The success of Tory Democracy in Lancashire heightened its influence in Conservative party debates about tariff reform and India. New Delhi’s imposition of tariffs from 1917 prompted Lancashire Conservatives to gradually modify their position on free trade, so that by 1931 they supported imperial preference. India’s reluctance to lower tariffs led many to criticise the 1933 India white paper. Historians have examined front bench and die-hard conservative efforts to win over Lancashire, but they have overlooked the extent to which local feeling and activism on India was native to the county and not imported from Westminster.  相似文献

Archaeologists have traditionally assumed that proportional variability in the types of shellfish remains found in middens can directly inform arguments about prehistoric coastal and island diets. We explore this assumption by comparing an analysis of three shellmidden sites on the Meriam Islands (eastern Torres Strait, Australia) with data on contemporary Meriam shellfishing strategies. We present tests of hypotheses drawn from behavioral ecology about factors that influence prey choice and differential field processing and transport, and compare these results to variability displayed in the shell assemblages. We find that while prey choice is predictable ethnographically, it is not reflected in the midden remains. Variability in the middens only begins to make sense with reference to the tradeoffs that foragers face in attempts to maximize the rate at which they can deliver resources to a central locale. This result should be of interest to all researchers concerned with reconstructing and explaining variability in prehistoric subsistence practices, especially in coastal or island settings.  相似文献

This article explores the Conservative Party crisis over India to examine the relationship between diehard Conservatives and Britain's emerging democracy. Far from rejecting democracy outright, diehard rhetoric and mass communication demonstrates how they adapted to it and utilised it in pursuit of their objectives. The accommodation of diehard Conservatism within the Conservative Party was a necessary and mutual embrace. Contrary to popular image, it promoted Conservative unity and contributed to the party's remarkable electoral success. Unable to exact decisive victories, the capacity of diehard Conservatives to generate party crises over imperial questions, among grass‐roots and back‐bench Conservatives, ensured that they had a role in shaping the presentation and content of party policy. This had implications for leadership efforts to liberalise the party, and also popular perceptions of British imperialism and the feasibility of democracy in India.  相似文献

Only the common welfare is important," explained Lewis Douglas in 1933 as he accepted President-elect Franklin Delano Roosevelt's offer of the position of director of the budget.1 Douglas came to his post with a strong sense of obligation—he was certain the United States was in a "critical condition," and the only solution to the devastating depression lay in balancing the budget.2 Roosevelt seemingly agreed with Douglas. Newspapers reported that the young budget director would "make his mark in the Roosevelt administration" and "be at the heart of things." Journalists argued that Roosevelt's appointment was an "indication that Roosevelt means business in his promise to reduce government costs."3  相似文献

This paper contributes to two emergent areas of scholarship: first, the role of expertise within the domain of cultural heritage practice; and second, international heritage institutions and their processes of governance. It does so by exploring expertise within the context of World Heritage Committee meetings. These forums of international heritage policy formulation have undergone significant changes in recent years, with larger geopolitical forces increasingly shaping process and decisions. This paper foregrounds the idea of these annual meetings as ‘locales’ in order to explore the inflows of expertise that help constitute authoritative decision-making, how expert knowledge is crafted for and by bureaucratic structure, and how the interplay between technical knowledge and politics via an ‘aesthetics of expertise’ bears upon future directions. In offering such an analysis, the paper seeks to add nuance and conceptual depth to our understanding of international conservation policy and the regulatory, governmental practices of organisations such as UNESCO.  相似文献

Drawing from the litigation around the Hindmarsh Island Bridge (especially Chapman v Luminis Pty Ltd 2001) this article provides an analysis of judicial responses to anthropological expertise. Sensitive to the institutional responsibilities of judges, as well as rules of evidence, procedures and legal causes of action, it examines the strategic representation and appropriation of anthropological knowledge and practice. In exploring the relations between law and expertise the article illustrates how their combination shapes outcomes. In the process it explains how the judge could have produced a range of (in)consistent outcomes through the modulation of legal categories and their relations with prevalent images of anthropological expertise. This analysis positions the article to critically reflect on some of the implications for anthropologists working in and around legal or quasi‐legal settings as well as those commenting on that participation.  相似文献

