This paper explores the politics of community making at the India–Bangladesh border by examining the public and private narratives of history and belonging in a Bangladeshi enclave—a sovereign piece of Bangladesh completely territorially surrounded by India. Drawing on framings of political society, this paper argues that understanding populations at the margins of South Asia and beyond requires attention to two processes: first, to the ways that para-legal activities are part and parcel of daily life; and second, to the strategies through which these groups construct themselves as moral communities deserving of inclusion within the state. Border communities often articulate narratives of dispossession, exceptionality, and marginalization to researchers and other visitors—narratives that are often unproblematically reproduced in academic treatments of the border. However, such articulations mask both the complicated histories and quotidian realities of border life. This paper views these articulations as political projects in and of themselves. By reading the more hidden histories of life in this border enclave, this article reconstructs the notion of borders as experienced by enclave residents themselves. It shows the ways that the politics of the India–Bangladesh border are constitutive of (and constituted by) a range of fractures and internal boundaries within the enclave. These boundaries are as central to forging community—to articulating who belongs and why—as are more public narratives that frame enclave residents as victims of confused territorial configurations.  相似文献

Based on recently declassified materials from the Indian government archives and on the private papers of the principal secretary to the Indian prime minister, this article investigates how India formulated its response to the 1971 East Pakistan genocidal crisis that culminated with the third Indo-Pakistani war. India's victory changed the balance of power in South Asia: Bangladesh emerged as a new independent state, while Pakistan was significantly reduced. The 1971 war is cited in the international literature as one of the first cases of humanitarian intervention in world history. The Indian official position, recently reinforced by a new major publication, highlights the ‘humanitarian’ character of the 1971 Indo-Pakistan war, depicting a reluctant India compelled to intervene by international inactivity towards the atrocity. This article contests this interpretation and argues that humanitarian considerations were only one side of the picture. Clear political interests drove the actions of New Delhi, which autonomously formulated a specific strategy aimed at making capital out of the dramatic humanitarian crisis. In advancing this argument, this article contributes to the complex debate about humanitarian intervention by observing that the inability of the UN system to intervene is bound to open the way to two possible outcomes: one is the continuation of the genocidal massacres; the other is the unauthorized humanitarian armed intervention by a regional power, which is likely to act according to its own interests. The specific case under review demonstrates that unauthorized armed intervention cannot per se always be branded as deplorable, since in certain cases such a scenario is better than no intervention at all.  相似文献

The 9/11 attacks made the war on terror the central plank of American grand strategy. Yet despite its importance in shaping US policy choices, there has been considerable confusion over how the war on terror relates to foreign policy goals. This article attempts to locate the war on terror within American grand strategy and makes three claims. First, it argues that the Bush administration's approach to the war on terror rests on a false analogy between terrorism and fascism or communism. This has led to misinterpretations of the goals of the war on terror and to a persistent misuse of American power. Second, it suggests that the central purpose of the war on terror should be to de‐legitimize terror as a tactic and to induce states to assume responsibility for controlling terrorists within their borders. American grand strategy should be focused on creating a normative anti‐terror regime with costly commitments by linchpin states—defined as great powers and crucial but endangered allies such as Pakistan and Saudi Arabia—rather than on conducting regime change against rogue states on the margins of the international system. Success in the war on terror should be measured not by the perceived legitimacy of discrete US policy choices, but by the number of these crucial states who accept the de‐legitimation of terrorism as a core foreign policy principle and act accordingly. Third, it argues that bilateral enforcement of an anti‐terror regime imposes high costs for US power and puts other elements of American grand strategy— including the promotion of democracy and the promotion of human rights—at risk. To reduce these costs and to preserve American power over the long‐term, the US should attempt to institutionalize cooperation in the war on terror and to scale back ambitious policy choices (such as achieving a democratic revolution in the Middle East) which increase the risks of state defection from the anti‐terror regime.  相似文献

