This paper re‐examines the chronology of reserve selection in South Australia in the context of changing social, political and economic attitudes. The effect of these changing attitudes on reserve selection in South Australia is assessed in the light of the principles of a comprehensive, adequate and representative (CAR) National Reserve System. The outcome of reserve selection in South Australia is the establishment of a vast network of reserves in the arid regions and many fragmented and small reserves in the agricultural regions. It is likely that the remnant ecological system in the agricultural regions is not representative of the regional environmental diversity and that land clearance has precluded the establishment of a CAR reserve system in South Australia. The rate of reserve selection for nature conservation has decreased over the past decade as the opportunities for reserve acquisition decrease. It is concluded that large‐scale and strategic revegetation will be required to facilitate a CAR reserve system in South Australia.  相似文献

This paper studies an attempt to replicate the Earth’s biosphere in the second half of the twentieth century with the aim of preserving and refashioning the environment as a self‐reproducing ecological system. Ecosystems dynamics framed the planet Earth as a closed system and directed scientific attention to questions of global environmental management. The image of the Earth as a spacecraft and operable in a similar way supported ideas of placing the environment in a laboratory setting. Using the case of Biosphere 2, launched in the Arizona desert in 1983, this paper studies the images of nature and environment contained in this quest to create an ecosystem and human habitat as good as, or superior to nature on Earth (known in this context as Biosphere 1). The second biosphere was designed as ‘a prototype for a space colony’ that would eventually enable its deteriorating predecessor, the Earthly biosphere, to reproduce and allow human settler societies to migrate to other planets. The paper draws on the cultural history of the ship in Western culture and on ships and spaceships as archetypes of autarkic enclosures set apart from nature. It argues that Biosphere 2 as an example of a technologically controlled endosphere advanced an understanding of the environment as a ‘life support system’ that emphasized not completeness but systems integrity, and was based on principles of functionality and replaceability. The paper will explore how notions of biospheric life support shaped demands on the natural and social environments in Biosphere 2 and Biosphere 1.  相似文献

This paper explores the ways in which one of Australia’s cultural diplomacy initiatives aimed at bringing Australia closer to Asia – the Asialink Arts Residency Program – may provide valuable insights for reimagining cultural diplomacy with a revised understanding of the national interest that reflects the increasingly transnational realities of the contemporary world. Drawing on extensive data gained from interviews and an online survey, the author found that program participants are engaging in exceptionally complex and at times unintended activities, and that policy concerns, such as positive image projection abroad, are rarely high on the residents’ list of priorities. However, these experiences are of particular value for the national interest, in ways not yet formulated by or included in existing cultural diplomacy discourses. With the findings in mind, the author takes a critical cosmopolitan approach to reconceptualising cultural diplomacy.  相似文献

This article examines social, economic, and political factors influencing the distribution of resources to local governments under the EPA Brownfields Program, an innovative federal effort to encourage the remediation and redevelopment of contaminated properties. Signed into law in 2002, the Small Business Liability Relief and Brownfields Revitalization Act provided the program with a congressional mandate, new tools to promote reuse such as liability protections, and increased funding up to a level of $250 million per year. This article contributes to research on environmental regulatory reform with an analysis of successful and unsuccessful local government applicants for EPA Brownfields Program support between 2003 and 2007. Building on prior research, we develop a series of expectations and an empirical model, and estimate the influence of program priorities, government and civic capacity, interest group pressures, and institutional politics. Results point to significant relationships between program priorities and award patterns. Contrary both to EPA's explicit commitments to equity and to analysis of pre-2003 award patterns, however, we find negative correlations between the proportions of local populations that are nonwhite or low-income and the likelihood of receiving an award. In addition, better-resourced governments and several dimensions of political representation show strong associations with the likelihood of winning awards. In settler colonial contexts the historical and ongoing dispossession and displacement of Indigenous peoples is foundational to understanding the production of urban space. What does it mean that cities in what is now known as Canada are Indigenous places and premised on the ongoing dispossession of Indigenous peoples? What roles do new urban reserves play in subverting or reinforcing the colonial‐capitalist sociospatial order? This paper examines these questions in relation to new urban reserves in Canada. Most common in the Prairie provinces, new urban reserves are satellite land holdings of First Nation communities located outside of the city. While the settler state narrowly confines new urban reserves to neoliberal agendas, First Nations are successfully advancing reserve creation to generate economic self‐sufficiency, exercise self‐determination, and subvert settler state boundaries. I argue that new urban reserves are contradictory spaces, as products and vehicles of settler‐colonial state power and Indigenous resistance and place‐making.  相似文献

