There are several dynamic factors that contribute to the reinforcement of the commercial relationships of Turkey. That is to say not only the strategic regional importance of Turkey, placed on the axis extending from the Far East to the Mediterranean side, Middle East and Europe, but also the new opportunities arising from the continuously developing relationships with the Balkan countries and the newly-established Turkish Republics, since the beginning of the 1990s, have been strengthening Turkey's commercial contacts. Istanbul has the communication networks and infrastructure required to develop into a regional centre. The major investments made in the communication sector during the 1980s have acted to develop the telecommunications infrastructure, thus supporting Istanbul's development into a regional communications centre. Today Istanbul has one of the world's most developed telecommunications infrastructures and this has given the city advantages in terms of expanding into international markets.

After 1980s, the major cities of Turkey have experienced urban transformation process following the changes in the international trade policy and the impact of globalization. Istanbul took the highest amount of share from these transformation processes as being the most important economic, cultural and tourism centre and the most integrated centre to the world economy of the country. This paper describes Istanbul's historical development, investigates demographic profile and spatial distribution of employment and illustrates multi-centre development of the city. Decentralization of population and jobs illustrate the multi-centre development. Multi-centre development contributes to sustainable urban development which provides efficient energy use and prevents pollution. Istanbul having a long history, large population and being in a very strategic location between Asia and Europe greatly effected from globalization which is reflected in its transformation of urban structure and increased land values and thus offered great opportunities for the real estate investors. The role of Istanbul within the world hierarchy of cities is suggested for further research.

All around the world, places of trade are typically conceived as places of deceit, if not outright danger: the plight of the carpet seller in Istanbul might be likened to that of the used car salesman in the West, for instance. But Istanbul’s Grand Bazaar is a particularly well-known centre of (perceived) deceit – the home of the trickster par excellence – and carpet sellers are the iconic bearers of this reputation. As a threshold of thresholds, the bazaar is a global crossroads, where a huge diversity of cultures and histories intersect, and carpets are objects that express this perhaps the most magnificently.

This paper is an attempt to understand the changing characteristics of urban poverty in Turkey since 1980. First, it analyses how the urban poor in Turkey had adopted aggressive survival strategies by strengthening their solidarity networks on religious, ethnic and cultural bases until the 2000s. Then it sheds light on how those networks have dissolved later on thanks to a set of internal and external factors and concludes that Turkey now faces deepening poverty levels and engendering new forms and dynamics of poverty. This paper is based on the Sultanbeyli district of Istanbul, a district almost entirely composed of unauthorized houses whose population grew at an unprecedented rate after 1980; and it is a perfect case for the study of issues relating to migration, urbanization and poverty in Turkish cities.

In Turkey, poverty has been a main subject of debates since 1960s. It used to be a serious problem for both rural areas and the big cities that gained migration. In Turkey and world-wide since the 1980s, however, there have been more research interests in the concentrated urban poverty, especially along with the increase in levels of impoverishment around the world. With the help of a case study in Izmir (Turkey), this paper aims to examine the process of concentrated urban poverty from different points of view in the literature. This is a case study developed at the peripheries of the traditional city centre—or inner areas—of the city of Izmir, Turkey. The paper, first, discusses the parameters of concentrated poverty according to the literature. Then it introduces the study findings of the author, which point out the macro-scale, micro-scale and ecological dynamics that are important in the development of concentrated urban poverty. The macro-scale dynamics suggest that poverty in inner areas of the city are related to the unbalanced development trends within the country, such as the overgrowth of metropolitan cities, economic restructuring processes, migration trends and the development of informal economy. The ecological dynamics address to the housing and job location preferences and invasion-succession processes in the city, which emphasize that socio-economic characteristics of inner areas of the city are different from those of other city parts. Micro-scale dynamics are related to poors' ability of developing solidarity relations among themselves, which is also related to the spatial characteristics of inner areas of the city, according to this study's findings.

Istanbul in the late nineteenth century grew to be a hub of the so‐called “white slave trade”, the trafficking of women predominantly from the Eastern Habsburg provinces to brothels from South America to East Asia. As a strong movement to suppress this trafficking grew in Europe, the Habsburg authorities’ incapability to suppress the trade endangered Austria‐Hungary’s standing in the Eastern Question, that is, its attempt to play a significant role in the Ottoman territories. The article investigates how contemporary discourses on gender, imperialism and nationalism combined to turn the issue of Austrian prostitutes in Istanbul into an issue that was strongly contested especially between the Ottoman authorities and the Habsburg diplomats at the beginning of the twentieth century.

This paper examines heritage, and particularly intangible heritage, by concentrating on the experience of smell to explore a heritage site in Istanbul, Turkey: the Spice Market. Due to a restoration project, the site became the focus of the 2012 international workshop ‘Urban Cultural Heritage and Creative Practice,’ which aimed at documenting the existing and threatened scents of the marketplace. In 2016 a gallery exhibition, ‘Scent and the City,’ was created as part of an effort to raise awareness about how scent constitutes an important component of the heritage of place. After providing a brief overview of the marketplace’s transformations since its construction in the seventeenth century, this paper covers various methods of scent research, including scent walks, mapping, oral history interviews, and artistic performances, and illustrates how the smellscapes of this historic, and now touristic, quarter of Istanbul are changing. By bringing a sensory approach to this important heritage site in Istanbul we demonstrate how an embodied approach, which forefronts scent as intangible heritage and a primary modality, can serve as a catalyst for individuals and communities to access their memories, emotions, and values and increase awareness of the role scent plays in defining locality.