Rivers have long been convenient yet troublesome borders. Inherently itinerant, rivers routinely defy cartographic depictions of borders as static, territorially bounded formations. Such dynamism poses material and conceptual challenges to state regulatory activities, resulting in increasingly heterodox attempts to fix waterbodies through various securitizing mechanisms. I examine the dialectical relationship between rivers and borders through the concept of the river-border complex. I ask how the Ganges River shapes the form and function of the Indo-Bangladeshi border and how, in turn, bordering practices in India regulate flows along the river, which comprises 129 km of India's border with Bangladesh. Drawing on archival records, in-person interviews, and river data, I find that the border and efforts to secure it mediate many flows along the river. The study corroborates previous work within critical border studies that securitizing cross-border flows has the perverse effect of generating greater insecurity in adjoining countries. Crucially, historical analysis of sediment, information, and human flows reveals how international rivers also determine patterns and processes of circulation and thereby warrant reconceptualization as border infrastructures, rather than as merely being subject to them.  相似文献

This article proposes the concept of the biometric border in order to signal a dual-faced phenomenon in the contemporary war on terror: the turn to scientific technologies and managerial expertise in the politics of border management; and the exercise of biopower such that the bodies of migrants and travellers themselves become sites of multiple encoded boundaries. Drawing on the US VISIT programme of border controls (United States Visitor and Immigrant Status Indicator Technology), the article proposes three central themes of the politics of the biometric border. First, the use of risk profiling as a means of governing mobility within the war on terror, segregating ‘legitimate’ mobilities such as leisure and business, from ‘illegitimate’ mobilities such as terrorism and illegal immigration. Second, the representation of biometrics and the body, such that identity is assumed to be anchored as a source of prediction and prevention. Finally, the techniques of authorization that allow the surveillance of mobility to be practiced by private security firms and homeland security citizens alike. Throughout the article, I argue that, though the biometric border is becoming an almost ubiquitous frontier in the war on terror, it also contains ambivalent, antagonistic and undecidable moments that make it contestable.  相似文献

This article critically rethinks the possibilities and paradoxes of identity at the interstices of South Asia. Through ethnographic and historical analyses, I chronicle the varying forms, (dis)contents, and failures of ethnic identity in the geo-politically sensitive region of Darjeeling, India. In this Himalayan corner of the nation-state, borders have proven simultaneously generative yet undermining of identity and its politics—at once amplifying communities' desires for national inclusion, while rendering them largely unable to meet the Indian state's criteria for national recognition. As is the case along India's other borders, anxieties over national belonging have subsequently spawned violent subnationalist agitations in Darjeeling, as well as more legal quests for right, recognition, and autonomy. But to little avail. A perennial ‘identity crisis’ thus haunts (and charges) the people and politics of this Himalayan borderland. Refiguring the crisis at hand, this paper asks how certain forms of human difference become viable identities in India, while others do not. Doing so, I locate the crisis not within the realm of identity, but rather its rightful recognition. The paper accordingly develops ‘states of difference’ as an analytic for understanding the accentuated, paradoxical interplays of identity, state, and difference at the borders of South Asia and beyond.  相似文献

Abstract

This article examines the child-relief activities of the American Red Cross in Hungary in the aftermath of the Great War, offering an insight into the workings of humanitarianism in interwar Europe. A close look at this one Central European ‘playground’ of transatlantic intervention helps us understand the logic and the underlying political, economic and ideological motives behind Allied humanitarian aid to ‘enemy’ children. Analysis of the ways in which the war’s aftermath affected children, their bodies and their relief throws light on the relationship between violent conflicts, children in need and humanitarian intervention. The article looks particularly at the role of the child’s damaged body and its photographic representation, making it what Cathleen Canning calls an ‘embodied experience of war’. Exploration of the humanitarian discourse around the suffering child helps us identify the humanitarian reaction to the unforeseen social consequences of wartime confrontation. The article argues that the harmed body of the ‘enemy child’ served to mobilise transnational compassion that challenged the war’s deeply anchored ‘friend–foe’ mentality. The child turned into a means of configuring and translating human suffering beyond ideological and political borders. At the same time humanitarian child relief helped to further consolidate asymmetric international power relations.  相似文献

