A senior American specialist on China and noted geographer argues that the preoccupation of China geographers' with empirical analyses of that country's dramatic economic, social, and urban transformation over the last two decades—usually explained in terms of the now familiar quadruple forces of globalization, marketization, deregulation, and decentralization—should be broadened to reflect a concern for the problems of disadvantaged groups impacted negatively in dynamic urban and environmental settings. The methodology of reflexive activism is proposed as affording a framework for a more relevant geography focused on the study of China, with the potential to bring about positive and constructive change on behalf of China's disadvantaged population and its natural environment, and (as a possible side benefit) generate local epistemologies enriching the study of geography more broadly. A senior American specialist on China and noted geographer evaluates the merits of an essay by an equally prominent specialist who advocates reflexive activism as a method designed to generate more relevant studies of the country. The author of the evaluation stresses the value of empirically based work, noting a number of contributions by geographers to the study of China's transition from doctrinaire communism to "socialism with Chinese characteristics." While not denying the need for geographical research focused on deficiencies in social and environmental justice, he is not in favor of excessive activism that may overlook advances in economic development and related accomplishments of China's governing regime. Does environmental regulation vary over poor and minority communities? An uneven governmental response may follow from regulators' varying incentives to negotiate enforcement challenges. We argue that regulators confront two in particular. Regulators can pursue political enforcement, responding to mobilized interests, regardless of environmental risk, or they can pursue instrumental enforcement, responding to at‐risk communities, regardless of political mobilization. To examine these competing strategies, we use an original dataset from the EPA's Risk‐Screening Environmental Indicators model to develop a geographic “riskscape” combined with census tract community data and facility‐level enforcement data. We find that state regulatory agencies pursue a mixture of political and instrumental enforcement, but that these tactics are applied unevenly across traditional environmental justice communities. Specifically, state agencies devote more attention to facilities in communities with relatively higher risk, but less attention in the area of punishment for violations for facilities located in Hispanic communities. Importantly, this lack of attention to Hispanic communities is not mediated by the relative level of risks that they face, but it is to a significant extent in communities in which environmental justice advocacy organizations operate.  相似文献

The federal government adopted several measures during the mid-1990s to address concerns about race-based and class-based disparities in environmental protection. This article examines whether these measures affected the pattern of state enforcement of three federal pollution control laws. Using differences-in-differences models to estimate the effects of the federal policy adoption, I find evidence of increases in state enforcement of the Clean Air Act in large African-American communities, but declines in enforcement in communities with large poor and Hispanic populations. Similarly, there is evidence that state enforcement of the Clean Water Act decreased in poor and African-American communities, but there were no real changes in enforcement of facilities regulated under the Resource Conservation and Recovery Act. Collectively, the analysis suggests that the federal policy had minimal positive effects on state regulatory enforcement.  相似文献

The theory of social construction and policy design is insightful for exploring the circumstances in which the allocation of policy benefits and burdens is attributed to the feed‐forward effect of degenerative policy that institutionalizes bias and reinforces the prevailing categorization and embedded social meaning regarding target populations. However, this theoretical framework has not been broadly adopted to analyze the environment‐related phenomena. With a nationwide, block‐group‐level sample, this study examines the extent to which degenerative policies pertaining to immigrants influence state agencies' environmental regulatory outputs for predominantly Latino communities. Results show that in the states with moderately to most restrictive immigrant policy and high levels of Latino representation in legislatures, the rigorousness of government agencies' compliance monitoring activities decreases for Latino neighborhoods of environmental justice concern, as states' policy stance toward immigrants becomes more unfavorable. More Latino elected officials do not bolster policy implementation efforts for the vulnerable communities or offset the backlash effect of immigrant policy.  相似文献

