This article stresses the longue durée features of the Italian political system. It examines the role of two historical factors: (1) the existence of some peculiar (and quite 'sophisticated') state financial institutions; (2) the influence of certain long-enduring social traits (regional differences, family values, the Catholic Church, political religion) on the relationship between state and citizens. It discusses the specificities of the Italian political system (with its historical Fascist heritage and the biggest Communist Party in Europe) and the reaction of the political elite (especially on the left) to international developments in the 1940s and the 1970s, since these years (of the economic 'miracle' and the origins of Italy's political 'landslide') offer the best comparison of Italy with other European countries. These two periods also enable us to examine the Communist Party's (PCI) crucial contribution in the two worst times of national crisis: the post-war years and the years of terrorism. The first part of the article examines the heritage of Fascism and how Italy's new political elite exploited it to strengthen the country's political and economic position after the war. The second explores how behind the Cold War the mass parties helped the country to expand in the international market by controlling social conflict. The third draws some conclusions about the 'success' of the 1940s and the heavy legacies that contemporary Italy has inherited from the 1970s.  相似文献

Attempts to transform political agendas are closely associated with the role of the media in shaping perceptions, reflecting programs of political organisations, influencing institutional practices and applying pressure on divergent interests. By examining the role of an influential news magazine in voicing concerns about welfare and environment policies over a 40-year period, this article tests arguments about the salience of 'old' and 'new' politics issues as well as the changing character of debates about these questions in efforts to create a sustainable, competitive and global economy. Apart from examining the capacity of the media to change their storylines (or ways of thinking about an issue), the article considers how they attempt to draw on credible news sources to substantiate their reports.  相似文献

This paper looks at connections between transnationalism and the new social movements in the USA. Drawing on feminist and 'queer theory' critiques of totalising 'lesbian-feminist' and 'radical feminist' arguments, as well as on the neo-Marxist analyses of transnationalism, I argue that it is possible to theorise transnational 'flexible accumulation' in terms of gender, race and sexuality as well as class. I analyse David Harvey's argument about the role of the 'spatial fix' and 'temporal fix' in post-modernity. I compare Harvey's approach to the analysis of post-modernity with Mike Davis's more local/global analytic. I contrast their approaches with the ways that the notion of displacement can be applied to the deconstructive reading of narrative and representational texts. I conclude with an analysis of the way transnationalism is displaced, as multiplanetary capitalism, in C.J. Cherryh's science fiction. Cherryh links the construction of spatialities to ways of constructing gender, species, and sexualities, as well as to changes in the mode of production. Her heroines, too, as translators, knowledge brokers and political intriguers, are centrally involved in the crisis of accumulation in the novels' fictive universe. In this way, Cherryh's fictions, and her heroines' actions, produce an implicit theorisation of accumulation, based on gender, and sexuality, as well as class.  相似文献

Throughout the Pacific, church women's groups play an important social and spiritual role in the lives of many indigenous women. However, these groups rarely attract the interest of development practitioners or theorists concerned with the empowerment of women, largely because of their outwardly conservative stance. Preoccupied with sewing classes, pastoral care, and social work, church women's groups appear to epitomize a welfare approach to women's development. Yet, while welfare concerns remain central to the activities of many such groups, by drawing on case studies from Solomon Islands in the period leading up to the onset of political crisis in 1999, this article demonstrates that a welfare approach does not preclude women's groups from engaging in strategic activities for the empowerment of women. Such activities include support for logging protests, workshops to affirm the importance of women's roles and develop their confidence, and opportunities for them to travel and expand their knowledge basis. Furthermore, the process of coming together to engage in welfare activities which many women enjoy greatly can provide opportunities for confidence‐building, income generation, and networking.  相似文献

The well-documented failure of many experts to predict many events of strategic importance—from 9/11 to the global financial crisis to the Arab Spring—has led to a fashionable belief amongst some academics and popular commentators that prediction is a ‘fool's errand’. Problems inherent in forecasting political events, such as cognitive biases, strategic interaction, complexity effects and various others, make this an attractive position. However, although a proper degree of humility is warranted about the ability to predict strategic events, this article argues that not making predictions at all is not an option. No genuinely workable policy advice could flow to Australian policy makers unless analysts are able, however roughly, to try to forecast the future. Moreover, with some hard, determined work, social scientists have recently produced work which promises to be able to foresee important events such as state failures and civil wars with reasonable accuracy. Experts should be encouraged to make, and should routinely be evaluated on, predictions about their area of expertise. Even failed predictions can be useful in pointing up gaps in knowledge and understanding which would otherwise have remained opaque.  相似文献

