City councils are significant, though seldom central, actors in local policy networks providing public assistance to disadvantaged residents. Mayors and council members in 12 American cities more often support than oppose public assistance initiatives. They claim that their own normative judgments are more important to their preferences and voting behavior on such matters than are public opinion, group demands, or economic considerations. While such elected officials hold a variety of justice principles, the most important of these affecting their positions on public assistance issues is the “floors” principle. A broad ethical commitment to providing social minimums enhances support for living‐wage ordinances, for linking subsidies for economic development to assistance to less advantaged citizens, and for exempting spending on social services from budget cuts. We discuss the implications of these findings for major theories of urban politics and policies—collective‐action theory, regime theory, and pluralism—and for advocates on behalf of the urban poor.  相似文献

Problems of undertaking applied research in small cities planning economic cutbacks are explored. Researchers face problems in balancing administrative and political pressures. Predetermined ideas held by members of the city council on how the city should cut back services might cause politicians to ignore the findings of the study. While the belief of department heads that the study was simply going to excuse cutbacks could cause difficulty in data gathering efforts. In overcoming these problems care was needed in defining precisely what topics to study, in getting mutual consent on technical issues and in protecting the findings from possible distortion.  相似文献

Abstract

This article examines the later medieval royal entry ceremony in York from the perspective of the social groups that designed and produced the spectacle. Deliberations of York's civic council comprise the main body of evidence for this study. It is argued that a mercantile oligarchy controlled the production of ceremony at every level. York's merchants dominated the design of civic receptions by excluding other secular and ecclesiastical groups native to the city from the decision-making process, and by resisting external interference by groups such as the nobility. The civic council made use of the topography of the city to reinforce the mercantile dimensions of the ceremony and to create a ceremonial space where they could communicate with the royal visitor. The merchant élite also adapted the form and content of the city's nuanced Corpus Christi celebrations to the royal entry. By these means they displayed and consolidated their position at the pinnacle of urban society at a time when their dominance over the city's economic, social and political structures was weakening.  相似文献

We assess the tendency for the public to use group‐centric policy evaluations with evidence from a survey experiment concerning two issues within the social policy domain, health care and aid to cities. By randomly varying target group identity within each issue and using both negatively and positively regarded groups our evidence shows that differences exist in the tendency for members of the public to use group‐centric heuristics. Group‐centric evaluations are related to party identification and political ideology. Across both issues conservatives and Republicans are more likely than liberals or Democrats to adopt a group‐centric heuristic. Partisan and ideological differences suggest that established theories miss the mark by emphasizing how universal policy designs are preferred to designs that target unpopular groups.  相似文献

OPTIMALITY OF RECYCLING AND THE LOCATION OF A RECYCLING CENTER   总被引:1,自引:0,他引:1  
ABSTRACT. Consider a community investigating the integration of recycling into its waste management program. Even if (1) the county's citizens do not gain utility from recycling, (2) landfill space is plentiful, and (3) the market price for recyclables is zero, recycling can still be optimal for a local government. By determining the relationship between the amount of recycling and the location of a recycling center, conditions are identified under which recycling will reduce total waste management costs enough that municipal recycling will be optimal. In addition, it is shown that the likelihood of municipal recycling increases with the size of the city.  相似文献

This article reports the responses of New Zealand local government councillors concerning their preferences for, and experiences of, council officer employment; and the values councillors perceive that council officers adopt in their dealings with councillors. This study received responses from slightly fewer than one hundred councillors in New Zealand local government out of 247 and therefore, the results presented here should be viewed as indicative only because of the small sample. Nevertheless the survey found that 54 per cent to 77 per cent would prefer to have influence over council officer employment, with council officers displaying deference to the authority of councillors. Councillors prefer to have frank and fearless advice but they prefer not to be under pressure from council officers to accept that advice. This ensures that they obtain the type of support they need to carry out the tasks and responsibilities that have been conferred on local authorities; and they – the councillors rather than council officers – remain in control of the council affairs.  相似文献

On 9 July 1391, a mob assaulted the Jewish quarter of Valencia, killing and forcibly converting its inhabitants. This attack, one of many across Spain that summer, is much debated as a turning point in medieval Jewish history, but little attention has been paid to the role of the urban government. This article shows how the city council of Valencia shaped its narrative of the assault to further its goals for urban reform. In 1391, the Valencian council was in the midst of a reform initiative informed by the principles of Christian urban planning in Francesc Eiximenis’ Regiment de la cosa pública. The jueria was seen as an impediment to reform. The council’s retelling of the 1391 attack shifted responsibility onto the Jews and the jueria itself, considered a block to public order in the city. This laid the groundwork for the council’s solution: the removal of the jueria from Valencia.  相似文献

The timely provision of information is crucial to the success of interest groups seeking to influence policymakers, the public and their own members. This paper examines the extent to which legislators, citizens, and policy area experts and activists trust the information provided by specific interests in the water resources managment area. It is shown that citizens and policy area activists are less trusting than are legislators and experts, and that they also discriminate more among information sources than either of those types of actors. On the individual level, multiple regression analysis is employed to investigate the extent to which partisanship, ideology, environmentalism and degree of informedness influence the level of trust accorded particular interest groups among citizens, legislators, activists, and experts.  相似文献

