Throughout the first three decades of the twentieth century, black people in New York City encountered white violence, especially police brutality in Manhattan. The black community used various strategies to curtail white mob violence and police brutality, one of which was self-defense. This article examines blacks’ response to violence, specifically the debate concerning police brutality and self-defense in Harlem during the 1920s. While historians have examined race riots, blacks’ everyday encounters with police violence in the North have received inadequate treatment. By approaching everyday violence and black responses—self-defense, legal redress, and journalists’ remonstrations—as a process of political development, this article argues that the systematic violence perpetrated by the police both mobilized and politicized blacks individually and collectively to defend their community, but also contributed to a community consciousness that established police brutality as a legitimate issue for black protest.  相似文献

Which geographic configurations of ethnic settlements are most susceptible to violence in ethnic conflict? Existing research on ethnic conflict focuses on regional configurations of ethnicity, thus neglecting how local vulnerable pockets of minorities may become primary targets for violence. The mechanism linking minority enclaves to more violence posits that the regional majority group will fight local minorities in order to (i) create ethnically homogeneous areas and (ii) remove potential support for the other group by the local minority. Minority enclaves that cannot easily receive outside support from their ethnic brethren are vulnerable and thus provide incentives to attack. The paper thus argues that the presence of vulnerable ethnic minorities in areas dominated by other ethnic groups heightens the perception of threat, suggesting that the implications of the ethnic security dilemma are more pronounced. The paper uses Geographic Information Systems (GIS) to develop measures of isolated and vulnerable minority enclaves. This novel measure captures local (micro) and regional (macro) patterns of ethnic settlements that remain veiled behind a focus on ethnicity in larger administrative units. In a quantitative case study of the Bosnian war (1992–1994), I show that the presence of local minorities within territories controlled by an enemy ethnic majority is associated with more violence. The results remain robust when accounting for the presence of the UN peacekeeping mission (UNPROFOR) and across several robustness checks.  相似文献

With climate change projections indicating a likely future increase in extreme weather phenomena, it is an urgent matter to assess the effect of drought on civil conflict. However, studies of this relationship so far provide inconclusive findings. One reason for this inconsistency is that existing research has not sufficiently taken into account the local vulnerability and coping capacity that condition the effect of drought. In particular, the exposure to sustained droughts undermines alternative coping mechanisms of individuals. Moreover, reliance on rainfed agriculture for income and food provision renders individuals particularly vulnerable to droughts. Based on these observations, I suggest that areas experiencing sustained droughts or depending on rainfed agriculture are more likely to see civil conflict following drought as individuals in these regions are more likely to partake in rebellion in order to redress economic grievances or to obtain food and income. Using novel high-resolution data on civil conflict events in Sub-Saharan Africa from 1989 to 2008, this paper evaluates the relationship between sustained drought, rainfed agriculture and civil conflict violence at the subnational level. In line with the argument, areas with rainfed croplands see an increased risk of civil conflict violence following drought. There is also some support for the proposition that areas experiencing sustained droughts have a higher risk of conflict. The results are robust to a wide range of model specifications.  相似文献

Australian perceptions of the South Pacific are largely shaped by promotional tourist reports. Australian press coverage of violent conflict in New Caledonia erupting late in 1984, during the Kanak struggle for independence, produced a very different image of one part of the region. The Australian media coverage focused on violent events, used evocative language and dramatic headlines and stressed the threat that violence posed for Australian tourism. In subsequent months tourist numbers slumped and never regained earlier peak levels while press coverage dwindled as violent events became fewer. In New Caledonia the conservative press argued that biased Australian media coverage had encouraged local economic collapse to enable Australia to exert greater hegemony in the region and that the nationalist movement was merely a socialist or terrorist minority and that nationalist sentiments were stirred up by overseas media interest. Inevitable media distortion, through oversimplification in a complex socio-economic context and the lack of continuous coverage, did contribute to a biased perception, whose legacy remained beyond the duration of the period of violence.  相似文献