Abstract

'Catholics, Conformity and the Community in the Elizabethan Diocese of Durham'. This article explores the development of Elizabethan Catholicism, challenging historical divisions between 'missionary' and 'traditional' Catholicism. By examining contrasting patterns of conformity among Durham Catholics, the article highlights divisions within the Catholic community about the implications of recusancy, showing that religious nonconformity reflected political, as well as pious, considerations. Challenging the traditional emphasis on the role of missionary priests in shaping English Catholicism, this article argues that the evolution of Catholicism — including patterns of worship and relationships with the State — was driven by the social, political and economic legacies of the local societies from which Elizabethan Catholic communities emerged.  相似文献

This paper seeks to make a contribution to on-going debates about how to conceptualise the spatial processes of renewable energy transition. It makes a case for understanding renewable energy transitions as simultaneously spatial and political processes, constitutive of new territories and configuring development pathways. Drawing on a case study of South Africa's Renewable Energy Independent Power Procurement Programme (REI4P), the paper explores the ways in which energy transitions are intrinsically bound up with both the materiality and the historical and contemporary politics of land. It then examines the relationship between energy transitions and territory to conceptualise the ways in which transitions take on an experimental shape in the form of 'zones'. The paper argues that these zones are new territories deploying forms of spatial and political-administrative exceptionality, which allow political and economic actors to exercise authority and commercial power. Two types of zone emerging from South Africa's energy transition exemplify these processes: legally-defined zones for the development of solar and wind energy and zones of socioeconomic development required by REI4P. The paper explores the spatial and political consequences of these strategies and suggests that these may not necessarily translate into conflict and confrontation, but instead produce uneasy co-existences of different political, social and spatial projects and interests, with potential to create new polities.  相似文献

While the use of public policy to construct a Canadian identity has been established in the literature, what is less well understood is whether national identity, once established, might shape Canadians' feelings about these same public policies. This article examines the extent to which citizens' national identities influence their pride in Canada's social security system, and how this relationship may be changing over time. Using data from the International Social Science Programme's 1995 and 2003 National Identity Modules, the article argues that citizens' national identities help explain the contours of social security attitudes in Canada, and that this relationship persists despite significant policy change in the field. Additionally, the paper suggests that political actors may successfully increase public support for their social security policies by “framing” them in ways that appeal to citizens' definitions of Canada.  相似文献

What makes democratic institutions work efficiently? Robert Putnam argued in Making Democracy Work that a mixture of political participation and immersion in associative and social networks in the community, conceptualised as ‘civic community’ or ‘social capital’, is the explanation. Ever since its publication, many questions have arisen about the validity of Putnam's theory. Among the most relevant concerns stands the influence of the Italian Communist Party on Putnam's empirical tests. This paper aims to fill the gap left in the literature by testing Putnam's hypothesis against the political party in the regional government and the PCI's electoral support. Supporting Putnam, this paper finds that variations in the quality of democratic governments in Italy's regions are a function of civic community even after adjusting for the presence of the Italian Communist Party.  相似文献

A major aspect of Ireland's history is the continual problems of a sectarian nature, yet the issue of 'the troubles' gets scant consideration in the permanent exhibitions mounted in Northern Ireland's museums, and is only beginning to emerge in more temporary exhibitions and statements about museums. In addition, the belief that cultural heritage plays a significant part in conflict resolution in Northern Ireland has long been expressed in statements on education policy and local government programmes. However, the concept of using museums for exploring this history for a positive outcome has not, despite the scale of the political problem, been a high-profile issue in Northern Ireland's museums nor has it had a great deal of academic attention. This paper is a contribution to this gap. It assesses the role that Northern Ireland's museums play in the current political context. It evaluates the reasons why, since their foundation, museums in Northern Ireland have largely chosen to avoid controversial issues in their displays. It considers how attitudes are changing and how museum professionals are tentatively beginning to engage with political issues and enter into dialogue on subjects such as cultural and political identities in Northern Ireland.  相似文献

