ‘tragedy of the commons’ hypothesis offered to explain fisheries crises. In its place, they offer the conceptual framework of the ‘tragedy of the commodity’ to explore how capitalist market forces and complicit state regulations amplify rather than resolve global environmental problems.  相似文献

As plans for expanding fossil fuel infrastructure continue to ramp up despite threats to the planet, how are geographers to address the criminalisation and prosecution of peaceful acts of defending earth, water and land? Reflecting on a courtroom ethnography and debates spanning legal geography, political ecology and social movements studies, this article explores embodied struggles around oil, ‘justice’ and geographies of caring – discussing how Indigenous youth, grandmothers in their eighties and others were convicted of ‘criminal contempt’ for being on a road near an oil pipeline expansion project. The project (“Trans Mountain Pipeline Expansion”) was created to transport unprecedented levels of heavy oil (bitumen) across hundreds of kilometres of Indigenous peoples' territory that was never ceded to settler-colonial authorities in Canada. Focusing on a controversial injunction designed to protect oil industry expansion, the discussion explores the performativity of a judge's exercise of power, including in denying the necessity to act defence, side-lining Indigenous jurisdiction, and escalating prison sentences. Courtroom ethnography offers a unique vantage point for witnessing power at work and vast resources used by state actors to suppress issues fundamental to the United Nations Declaration on Rights of Indigenous Peoples and the Paris Climate Accord. It also provides a lens into the intersectional solidarity and ethics of care among those who dare to challenge colonialism and hyper-extractivism, inviting engagement with multiple meanings of ‘irreparable harm’ at various scales. The article calls for more attention to power relations, values and affects shaping courtroom dynamics in an age in which fossil fuel interests, climate crisis and settler-colonial control over courts are entwined in evermore-complex violent entanglements.  相似文献

Culturally sustainable environmental impact assessment (EIA) requires consideration of the impact of development on local people's cultural activities, including holding ceremonies, collecting resources, and learning skills, which are fundamental essences of Indigenous rights. While culturally sustainable EIA has become a common practice when a development project involves an Indigenous community, it is still argued that Indigenous cultural heritage is not adequately protected. This is due to the fact that Indigenous people do not always keep power in the post‐approval stage of EIA, or the lack of practical measures to minimise the impact of development projects on Indigenous cultural heritage and to enhance the possibility of reaching a consensus among stakeholders. The Cultural Impact Assessment of the Saru River Region in Japan was the first investigation of a site to preserve an ethnic minority culture, with regard to a dam construction. In the second phase of the assessment project, research staff members, some of whom are of Ainu ethnicity, suggested alternative ceremony sites and conducted experimental transplants to protect the local cultural activities. The long‐term investigation by research staff, in fact, influenced the direction of the dam construction. The developer agreed not to proceed with the construction until measures were taken to minimise the impact on cultural activities that would satisfy residents in the construction area. While still early to conclude that Indigenous participation in this assessment project has been successful, Indigenous participation has clearly enhanced the possibility of reaching a consensus. The project should be considered with other published EIA reports, in demonstrating a return from investing in EIA with Indigenous participation, with a practical means for realising Indigenous rights.  相似文献

Australia's dominant politics of place has largely failed to give meaningful recognition to Indigenous peoples. The Native Title Act 1993 required governments, industry and others to (re)consider the basis and extent of their authority, unsettling the non‐Indigenous systems’ assumed dominance. While Indigenous hopes about Native title have diminished as a result of subsequent judicial, legislative and administrative responses, Native title negotiations have been pivotal in redefining politics of place and Indigenous–settler relationships in Australia at several scales. Focusing on South Australia's Statewide Indigenous Land Use Agreement Negotiation Strategy, this paper considers such a redefinition. The paper identifies four strategies as critical to success in transformative spatial politics: getting process right; recognising and supporting Indigenous jurisdictions; engaging and transforming non‐Indigenous scales; and shifting Native title process away from legalities, towards people and relationships. Since 1999, these strategies have transformed the politics of place and built more equitable inter‐cultural relationships and networks based on mutual recognition and respect between Indigenous and non‐Indigenous rights and interests in land and waters.  相似文献

Indigenous methodologies in geography have recently been developed to decolonise Western dominated paradigms. It has been argued that research which does not benefit Indigenous communities should not be conducted. However, Indigenous methodologies are not taught in many post-secondary institutions. Therefore, when they pursue Indigenous topics, many junior researchers are self-taught in these methodologies. However, these methodologies cannot be defined simply and they are too diverse to be learnt in a short period. In Japan, Indigenous peoples are not widely recognised and research on contemporary Indigenous issues is limited. The concept of Indigenous methodologies is rarely discussed. Because of this, Japanese researchers rarely identify their research as adopting an Indigenous methodology. Indigenous researchers are thereby discouraged from pursuing Indigenous methodologies. Furthermore, a methodology or a thesis statement used by researchers to reflect Indigenous perspectives often gets little support from Indigenous peoples. My master's research on the Ainu mirrored this situation. While Indigenous methodologies remain difficult to learn, junior researchers should not be discouraged from this form of engagement. Practical suggestions are therefore necessary to encourage their use and application. Based on my experience, I suggest that researchers approach Indigenous communities from a learning perspective. This would encourage open-mindedness and sensitivity. Researchers should also be prepared and willing to refine their research questions and to continue their literature searches after their fieldwork is completed. These strategies could limit misinterpretation and exploitation of Indigenous knowledges and peoples.  相似文献

The production of archaeological knowledge is embedded in a long-standing tradition of colonial encounters. This paper asks how political-economic interests impinge on archaeological work, specifically in the event of armed conflict. To answer this question I discuss commodification of cultural heritage and analyze it as a form of structural violence. I argue that the attitude that allows treatment of archaeological artifacts as saleable items with international owners is part of a strategy of global cultural imperialism. Exemplified by the case of the US-led invasion of Iraq in 2003, this paper shows how the clash of global ‘heritage’ politics with local practices of memorializing the past results in a tension: because capitalist governments consider the locales whose glorious pasts are studied by archaeologists to be culturally inferior, the nexus between (trans-)national actors and local communities is an asymmetrical one. In order to overcome the hegemonic role of archaeology within these dynamics, I propose an ‘activist archaeology’ that enables a political activism grounded in recursivity.  相似文献