The paramilitary ceasefires in 1994 and the ensuing peace negotiations brought to a close some three decades of ethno‐nationalist violence in Northern Ireland. The conflict, colloquially termed the Troubles, cost almost 3,700 lives, and bequeathed both a tangible and intangible heritage of division and hurt. This paper considers the commodification of physical conflict ‘heritage’ such as military installations, memorials and street murals through an examination of various tourism initiatives. Such initiatives have been employed by a number of agents ranging from local councils and tourist boards to small community groups and ex‐prisoner organisations. While ‘official’ agencies recognise the economic potential of this form of heritage, community‐based groups often view the sites and symbols of the conflict as vehicles through which to propagate political perspectives. Those sold by the latter, in particular, are often supported by government bodies that fund such forms of tourism under the auspices of ‘conflict transformation’, a strategy that is aimed at transforming the nature of the conflict through fostering self‐understanding within disputant communities. Methods of spatially disaggregated conflict analysis are becoming increasingly popular and open avenues for systematic micro-level research. Especially within the field of environmental security research they bear the promise of a better assessment of environment–conflict linkages at the sub-national level. Yet, this branch of research lacks a thorough theoretical involvement with the spatial logic of armed contests over renewable resources and this hampers the use of highly disaggregated data. To address this shortcoming, the present contribution proposes an actor-centred approach, which allows determining the precise locations of violent events in armed contests over renewable resources. It is developed by analysing the spatial logic of pastoralist violence in northern Kenya, a frequently cited example of scarcity-related struggle over renewable resources. The analysis demonstrates that pastoralist violence in northern Kenya has frequently occurred close to well sites and in locations of higher rainfall, which offer favourable conditions for livestock raiding. These results lend support to narratives of pastoralist violence, which emphasise the strategic use of violence with regard to the ecological opportunities and constraints of African rangelands. They also highlight more generally that conflict locations reveal more about the strategic choices made by armed groups in a given conflict situation than about the ultimate causes of their struggle. This calls for a more conscious use of disaggregated data in environmental security research.  相似文献

For most of United States history, the police did not intervene in domestic violence. To redress for this history, police departments began implementing mandatory arrest policies in the 1980s. These policies require police to arrest in cases of domestic violence when injuries are present, regardless of victim consent. Drawing on two years of ethnographic research conducted in central Pennsylvania, including participant observation in a domestic violence unit of a police department and interviews with police officers, this paper examines how mandatory arrest policies extend the spatial reach of the state into private space and intimate relationships. Specifically, I argue that the policing of domestic violence positions police officers as neoliberal subjects responsible for mediating abusive relationships on behalf of the state. This paper contributes to geographic research on policing in the private sphere, while also offering a detailed accounting of the mechanics of police practice.  相似文献

This article analyzes the multiscalar relationship between state violence and domestic violence among low-income residents of Cairo, Egypt. To do so, I look at the concept of care and how notions of care are intimately linked with interpretations of violence within daily life. In the accounts of research participants, acts of violence are instances that are understood as lacking regard for the other’s well-being. Violence is juxtaposed against ‘discipline’ and is generally understood as an act of care meant to correct inappropriate behavior. Here, discipline can encompass acts of physical force. Finally, findings show that for low-income Egyptians, the violence of the state not only shapes but also happens simultaneously to violence in the home.  相似文献

In spite of years of efforts in Turkey to reform the police, including an increase in budget allocations for ‘democratic policing training’, ‘capacity building programmes’ and ‘non‐lethal technologies and tools’, police violence persists. How might we conceptualize the relationship between the upsurge of police violence and such investments? In this article, the author suggests that instead of taking ‘reform’ or ‘transformation’ discourses at face value, we look at some of the ways in which police violence is reformatted through the very tools, discourses and idioms of police reform itself. The article draws on 18 months of fieldwork research on police and security in Turkey, where the author observed the on‐site implementation of police reforms in several venues: police academy classes, practical training programmes that also involved ‘international’ security experts, and local police stations and neighbourhoods. The article examines how the processes of reforming expand the contours of not only policing practice but also the boundaries of police violence – ostensibly what these reforms were supposed to restrain.  相似文献

After decades of civil conflict leading to massive internal displacement of people, Northern Uganda is peaceful again and hundreds of thousands of displaced people have returned to the area. Using data from maps and satellite imagery, we examine the placement of homes before, during and after the conflict. Examining two study sites, one that experienced a great deal of violence over an extended period of time and one where the experience of violence was more limited, we observe the clustering of home placement in the post-conflict period. As resettlement occurs, there is also evidence of increased location of homes in close proximity to roads at the site with high levels of violence. This research informs what we presently know about the choices of returnees and has implications for service provision and the reclamation of property rights after conflict.  相似文献

