3. BUDDHIST TECHNOLOGIES OF STATECRAFT AND MILLENNIAL MOMENTS

There are striking family resemblances between models and modes of kingship in the Safavid and Mughal worlds discussed by Azfar Moin and those that characterized Buddhist kingship in the premodern Indian Ocean arena, which encompassed polities including Po?onnāruva, Dambade?iya, Ko??ē, Bagan, Sukhothai, and Chiang Mai. In courtly contexts, Buddhists—operating at the intersection of intellectual traditions in Pali and Sanskrit languages—depended upon protective technologies including astrology and interpreted threats and prospects according to millennial science. Working comparatively, across the premodern Indian Ocean and Indo‐Persian worlds, can help historians of Buddhism and Islam to understand more clearly the intellectual histories and repertoires of royal practice according to which kings and strongmen within each sphere sought to gain and retain the throne.     

DEBATING TOTALITARIANISM: AN EXCHANGE OF LETTERS BETWEEN HANNAH ARENDT AND ERIC VOEGELIN

In 1952, Waldemar Gurian, founding editor of The Review of Politics, commissioned Eric Voegelin, then a professor of political science at Louisiana State University, to review Hannah Arendt's recently published The Origins of Totalitarianism (1951). She was given the right to reply; Voegelin would furnish a concluding note. Preceding this dialogue, Voegelin wrote a letter to Arendt anticipating aspects of his review; she responded in kind. Arendt's letter to Voegelin on totalitarianism, written in German, has never appeared in print before. She wrote two drafts of it, the first and longest being the more interesting. It contained an early reference to her thinking about the relationship among plurality, politics, and philosophy. It also invoked her notion of the compelling “logic” of totalitarian ideology. But this was not the letter Voegelin received. Because of this, he misunderstood significant parts of her argument. Below, the two versions of Arendt's letter are translated. They are prefaced by a translation of Voegelin's initial message to Arendt. An introduction compares Arendt's letters, offers context, and provides a snapshot of Arendt's and Voegelin's perceptions of each other. Their views of political religion and human nature are also highlighted. Keyed to Arendt and Voegelin's letters are pertinent aspects of the debate in The Review of Politics that followed their epistolary exchange.     

DEFINITION OF THE BOUNDARY OF MOSCOW'S ACTIVE ZONE OF INFLUENCE

The present boundaries of Moscow's suburban zone are tested by delineating a so-called zone of active influence of Moscow city based on demographic structure and the significance of commuting to work in the city. The most favorable age-sex structure, with a high percentage of population in the working age groups and a relatively high percentage of children, is found in a zone within 50 to 60 kilometers from the city limits. This zone generates a daily flow of more than 500,000 commuters to places of employment in Moscow, 90 percent of whom spend less than 110 to 120 minutes traveling each way. These commuters represent about 2 percent of the total working-age population in the suburban zone. On the basis of the demographic structure and commuting linkages, Moscow's zone of active influence is therefore defined as the zone within which 90 percent of the commuters reside, or within 52 kilometers of the city limits. This conforms roughly to the present definition of the suburban zone.     

A LYONS BRANCH OF THE POTTERY-MAKING FIRM OF ATEIUS OF AREZZO

Fifty-one waster sherds of Terra Sigillata (～20-0 b.c. ) from Arezzo, Italy and Lyons, France have been chemically analysed for twenty-eight elements by neutron activation and seven by X-ray fluorescence. Most of the elemental abundances were measured with high precision and cross-comparisons of the two techniques of measurement (and sample preparation) give added insight as to their relative precision, the calibration differences and the extent to which volatile materials such as carbonate or water influence the results. The sherds from Arezzo formed a homogeneous and distinctive chemical group while all but two of those from Lyons were classified into three such groups. Two of the Lyons groups (MML A and MML B) were from Montée de La Muette and one was from Loyasse. Four additional sherds from houses excavated in Strasbourg and one from Lyons, all of which bore the signature of the famous Anetine pottery-making firm of Ateius, were also analyzed by the same techniques. These signed sherds all had the same composition pattern and it closely matched one of those from Montée de La Muette (MML A) in Lyons. It is therefore suggested that these five sherds bearing the Ateius signature were made in the general vicinity of Lyons and were part of the output of an as yet unknown Gallic branch of the firm of Ateius.

ECONOMIC-GEOGRAPHIC PECULIARITIES OF FORMATION OF THE INDUSTRIAL-TERRITORIAL COMPLEXES OF UNION REPUBLICS

Differences in industrial development of the Soviet union republics are found to persist, and the basic factors are analyzed. The presence of a skilled labor force is an important factor in insuring a high level of industrial output per capita and a high rate of return on capital. However, the distribution of labor-intensive industries does not always conform to the availability of labor resources. Such industries have reached a high level in the Baltic republics, where the reproduction rate is low and additional labor must be brought in from the outside, and they have not been fostered in Central Asia, where the rate of natural increase is high. The emphasis on resource-based industries that is characteristic of some republics (oil and gas in Azerbaydzhan and Turkmenia, nonferrous metals in Kazakhstan, etc.) is usually associated with a high level of fixed assets (capital intensity) and a low rate of return as well as low levels of industrial output per capita.     

THE ORIGINS OF RACISM: A CRITIQUE OF THE HISTORY OF IDEAS

This essay has two objectives. First, it seeks to engage critically with contemporary scholarship on the origins of racism through the lens of an older debate centered around the history of ideas. Specifically, it argues that Quentin Skinner's influential critique of the history of ideas can help identify the pitfalls of our current fascination with the origins of racism—most particularly when such origins are traced back to antiquity and the European pre- and early modern periods. In pursuing its second objective, the essay turns from histories cataloguing ancient, medieval, and early modern racisms to objections leveled, in these same literatures, against scholarship defending the modernity of race. The defense of a premodern origin to race is, I argue, not just a historical argument but a contemporary politics embedded in a narrative of continuity that insists on the relevance of the medieval past to the racial configurations of our current moment. Rather than demonstrating continuity and sameness, this essay seeks to draw attention to alternative modes of historicizing that are more attentive to the alterity of the past.     

COMPARISON OF METHODS OF ANALYSIS OF SILVER AND GOLD IN SILVER COINS

A series of silver coins was analysed for silver and gold contents by three methods—chemical wet analysis, activation analysis and X-ray fluorescence using a point source linear spectrometer (milliprobe). The results indicate that while the X-ray fluorescence technique gives better agreement with chemical analysis for major components the use of activation analysis with automated equipment results in a considerable saving of time and has a high sensitivity for some minor components.

LOWERING OF THE HUMUS CONTENT OF CHERNOZEM SOILS OF THE RUSSIAN PLAIN AS A RESULT OF HUMAN ACTION

The article surveys the extent and causes responsible for reduction in the humus contents of fertile chernozem soils in the European USSR. Comparison of a soil humus map compiled by V. V. Dokuchayev in 1883 with contemporary soil maps permits compilation of a map showing areas of most intensive humus loss over the late Tsarist and Soviet periods. Although the entire chernozem belt exhibited some degree of humus reduction, maximum losses have occurred in upland areas throughout the belt and in its eastern portion (translated by Andrew R. Bond).
