This article examines the ‘revolutionary liberal’ outlook expounded by the young Italian journalist and intellectual, Piero Gobetti, immediately following the First World War. It considers the historical evolution of his ‘agonistic’ liberalism according to which conflict rather than consensus serves as the basis of social and political renewal. The article traces the formation of Gobetti's thought from his idealist response to the crisis of the liberal state through to his endorsement of the communist revolutionaries in Turin and his denunciation of fascism as the continuation of Italy's failed tradition of compromise. Whilst Gobetti's views presently resonate with a growing interest in the agonistic dimension of politics, it is argued that his elitism and his understanding of liberalism as a ‘civic religion’ reveal challenging tensions in his thought.  相似文献

This article examines how the image of the refugee has been defined through the fear of the other, and how the mechanisms of detention have transformed the conditions of belonging. I examine the contemporary geopolitical forces propelling the rise of a new authoritarianism, growing border anxieties and hostility towards refugees, and argue that these emerging shifts provoke an urgent need for a new conceptual framework to understand the dynamics of contemporary global flows and concepts of belonging. I introduce what I call the ‘invasion complex’, a new conceptual hybrid that draws upon elements of psychoanalytic theory and complex systems theory, and Giorgio Agamben's analysis of sovereignty and ‘the camp’, to explain heightened border anxieties and the legitimization of violence towards the Other. I consider the value, applications and limitations of Agamben's analysis, and contend that both the state‐centric moral debate on the refugee crisis, and Agamben's method of privileging political agency in terms of sovereign power, tend to discount the role of complexity. Drawing on the Australian political and public discourse on refugees, and the 2001 Tampa crisis, I argue that the hostile reactions can be traced to a complex interplay between old phobias and new fantasies. I conclude by urging the need to move beyond nation state centric critiques of racism, and propose the development of a new paradigm — a potential politics that recognizes the complex dynamics of global flows, and which opens the way for a discourse of hope based on the rights of the human being, rather than the citizen.  相似文献

Depictions of the politics of crisis in advanced societies (what crisis is and what can be done) continue to pit different strands of political science and heterodox political economy against each other. Economic sociologist Wolfgang Streeck's contributions to these controversies have emphasised ‘embeddedness’, or the need for economies to incorporate non-functional or deliberated elements which allow functional and market-focused processes to play themselves out. Streeck's recent writings on debt-induced crisis nonetheless accept too much orthodox liberal disquiet: most fatefully, a contempt for politics based on what seems to be an untenable assertion – that rich societies have hit the limits of their capacity to increase taxation. Capitalism has entered an ‘end point’, he claims. This article presents, again, contrary evidence and offers suggestions for a revised heterodox understanding of capitalism's current malaise.  相似文献

This article interprets the politics of asylum in Australia in light of what James Hollifield calls ‘the liberal paradox’; that is, the trend amongst contemporary states towards greater transnational open-ness in the economic arena alongside growing pressure for domestic political closure. It begins with an outline of Australia's recent history of economic reform and of the discourse of globalisation that has been employed to legitimise the changes wrought by this transition. Focusing on the period from the late 1990s to the early 2000s, the article provides an account of anxieties associated with these changes and an analysis of government strategies to secure the support of disaffected sections of the electorate. Asylum policy is analysed in this context. The article shows how the policing of asylum seekers constitutes performances of political closure designed to assuage those made vulnerable by Australia's neoliberal economic trajectory. It argues that these politics of asylum are indicative of the tensions between transnational engagement and territorial closure faced by neoliberal states more generally.  相似文献

This article examines the reported use of ‘big data’ analysis by Cambridge Analytica in support of Donald Trump's presidential campaign. It investigates the transformations enveloping the overlapping worlds of politics, technology and social science. In particular, it critically reviews new developments in the field of psychometrics that have enabled researchers to harvest vast quantities of data by accessing social media platforms such as Facebook. The article also assesses claims that predictive analytics and ‘psychographics’ led to Trump's unexpected victory. China's internationalization has been heralded by some as a new era of South–South cooperation. Yet such framings of development are pitched at an abstract space of the ‘global South’ which conceals more than it reveals. With some theory moving towards ontologies of ‘global development’, we need to capture both the connectedness and the local specificity of increasingly diffuse processes. This article sets out a more fine‐grained understanding of how political territories and processes are imagined and produced by and through China's internationalization, focusing on infrastructure as a ‘technology’ of territorialization. Much of the focus on China's internationalization has been on state‐to‐state relations, but this obscures the ‘omni‐channel politics’ that China practises. Using a critical literature review and illustrative case study, this article develops the idea of omni‐channel politics to posit a view of ‘twisted’ territories in which political processes and development outcomes are more complex and contingent.  相似文献