This paper examines the recent historical conjuncture of two regimes of violence in the lives of Korowai of West Papua: the endogenous violence of witches and witch execution, and the exogenous violence of Indonesian police. I argue that Korowai speakers' witchcraft beliefs and former practices of witch execution followed a culturally distinctive logic of shock and redemptive transaction, according to which violence could be generative of more positive qualities of relationship. By contrast, Indonesian police appear to Korowai as a qualitatively new kind of violent agent, with whom it is impossible to transact in any direct, potentially redemptive manner. In this situation, fear of police is the main reason Korowai say they have stopped executing witches. I also argue, however, that police violence appears to have had an additive local life beyond the scope of direct police involvement in local affairs. Reports, threats, figurative evocations, and emulative enactments of police violence are all now actively taken up by Korowai in their own projects of making a social world. Korowai reception of police violence has been profoundly mediated and shaped by local sociocultural principles. In this respect, the current intercultural dialogue of and about violence is one in which local and state agency have been complexly co‐constitutive.  相似文献

This paper offers a historical micro-level analysis of the impact of climate shocks on the incidence of civil conflict in colonial Nigeria (1912–1945). Primary historical sources on court cases, prisoners and homicides are used to capture conflict. To measure climate shocks we use the deviation from long-term rainfall patterns, capturing both drought and excessive rainfall. We find a robust and significant curvilinear (U-shaped) relationship between rainfall deviations and conflict intensity, which tends to be stronger in agro-ecological zones that are least resilient to climatic variability (such as Guinean Savannah) and where (pre-) colonial political structures were less centralized. We find evidence that the relationship is weaker in areas that specialize in the production of export crops (such as cocoa and palm oil) compared to subsistence farming areas, suggesting that agricultural diversification acts as an insurance mechanism against the whims of nature. Additional historical information on food shortages, crop-price spikes and outbreaks of violence is used to explore the climate–conflict connection in greater detail.  相似文献

Extant research has analysed the impact of security policies, truces and informal agreements on both the dynamics and traits of organized violence in El Salvador. However, less is understood about variation in the levels of lethal violence across subnational units. This article contributes to filling this gap. Based on a case study of the municipality of Chalatenango, the analysis shows that community organization and translocal dynamics are crucial to explaining violence containment. Local communities have managed to control the levels of lethal violence and deter criminal actors amid a national context characterized by state neglect and chronic violence. Community organization is not territorially bound but extends across transnational networks. Migrants are a source of livelihoods for the local population; they also contribute to providing public goods and participate in local forms of organization. Transnational networks have forged a migration corridor that enables immigration to the United States. In addition, community organization informally contributes to the capacity of the local state to perform its functions, thereby shaping cooperative state–society relations. This analysis sheds new light on the conditions shaping the variation in levels of violence at the subnational level and local governance dynamics.  相似文献

Cover caption, volume 34 issue 1 Front Cover Anthropologists have long ignored or criticized mainstream popular culture, so we have not always realized that something as seemingly mundane as a Hollywood film could contain valuable insights for teaching and thinking about the issues that matter to an anthropological perspective on the contemporary world. Given science fiction's intersections with anthropology in using other ‘worlds’ to gain perspective on our own, science fiction films could be particularly good resources for engaging wider audiences with anthropological insights. While there have been occasional examples of such cross‐fertilizations, such as the writings of Ursula Le Guin, the potential of science fiction as a source for anthropological thinking has been by and large neglected. In this issue, David Sutton shows how the recent film Arrival provides one striking example of the overlap between science fiction, anthropology and popular culture. Films such as this, offer much food for thought and for engagement with anthropological understandings of topics ranging from linguistic relativity to culturally constructed temporalities. At a time when anthropology itself has gained increased visibility in popular culture, it behoves us to think through, rather than reject out of hand, the ways that we might highlight these increased opportunities to promote anthropological understandings. Scholars across disciplines have recently expanded state‐centred understandings of security (i.e. national security) by looking at the human and non‐human elements of security, including everything from food and ecological systems, to political economy, poverty and even everyday life itself. What kind of critical tools do we need to develop in order to understand our increasingly ‘securitized’ world infused with a growing (and increasingly repurposed) police force that includes both human and non‐human agents of policing? In this issue, Hayal Akarsu focuses on the technicalization of police violence through reform and the expansion of police power into unconventional domains. She shows how the very practice of reforming expands the contours of not only policing practice but also the boundaries of police violence – ostensibly what such reforms are supposed to restrain. While her research remains contextualized within the specific histories of the Turkish police, it has relevance beyond Turkey, as many practices once considered as ‘harsh policing’ have increasingly enjoyed the support of the public in different parts of the world. In such a milieu, an ethnographically nuanced analysis can provide us with a more subtly attuned vantage point, enabling us to understand how technologies of security and policing with seemingly liberal genealogies like community policing or broad democratic police reform can coexist or be aligned with ‘non‐liberal’ and even authoritarian modalities of government.  相似文献

