This article examines EU‐Turkey relations and considers the potential impact of the EU pronouncement at the December 2004 summit and the subsequent (reluctant)decision to begin negotiations in October 2005 on Turkey's efforts to become a member of the Union. It briefly summarizes the debate over Turkish accession and outlines the main arguments and positions of EU members and institutions. It then highlights the inadequacies of the alternatives to full membership that have been offered to Turkey in the past and expresses the concern that the EU's adoption of ‘flexible integration’ may lead to Turkey being, at best, offered a ‘lower tier’ form of EU membership in the future. It continues by arguing that concerns about Turkey's suitability for EU membership because it is Islamic and its lack of ‘Europeanness’ are ill‐founded and/or irrelevant and that the best way to facilitate Turkey's continued contribution to European (and world)security and its western orientation, is to allow it to join the EU as a full member. It concludes that the decision to admit a new member is primarily a political one and that Turkey should be allowed to join the EU in the immediate future.  相似文献

This article suggests that the enterprise of Mark Bevir's book (The Logic of the History of Ideas, Cambridge, 1999), is the reverse of what his title implies. Bevir seeks not to delineate the peculiar logic of a specialised subfield of history called the ‘history of ideas’, but rather the logic which underlies historical pursuit considered in general as the ‘explanation of belief’. If this is so, then the relationship between belief, meaning, and speech act in intellectual texts, and the task and method of the intellectual historian, must be reinterpreted along lines closer to those of Quentin Skinner than Bevir would allow. Indeed, Bevir's criticism of Skinner, which hinges on his own account of malapropism, is shown here to fail. The article concludes with brief reflections on the purpose and nature of studying the ‘history of ideas’.  相似文献

In one of the first quantitative designs, we explore the impact of both legalisation and flexibility on regime effectiveness, using data on international environmental institutions. One of the main implications is that ‘precision’ is an important determinant of regime performance. If the rule and norm system is well defined, well understood and clear, then a regime tends to be more effective in addressing an environmental problem. We do not find evidence, however, that ‘hard law’ is more effective than ‘soft law’ or that delegation mechanisms may be relevant. Second, flexibility in the regime structure increases regime performance – regular instead of subsidiary bodies enhance flexibility and thus have a positive effect on a regime's environmental problem management. Flexibility in states' agenda setting power, membership and decision making do not seem to have a crucial influence, though.  相似文献

The Northern Ireland peace process is often celebrated as a model for conflict resolution, yet our understanding of exactly what occurred is still only at a formative stage. Many details, particularly concerning the counter-terrorist operations of the British government, remain buried within official archives, available only up until 1981. Some aspects of that campaign—variously called an ‘intelligence’, ‘secret’ or ‘dirty’ war—may never be uncovered because of a lack of official documentation. Nonetheless, attempts can be made to analyse the use of ‘harder’ forms of state power. Scholars should not be shy to offer reasoned historical judgements on the basis of available evidence. In seeking to understand why the conflict followed the path it did and ultimately came to an end, ‘hard power’ cannot be written out of the story. However, some seem more inclined to a position best characterised by Basil Fawlty's famous mantra: ‘Don't mention the war!’ An exaggerated example of this was provided by Dr Paul Dixon of Kingston University in an article in a previous issue of this journal, which made a number of criticisms of our book, Talking to Terrorists; Making Peace in Northern Ireland and the Basque Country. In this article, we respond to Dixon's criticisms and offer broader reflections on what transpired in Northern Ireland. In some instances, the deployment of ‘hard power’ by the British state exacerbated the conflict and proved counter-productive. Ultimately, however, we conclude that intelligence-led counter-terrorism operations did make a significant contribution to ending the situation. This is not to advocate the use of such methods or to play down the ‘soft power’ successes which are undoubtedly part of the Northern Ireland story; it is simply to acknowledge that such tactics were deployed in the past and form part of a complex historical picture.  相似文献

This article explores the policy choices and political stances that lie behind Turkey's growing isolation both from its western allies and its regional neighbours. It details Ankara's approach to a range of current issues in its region—particularly relating to Syria but also Iraq, Libya, Iran, Russia and Israel—and seeks to trace these approaches back to the world‐view of the country's ruling party and its leading figures, most notably President Erdogan and Prime Minister Davutoglu. It also assesses Turkey's reactions to the complex regional circumstances that have confronted Turkey in recent years. It considers the content and impact of some of the rhetoric emanating from Ankara, especially where it is directed towards the West. The article asks whether and why Turkish foreign policy has acquired an anti‐western tone, and also looks at the extent to which its dealings with its neighbours can be explained by sectarian considerations or by pro‐Muslim Brotherhood leanings. It then goes on to speculate about Turkey's future relationship with NATO and to a lesser degree the EU. It considers the prospects for an improvement in Ankara's relationship with its western allies, or whether Turkey–US relations in particular are now likely to be characterized by ‘strategic drift’ and a more transactional and contingent approach to alliance relationships.  相似文献