The present article aims to contribute to the global history of the First World War and the history of ‘imperial humanitarianism’ by taking stock of the Indian Young Men's Christian Association's Army Work schemes in South Asia, Europe and the Middle East. The outbreak of the war was hailed by some American secretaries of the Y.M.C.A. working in India as presenting overwhelming opportunities for their proselytising agenda. Indeed, the global conflict massively enlarged the organisation's range of activities among European soldiers stationed in South Asia and for the first time extended it to the ‘Sepoys’, i.e. Indian and Nepalese soldiers serving in the imperial army. Financially supported by the Indian public as well as by the governments of Britain and British India, the US-dominated Indian Y.M.C.A. embarked on large-scale ‘army work’ programmes in the Indian subcontinent as well as in several theatres of war almost from the outset, a fact that clearly boosted its general popularity. This article addresses the question of the effects the Y.M.C.A.'s army work schemes had for the imperial war effort and tries to assess their deeper societal and political impact as a means of educating better citizens, both British and Indian. In doing so, the article places particular emphasis on the activities of American Y-workers, scrutinising to what extent pre-existing imperial racial and cultural stereotypes influenced their perception of and engagement with the European and South Asian soldiers they wanted to transform into ‘better civilians’.  相似文献

The militarisation of conservation involves the integration of conservation, security and counterinsurgency through violent and armed strategies, or ‘war, by conservation’. We describe a militarised conservation practice in which a marine protected area was established by the state and supported by international actors in a region of ongoing ethnic and military conflict as a case of conservation, by war. Conservation and security actors actively criminalise artisanal fishing communities in Gulf of Mannar Marine National Park in India. The harvest of sea cucumbers, marine species of commercial value historically traded between the Indian state of Tamil Nadu and Sri Lanka, was banned and has become the target of militarised action. When the Sri Lankan civil war broke out in 1983, sea cucumber trade turned into a security concern as the same sea routes were also being used for trafficking arms, ammunition, and other contraband. Tamil Nadu was geographically and logistically involved in the civil war due to ethnic ties. The Sri Lankan civil war and its social and political consequences on the neighbouring state of Tamil Nadu due to ethnic ties is a fitting case of the nexus of conservation and security in a marine context. Based on ethnographic fieldwork and interviews conducted with artisanal fishers and conservation and security actors, we show that violent political conflict provided the justification for securitisation of conservation. As the state focuses its conservation efforts on the marine protected area, commercial fisheries detrimental to fisheries and biodiversity conservation continue. Marine protected areas allow the state to achieve its security outcomes even as it fails to meet its conservation goals due to non-local drivers of declines in species populations. Trans-boundary marine environments are particularly difficult to govern due to the dynamic nature of the seascape. The materiality of the sea and the conservation-security nexus results in the creation of a violent maritime space.  相似文献

Ten years after the terrorist attacks on New York and Washington DC on September 11, 2001, the United States remains embroiled in a long‐term struggle with what George W. Bush termed the existential threat of international terrorism. On the campaign trail, his successor as US President, Barack Obama, promised to reboot the ‘war on terror’. He claimed that his new administration would step back from the rhetoric and much of the Bush administration policy, conducting a counterterrorism campaign that would be more morally acceptable, more focused and more effective—smarter, better, nimbler, stronger. This article demonstrates, however, that those expecting wholesale changes to US counterterrorism policy misread Obama's intentions. It argues that Obama always intended to deepen Bush's commitment to counterterrorism while at the same time ending the ‘distraction’ of the Iraq War. Rather than being trapped by Bush's institutionalized construction of a global war on terror, the continuities in counterterrorism can be explained by Obama's shared conception of the imperative of reducing the terrorist threat to the US. The article assesses whether Obama has pursued a more effective counterterrorism policy than his predecessor and explores how his rhetoric has been reconstituted as the actions of his policy have unfolded. By addressing his policies toward Afghanistan and Pakistan, Guantánamo Bay and torture, the uses of unmanned drone attacks and domestic wire‐tapping, this article argues that Obama's ‘war’ against terrorism is not only in keeping with the assumptions and priorities of the last ten years but also that it is just as problematic as that of his predecessor.  相似文献