Sexual violence has been used as a weapon of war in ethnic conflicts, and forced impregnations have been central to this strategy. Scholars however disagree on whether the cultural assimilation to the maternal group influences these children's identities, or whether they are perceived as belonging to the enemy group (Carpenter; Nikolic‐Ristanovic). Drawing on preliminary qualitative findings collected in 2013 in Rwanda and Bosnia‐Herzegovina, this paper analyses the ethnic identification imposed by the enemy group, the mothers and their community on the children born out of rape. It first explores how the mothers' ethnic identities are often subordinated to their fathers' ethnic background, and how this then justifies their social exclusion from their maternal ethnic group. This paper suggests that sexual violence is extremely effective in ensuring the continuation of the ethnic conflict in the aftermath of the violence by attacking the children's senses of belonging.  相似文献

Are the causes of refugee and IDPs flows the same? While existing studies examine the causes of displacement in general, there is limited research on different determinants of internal and external displacement. Factors might have varying impacts on the decision to move within the country and flee abroad. Here, I argue the effect of violence on displacement as a function of perpetrator and geography (i.e., how spread it is). Increases in government violence increase the number of refugees because to escape government violence, people may have to cross an international border as governments are generally effective everywhere within their borders. On the other hand, rebel group activities are limited to a certain area and by leaving the conflict zone, civilians can be free from rebel violence. However, the spread of violence determines the decision to flee. If it is limited to a small region, people can escape from that area within the country and rebel violence increases the number of IDPs. If it is widespread, civilians may not have many opportunities within the country and have to move abroad. Therefore, the effect of rebel violence on internal displacement follows a reverse U-shape. The analysis of refugee and IDPs flows between 1989 and 2017 supports the main arguments and the results are robust to different model specifications and additional checks. This study highlights the importance of distinguishing the causes of internal and external displacement.  相似文献

This paper brings into conversation two ostensibly disparate geographies of state violence: the routine police surveillance and killing of members of the “dangerous classes” in the United States, an issue that is in no way new but nevertheless has gained increased attention over the last year with the Black Lives Matter movement; and the targeted drone strikes against “terrorist suspects” in the “war on terror”. By laying side by side the “war drone” and domestic police power, it becomes readily apparent that despite ostensible differences—foreign vs. domestic, war vs. peace, exceptional vs. normal, military vs. police, legal vs. extralegal—the unmanning of state violence gains much of its political and legal force from the language and categories that have long animated the routine policing of domestic territory. The paper calls for taking the violence of police power more seriously than many drone commentators have.  相似文献

This article uses nationally representative sample survey data to assess the confidence of Canadians and Americans in four major state institutions: the police; the civil service; the federal government; and political parties. Long-standing arguments suggest that Canadians are more trusting of government than Americans. Results, however, indicate small national differences, with variations within countries being much more important, especially for regional and racial subgroups within each nation. Consistent with their traditional minority position in Canada, Quebecers stand out as having the least confidence of respondents in either nation. In contrast, and despite their minority position, nonwhites express more confidence in political institutions than do whites in both countries, especially in English Canada. One exception is somewhat lower confidence in the police among nonwhites, particularly in the northern United States. The findings demonstrate the need to go beyond an exclusive focus on national differences when comparing political attitudes and values in Canada and the United States.  相似文献

This article analyses the drivers, mobilizational tactics and manoeuvrings of informal, youth‐led initiatives that emerged in post‐Mubarak Egypt to counter the growing threat of sexual violence against women in public spaces. The findings are based on empirical research into youth‐led activism against gender‐based violence during 2011‒2013. The approach adopted is a case study of three initiatives, Bassma (Imprint), Shoft Taharosh (Harassment Seen) and Opantish (Operation Anti Sexual Harassment). Informal youth‐based initiatives in the context of the post‐January 2011 uprising have generally been criticized for their lack of sustainability, organizationally and politically. However, the examination of activism against gender‐based vio‐lence through the lens of prefigurative politics shows the inherent value of experimentation and its contribution to innovations in public outreach. The value of the initiatives studied in this article also lies in their mobilizational power which inadvertently produces ‘repertoires’ of knowledge, skills and resources to engage the citizenry and capture their imagination. In the long run, such repertoires may allow for the emergence of organized and sustained forms of political agency. The article suggests that a cross‐fertilization of prefigurative and contentious politics offers a framework for understanding temporally‐ and spatially‐bound forms of collective political agency.  相似文献