This article examines continuity and change in the way in which French élites have deliberated on and legitimated their policy actions at the European level in relation to Economic and Monetary Union (EMU) during the Fifth Republic. Six themes are highlighted: the way in which institutional arrangements have conferred power on some actors while reducing the power of others; the complex role of ideas as independent variables ('cognitive filters') and intervening variables (building blocks) through which strategic conduct is conceptualised and assessed; the way in which EMU came to be defined and how it connected with other issues; how its historical development took the form of a distinctive national ‘path’ or ‘trajectory’ ; how that development was punctuated by ‘critical moments’ or ‘junctures’, defined in turn by crisis and the uncertainty generated, when discourse was restructured and took a new path; and the role of ‘craftsmen’ of discourse in negotiating meanings.  相似文献

This article discusses Turkish foreign policy over the past four years, since the election of a ‘post‐Islamist’ administration. It argues that although this period has been ‘Huntingtonian’, in terms of the diff erent political values and origins of the government on the one hand and the largely Kemalist state on the other, in the realm of foreign policy at least the relationship has been more cooperative and complementary than confictual. By focusing on seven areas of Turkey's foreign relations, as diverse as the EU, Cyprus, Syria and the Israeli—Palestinian conflict, the article identifies four types of experience in the overall conduct of policy: convergence; contained disharmomy; managed ideological divergence; and neutrality. It concludes by arguing that, providing Turkey's political institutions remain robust, there is no reason why this surprisingly successful cohabitation should not continue into the next parliament after 2007.  相似文献

Some have argued that NATO's air campaign against Serbia in 1999 was manifestly unlawful, others that it was an entirely legitimate humanitarian intervention. A third position suggests that the intervention while unlawful, in the strictest sense, was nonetheless legitimate. Here, a customary law right to intervene was seen as emerging, permitting action to prevent a mass atrocity crime, even when UN Security Council authorization was absent. Did Operation Allied Force, then, add to the case for the emergence of this new customary norm? While the 1990s was a decade of humanitarian intervention, the decade since has been dominated by international action against terrorism and, of course, the effects of the highly controversial US and British led invasion of Iraq. In this context, there is scant evidence that a customary right or obligation to intervene for humanitarian reasons has crystallized since 1999. But if Kosovo achieved anything, it was to prompt greater attention to the merits of the argument in favour of a ‘responsibility to protect’. If NATO's 1999 action were repeated today in a similarly unauthorized manner it would still be unlawful, but it would perhaps be seen as a legitimate means to preventing a mass atrocity crime.  相似文献

This article presents and compares aspects of Charles Taylor's and Hans Blumenberg's seemingly opposing views about agency and epistemology, setting them in the context of the tradition in German ideas called ‘philosophical anthropology’, with which both align their thinking. It presents key strands of this tradition, from their inception in the late eighteenth century in the writings of Herder, Schiller and others associated with anthropology to their articulation by thinkers such as Max Scheler, Arnold Gehlen and Karl Löwith in the early twentieth century. The main issues here are: man's status as part of nature or as ‘radically divorced’ from nature; the possibility of objective knowledge of man versus the epistemological status of human ‘meaning’; the view of knowledge as abstraction versus ‘concrete’ or ‘lived’ experience. Within these parameters the article contrasts Taylor's emphasis on ‘engaged’ agency, embedded in discourses, bodies and predispositions, with Blumenberg's sense of our ‘indirect’ relation to reality: ‘delayed, selective, and above all “metaphorical”’. It concludes that each position may be traced back to a key strand in philosophical anthropology: the one emphasising man's unique freedom, the other that sees man's grasp of reality as uniquely interwoven with a background of meanings.  相似文献

China has over the last two decades been committed to creating a strategic partnership with Latin American states by persistently extending its economic and political involvement in the continent. China's efforts in this regard reflect not only its desire to intensify its economic cooperation and political relations with nations in Latin America, but also its strategic goals of creating its own sphere of influence in the region and enhancing its ‘hard’ and ‘soft’ power in order to elevate China's status at the systemic level. With access to Latin American markets, resources and investment destinations, China may sustain its economic and social progress that bases its long cherished dream of restoring its past glory of fuqiang (wealth and power) and rise as a global power capable of reshaping the current world system. The enormous economic benefits deriving from their economic cooperation and trade may persuade Latin American nations to accept the basic premise of China's economic strategy: that China's rise is not a threat, but an opportunity to gain wealth and prosperity. This will help China gain more ‘soft’ power in and leverage over its economic partners in Latin America, and thereby help it to rise in the global power hierarchy.  相似文献