The discourse of the ‘war on terror’ fails to address the complex and multifaceted structural violence of landlessness, food insecurity and environmental degradation that afflicts the world. Pakistan, for instance, has been a subject of great discussion and geopolitical analysis as the ground zero in the war against terror. However, the scholarship on terrorism in Pakistan analyzes militant and jihadi groups as discrete agents of primordial conflicts, spy agencies and sectarian rivalries with little analysis of the history of the cold war and the effects of the Afghan war. In this article, the author analyzes how the global ‘war on terror’ has proliferated into seemingly unrelated domains of life, and specifically how anti‐terror security legislation has pulled the rug out from under the most successful peasant land rights movement in Pakistan.  相似文献

Based upon recently published American documents, this article examines the United States's policy towards the crisis which led to the breakup of Pakistan and the formation of Bangladesh at the end of 1971. President Richard M. Nixon and his national security advisor, Henry Kissinger, deliberately kept this policy closely under their control and were guided more by geopolitical than by moral considerations. In particular, they were anxious to forge a new relationship with communist China and the contribution of the Pakistani president, Yahya Khan, in facilitating contacts between the US and China were greatly appreciated by the two men. Nixon's visceral dislike of the Indian prime minister, Mrs Indira Gandhi, also contributed to a degree of myopia and misperception regarding India's objectives and their possible consequences. As the conflict between the rebels in East Pakistan (Bangladesh) and the central government deepened and Indian involvement on the side of the rebels grew, Nixon and Kissinger saw another threat in the shape of Soviet military and moral support for India. An Indian victory would not only increase India's prestige and position vis-à-vis those of Pakistan, but tip the global balance of power towards the Soviet Union and away from the United States. Frantic diplomatic efforts, combined with scarcely veiled threats, finally succeeded in preventing the total disintegration of Pakistan, but there is some doubt as to whether this was likely in the first place and whether US policy was successful in relation to either China or the Soviet Union.  相似文献

This article discusses Jean Bethke Elshtain's recent book Just war against tenor: the burden of American power in a violent world. It argues that Elshtain's book, though characteristically powerful and thought provoking, combines both an intelligent and thoughtful defence of the idea that the immediate US response to September 11 was a just use of force, as well as a claim about the moral importance of US power in contemporary world politics. It concludes that the problems with the second claim run the risk of nullifying the considerable power of the first.  相似文献

Britain's post-war interventions in former colonial territories remain a controversial area of contemporary history. In the case of India, recent releases of official records in the United Kingdom and South Asia have revealed details of British government anti-communist propaganda activity in the subcontinent during the Cold War period. This article focuses attention on covert or unattributable propaganda conducted in India by the Foreign Office's Information Research Department (IRD). It specifically examines the 1960s: a time between the outbreak of the Sino-Indian border war in 1962, and the Indian general election of 1967, when IRD operations peaked. The Indian government welcomed British support in an information war waged against Communist China, but cooperation between London and New Delhi quickly waned. Britain's propaganda initiative in India lacked strategic coherence, and cut across the grain of local resistance to anti-Soviet material. The British Government found itself running two separate propaganda campaigns in the subcontinent: one focused on Communist China, and declared to the Indian government; and a second, secret programme, targeting the Soviets. In this context, Whitehall found it difficult to implement an integrated and effective anti-communist propaganda offensive in India.  相似文献