This paper first describes problem-based learning; second describes how a research methods course in geography is taught using a problem-based learning approach; and finally relates student and staff experiences of this approach. The course is run through regular group meetings, two residential field trips and optional skills-based workshops. Course evaluations improved markedly following the introduction of this approach and students appreciated the benefits of the problem-based learning approach, particularly through working in groups on authentic problems that were relevant to future workplace scenarios. They were also able to further develop a range of transferable skills, particularly in teamwork. However, they may not have increased other transferable skills (such as in oral communication) as much as desired due to the tendency for groups to draw on individual strengths to complete collaborative group tasks. Other concerns were group size, the high workload and coping with group dynamics. Tutors found the teaching to be enjoyable, relaxing and very rewarding but there were some anxieties due to the unpredictable nature of the course as well as frustration at knowing when to intervene. However, despite these difficulties for both students and staff, the authors are sufficiently encouraged by the response to continue teaching using a problem-based learning approach.  相似文献

ABSTRACT We study how the city system is affected by the possibility for the members of the same cultural diaspora to interact across different cities. In so doing, we propose a simple two‐city model with two mobile cultural groups. A localized externality fosters the productivity of individuals when groups interact in a city. At the same time, such interaction dilutes cultural identities and reduces the consumption of culture‐specific goods and services. We show that the two groups segregate in different cities when diaspora members find it hard to communicate at distance whereas they integrate in multicultural cities when communication is easy. The model generates situations in which segregation is an equilibrium but is Pareto dominated by integration.  相似文献

This essay examines what happened in August and September 1714, from the death of Queen Anne on 1 August to the swearing-in of the new privy council on 1 October, specifically from the perspective of the membership of the house of lords. It confirms that most members were present in London during this period and active in parliament, the privy council, the regency, and politics generally. Student voice is now a more prominent feature of the education policy agenda in England and Wales. The introduction of citizenship education and the demands on schools to become more socially inclusive have forced educationalists to look more critically at the most popular expression of student voice, the school council. Drawing on empirical data from four secondary schools, this paper explores the strategies adopted by students and staff in establishing the position of the school council both as a mechanism for the expression of students' interests and as a possible forum within a broader decision-making process in school. As such the paper provides an insight into new ways of governance that may resonate with young people's experiences in other settings, both temporal and spatial.  相似文献

The high turnover of congressional staff members can have a negative effect on the functioning of Congress as an institution. Though junior staff turnover is not considered a significant concern, the high turnover of senior staff members is problematic. Using data from a survey of staff members located in the Washington personal offices of House of Representatives members, this article investigates what factors influence the likelihood to leave congressional employment. Specifically, I explore how solidary, purposive, and material work incentives influence staff members’ plans to exit. The results of two different models—one for junior and mid-level staff members and one for executive staff members—indicate that purposive incentives, and material incentives that accrue for future employment opportunities, carry the most weight across both models. Current salary has a significant effect on executive staff members, but not on their lower-level counterparts. Following this analysis, I propose actions that congressional offices might take to retain staff.  相似文献

Despite Australian multicultural policy that asserts the right of all citizens to maintain and practice their religion, formal citizenship has not guaranteed the welcome or belonging of migrant religious groups at the neighbourhood scale. This is most starkly reflected in contests over the inclusion of minority religious spaces in the Australian landscape, which increasingly take place in the rural–urban fringe of metropolitan areas. This work examines the controversy over a proposed Hindu temple in metropolitan Sydney and reveals insights into the way that rural–urban fringe space is imagined, understood and experienced by land use planners, residents and temple members. Critical discourse analysis of policy documentation along with interviews reveals that land use planners circumscribe belonging in the landscape through the use of zoning ordinances and design controls, local residents mark the boundaries of white privilege through narratives of heritage and cultural difference and temple members claim rights to citizenship based on assertions of sameness.  相似文献

Academia is expected to act as a cognitive arena in which members intellectually challenge one another, problematize social structures, and destabilize dominant ideologies. It is, supposedly, a cognitively unstable environment wherein intellectualism pushes social boundaries and acts as an agent for social change. It is a training camp wherein people come to be trained in the practice of critical thinking. Hence, one would imagine that academia would be the last place to find passive conformism. However, does this image reflect reality? Having interviewed four groups of 50 students, 47 academics, and 28 support staff in three Saudi universities, passive conformism (be it unethical, managerial, or in the form of logistical conformism) appears to be a necessity in Saudi academia. This suggests that, although academia acts as an authority in regard to critical thinking, it may not internalize this philosophy or expose its own organizational activities to such thinking. Passive conformism in Saudi academic organizations is enhanced by wider Saudi culture which promotes conformism among its citizens and directs every aspect of public and private lives, including the lives of its academic organizations. A theoretical proposition could be therefore that passive conformism in a society could be transmitted to its organizations.  相似文献

This paper discusses the urban injustices of New Labour's “new urban renewal”, that is the state‐led gentrification of British council estates, undertaken through the guise of mixed communities policy, on the Aylesbury estate in Southwark, London, one of the largest council estates in Europe. In this particular case of post‐political planning I show how the tenant support for the regeneration programme was manipulated and misrepresented and how choices were closed down for them, leaving them ultimately with a “false choice” between a regeneration they did not want or the further decline of their estate. I look at what the estate residents thought/think about the whole process and how they have resisted, and are resisting, the gentrification of their estate. I show revanchist and post‐political practices, but ultimately I refuse to succumb to these dystopian narratives, very attractive as they are, for conflict/dissent has not been completely smothered and resistance to gentrification in and around the Aylesbury is alive and well. I argue that we urgently need to re‐establish the city as the driver of democratic politics with an emancipatory agenda, rather than one that ratifies the status quo or gets mired in a dystopic post‐justice city.  相似文献