ABSTRACT

Bentham's thought cannot be reduced to the usual oppositions between ‘natural freedom’ and government interference. For Bentham, freedom in a political society is determined by the existence of a legal system that creates obligations for some people and rights for others. The government's task does not directly consist in respecting a sacred natural right, but aims at producing the ‘arrangements’ that are to direct the interests of the greatest number towards beneficial goals for the community as a whole. The legislator is to know, form and guide the individual interests. For this purpose, he has to summon public opinion in order to control individual action. On this point, we should reiterate, contrary to what Michel Foucault contended, that the main form of power in modern society is not exerted by a central state, but by each individual on others. That is the meaning of a very important idea in Bentham's theory, which appears in his writings on indirect legislation under the metaphor of the ‘invisible chain’. The habit of watching and judging others in the permanent Public Opinion Tribunal is the best way to learn self-discipline. Bentham's ideal is the self-government of individuals by the calculation of pleasures and pains.  相似文献

ABSTRACT. The ‘Hans Kohn Dichotomy’, i.e. the distinction between ‘Western’ and ‘Non‐Western’ nationalism, remains one of the most persistent paradigms in the study of nationalism. This article deals briefly with the terms of Kohn's Dichotomy and with the discussion about it. The main purpose of the article, however, is to problematise the dichotomy in terms of Kohn's personal itinerary which took him from Prague to Russia, and from Britain and Palestine to the United States. Kohn came late to the view that there were two types of nationalism. He adopted this position in the wake of a series of political and personal disappointments, and in response to dramatic historical challenges. In the final analysis, Kohn's Dichotomy was a rhetorical construct, designed to make sense of a world in conflict and to allow Kohn and others, then and later, to come to terms with the hopes and fears raised by nationalism.  相似文献

The entry into force of the Lisbon Treaty invites and enables Europe to develop elements of a common foreign policy. Europe should resist the tendency of listing all issues calling for attention, and be aware that it will have to address three agendas, not just one. The first agenda is the Kantian one of universal causes. While it remains essential to European identity, it presents Europe with limited opportunities for success in the 2010s as could be seen at the 2009 Climate Summit in Copenhagen. The ‘Alliance’ agenda remains essential on the security front and would benefit from a transatlantic effort at rejuvenation on the economic one. Last but not least, the ‘Machiavellian’ agenda reflects what most countries would define as their ‘normal’ foreign policy. It calls for Europe to influence key aspects of the world order in the absence of universal causes or common values. While Europe's ‘Machiavellian’ experience is limited to trade policy, developing a capacity to address this third agenda in a manner that places its common interests first and reinforces its identity will be Europe's central foreign policy challenge in the 2010s. A key part of the Machiavellian agenda presently revolves around relations with Ukraine, Turkey and the Russian Federation, three countries essential to Europe's energy security that are unlikely to change their foreign policy stance faced with EU soft power. Stressing that foreign policy is about ‘us’ and ‘them’, the article looks at what could be a genuine European foreign policy vis‐à‐vis each of these interdependent countries, beginning with energy and a more self‐interested approach to enlargement. The European public space is political in nature, as majority voting and mutual recognition imply that citizens accept ‘foreigners’ as legitimate legislators. At a time when the European integration process has become more hesitant and the political dimension of European integration tends to be derided or assumed away, admitting Turkey or Ukraine as members would change Europe more than it would change these countries. Foreign policy cannot be reduced to making Europe itself the prize of the relationship. What objectives Europe sets for itself in its dealing with Ukraine, Turkey and Russia will test whether it is ready for a fully‐fledged foreign policy or whether the invocation of ‘Europe’ is merely a convenient instrument for entities other than ‘Europe’.  相似文献

Two geographers specializing in Turkey's international relations examine the reframing of foreign policy issues under the country's Justice and Development Party (JDP; also known by its Turkish acronym AKP), in power since 2002. After first locating the JDP within Turkey's current political landscape, the authors investigate how notions of civilizational geopolitics have led to a "new geographic imagination" under JDP that has influenced foreign policy thinking. The authors argue that JDP foreign policy exhibits some continuity with that of earlier governments in terms of activist policies toward Central Eurasia (comprising the Middle East, Central Asia, and Transcaucasia), but are based on a new conceptual foundation that views Turkey not as part of Western civilization but as the emerging leader of its own "civilizational basin" (consisting of the former Ottoman territories plus adjoining regions inhabited by Muslim and Turkic peoples). They then explore the implications for Turkey's future relations with the Central Eurasian region (of which Turkey is assumed to be the leader) and countries of the West (viewed now as "neighbors" but no longer "one of us").  相似文献

