The internationally unrecognized ‘Republic of Somaliland’ presents a case in which the domestic drivers of peace and development may be examined when aid and other forms of international intervention are not significant variables. The relative autonomy of its peace process offers an alternative perspective on post‐conflict transitions to that offered in the majority of the literature, which instead problematizes either the perverse outcomes or unintended consequences of international interventions in conflict‐affected areas. The purpose of this article is not to establish the salience of Somaliland's relative isolation in its ability to achieve peace and relative political order, as this is already documented in the literature. Rather, it explores the ways in which that isolation fostered mutual dependence between powerful political and economic actors for their survival and prosperity. It uses a political settlements framework to probe the implications of this dependence for western statebuilding interventions in post‐conflict situations. The findings present a challenge to orthodox assumptions about how states transition out of conflict, particularly that: greater vertical inclusivity necessarily strengthens a political settlement; effective Weberian institutions are a prerequisite of an enduring peace; and that external assistance is usually necessary to end large‐scale violence in developing states or to prevent a recurrence of the conflict.  相似文献

Knowledge-based development (KBD) is a widely practiced policy and is signified as an effective development approach particularly for the metropolitan city-region context. Even though, increasing recognition of this policy resulted in some initiatives in less favoured regions – such as regional university towns – its appropriateness for this context has not been investigated adequately. This paper explores the concept thoroughly in regional university town settings from the lens of the triple-helix model – a critical element for success in KBD. The study aims to broaden our understanding on the challenges of implementing a successful triple-helix model in regional university towns by providing evidence from different country contexts – Australia and Iceland. The methodology of the comparative case investigation incorporates policy and stakeholder perception analyses. Results reveal the journey of the investigated cases, their limited accomplishments and failure factors. Findings shed light on the developmental challenges of regional university towns by highlighting critical issues relating to suitability, appropriate implementation and effectiveness of the KBD policy.  相似文献

The development of the silk industry in Renaissance Florence – as in other large Italian cities such as Venice, Genoa, Bologna and Milan – was a response to the profound economic changes wrought by the demographic crisis of the fourteenth century. The decrease in the available labour supply, the rise in labour costs, changes in demand and consumption, particularly among the upper classes, encouraged entrepreneurs in Florence and other urban economies of Renaissance Italy to direct their manufacturing interests towards the production of expensive high-quality goods. The Florentine silk industry was born in the last decades of the fourteenth century, and in the fifteenth century quickly developed into a dynamic industry capable of producing large quantities of luxury fabrics for export to all the principal European markets.  相似文献

Human Plants, Human Harvest: The Hidden History of California Eugenics is the first-ever exhibition on the history of eugenics in California. The disappearance of this history for half a century, and the consequent absence of a "collective menory", were the primary factors determining the exhibit's sttrcture and content. Responses to the exhibit confirmed that most visitors "never knew" about this history. The exhibit is described in some detail, with selected imagery from the exhibit reproduced. After the initial exhibition, responses of other museums and foundation officials revealed a continuing resistance to this history being publicly displayed, though the sources of resistance varied.  相似文献

Stone-throwing by demons and witches and the mischievous activities of kobolds in mines are reviewed as part of an investigation into the darker folklore history of geology. Lithobolia has a pedigree extending from classical times, but sixteenth-century and seventeenth-century reports are particularly common. The existence of kobolds, who tormented miners by episodes of stone-throwing and mineral-switching, was accepted by clergy, laity and scientists alike. [1] ?[1] This paper is one of a series dealing with the general topic of “geology and the dark side.” The papers investigate, for the first time, the connection between geology and the occult. Each of the papers is distinct in contents. Main threads include folklore association between fossils, rocks and minerals and various supernatural entities as expressed in colloquial nomenclature of geological specimens (Duffin and Davidson 2011 Duffin, Christopher John and Davidson, Jane P. 2011. The Labour government's 1998 Strategic Defence Review (SDR) marked the end of almost twenty years during which Labour had been little more than a bystander in British defence policy-making. The 'foreign policy-led' SDR marked an impressive and authoritative debut, emulated by other national governments. Ten years later, however, the SDR is a fading memory. British defence is out of balance and facing immense stress, and calls are mounting for a new strategic defence review. This article examines the difficult choices which a defence review would have to make. But a defence review also requires the governmental machinery with which to analyse and understand defence, and with which those difficult choices can be made. The article argues that this machinery is wearing out. Defence policy, planning and analysis in the United Kingdom have reached a state of organizational, bureaucratic and intellectual decay which may be irrecoverable.  相似文献

Colonial rule required the control of territory, nowhere more than in cities. In the early twentieth century, colonial policy in Kenya and the rest of East and Southern Africa had only grudgingly accommodated Africans in urban areas. After 1939 policy changed, not only in response to poor local conditions and social unrest but also because London's new colonial development policy made a place for African workers in towns. From 1940, new housing and colonial policies acknowledged the importance of the discourses of class and gender. Administrators stabilised an African working class by building better municipal housing, and then sought to fashion a middle class by promoting home ownership. They began to promote housing for families, having recognised that African women could help to make their men at home in the city, and to educate children to become good citizens. The evolution of Kenya's housing policy illuminates the characteristic pressures, calculations, and responses of colonial rule that were being played out internationally in the late colonial period.  相似文献

Faced with diminished faculty resources and increased student enrolment from 2010 to 2017, we sought to use blended learning to achieve active learning in a large c.400-student introductory geography class. Working iteratively over seven years and eight classes and using smart classrooms, better timetabling, experimentation with peer review and learning management system (LMS) technologies, as well as the expertise of Queen’s University Continuing and Distance Studies instructional design team to improve integration between course elements, we closely approached the quality of learning achieved in a much smaller enrolment class. It is possible to teach large classes of 400 students in an active and engaged manner. The greatest obstacle to the development and maintenance of this model is institutional culture.  相似文献