In this article we seek to interrogate the cultural, political and economic conditions that generate the crisis of sanitation in India, with its severe implications for the poor and the marginalized. The key question we ask is how to interpret and explain the spectre of ‘open defecation’ in India's countryside and its booming urban centres. The discussion is divided into three parts. Part one examines the cultural interpretation of ‘shitting’ as symbolic action underpinned by ideas of purity, pollution and ‘the body politic’. Part two takes the political economic approach to gain further insights into contemporary discourse, performance and cultural politics surrounding toilets and open defecation in India. Part three examines civil society activities, state campaigns and media accounts of open defecation to explore the disruptive potency of everyday toilet activities, and how these interplay with issues of class, caste, and gender. Drawing on interviews and a review of ethnographic work, we seek to interrogate the idiom of modern sanitation, with its emphasis on cleanliness, progress and dreams of technology, as a constitutive idea and an explanatory force in Indian modernity.  相似文献

This article contrasts Mark Bevir's approach to the history of ideas with a neo-Gramscian theory of discourse. Bevir puts the case for an ‘anti-foundationalist’ approach to understanding ideas, yet he defends a weak rationalism centred on individual intentions as the original source of all meanings. Discourse theorists—specifically Ernesto Laclau and Chantal Mouffe—also adopt an anti-foundationalist perspective but pursue its implications beyond any rationalism. The advantages of discourse theory are argued to lie in its emphasis on power and conflict in the consitution and transformation of social meanings and identity. Laclau and Mouffe's work, it is claimed, alerts us to a political logic of discourse that Bevir's more rationalist approach to ‘ideas’ sidesteps.  相似文献

This article explores an example of ‘reformist’ hagiographic production in early eleventh-century Lotharingia by focusing on the Life of St Roding of Beaulieu, a small monastery in the diocese of Verdun. Until recently, this text was interpreted exclusively in terms of the scant information it provides for this institution's early medieval history and in terms of its ideological message regarding monastic discipline and leadership. By integrating the composition of this text into the then-current regional geography and political context, this article proposes a new approach to its interpretation and to the understanding of Beaulieu’s ‘monastic reform’ in general. Close analysis of the narrative reveals that its production was inspired by specific issues relating to local and regional politics in the mid-1010s, and that parts of the institution's recent history were veiled allegorically behind the portrayal of Roding. However, rapid changes in power relationships rendered those aspects of the text outdated within a few years. This raises significant questions regarding the long-term relevance of such hidden stories and the degree to which their ideological, political and other messages remained accessible to medieval audiences.  相似文献

This article explores the nexus between nationalism/regionalism and higher education policy at the subnational scale. Relying on a Critical Discourse Analysis, the study investigates how notions of national/regional identity are discursively embedded in the higher education policy discussions of Quebec and Wallonia. A comparative approach based on the distinct logics of subnational politics in both cases is used. Whereas Quebec is considered a quintessential example of ‘subnationalism’, the Walloon case is defined as a political regionalist movement. The findings reveal the permeation of substate identity interests in both Quebec and Wallonia's higher education policy discussions, underscoring parallels between them despite their diverging characters. At the same time, the discourse analysis sheds light on important distinctions in the manner in which this identity discourse is articulated. By juxtaposing identity politics in ‘nationalist’ and ‘regionalist’ movements, the study aims to bridge their conceptualisation and critically reflect on the categorisation of subnational movements.  相似文献