This paper discusses the cultural attraction, ‘soft power’, and importance of cultural proximity to the popularity of the Japanese language in Hong Kong over the last three decades. Exploration of both primary and secondary sources constitutes the main research methodology employed. Email surveys and face-to-face interviews were undertaken to ascertain the nature and degree of the cultural attraction that stimulates local people's interest in learning Japanese language and culture. The paper concludes that Japan's ‘soft power’, i.e., popular culture and cultural products, are the most influential driving forces behind the popularity of Japanese language in Hong Kong. Also, the Japanese cultural proximity to the Chinese is another factor that excites local people's interest in learning Japanese as a foreign language. In the Hong Kong context, geopolitical and national identity factors do not seem to detract from the popularity of the Japanese language.  相似文献

The books included in this review article are essential for the understanding of what I call Putin's sistema—the governance model that originated in the Soviet system but has transformed and adapted to global change. Each book tackles, from a different angle, the issues of Russia's transition and suggests ways to describe its political consequences. The books all attempt to identify some underlying logic or organizing force in a Russian society that has emerged through weak institutions. Although I join the authors in their criticisms of the ‘transition paradigm’ and its ‘opening‐breakthrough‐consolidation of democracy’ formula, transformations of the Soviet sistema seem to resonate with the ‘opening‐breakthrough‐consolidation of capitalism’. Perestroika can be seen as an ‘opening’ in shaking the foundations of sistema; Yeltsin's era as a ‘breakthrough’; and Putin's regime as the ‘consolidation’ of capitalism but with its distinct characteristics.  相似文献

This article critically evaluates Australia's ‘creative middle power diplomacy’, encapsulated in the three pillars of the Labor government's foreign policy platform. It notes that each pillar has been accorded specific roles in the implementation of Australian foreign policy and makes particular reference to the government's preference for multilateral engagement. The article subsequently demonstrates that such an agenda actually impedes a creative approach to key issues such as trade, climate change and non-proliferation challenges, as well as Australia's participation in Asia-Pacific order-building. It then offers some suggestions for a more flexible posture that is not inconsistent with past Labor approaches, but which also better appreciates regional and global complexities.  相似文献

The referendum on whether Scotland should become an independent country will be held on 18 September 2014. This article reflects on the evolution of foreign governments' attitudes towards the referendum since its confirmation in October 2012, and on their expectations should a ‘yes’ vote result. With few exceptions, they have adopted a policy of non‐intervention, treating the referendum as the UK's domestic affair. President Obama's expression on 5 June 2014 of his desire for the UK to remain ‘a strong, robust, united and effective partner’ may, however, be seen as a sign of increasing apprehension abroad. Concerns of foreign governments aroused by the referendum include the diminution of the UK's power and role in international affairs, the possible encouragement of other secessionist movements, and disturbance to international organizations and alliances. It is commonly assumed that Scotland would become a reasonably prosperous and reliable small state. But how would the rest of the UK (rUK), a much more powerful and populous country, respond to ‘the loss of Scotland’? How would it affect the UK's already unsettled relations with the EU, including the prospect of a referendum on EU membership? Despite many uncertainties and a febrile political atmosphere, it is widely expected abroad that Scotland and rUK would settle into a cooperative relationship after a difficult transitional period, and that an independent Scotland would be accepted into the EU and NATO if it displayed flexibility on important issues.  相似文献

Abstract In 1938 the regime's popular periodical La Difesa della Razza published the portrait of Saartjie Baartman (a Khoisan woman known to the western world as ‘The Hottentot Venus’) to discourage miscegenation in the empire of Italian East Africa. But by 1938, Italian public and scientific interest in the Hottentot Venus had long faded away. In addition, readily available photographs of Italo-Eritreans could have been used to show the ‘outcome’ of miscegenation. Why then did the regime's organ publish a portrait of ‘The Hottentot Venus’? This article addresses this question, and explores how Baartman's story could serve the regime's aim of forging a new ‘racial consciousness’ among Italians. By focusing on the transformation of scientific discourses from the 1850s to the late 1930s, and on their silences, the article illuminates the process through which some of the regime's anthropologists constructed a new, ‘made in Italy’ story for the Hottentot Venus. Deliberately leaving out all the main issues long debated during the previous century, they turned this figure into an empty icon to support Fascist colonial obsession with the purity and prestige of the Italian race.  相似文献