This article takes the reader on a journey into the historical writing of the ninth century Muslim historian al‐Dīnawarī (d. 895) and examines the motives behind composing his al‐Akhbār al‐?iwāl. The themes and narrative arrangements of this work give insight into al‐Dīnawarī's historical agenda that demonstrates his interest in royal histories that exemplify the rise and fall of nations, dynasties, and powerful rulers. Al‐Dīnawarī's emphasis on specific episodes and events demonstrates that only certain ethnic groups whose political legitimacy derives from a respectable and prominent origin can bring about political and social stability. By dealing with these sociopolitical concerns, this article also sheds new light on the intellectual discourses and political crises that dominated Islamic society during the eighth and ninth centuries and the way al‐Dīnawarī reacted to these challenges.  相似文献

This article is about the attempts by pre- and post-Union (1910) South African governments to create effective sedition laws, partly directly to curb specific political opponents, but also to license and focus state intelligence-gathering activities. Supreme Court judges' adherence to a rule-of-law formalism in a succession of court cases both hindered and encouraged these attempts. I am particularly interested in how the courts' imposition of more rigorous standards of performance in the production of evidence eventually exceeded the state's bureaucratic capability and undermined officials' confidence in the instrumental value of the rule of law, leading administrators to enact legislation to suppress their political adversaries without reference to the courts. The judges' stance in this history was not one of progressive or sudden capitulation to the lawmakers' and executive's will, as is sometimes argued, but notably consistent throughout.  相似文献

This article seeks to contribute to the gender and 'development' literature by showing how gender struggles over women's economic autonomy from cotton growing are played out at multiple geographical scales. The main argument is that 'men' and 'women' do not simply negotiate over cash cropping within the household. Women in particular find it necessary to 'jump' the scale of the household in order to secure productive resources for cash cropping. Drawing upon the notion of 'scalar politics,' this article illuminates the multiple processes and scaled spaces in which women's economic autonomy expands and contracts around the cultivation of cotton. It is inspired by feminist political ecological approaches to examine how the micro-politics of gender interact with meso- and macro-level agroecological and political economic processes affecting women's poverty and empowerment. Based on longitudinal research in northern Côte d'Ivoire, it shows how women of different sociocultural and economic standing negotiate access to productive resources at multiple scales, and how some men seek to restrict these initiatives. As women search for solutions to contradictions in gendered social relations of production, at different geographical scales, they have simultaneously dispersed the site of gender struggles to other locations (the marketplace and women's personal fields). Male household heads now find it necessary to contest women's cotton growing in these gendered spaces in their attempt to control their wives' labor.  相似文献

Using case studies from Malawi, South Africa, and Mozambique, this paper suggests that there is no necessary relationship between democracy and the environment. In Africa, democratization since the late 1980s has been the source of increased optimism about the environment, particularly as ideas of `participatory' resource management have replaced older top-down conservation models. However, this optimism may be premature. Commonly identified linkages between democracy and environment include increased accountability, development, and participation. In many African countries, however, `democracy' is an empty shell, lacking the political institutions, civil society, and economic and cultural conditions necessary to achieve real democratic competition and accountability. Moreover, the paper illustrates from the case studies that even where the goals of democracy are realized, these can have negative as well as positive environmental consequences. Hence, faith in `democracy'—wherever and in whatever form—to solve Africa's environmental problems may be misplaced. The question that needs to be asked is not whether democracy is good for the environment, but how and when it can be made to work to meet social and environmental objectives. There is room for hope: democratization in Africa has provided a more open arena for political discourse, in which questions can be asked about the specific kinds of political, social, and economic reforms and social institutions that will be needed to make `participatory' community-based resource management successful. The optimistic discourse about democracy and environment in Africa tends to obscure these difficult questions, putting at risk the true promise of democratization.  相似文献

This paper examines how high school-aged young people from New Zealand are crafting their everyday political subjectivities within the liminal status and liminal spaces they occupy in society. With a specific focus on schooling and the citizenship education curricula in New Zealand, three vignettes are introduced which examine young people's less reflexive and ‘everyday’ forms of political action in the interstitial liminal space between Public/private, Formal/informal and Macro/micro politics. These vignettes underline how young people's everyday politics were embedded within spatial and relational processes of socialisation with adults within their schools and communities, yet, also showed both agency and resourcefulness with these spaces. Young people's liminal status and occupation of liminal spaces provided them with unique perspectives on social issues (such as bullying, racism, water conservation, and obesity) and enabled them to respond in ways that were ‘different’ to adults' Politics, yet nonetheless showed their political and tactical selves (de Certeau, 1984). A focus on young people's political practices in liminal spaces allows for new possibilities and understandings of the political.  相似文献