For proponents of the view that anthropogenic climate change will become a ‘threat multiplier’ for instability in the decades ahead, the Syrian civil war has become a recurring reference point, providing apparently compelling evidence that such conflict effects are already with us. According to this view, human-induced climatic change was a contributory factor in the extreme drought experienced within Syria prior to its civil war; this drought in turn led to large-scale migration; and this migration in turn exacerbated the socio-economic stresses that underpinned Syria's descent into war. This article provides a systematic interrogation of these claims, and finds little merit to them. Amongst other things it shows that there is no clear and reliable evidence that anthropogenic climate change was a factor in Syria's pre-civil war drought; that this drought did not cause anywhere near the scale of migration that is often alleged; and that there exists no solid evidence that drought migration pressures in Syria contributed to civil war onset. The Syria case, the article finds, does not support ‘threat multiplier’ views of the impacts of climate change; to the contrary, we conclude, policymakers, commentators and scholars alike should exercise far greater caution when drawing such linkages or when securitising climate change.  相似文献

Calcutta is now known as Kolkata, but for the purposes of this article, Calcutta is retained throughout. Historical accounts of the Great Calcutta Riots (1946) emphasize their role in making Indian Partition an inevitable outcome of nationalist-religious politics in colonial India. It is seen as a critical event in the religious wars, conventionally known as the Partition riots or communal riots, in the Indian sub-continent in 1945–47. This article, while basing itself on previous historical understanding, views the Great Calcutta Killings as a remarkable event in the mutually constitutive relations between the police and the crowd. The police apparatus built by the colonial state was based fundamentally on the obedience of individuals and individual subjection to the institution of law and order when the feudal form of allegiance was no longer required. Their conduct was now required to demonstrate total and exhaustive obedience to whatever the imperatives of the colonial state were in relation to protection of the economy, commerce, trade, education, health, territory and security of life. The success of the apparatus depended on a smooth interrelation of these imperatives and thus between different functions of the police. The Calcutta Riots showed that there may be moments when the smooth relations break down, when all bounds of obedience are broken, and populations imagine their conduct not in juridical terms, but in other possible frames. In other words, politics will no longer be conducted in a civilian frame, but in the frame of war—one more reason to think of the riots as a moment in a war. In those moments, the link between the reason of state and that of the government may collapse. In this context, the Calcutta Riots further tell us (a) how borders within a city emerge in situations of violence and how an event like the Calcutta Riots dispels the myth that the city is an organic unity unaffected by borders and boundary-making exercises; and (b) how the failure of the Calcutta Riot Enquiry Commission to conclude its findings demonstrated the closure of legal logic.  相似文献

Until recently Arunachal Pradesh on India's Northeast frontier was relatively insulated from the processes associated with development. State institutions were barely present during the colonial era. In 1962, however, India and China fought a border war in this area: this war, along with signs of unrest among indigenous peoples in the neighbourhood, exposed India's vulnerabilities in the region. Since then, nationalizing this frontier space by extending the institutions of the state all the way into the international border region has become the thrust of Indian policy. The region's governmental infrastructure was fundamentally redesigned to put in place what can only be described as a cosmetic federal regional order with a number of small states dependent on the central government's largess and subject to monitoring by India's Home Ministry. The new regional order has put Arunachal firmly on a developmentalist track, which has enabled India to meet its national security goals, but at a significant cost to the region.  相似文献

This article examines the perspective of two major Islamic nations—Saudi Arabia and Indonesia—toward the United States' War on terror and how this war shaped and influenced the behavior of the two Islamic governments toward domestic challenges and their partnership with the United States, as they have declared their support of the United States. Indeed the war against terror has developed several security concerns for both Saudi Arabia and Indonesia. However, each state has followed different methods to fight Islamic radical movements as well as a different framework of partnership with the United States on its war against terrorism.  相似文献