This study investigates the implementation of U.S. environmental protection laws under American Indian tribal governance. The landmark laws of the 1970s that form the core of America's environmental policy regime made no mention of American Indian tribal lands, and the subsequent research literature on environmental policy has given them little attention. The U.S. Environmental Protection Agency has primary implementation responsibility for environmental protection laws on tribal lands, which offers a unique opportunity to study direct federal implementation apart from typical joint state–federal implementation. Further, because Indian reservations are homes to a disproportionately poor, historically subjugated racial group, analysis of environmental programs on tribal lands offers a unique perspective on environmental justice. We analyze enforcement of and compliance with the Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) to compare the implementation of environmental policy on tribal lands with nontribal facilities. Analysis reveals that, compared with nontribal facilities, tribal facilities experience less rigorous CWA and SDWA enforcement and are more likely to violate these laws.  相似文献

In recent decades, Dutchness has become an intensely debated issue in Dutch public sphere. The article problematises the labelling of nations and nationalisms that occurs in public and academic understandings of these developments. Craig Calhoun's concept of discursive formation is argued to be more fruitful for understanding the recent contestations over Dutchness. Yet Calhoun's theory is itself in need of elaboration. Whereas Calhoun proposes to focus on the extent to which nations are constructed as publics of highly differentiated members, it is precisely this image that is central to an exclusionary discourse of Dutchness and enables the exclusion of cultural others from the Dutch imaginary. By analysing the enactment of Dutchness through discourses on citizenship, the surprising congruence of pluralism and exclusion in the Dutch context is explored.  相似文献

In the past ten years archaeologists have produced a vast literature on the study of gender in the prehispanic New World. This review defines key concepts, identifies three major themes within this tradition—gender in native cosmologies, intersections of gender and the body, and studies of work and specialization—and explores the significant contributions of engendered archaeology to the broader field. Final suggestions for linkages with queer studies and indigenous feminism point the way to where this field might develop productive new avenues of research.  相似文献

This paper contributes to a discussion on networks as political spaces by examining the work of an environmental activist group in Kaliningrad, Russia. Drawing from geographic work on communication and from literature on organizational structure and communication technology provides a useful means of understanding and conceptualizing computer networks from a social science perspective. The case study of grassroots activism illustrates how computer-based communication may support a unique space of political activity. Electronic mail (e-mail) communication can be a channel through which activists may overcome the constraints of location as an information container in order to create spaces of interaction and action appropriate to their political agenda. This case study is an example where organization members use e-mail communication to connect their activities, information sources and collaborative partners at different scales to create a viable space for environmental activism and information distribution within a shifting political context.  相似文献

Abstract

In his films Dogville and Manderlay, Lars von Trier offers an account of divine justice which has paradoxically offended humanists but has struck a chord with some Christian theologians. This paper seeks to show that the account of divine justice in the book of Amos and in the Hebrew Bible more generally is illuminated by juxtaposition with von Trier's work. Importantly, however, the two films cited have to be seen as part of a uncompleted trilogy which means that the criticisms directed at von Trier on the basis of the first film alone need to be reassessed in the light of the second. Key issues that emerge are the relationship between individual and communal guilt and the arrogance involved both in judging and not judging others. Justice is not to be equated with law or individual deserts in either Von Trier or Amos but is more closely related to the inevitable restoration of balance in a natural system. Such justice is rough—both approximate and violent—but arrogant attempts to mitigate that roughness almost always end up with even more approximate and violent results.  相似文献

While the literature on economic restructuring tends to understand neoliberalism as a uniform governance ideology or economic-political reality, we suggest that it is more useful to understand neoliberalism as a loosely knit assemblage of programmatic efforts that consist of various political rationalities and practices of rule that aim to manage social conduct. The paper focuses on the various ways that these efforts are connected to complex state rescaling processes in Canada. Specifically, the first part of the paper examines the restructuring of nation-state responsibilities in social service and security provisions. It illustrates the shift toward a new citizenship regime that renders women as active agents who are responsible for solving problems in an individualized manner. The second part of the paper exemplifies how neoliberal programmatic efforts create new spaces of governance, particularly those of flexibility through non-standard work. The massive rescaling of the public sector, the decreasing demand for women's ‘traditional’ occupations, and the increasing prevalence of women in non-standard work arrangements constitute women as political-economic subjects in new ways. We analyze these processes using data drawn from in-depth interviews with personnel in the Canadian Federal Public Service. We outline some of the implications these initiatives have had on public service programmes and various public sector groups. Additionally, we provide a selection of individual accounts of public sector restructuring and gendered work by professionals and contract workers employed in the public service, and offer empirical illustrations of the contentions surrounding neoliberal restructuring initiatives.  相似文献

