Study of regimes has become an increasingly important feature of empirical studies of the bases of world order. Much research has focused on the dynamics and internal working of regimes in a number of different policy areas. The determinants of the approaches of states to regimes, however, have been relatively neglected. Using findings from Australian and Canadian approaches to the international environmental regime, this paper explores seven sets of factors that are argued to be crucial to understanding responses: the ecological‐economic milieu of states, the developmental attributes of a regime, bureaucratic politics within national governments, the influence of governmental structures such as federalism, interest group activity, the foreign policy orientations of states, and the regime capabilities of states. Regimes are an enduring feature of international society, but neglect of the complexity and variety of national approaches can lead to ineffectual policy recommendations.  相似文献

The Filipino population of Australia now exceeds 50,000 persons and has shown consistently high growth rates, doubling every four years since 1961. Almost no research on their population as a whole is available; but a substantial literature exists on that female portion of it which migrated to Australia for marriage. That portion b approximately one-third and is declining in relative significance. Results of analysis of 1986 Census data and a survey of 350 Filipino households are reported There appear to be significant differences in the distributional patterns of wholly and partly Filipino households which have implications for future growth and which are themselves apparently based on long-standing distributional variations in Australian masculinity ratios  相似文献

Inglehart's thesis of value change is one of the most widely discussed accounts of social and political change in advanced Western nations. This article offers a critique of Inglehart's thesis and a clarification of the Australian case. While critics of Inglehart have attacked the validity of his values measures, or sought to improve them, we use Inglehart's own values index to show that even if--as Inglehart claims--his measures are valid, the age/values predictions do not hold as the theory suggests in Australia. In a recent article, Inglehart and Abramson (1999, 673) cite Australia among a group of '28 high-income' countries that exhibit 'stronger relationships between values and age' than found in the United States. We dispute Inglehart and Abramson's findings in relation to Australia. We show that the relationship between age and values in Australia, like the United States, is very weak, highlight the problematic nature of assuming a linear relationship between age and values without evidence, and discover a new non-linear relationship between values and birth cohorts in Australia that has implications for the study of values research internationally.  相似文献

This introductory article examines the issue of gendered homelessness and asks why so little academic feminist writing addresses this theme. The article begins with reference to a feminist novel—The Longings of Women by Marge Piercy—that does tackle this matter. The invisibility of the novel's homeless character is used as a way of introducing some distinctions between women's and men's homelessness. More generally, the article has two objectives. The first is to examine what feminist and other critical geographers have said, conceptually and empirically, about gendered homelessness, especially in Canada but also in other Western contexts. The second involves highlighting the problematic nature of too great a focus on visibility in relation to gendered homelessness, and offers an alternative reading drawn from examining the relations of bodies and urban space in conjunction with a discussion about the politics of scale and difference. All told, this collection of essays is an effort to highlight the often hidden and variable nature of gendered homelessness in Ontario, Canada and to argue that the theme is worthy of greater attention by feminist geographers.

Éste artículo introductoria examina el tema de género y la falta de vivienda y pregunta porque hay pocos escritos feministas académicas que toca éste tema. El artículo empieza con relación a una novela feminista—The Longings of Women por Marge Piercy—que trata el tema. La invisibilidad del personaje sin hogar en el libro se utiliza como una manera de introducir algunas distinciones entre la falta de vivienda de mujeres y hombres. Más generalmente, el artículo tiene dos objetivos. El primer es examinar lo que feminista y otros geógrafos críticos han dicho conceptualmente y empíricamente sobre género y la falta de viviendo, no solo en Canadá sino en otros contextos Occidentales. El segundo involucra destacar la naturaleza problemática de un enfoque extensivo en la visibilidad en relación a género y la falta de viviendo, y ofrecer una lectura alternativa que viene de examinando las relaciones de cuerpos y espacio urbano conjuntamente con una discusión sobre las políticas de espacio y diferencia. While the literature on economic restructuring tends to understand neoliberalism as a uniform governance ideology or economic-political reality, we suggest that it is more useful to understand neoliberalism as a loosely knit assemblage of programmatic efforts that consist of various political rationalities and practices of rule that aim to manage social conduct. The paper focuses on the various ways that these efforts are connected to complex state rescaling processes in Canada. Specifically, the first part of the paper examines the restructuring of nation-state responsibilities in social service and security provisions. It illustrates the shift toward a new citizenship regime that renders women as active agents who are responsible for solving problems in an individualized manner. The second part of the paper exemplifies how neoliberal programmatic efforts create new spaces of governance, particularly those of flexibility through non-standard work. The massive rescaling of the public sector, the decreasing demand for women's ‘traditional’ occupations, and the increasing prevalence of women in non-standard work arrangements constitute women as political-economic subjects in new ways. We analyze these processes using data drawn from in-depth interviews with personnel in the Canadian Federal Public Service. We outline some of the implications these initiatives have had on public service programmes and various public sector groups. Additionally, we provide a selection of individual accounts of public sector restructuring and gendered work by professionals and contract workers employed in the public service, and offer empirical illustrations of the contentions surrounding neoliberal restructuring initiatives.  相似文献

