While power asymmetry typically defines security relationships between allies, there exist other forms of asymmetry that influence alliance politics. In order to illustrate how they can shape policy outcomes that cannot be explained solely through the lens of power capabilities, the authors examine the role of relative attention that each side pays to the alliance. It is their central argument that since the client state has a greater vested interest in the alliance and given that attention depends on interest/need, the client state can leverage attention to get its way. By analysing two specific cases, the 2002 South Korean schoolgirls tragedy and the 2008 beef protests—instances where the South Koreans succeeded in compelling US concessions—the authors show that because the alliance was more central to the client state's agendas, there existed an asymmetry of attention that offered leveraging opportunities for the weaker ally. In this study, the authors emphasise the role of media attention as a key variable, and seek to contribute to debates on weaker party leverage in asymmetrical alliances.  相似文献

This paper will demonstrate that spiritualism became a significant element of popular culture in New York City between 1865 and 1870 because it catered to the “operational aesthetic” so prevalent in urban entertainments. The historian Neil Harris invented the term “operational aesthetic” to denote the spirit of playful inquiry common to the urban culture of mid-nineteenth-century America. By the 1860s, urbanization had undermined the social transparency so integral to the American Republic, causing cultural anxiety about the fraud and deceit, which was thought to thrive on urban anonymity. Several cultural genres, including detective fiction and urban guides, not only reflected, but also invited the investigation into, the divorce between the “superficialities” of the city and the “processes” driving criminal behavior. Spiritualism featured regularly in these genres, particularly the urban guides, as it was appealing to people eager to uncover another instance of urban deceit. Similarly, spiritualists attracted skeptical and agnostic audiences who shared this interest in investigation. Apparent “exposés” of spiritualism, therefore, as well as the mediums themselves, reached out to skeptical audiences, drawn to the “operational aesthetic” inherent in spiritualist demonstrations.  相似文献

The Anglo-Spanish controversy over Gibraltar has generated a good deal of research in international law and diplomatic history, but little insight into the historical dynamic that forged the British territory's permanent de facto sovereign border with Spain during the third quarter of the nineteenth century. The transformation of a loosely defined neutral zone into a clearly marked line had little to do with statecraft or expansionism, as typically assumed, but rather was a local response to a series of external challenges that increasingly militated for some agreement among local authorities on a precise demarcation. These included broad administrative and fiscal reforms on the part of the British Empire and Spain's liberal governing coalition, the rise of revolutionary Republicanism in Spain, a dramatic uptick in human mobility and migration in the Mediterranean, and the third cholera pandemic.  相似文献

The conventional story of suburbanization in Canada and the United States portrays an outward movement of residences from the cities that only since World War II has been fuelled by the dispersal of employment to the urban fringe. This prevailing wisdom needs considerable revision. In this essay we present a theoretical interpretation of industrial suburbanization. We argue that the outward spread of factories and manuÍfacturing districts has been a distinctive and important feature of North American urbanization since the middle of the nineteenth century. The paper begins with a discussion of how industrial decentralization has been repeatedly misinterpreted as new and unprecedented, rather than an extension of past trends. In contrast to the prevailing interpretation, we claim that industrial suburbanization is the product of a combination of the economic logic of geographical industrialization, investment in real estate, and political guidance by business and government leaders. The result has been extensive, multinodal metropolitan regions.  相似文献