The past three decades have seen the resurgence of China's civil society through the blossoming of NGOs that campaign for various marginalised interests, including environmental protection. Many studies have examined the co-evolution of the Internet and China's civil society. This paper examines the role of the Internet in strengthening grassroots environmental activism, taking into consideration the corporatised character of Chinese NGOs. Through a detailed ethnographic case study of a leading grassroots environmental group, the Global Village of Beijing (GVB), I argue that Internet technologies effectively empower resource-poor activists in their self-representation, information brokering, network building, public mobilisation and construction of discourse communities. The Net therefore contributes to the nascent formation of a green public sphere in China by fostering a discourse that counterbalances rapid economic development. Also discussed here are issues that hamper this process, including resource limitations, the fragmentation of online discourse communities, and the marginalisation and “caging” of environmental discourse.  相似文献

Abstract

Historically, international conflict resolution theorists have largely adopted the position that organized religion is an instigator of violence. As a result, these theories have tended to exclude religion as a force for peacebuilding. Recently, however, scholars have suggested that religion can contribute constructively to a theory of conflict resolution. Their general thesis is that, if religion played a significant part in people's lives, and if religion played a part in fuelling the conflict, then when resolving the conflict, religion must be at least taken into account. An example of a conflict resolution process in which religion, specifically Christianity, played a central role was South Africa's Truth and Reconciliation Commission (TRC). In dialogue with leading critics of the TRC process, particularly Richard Wilson, this article examines the ambiguous role that Christianity played in influencing concepts of justice in the TRC.  相似文献

Before the Food and Drug Administration approved in 1960 the distribution of oral contraceptives, the most popular form of birth control in the United States was the condom. Scholars have often downplayed men's involvement in the history of birth control, relegating knowledge and use of contraceptive technology to a separate "female domain." This article explores the role of condoms in the evolution of the American birth control business, attitudes toward public health, and everyday sexual behavior, and suggests why the full complexities of the history of birth control are best captured by an approach that is attentive to broad gender dynamics as well as to the diversity of technological change.  相似文献

作者提出了一个探讨组织公平性对服务公平性“外溢效应”的概念模型,用以分析宾馆员工的组织公民行为在他们感知的管理人员的领导能力和领导行为、员工的工作满意感、对管理人员的信任感、对企业的归属感与宾客感知的服务公平性和服务质量之间的极为重要的中介作用。作者向广州市5个三星级宾馆服务人员、基层管理人员和宾客收集数据,并使用结构方程模型分析方法,对这个概念模型进行了实证检验。数据分析结果表明员工感知的组织公平性是影响宾客感知的服务公平性的一个重要因素。  相似文献

This paper examines conceptual and methodological issues in the analysis of environmental justice through use of the case of lead-exposure health risks. Researchers face important obstacles in measuring variable risks among population subgroups. The case of lead exposure, however, illustrates the dramatic potential where adequate data exist for identifying and correcting significant inequities in risk exposure. Despite sharp reductions in the general population's exposure to lead since the 1970s, substantial numbers of minority and low-income children continue to exhibit unacceptably high blood-lead levels due primarily to exposure to lead-based paint. Resolving environmental inequities in this and similar instances requires solid documentation of the risk and better integration of equity issues with other policy demands such as the call for cost-effective environmental policy.  相似文献