This article examines the social effects of contract farming of export horticulture among smallholders in Meru District, Kenya. During the 1980s and 1990s, contracting was popularized by donors and governments alike as a way to reduce poverty and increase opportunities for self–employment in rural areas. Considerable research has documented the tensions in social relations that emerge in such cases, giving rise to gendered struggles over land, labour, and income in the face of new commodity systems. This article highlights similar tendencies. It suggests that men’s failure to compensate their wives for horticulture production has given rise to a string of witchcraft allegations and acts, as the wealth engendered by horticultural commodities comes up against cultural norms of marital obligation. While witchcraft accusations can expose women to risks of social alienation and financial deprivation, witchcraft nevertheless remains a powerful weapon through which women can level intra–household disparities and, more broadly, challenge the legitimacy of social practice. In Meru, witchcraft discourses are a vehicle through which gendered struggles over contract income are articulated and contested, and through which the social costs of agrarian transition become apparent.  相似文献

This article compares the emergence of a policy of multiculturalism in Canada and Australia between the 1960s and 1970s. It charts the rise of the policy in the two countries through the adoption of a philosophy of multiculturalism as the basis of their national identities. There is a distinction between philosophy and policy: a multicultural policy emerged out of a philosophy of multiculturalism. Furthermore, a philosophy of multiculturalism replaced the ‘new nationalism’ as the foundation of the national identities of both English‐speaking Canada and Australia. The abandonment of the White Canada and White Australia policies and the adoption of non‐discriminatory immigration policies in both countries were also of importance in the emergence of a policy of multiculturalism. There are many similarities in the Canadian and Australian experiences. However, the major differences are explained by the presence of the French‐Canadians in Canada and the early non‐British migration that Canada received in the late‐nineteenth century compared with Australia.  相似文献

This paper explores processes of cultural change by contrasting migration scenarios with in situ cultural development. I argue that a detailed, fine-grained analysis of patterning within the archaeological record provides the means with which to distinguish between these scenarios. The archaeology of the Rice Lake–Trent River region in south-central Ontario provides a case study for the investigation of these processes of cultural change across the Middle to Late Woodland transition and in relation to the origins of Northern Iroquoians. Expectations for ceramic patterning are derived from each cultural change scenario and then evaluated against the regional database. This assessment is facilitated through the use of two statistical techniques: frequency distributions and correspondence analysis. The results clearly demonstrate both continuity and patterned change within the region, thus supporting the in situ hypothesis. I place these findings in a broader context through comparisons with contemporary developments in southern Ontario, southwestern Quebec and northern New York State.  相似文献

Recent developments in migration theory mirror two concerns writ large across the development literature, namely the attempt to reconcile structure and agency and the importance of gender. Using the specific context of southern Africa, this article analyses the development of migration theory over the last forty years and the dialectic between gender and the structure-agency dyad. It is argued that gender is an essential tool for unpicking the migration process and that a gender perspective has enriched and been enriched by a model of migration allowing analytical space for both the agency of migrants and the structures which surround them. Juxtaposing the various theories which have been brought to bear on migration in southern Africa also reveals the extent to which new models and classificatory systems have developed on the basis of agendas set by preceding conceptual frameworks, distinctions between competing models rarely being as clear-cut as the mode of scholarship would have them appear.  相似文献

This paper examines the destructive tendencies associated with the commodification of rurality in some of Australia’s more scenic and accessible rural areas. While development based on the consumption of idealised rural landscapes and cultures can contribute to the accumulation of capital in rural areas, it can also result in the destruction of those aspects which consumers find attractive. These attributes include traditional farming landscapes, picturesque country towns, scenic rural environments, and perceptions of congenial and cohesive local communities. The purpose of this paper is to provide insights into the processes that lead to the degradation of these attributes. The discussion is set within the context of the ‘commodification of rurality’ and ‘creative destruction’ perspectives, and uses the case of Bridgetown in the south‐west of Western Australia to illustrate how an almost unfettered pattern of development is leading to the gradual destruction of the countryside ideal.  相似文献