This article argues that, since the early 1980s, there have been two regimes in Turkey. The first, which is broadly akin to Michael Mann's characterization of Semi‐Authoritarian Incorporation, has predominated in areas of the country not administered through emergency legislation. In keeping with his model, it has been most fully asserted in areas of key economic value — particularly the Marmara region and the environs of the capital, Ankara. In the thirteen predominantly Kurdish provinces of the south‐east of the country, on the other hand, a second of Mann's regime types, Autocratic Militarism, is discernible. This was institutionalized under a new constitutional structure introduced following the 1980 coup as a means of dealing with a rise in pro‐Kurdish insurgency.

The tension between “international order” and justice has long been a focus of critical attention of many scholars. Today, with the rise of the humanitarian crises, the debate is once again visible, and Turkish foreign policy is one of the most important areas of observation of this tension. Indeed, the U.S.‐led invasion of Iraq in 2003 paved the way for Turkey to actively engage in regional affairs. Meanwhile, the need to bring human justice into world politics makes Turkish foreign policy decision makers operate on a much more humanitarian basis. Nevertheless, active humanitarian engagement poses an important challenge to traditional Turkish foreign policy as it is mainly based on the notion of “non‐interference,” as well as on the elementary components of international order, by raising suspicions on the intentions of the Turkish authorities. This article aims to explore the challenges Turkey has been facing since the U.S.‐led invasion of Iraq, and diagnose Turkish foreign policy vis‐à‐vis Iraq in the shadow of the Syrian civil war from Hedley Bull's framework of “order” and “justice.” It argues that Turkey's recent fluctuations in the Middle East could be linked to Turkey's failure to reconcile the requirements of “order” with those of “justice” and the Turkish governing party's (AKP) attempts to use justice as an important instrument to consolidate its power both in Turkey and in the Middle East.

The invention of wire rope in the early 19th century and its continuous improvement since then provide a reasonable documentary record that can be used by archaeologists to date and identify submerged and terrestrial sites. The international character of the manufacture of and trade in this product requires a global approach to its application as a research tool.

Capitalism has always been a global system, but not in fixed ways. Different national powers have emerged and become dominant over the centuries, but the fundamental processes underlying the uneven development of global capitalism have not altered; they continue to be driven by imperialism — the struggle of large capital over economic territory of various kinds. Since the late 1960s, only the East Asian region has shown notable increases in its share of global GDP, and for the last two decades this has been dominated by the rise of China. This is directly related to the ability of the Chinese state to control the economy and to implement heterodox policies with very high investment rates. However, the Chinese case is exceptional: few other developing countries have followed a trajectory anything like that of China. Meanwhile, internal inequalities have increased across the world, as the bargaining power of capital vis‐à‐vis labour has increased dramatically in every country. This reflects the changed form of 21st century imperialism, which relies increasingly on the international legal and regulatory architecture as fortified by various multilateral, plurilateral and bilateral agreements that establish the hegemony of global capital in different ways.

This article investigates the impact of public capital formation on private manufacturing sector performance in the seven geographical regions of Turkey and in aggregate. A vector autoregression (VAR) model has been employed to estimate long run accumulated elasticities of private sector variables with respect to public capital for the time period 1980–2000. The results show that public capital affects private output positively in aggregate and in all regions apart from the Black Sea and Mediterranean regions. The results also reveal that only in the Marmara region, the impact is positive both on input and output. The public capital crowds in private sector inputs in some regions.

Why did Turkey and Iran fail to become close partners in the 1970s even though they had compelling reasons to do so? This article argues that mutual distrust between Turkish and Iranian leaders, domestic turmoil in the two countries, and diverging geostrategic priorities undermined Ankara and Tehran's efforts to deepen their relations. While the shah of Iran saw his country as the policeman of the Persian Gulf and the Middle East, successive governments in Turkey continued to look west for their security. As economic and political turmoil engulfed the two countries, leading to a revolution in Iran in 1979 and a coup in Turkey in 1980, Iranian and Turkish leaders could not forge a lasting partnership.

Abstract

In the 2000s, contemporary art institutions have flourished in Istanbul. New museums (mostly private) and art galleries have been created; biennials and fairs of contemporary art have attracted a growing number of visitors. To what extent could this fostering of culture be linked with the “Bilbao effect”? To what extent are the promoters of these cultural investments betting on economic development and urban regeneration through these projects? Focusing on the Istanbul Modern Art Museum (IM), this article analyses the process of its creation and its potential impact on its environment. It argues that the development of culture investments in modern arts in Turkey is mainly due to the private initiatives of large industrial groups and the wealthiest families, most of the time with political support. More than the expected economic impact of cultural investments, the main reason for these public–private collaborations is the symbolic dimension that contemporary art provides to a country which strives to be perceived as modern, developed and European. From the IM to Istanbul European Capital of Culture 2010, cultural investments are a means of strengthening an international image in the context of the “membership” negotiations between “Turkey and the European Union”.