Women's movements, understood as variant forms of collective action in pursuit of common goals, have been analysed in both feminist political theory and development studies. This article aims to combine these two discussions to provide a theoretical account of the emergence and character of such movements through the identification of three different forms of collective action, termed ‘independent’, ‘associative’ and ‘directed’. The article considers the relation of such movements to projects of general political import, be these of an authoritarian or democratic character, and returns to the debate over the usefulness or otherwise of conceptualizing women's interests. It concludes with an assessment of the place of women's movements in the contemporary politics of citizenship.  相似文献

President Vladimir Putin's foreign policy can be characterized as a ‘new realism’, repudiating some of the exaggerated ambitions of Yevgeny Primakov's tenure as foreign minister in the late 1990s while asserting Russia's distinctive identity in world politics. Rather than acting as a classic ‘balancing’ power prescribed by classic realist theory as the response to the hegemonic power of a single state, Russia under Putin tended to ‘bandwagon’ and the country has been a vigorous ‘joiner’. Putin insisted that Russia retains its ‘autonomy’ in international politics while moving away from earlier ideas that Russia could constitute the kernel of an alternative power bloc. However, the opportunity to integrate Russia into the hegemonic international order may have been missed because of what is seen in Moscow as the resolute hostility of groups in the West who continue to pursue Cold War aims of isolating and containing Russia. The Cold War was transcended in an asymmetrical manner, and this has given rise to four major failures: political, strategic, intellectual and cultural. The world faces the danger of the onset of a new era of great power bloc politics, thus restoring a Cold War structure to the international system. With none of the major strategic issues facing the international community at the end of the Cold War yet resolved, we may be facing a new twenty years’ crisis.  相似文献

The article seeks to identify a neglected dimension of the ‘crisis’ and schism of British social democracy in the 1970s from within the ranks of the parliamentary Labour ‘right’ itself. Accounts of the so‐called ‘Labour right’ and its influential revisionist social democratic tradition have emphasized its generic cohesion and uniformity over contextual analysis of its inherent intellectual, ideological and political range and diversity. The article seeks to evaluate differential responses of Labour's ‘right‐wing’ and revisionist tendency as its loosely cohesive framework of Keynesian social democracy imploded in the 1970s, as a means of demonstrating its relative incoherence and fragmentation. The ‘crisis of social democracy’ revealed much more starkly its complex, heterogeneous character, irremediably ‘divided within itself’ over a range of critical political and policy themes and the basis of social democratic political philosophy itself. The article argues that it was its own wider political fragmentation and ideological introspection in the face of the ‘crisis’ of its historic ‘belief system’ which led to the fracture of Labour's ‘dominant coalition’ and the rupture of British social democracy.  相似文献

During Kenya's 2022 presidential race, William Samoei Ruto, the country's ex-Deputy President, successfully leveraged his ‘Hustler Nation’ campaign to clinch victory. This campaign played on the struggles of the informal economy labourers, pledging a ‘hustler’ government dedicated to their cause. However, Ruto's campaign also utilized rhetoric against the deeply rooted ‘dynasties’ of Kenya's patrimonial capitalism, exploiting widespread dissatisfaction with the political and economic dominance of the Kenyatta family, including the incumbent President Uhuru Kenyatta. Throughout the campaign, voters debated the acceptable extent of wealth held by the country's affluent families and the potential of such wealth to manipulate democratic politics. This concise article unpacks the moral undertones of Kenyan disillusionment with Kenyatta supremacy, calling for reinvigorated anthropological scrutiny of the confrontations against modern patrimonial capital and the emerging resistances framed in the discourse of economic justice.  相似文献

This paper examines how high school-aged young people from New Zealand are crafting their everyday political subjectivities within the liminal status and liminal spaces they occupy in society. With a specific focus on schooling and the citizenship education curricula in New Zealand, three vignettes are introduced which examine young people's less reflexive and ‘everyday’ forms of political action in the interstitial liminal space between Public/private, Formal/informal and Macro/micro politics. These vignettes underline how young people's everyday politics were embedded within spatial and relational processes of socialisation with adults within their schools and communities, yet, also showed both agency and resourcefulness with these spaces. Young people's liminal status and occupation of liminal spaces provided them with unique perspectives on social issues (such as bullying, racism, water conservation, and obesity) and enabled them to respond in ways that were ‘different’ to adults' Politics, yet nonetheless showed their political and tactical selves (de Certeau, 1984). A focus on young people's political practices in liminal spaces allows for new possibilities and understandings of the political.  相似文献