A paper devoted to nature reserve size in the USSR, and more specifically to whether the areas of such reserves are adequate in particular natural zones and for particular species, determines that too many zapovedniki presently are too small to carry out their intended functions properly. In fact, until quite recently, in spite of a dramatic expansion of the total area and number of nature reserves, average reserve size has decreased. A trend toward decreasing reserve size and increasing per hectare maintenance expenditures can be noted as the level of economic development characteristic of particular natural zones increases (translated by Jay K. 建立自然保护地是有效保护和合理利用自然资源的重要举措。法制建设是自然保护地建设和管理的重要基础与有力保障。自然保护地建设过程中发生的种种矛盾,归根到底是利益相关者之间的利益冲突,为此政府必须提供平衡各方利益的制度保障。中国现有的类型化部门立法与其他法律规范相结合的自然保护地立法模式存在立法层级低、法制协调性不足、立法体系封闭、保护对象不明确等缺陷。考虑到自然的整体性和调整利益冲突的有效性,我们应该选择综合性框架立法作为中国自然保护地立法的理想模式。  相似文献

The nineteenth-century Chinese population in Australia was made up mostly of men, drawing many commentators to the conclusion these men faced an absence of family life, resulting in prostitution, gambling, opium use and other so-called vices. Recent research has, however, expanded and complicated our knowledge of Chinese families in New South Wales and Victoria, particularly concerning the extent to which Chinese men and white Australian women formed intimate relationships. This article traces the origins of the misconceptions about Chinese families in nineteenth-century Australia, and considers how new directions in scholarship over the past decade are providing methods for enlarging our knowledge. It argues that instead of being oddities or exceptions, Chinese-European families were integral to the story of Australia's early Chinese communities.  相似文献

This paper explores the relationship between new discursive constructions of South African nature and the material imperatives that influenced game reserve management in Zululand in the 1930s and 1940s. It also investigates the social consequences of these developments. The paper traces the emergence of marketable constructions of ‘wild nature’ linked to the development of tourism and their expression in the increasing exclusion of Africans from game reserves. At Hluhluwe, this process was tentative and its outcome far from inevitable. Yet while the question of an African presence in game reserves remained open in the early 1930s, in the longer term it was clear that black people could not be part of Zululand's new, purified ‘space of nature’ – or, more correctly, they would participate only as employees and not as residents or tourists. The management of the Hluhluwe game reserve as a tourist destination ultimately entailed the more systematic exercise of spatial controls over its landscape, contributing to the dispossession and exclusion of local Zulu people. The paper argues that enhanced social controls and a new brutal geography of forced removal are implicated in the (re)creation of Hluhluwe as a romantic space in which tourists could experience wild nature and an ‘unspoilt’ African landscape.  相似文献

Australia's rangelands are experiencing a post–productivist transition at a tempo comparable to Western Europe's, but in contexts that ensure marked divergence in impulses, actors, processes and outcomes. In Australia's most marginal lands, a flimsy mode of pastoral occupance is being displaced by renewed indigenous occupance, conservation and tourism, with significant changes in land ownership, property rights, investment sources and power relations, but also with structural problems arising from fugitive income streams. The sharp delineation between structurally coherent commodity–oriented regions and emerging amenity–oriented regions can provisionally be mapped at a national scale. A comparison of Australia with Western Europe indicates that three distinct but interconnected driving forces are propelling the rural transition, namely: agricultural overcapacity; the emergence of amenity–oriented uses; and changing societal values.  相似文献