Thomas Watson's controversial expulsion from the bishopric of St David's – and hence from the house of lords – after a long and bitterly‐fought series of legal actions, raised fundamental and difficult questions about the right to control membership of the house of lords and about the relationship between politics and the law, as well as between church and state. This article explores both the local and the national political contexts that prompted Watson's ordeal, suggesting that subsequent demonisation by Gilbert Burnet has obscured the extent to which Watson was the casualty of William III's determination to cow his political opponents. It concludes that Watson was marked out for opprobrium precisely because, like Sir John Fenwick, his political and social insignificance enabled him to be victimised without risking a backlash of opposition from the social and political elite.  相似文献

Abstract

'Sir Philip Musgrave and the Re-Establishment of the "Old Regime" in Cumberland and Westmorland c. 1660–1664: Local Loyalty and National Influence'. This paper examines the career of Sir Philip Musgrave in Cumberland and Westmorland during the period 1660–64, and illuminates the continuing integration of outlying English regions and their gentry families into a national polity, wherein gentry horizons frequently stretched beyond the boundaries of their native counties, and in which their local and national political 'worlds' were often inextricably linked. Musgrave was eager to consolidate the newly restored authority of the monarchy and Church of England, as well as his own influence within the returning 'old regime'. In cooperating with central government against Protestant Nonconformity, Quakerism and political insurrection in the Lake Counties, Musgrave and other local government officials highlight how local and central interests could dovetail. On one level, Sir Philip had little difficulty in perceiving himself as a straightforward servant of the State, declaring himself a 'State physician' during the application of the Corporation Act in Cumberland and Westmorland. Yet, as this paper will demonstrate, Sir Philip Musgrave was more than a mere compliant Royalist yes-man. As servants of central government, Musgrave and a number of his local associates were extremely important as agents of political innovation. In interpreting, applying and calling for changes in policy, they demonstrate that the exercise of political power in the developing British State was not simply a top-down process.  相似文献

Inglehart's thesis of value change is one of the most widely discussed accounts of social and political change in advanced Western nations. This article offers a critique of Inglehart's thesis and a clarification of the Australian case. While critics of Inglehart have attacked the validity of his values measures, or sought to improve them, we use Inglehart's own values index to show that even if--as Inglehart claims--his measures are valid, the age/values predictions do not hold as the theory suggests in Australia. In a recent article, Inglehart and Abramson (1999, 673) cite Australia among a group of '28 high-income' countries that exhibit 'stronger relationships between values and age' than found in the United States. We dispute Inglehart and Abramson's findings in relation to Australia. We show that the relationship between age and values in Australia, like the United States, is very weak, highlight the problematic nature of assuming a linear relationship between age and values without evidence, and discover a new non-linear relationship between values and birth cohorts in Australia that has implications for the study of values research internationally.  相似文献

This article confronts a persistent challenge in research on children's geographies and politics: the difficulty of recognizing forms of political agency and practice that by definition fall outside of existing political theory. Children are effectively “always already” positioned outside most of the structures and ideals of modernist democratic theory, such as the public sphere and abstracted notions of communicative action or “rational” speech. Recent emphases on embodied tactics of everyday life have offered important ways to recognize children's political agency and practice. However, we argue here that a focus on spatial practices and critical knowledge alone cannot capture the full range of children's politics, and show how representational and dialogic practices remain a critical element of their politics in everyday life. Drawing on de Certeau's notion of spatial stories, and Bakhtin's concept of dialogic relations, we argue that children's representations and dialogues comprise a significant space of their political agency and formation, in which they can make and negotiate social meanings, subjectivities, and relationships. We develop these arguments with evidence from an after‐school activity programme we conducted with 10–13 year olds in Seattle, Washington, in which participants explored, mapped, wrote and spoke about the spaces and experiences of their everyday lives. Within these practices, children negotiate autonomy and self‐determination, and forward ideas, representations, and expressions of agreement or disagreement that are critical to their formation as political actors.  相似文献