White middle-class American women were heavily involved in lobbying for and implementing Indian reform legislation during the late nineteenth century. The General Allotment Act mandated the break-up of reservations and imposed upon Native peoples the twinned institutions of private property and male-headed families in the hopes that they would assimilate to American 'civilisation'. White women thus appeared to be imposing their own gender norms on others as they sought to inculcate the characteristics Native people would need for American citizenship. They negotiated this paradox of imposing classed, gendered and racialised hierarchies in the name of equality through spatially articulating hierarchies of race, class and gender. Rather than appeal to the conventional liberal dichotomy of public and private, the author reads these activists as authorising their political activity through the dualism of civilised and savage. The latter spaces produced oppression, which was understood as the inability to participate in politics as much as exclusion from participation in politics. It was the maternal duty of white middle-class women to civilise people, thus delivering them from oppression, through transforming the spaces in which they lived.  相似文献

In this article, we question how new technological traits can penetrate cohesive social groups and spread. Based on ethnographic narratives and following studies in sociology, the hypothesis is that not only weak ties are important for linking otherwise unconnected groups and introducing new techniques but also that expertise is required. In order to test this hypothesis, we carried out a set of field experiments in northern India where the kiln has been adopted recently. Our goal was to measure the degree of expertise of the potters distributed between early and late adopters of the kiln. Our results are discussed in the light of oral interviews. Our conclusions suggest that expertise is a necessary, albeit not sufficient, condition for weak ties to act as bridges and thereby for new techniques to spread. As an example, they explain how turntables could have been adopted by potters from the northern Levant during the third millennium BC.  相似文献

This article studies the experiences of gender experts in international institutions of governance and examines their interactions with multiple actors in the governance system as they negotiate their authority to act as experts. Moving beyond binaries, such as those on the inside of hegemonic institutions versus those on the outside, or co-optation versus activism, the analysis uses processes of instrumentalization as a vantage point to lay out the multiple paths emerging in these politics of engagement. The article frames politics of engagement in terms of micropolitical tensions, ambivalences and contradictions that unfold in these interactions. It first argues that the boundaries that exist between inside and outside institutions are not clear cut because actors circulate between them. The study shows how gender experts instrumentalize their own life and career trajectories, navigating between advocacy and governance, to enhance their power in current institutional settings. It then focuses on instrumentalist discourses and traces their emergence in unequal negotiations. It demonstrates how gender experts can become part of the processes that they also critique. Finally, the study analyses strategies in which experts instrumentalize institutional inequalities to their advantage to produce diverse political possibilities with open-ended outcomes.  相似文献

Coalitions have always played an advocacy role in policymaking, but they are increasingly regarded as a form of community capacity that can be harnessed to civic ends. As explored in this study of urban school reform in Oakland, California, this civic view of coalitions confronts a tension between the cohesiveness and the inclusiveness of coalitions. Coalitions unified around cohesive goals and beliefs are often narrowly based, which can encourage the formation of rival coalitions. By contrast, reform coalitions that build broad-based support across the community may have difficulty developing coherent reform strategies. Using a social network analysis of key stakeholders to analyze the challenges of building civic capacity in Oakland, we find that the school district's recent reform experience more closely resembles an advocacy coalition than a broad civic coalition. The article then explores strategies for developing a broad civic coalition by expanding the existing advocacy coalition. We use the network analysis to identify opportunities for brokerage across individuals, institutions, and issues.  相似文献

This essay assesses the impact of imperial culture, particularly constructions of India and hinduism, on British responses to the Indian nationalist movement in the 1930s. The essay draws on personal and governmental papers, paying special attention to the language and vocabulary employed by British policy makers concerned with Indian affairs. The major issue addressed here is the British presumption that the 1935 Government of India Act, a plan for a federated India with British central control, would defuse nationalist agitation. Such a sanguine view of this proposal seemed misplaced, given the popular success of the nationalists, especially Gandhi, and given the explicit demands of Indians for full self‐government. However, such an optimistic assessment drew on presumptions about Indian political and social behaviour, and especially on conceptions of hinduism. Policy makers in Britain and India argued along well‐established lines, that hinduism inculcated moral and physical weakness, among other deficiencies, and that a British offer of compromise would attract many Indians who feared continuing confrontation with the Raj. Moreover, colonial advisors relied on a belief that social and caste divisions within hinduism would recur within the nationalist ranks as well. This sense that Indians would respond to half‐measures of reform persisted until the 1937 provincial elections. Though British administrators predicted only a moderate showing by the Indian National Congress, the polling proved otherwise, as Congress took power in the majority of the provinces. The Raj lasted another decade, but the confident cultural assumptions sustaining it took a fatal blow.  相似文献