Australia's engagement with Africa during the Rudd and Gillard governments was primarily driven by the national interest, which revolved around three issues: humanitarianism, support for mining corporations, and the United Nations Security Council seat. This article argues that there is a need for the Abbott government to retain the same depth and breadth of relationships with Africa. It is in the interest of both Australia and African states for the Australian government to remain committed to humanitarian objectives and to help African countries meet some of their Millennium Development Goal targets. Moreover, the continued support of Australian mining corporations operating in Africa, especially through the training of African policy makers in mining governance, is good for both Africa and Australia. Finally, Australia's continued success in multilateral diplomacy will depend on support from all parts of the world, including Africa. Australia's success at the multilateral level will, in turn, result in bilateral benefits in other regions, including the Asia-Pacific.  相似文献

This article examines the interaction between the emerging and traditional powers in global governance reform, and asks whether we are heading towards an international financial system that is more fragmented, where power is more diffused and national and regional arrangements play a more prominent role, at the expense of global multilateral institutions. It begins with a brief discussion of the global systemic and country‐specific factors that motivate Brazil, China and other emerging countries to accumulate large currency reserves. We find that national arrangements for managing financial and currency crises will continue to hold sway for emerging countries in the wake of the global crisis. However, the actual capacity of regional arrangements in managing future financial crises is uncertain, and the significance of regional alternatives in the emerging architecture should not be overstated. The real capacity of East Asian regional arrangements to manage financial crises, payments problems or currency attacks is still untested, and key thresholds in multilateralization still lie ahead. In South America, multilateral lender‐of‐last‐resort support inside the region is largely confined to the sub‐regional level and is limited by Brazil's reticence. Enduring reliance on bilateral measures for financial crisis management is noted. Where there has been progress in regional solutions, since the global crisis, has been in the role of regional development banks in providing financing for developing countries to enact counter‐cyclical policies. Such support also provides insulation for states in the region against the contagion effects of international financial crisis. We are in the midst of transitioning to a more diverse and multi‐tiered global financial and monetary system. A reformed IMF could have a role to play in addressing global imbalances and encouraging a shift from national reserves to collective insurance, however, it would be preconditioned by significant shifts in the policy, lending operations, and internal governance of the Fund, and willingness among the G20 to strike a new consensus on how to deal with imbalances, and new accommodation on acceptable reserve levels.  相似文献

In Australia, the largest importer of exotic plant species is the gardening industry, and most major environmental weeds originally derive from domestic gardens or nurseries. To provide strategies for weed management, this study aims to clarify two key points on the pathway along which garden plants flow from the market to the natural environment with the help of human activities. These are local residents' procurement of garden plants, and local residents' garden‐related behaviour (e.g. leaving organic materials in reserves). We draw on a survey (382 respondents) among Wollongong (New South Wales, Australia) residents whose property has at least one boundary adjacent to bushland. Frequency analysis and ordinal regression were used. The results indicated that most respondents obtained garden plants, and relevant information, from nurseries but perceived that there was insufficient plant origin information (that is, whether introduced from abroad, native to Australia or local to the Illawarra) to help them make choices. It also indicated that a minority of respondents frequently left organic materials (such as lawn clippings) in reserves neighbouring their garden, and many of these respondents saw some benefits in doing so. This study confirms the significant role of nurseries in gardeners' plant choice, and raises questions about the significance of dumping garden waste.  相似文献

This article explores the pioneering efforts of two Australian historians, Margaret Kiddle and Kathleen Fitzpatrick, to place issues of women and gender centrally in a narrative of Australia's past. While they were not the first women to enter the history profession in Australia, both women made a significant mark on the Australian history profession in the years after World War II. Furthermore, their first books represent the earliest scholarly Australian works in which women appeared as central figures. Their achievement was initially overlooked by feminists of the 1970s, but in retrospect can be viewed as a first step in subverting the dominant masculinity of Australian national identity.  相似文献