This article argues that George Savile's thought casts light on international relations in the seventeenth century. Halifax's life and works concern not only England's domestic politics, but also its foreign affairs. Indeed, he develops a clear vision of international politics. This article analyses Halifax's international thought, in particular three concepts that are closely related to one another: ‘interest’, ‘reason of state’, and ‘balance of power’. Through the study of these ideas, this article will try to point out both the novelty of Halifax's thought compared with that of his contemporaries, and to reverse the stereotypical understanding of his intellectual legacy and political behaviour. The ‘trimmer’ contrasts with Louis XIV's attempt to establish a universal monarchy across Europe, outlining a doctrine of moderation that seeks to ensure liberty, security, and restraint in international relations.  相似文献

On 12 July 2006, Hezbollah's kidnapping of two young Israeli soldiers was the catalyst for a sudden escalation of the conflict between Israel and Hezbollah. Lebanon was host to more citizens and permanent residents from Australia than any other country in the world. This article examines the monumental challenge faced by the Australian authorities in rescuing and repatriating its citizens who were caught up in the conflict. It does so through the conceptual lens of ‘remote crisis management’ i.e. episodes where one country's traditional crisis management challenges of rapid threats, uncertainty and the need for swift decision making are compounded by ‘political remoteness’. In other words, it lacks both political sovereignty and local infrastructure capacity for crisis resolution in a faraway county. The article focuses particularly on the remote crisis management challenges of making sense of the crisis, communication with a range of interests, and the logistical challenges of arranging and installing rescue and evacuation procedures. It also addresses the significance of Australia's prior evacuation experiences, as well as the capacity it had built in local and international networks. The article draws on a range of primary and secondary sources, including interviews with public servants and community representatives.  相似文献

The article focuses on the interplay of the narratives of ‘exclusion’ and ‘self-exclusion’ in the Russian discourse on EU–Russian relations. Since the late 1990s, this discourse has acquired an increasingly conflictual orientation, whereby the official foreign policy objectives of ‘strategic partnership’ with the EU and Russia's ‘integration with Europe’ are increasingly problematised across the entire Russian political spectrum. In the analysis of the Russian conflict discourse we shall identify two at first glance opposed narratives. Firstly, the EU enlargement has raised the issue of the expansion of the Schengen visa regime for Russian citizens, travelling to Europe. Particularly acute with regard to Kaliningrad Oblast', this issue has also generated a wider identity-related discourse on the EU's exclusionary policies towards Russia. Secondly, the perception of Russia's passive or subordinate status in EU–Russian cooperative arrangements at national, regional and local levels resulted in the problematisation of the insufficiently reciprocal or intersubjective nature of the EU–Russian ‘partnership’ and the increasing tendency towards Russia's ‘self-exclusion’ from integrative processes, grounded in the reaffirmation of state sovereignty that generally characterises the Putin presidency. This article concludes with the interpretation of the two conflict narratives in the wider context of debates around the project of European integration.  相似文献

This article uses the concept of ‘political society’ as unfolded by the ‘subaltern studies’ in India to shed new light on present‐day political actors and democratic transitions in Africa. It discusses the political practices and discursive terrains of organizations within ‘really existing’ civil society that are based on identities and regarded as outside legitimate civil society. It looks at politics from below, taking the example of the 2007 elections in Kenya, and the role of Mungiki, an organization characterized by the intersection of class, generation, religion and ethnicity. Mungiki builds on Kenya's history and rich archive of indigenous popular culture. It originated in the early 1990s’ turmoil of ‘ethnic clashes’ and population displacement and now operates in rural and poor urban areas, providing income opportunities, service delivery and extortion/protection. During elections, sections of Mungiki have been recruited by political leaders and functioned as violent militia; concurrently, it seeks representation in formal and parliamentary politics. The organization is distinct from ‘respectable’ segments of Kenya's civil society who participate in NGO activities and mainstream churches. The article ends by calling for an inclusive and non‐normative approach to the study of state–civil society engagement that recognizes culturally based discourses and organizations when analysing the transitions to and the broadening of democracy in post‐colonial societies.  相似文献
